Finance Ministry Clarified about Bank Holidays on Social Networks
Banks will remain open and banking activity will continue unimpeded in the first week of September

Banks will only observe holidays on Sunday, 2nd September and second Saturday, 8th September ; Monday, 3rd September is not a pan India holiday

ATMs in all States will be fully functional; Banks advised to ensure availability of sufficient cash for dispensation from ATMs
It has come to notice that a rumour is circulating in several sections of the social media that banks will be closed for 6 days in the first week of September 2018, causing undue panic among the general public.
It is hereby clarified that banks will remain open and banking activity will continue unimpeded in the first week of September. Banks will only observe holidays on Sunday, 2nd September and second Saturday, 8th September. Monday, 3rd September is not a pan India holiday and banks only in some States where a holiday is declared under the Negotiable Instruments Act, 1881 will remain closed.
Even on those days, ATMs in all States will be fully functional and there will be no impact on online banking transactions. Banks have been advised to ensure that sufficient cash is available for dispensation from ATMs. Banks will remain open on all other days.

NJCA DECIDES TO OBSERVE “ALL INDIA DEMANDS DAY” ON 19th SEPTEMBER 2018

Dear Comrades,
NJCA has given a call to observe 19th September 2018, the 50th Anniversary day of 1968 strike of Central Govt. employees, as ALL INDIA DEMANDS DAY protesting against the betrayal of BJP – led NDA Government and demanding immediate settlement of the following three demands. NJCA has also resolved and informed the Cabinet Secretary its decision to revive the deferred indefinite strike of Central Govt employees, in case The Govt refuses to settle the demands.

Demands :- 1) Upward revision of Minimum Wage and Fitment Formula
2) Scrapping the New Contributory Pension Scheme. 
3) Allow Option-1 as one of the Pension Fitment Formula.

Confederation National Secretariat calls upon all affiliated Organizations and State / District level C-O-Cs to observe “Demands Day” on 19th September 2018 (if possible, jointly with Railway & Defence Federations) through out the country by holding protest demonstrations and rallies at all centres and also in front of all offices.

In terms of the provisions contained in Para 231 of IREC Vol.l (Fifth Edition-1985), Divisional Railway Managers may transfer erstwhile group “D” employees Grade Pay 1800/- Level 1 (Peons, Gangmen, Khalasi, unskilled and semiskilled, etc.) from one department to another or from one Division to another.
2. The need to delegate the powers to change of department in the case of Group “C” Railway Servants has also been experienced. In the light of the above, Board have reviewed the matter and have decided to delegate the powers to Divisional Railway Managers further · so that henceforth it shall be within the competence of Divisional Railway Managers to transfer all non-gazetted Railway employees for divisional controlled cadres from one Department to another Department subject to conditions given in Board’s letter No. E(NG)l-2006/TR/18 dated 25.09.2007, being strictly followed.
3. Accordingly, the Indian Railway Establishment Code, Vol.l, (Fifth Edition-1985) is amended as per ACS No. 133 enclosed.

Sub: Inordinate delay in revision of rates of Running Allowance and other allowances related to Running Staff and Hourly Rates of Incentive Bonus to Maintenance Workshops and Production Units Staff over the Indian Railways

Your kind attention is invited towards the above subject matter. It may be recalled that, revision of rates of Running Allowance and other allowances related to Running Staff is pending for quite a long time. This issue has been deliberated at length several times with Railway Board officials as also with Hon’ble MR; besides your goodself, and despite several assurances from the highest level no fruitful result has emerged as yet. There is serious discontentment and resentment brewing among the Running Staff on account of such an inordinate delay in revision of rates of this allowance. It would not be out of context to mention here that, on previous occasions quick action used to be taken by the Railway Board to revise the rates of Running Allowance and other allowances related to Running Staff after implementation of reports of the successive Pay Commissions, but this time it is quite unfortunate that, so much time is being taken in settling the genuine issue without any valid reason.

Similarly, Hourly Rates of Incentive Bonus also used to be revised on every occasion after implementation of recommendations of the successive Pay Commissions. Last time also Hourly Rates of Incentive Bonus were revised w.e.f. 2009. It would not be out of place to point out here that, last meeting with the committee, constituted to revise Hourly Rates of Incentive Bonus, was held on 18th July, 2018, but despite elapse of substantial time, nothing appears to have been done in this regard till date, for which lot of discontentment is prevailing among the employees of Production Units and Maintenance Workshops over the Indian Railways.

AIRF, therefore, desires that, necessary action be taken on the above issues to revise thes rates of Running Allowance and other allowances related to Running Staff as also Hourly Rates of Incentive Bonus to the employees of Production Units and Maintenance Workshops over the Indian Railways with retrospective effect, allowing payment of consequential arrear etc., keeping in view the discontentment prevailing among these vulnerable categories of the Railway Staff.

