All India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for The Month of September, 2011


   All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of September, 2011 increased by 3 points and stood at 197 (one hundred & ninety seven) .

   During September, 2011, the index recorded maximum increase of 5 points each in Darjeeling and Rourkela centres, 4 points each in Mysore, Ernakulam, Bokaro, Delhi, Quilon, Mumbai, Indore and Yamunanagar centres, 3 points in 13 centres, 2 points in 21 centres and 1 point in 24 centres. The index decreased by 2 points in Giridih centre, 1 point each in Bhilwara and Monger Jamalpur centres while in the remaining 7 centres the index remained stationary.

   The Union Finance Minister Shri Pranab Mukherjee today formally launched the central government e-payment system He said that the commissioning of the e-payment system is a major achievement and indicates Government’s strong commitment towards improving efficiency in our financial system, strengthening transparency in operations and introducing reforms for better governance. The Finance Minister said that the development is particularly significant as e-payment is at the centre of the e-commerce value chain. Special Class Railway Apprentices’ Exam to be held on January 29


   The Union Public Service Commission will hold the Special Class Railway Apprentices’ Examination, 2012 on 29th January, 2012 for recruitment to the Special Class Apprentices in the Mechanical Department of Indian Railways. The examination will be held at various centers across the country.

   Candidates are required to apply only through online mode. No other mode for submission of application is allowed. Government E-Payment System to be Inaugurated; will Bring Transparency; Facilitate Paperless Transaction and Reduce Overall Transaction Cost


   The Controller General of Accounts (CGA), Department of Expenditure, Ministry of Finance has developed a fully secured Government e-payment system for direct credit of dues from the Government of India into the account of beneficiaries using digitally signed electronic advice (e-advice) through the ‘Government e-Payment Gateway’ (GePG). The Union Finance Minister Shri Pranab Mukherjee will inaugurate the Government e-Payment System on Monday. Government e-Payment Gateway (GePG) is a portal which enables the successful delivery of payment services from Pay & Accounts Offices (PAOs) for online payment into beneficiaries’ accounts in a seamless manner under a secured environment. GePG serves as middleware between COMPACT (Computerized Payment and Accounts) application at Pay & Accounts Offices and the Core Banking Solution (CBS) of the agency banks/RBI to facilitate paperless transaction, reducing overall transaction cost and promoting green banking.

Government Approves Labour and Employment Ministry Proposal to Accept The Recommendations of the Wage Boards Headed by Justice Majithia


   The Central Government has approved the proposal of the Ministry of Labour& Employment to accept the recommendations of the Wage Boards headed by Justice Majithia for revision of wages and allowances of employees in newspaper establishments and news agencies subject to certain corrections. The decision to this effect has been taken in the Cabinet meeting held today.

   Accordingly, a press note issued by the Ministry of Labour & Employment today it self says that the Notification to implement the recommendations of the Wage Boards will be issued in consultation with the Ministry of Law & Justice by making an Order under sub-section (1) of section 12 for publication in the Gazette of India as required under sub-section (3) of section 12 of the Working Journalists and Other Newspaper Employees (Conditions of Service) and Miscellaneous Provisions Act, 1955.

Sub:- Commuted Leave to a Government Servant who has opted out of CGHS facilities and is availing the medical facility provided by the employer of his/ her spouse - clarification

   This Department has been receiving references from various Ministries/ Departments seeking clarification regarding admissibility of Commuted Leave on the basis of medical certificates issued by Hospitals/ Medical Practitioners approved by the employer of the spouse in cases where the concerned employee has been allowed to avail such facilities from the employer of the spouse. The matter has been considered in the light of clarification given by the Ministry of Health and Family Welfare. It is clarified that leave on medical grounds may be allowed on the basis of certificates issued by Hospitals/ Medical Practitioners approved by the employer of the spouse in such cases.

   The undersigned is directed to state that the matter regarding extension of the benefit of Child Care Leave to civilian industrial employees working in Defence Establishments at par with the Non industrial Central Government employees covered by the CCS (Leave) Rules, 1972 has been under consideration of this Department. It has been decided in consultation with the Ministry of Finance (Department of Expenditure) to extend the benefit of Child Care Leave to civilian female industrial employees working in Defence Establishments at par with the non industrial Central Government employees covered by the CCS (Leave) Rules. 1972 subject to the conditions provided in rule 43-C of the CCS (Leave) Rules, 1972, as amended from time to time.

   These orders shall take effect from the date of issue.

Railways Take Measures to Prevent Misuse of ‘Tatkal’ Scheme


   In order to prevent misuse of ‘Tatkal’ Scheme of reserving train tickets, Indian Railways have taken following measures:-

   With a view to reduce the chances of misuse of e-ticketing facility by IRCTC agent, Indian Railways has decided to stop Quick Book Option and cash card booking between 8 AM to 9 AM. Further, individual users are permitted to book only two tickets between 8 AM to 9 AM.

   Access to ‘Tatkal’ booking to the agents booking through internet has been denied during the opening hours of reservation in the morning between 8 AM to 9 AM.

MEMORANDUM

   In order to provide security of tenure, appropriate emoluments and certain terminal benefits subject to fulfillment of certain conditions to the casual / daily rated / contractual workers who have remained engaged in various Government establishments for a considerable period of more than 10 years in connection with implementation of various schemes / projects of various Departments of the Government two memorandums vide No. 2966-F(P) dated 23.04.2010 and No. 11794-F(P) dated 22.12.2010 were issued by the Government in Finance Department.

   The question of making the provisions of the two aforesaid orders more effective and suitable to the convenience of the Government Establishments / Organizations has been under active consideration of the Government for some time past.

   After careful consideration of the matter an din suppression of the aforesaid orders and all other orders issued by other Departments in the matter, the undersigned is directed by order of the Governor to say that the casual / daily rated / contractual workers, who are remaining attached to various establishments of the Government Departments / Directorates / Regional Offices / Other Organizations for not less than 10 years continuously as on 01.08.2011 and have rendered service for at least 240 days each year will be allowed the following benefits:

Right to Information -Expanding the Horizons


   The 6th Annual Convention of the Central Information Commission has commenced in the national capital today. The Convention is discussing four topics, namely – Transparency and accountability: with special reference to Public Private Partnership Projects, RTI Act : Potential & efficacy in curbing corruption and grievance redressal, RTI Act - Exemption Provisions & Second Schedule and Experiences and Prospects of Information Commissions

   The convention was, today morning, inaugurated by Hon’ble Prime Minister of India, Dr. Manmohan Singh. The Prime Minister announced that a bill for whistleblowers’ protection is being brought in. Dr. Manmohan Singh, stated that the conference of the Commissioners is very important. He said that he had the opportunity to address the third annual convention of Information Commissioners in November 2008. He observed that three more years have passed since he made observations in regard to the benefits of RTI Act and he can say with confidence that the Right to Information Act is now being more extensively and effectively used to bring into public gaze many areas of the work of public authorities which would otherwise have remained hidden from public gaze. He concluded by stating that I expect the 6th Convention of the Information Commissioners to give us a holistic assessment of the ground situation in regard to the implementation of the RTI Act

Pension Schemes for Old Age Persons

   The Indira Gandhi National Old Age Pensions Scheme (IGNOAPS) is one of the components of National Social Assistance Programme (NSAP). Funds for NSAP are released as Additional Central Assistance by the Ministry of Finance to States and by Ministry of Home Affairs to Union Territories is combined manner for all the schemes under NSAP. Hence, no separate releases are made for IGNOAPS. As per Census 2001, female dependent senior citizens (60+) in urban areas constitute 44.8% of the total urban female senior citizens (60+) population whereas male dependent senior citizens (60+) in urban areas constitutes 23.7% of the total urban male senior citizens (60+) population.

Updated Version of Centralized Pension Grievance Redressal and Monitoring System for Better Services to The Pensioners


   The Department of Pension and Pensioners’ Welfare has been implementing a web based Mission Mode Project namely “Pensioners’ Portal” under the National e-Governance Plan since March, 2007. Under the same the Department has Centralized Pension Grievance Redressal and Monitoring System (CPENGRAMS) vide which the pension related grievances of various Ministries are forwarded to the respective Ministries/Department for early redressal.

Govt mulls ways to popularise new pension system


   The government is looking at ways to popularise the new pension system (NPS) by strengthening the distribution base to reach out to the informal sector, a finance ministry official said today.

   Of the total 24 lakh subscribers of NPS, only around 45,000 are from the informal sector. NPS is a government-run retirement scheme for individuals, including those in the unorganised sector.

   "We are aiming at increasing the subscriber base by way of strengthening Points-of-Presence (PoPs), which will enable us to reach out to people," the official said.

   PoPs are the first points of interaction with NPS subscribers. Authorised branches act as collection points and extend customer services. There are about 30 PoPs in the country at present.

New pension system: Govt to strengthen PoPs


   The Government is looking at ways to popularise the new pension system (NPS) by strengthening the distribution base to reach out to the informal sector, a finance ministry official said today.

   Of the total 24 lakh subscribers of NPS, only around 45,000 are from the informal sector. NPS is a government-run retirement scheme for individuals, including those in the unorganised sector.

   “We are aiming at increasing the subscriber base by way of strengthening Points-of-Presence (PoPs), which will enable us to reach out to people,” the official said.

   PoPs are the first points of interaction with NPS subscribers.

The examination dossiers in respect of 09 more candidates for appointment as Steno Grade ‘D’ in CSSS have been received from SSC. Accordingly, they are nominated to the different Cadre Units of CSSS as listed in the Annexure to this Department’s O.M. in the order of their merit for appointment as Steno Grade ‘D’ of CSSS.

ORDER :

  In the Government Order second read above, orders were issued sanctioning the revised rate of Dearness Allowance to the State Government pensioners / family pensioners as detailed below:-

   2. The Government of India, in its Office Memorandum fourth read above has enhanced the Dearness Allowance payable to its pensioners / family pensioners from 51% to 58% with effect from 1st July, 2011. 

   3. Following the orders issued by the Government of India, the Government has now decided to sanction one additional installment of dearness allowance at 7% to the pensioners / family pensioners of the State with effect from 1.7.2011.  Accordingly, the Government sanction the revised rate of Dearness Allowance to the State Government  pensioners / family pensioners as indicated below:-

   4. The Government also direct that the increase in Dearness Allowance shall be paid in cash to the Pensioners / Family Pensioners with effect from 1.7.2011. 

   5.  While arriving at the revised Dearness Allowance, fraction of a rupee shall be rounded off to the next higher rupee if such fraction is 50 paise and above and shall be ignored if it is less than 50 paise. It will be the responsibility of the Pension Disbursing Authority  including Public Sector Banks etc. to calculate the quantum of Dearness Allowance payable in each individual case. 

   6.  Pending formal authorisation by the Accountant  General, the Dearness Allowance shall be paid straightaway by the Pension Pay Officer, Chennai-6, Treasury Officers and Public Sector Banks concerned.

   7.  This order will apply to the following categories of pensioners:-

   (i) Government pensioners, Teacher pensioners of aided and local body educational Institutions and other pensioners  of local bodies.

   (ii) The State Government employees who had drawn lumpsum payment on absorption in Public Sector Undertaking  / Autonomous body / Local body / Co-operative institution and have become entitled to restoration of 1/3rd commuted portion of pension as well as revision of the restored amount.

   (iii) Present and future family pensioners; In the case of divisible family pensioners, Dearness Allowance shall be divided proportionately.

   (iv) Former Travancore-Cochin State pensioners drawing their pension on 1st November, 1956 in the Treasuries situated in the areas transferred to Tamil Nadu State on that date, i.e. Kanniyakumari District and Shencottah taluk of Tirunelveli District.

   (v)  Pensioners who are in receipt of special pensions under Extraordinary Pension Rules, Tamil Nadu and Compassionate Allowance.

   8. The expenditure on Dearness Allowance payable to the pensioners shall be debited to:
 
   " 2071. Pension and Other Retirement Benefits - 01. Civil - 101. Superannuation and Retirement Allowances - I. Non-Plan - AC. Dearness Allowance to Pensioners - 03. Dearness Allowance (D.P. Code 2071 01 101 AC 0306) "

   The expenditure on Dearness Allowance payable to the family pensioners shall be debited to:
 
   " 2071. Pension and Other Retirement Benefits - 01. Civil - 105. Family Pensions – I. Non-plan - AC. Dearness Allowance to Family Pensioners of Tamil Nadu Government - 03. Dearness Allowance (D.P. Code 2071 01 105 AC 0308) ". 

 
   9. Orders regarding sanction of dearness allowance  to the widows & children of the deceased Contributory Provident Fund / Non Pensionable Establishment beneficiaries of State Government and the former District Board who are drawing ex-gratia will be issued separately. 

   10. The increased expenditure due to the sanction of Dearness Allowance in this order is allocable among the successor States as per the provisions laid down under the State Reorganization Act, 1956.