An early action in the matter shall be highly appreciated.

In partial modification of this Ministry sanction letter No 12630/Tpt. Al Mov C/246/D (Mov)/17 dated 15th September, 2017 on the subject noted above, para 2(iii) of said sanction may be substituted as under:
For :–
Physically disable service personnel as mentioned in this Ministry letter No. 12198/Q Mov C/3337/D Mov dated 30.08.1979 as amended vide letter No. 12198/Q Mov C/697/D Mov dated 26.02.1980 shall continue to be paid Transport Allowance at double the normal rates, subject to fulfilment of the stipulated conditions, which shali, in no case, be less than Rs.2250/- p.m. plus applicable rates of Dearness Allowance.

REPLACED BY :-
Physically disable employees in respect of the categories viz., visually impaired, orthopaedically. handicapped, deaf and dumb/hearing impaired, spinal deformity, shall be paid Transport Allowance at double the normal rates, subject to fulfilment of the stipulated conditions, which shall, in no case, be less than Rs.2250/- p.m. plus applicable rates of Dearness Allowance.
2.These orders shall take effect from 1st July, 2017.
3. This letter issues with the concurrence of Ministry of Defence (Fin/QA) vide their U.O. No. 9(1) Fin/QA/17 (Dy. No. 386) dated 02.07.2018.

Sub:- Applicability of new wage scale and drawal of arrears to GDS substitutes- req – reg.
I would like to brought this to the kind notice of the Secretary, Department of Posts that after implementation of new TRCA to the GDS vide order dated 25-06-2018, all regularly working GDS have been drawn new TRCA w.e.f 01-07-2018. In case of substitutes working in place of GDS viz., vacant posts, officiating to Departmental posts (Postman/MTS/MG) and on other reasons has not drawn their allowances as per new TRCA slabs w.e.f 01-07-2018.


Further it is requested to issue the instructions to draw the arrears also from 01-01-2016 to 30-06-2018 to the substitutes working in place of GDS. As it was drawn also at the time of implementation of Natarajamurty Committee recommendations vide Lr.No. No.6-1/2009-PE.II, Dated : 30-05-2012.
Hence it is requesting our Hon’ble Secretary. Department of Posts kindly cause to issue necessary instructions to the concerning authorities on the subject at the earliest in favour of GDS.

Today Union Cabinet approved to hike 2% Additional DA & DR for CG Employees and Pensioners with effect from July 2018

Cabinet approves additional 2 percent Dearness Allowance (DA) for Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1st July, 2018

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modihas approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2018 representing an increase of 2% over the existing rate of 7% of the Basic Pay/Pension, to compensate for price rise.

The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.6112.20 crore per annum and Rs.4074.80 crore in the financial year 2018-19 (for a period of 08 months from July, 2018 to February, 2019).

This will benefit about 48.41 lakh Central Government employees and 62.03 lakh pensioners.
This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

CBDT had earlier extended the ‘Due Date’ for filing of Income Tax Returns from 31st July, 2018 to 31st August, 2018 in respect of the categories of taxpayers who were liable to file their Income Tax Returns by 31st July, 2018.

Subject: Availability of option for fixation of pay on promotion from the Date of Next Increment (DNI) in the lower post and method of fixation of pay from DNI, if opted for, in context of CCS (RP) Rules, 2016- clarification – regarding.

The undersigned is directed to refer to this Department’s OM of even number dated 27.07.2017, on the subject cited above. Following the issuance of the OM ibid, this Department has received a number of references seeking clarification on various aspects of the OM ibid. The matter has been considered in this Department in consultation with D/o Expenditure and the points of doubt are clarified as under:

1. The date of applicability of the OM ibid.
Since the OM ibid is in the context of 7th CPC Scenario, it is applicable from 01.01.2016.
2. Whether the employees who have been granted the pay fixation benefit on account of promotion between 01.01.2016 and the date of issuance of the OM ibid i.e. 27.07.2017, would be allowed to re-exercise/ revise their option for fixation of pay under FR 22(l)(a)(1).
Under the changed circumstances, after the issuance of this Department’s OM ibid, the employee shall be allowed to re-exercise/ revise their option for fixation of pay under FR 22(l)(a)(1), within one month from the date of issuance of this OM. Further, the option so revised, shall be final.

2. In so far as their application to the employees belonging to the Indian Audit and Accounts Department is concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

UNION PUBLIC SERVICE COMMISSION COMBINED MEDICAL SERVICES EXAMINATION, 2018
On the basis of the result of the written part of the Combined Medical Services Examination, 2018 held by the U.P.S.C. on 22.07.2018 the candidates with the under mentioned Roll Numbers have qualified for Interview/Personality Test.
2. The candidature of these candidates is PROVISIONAL subject to their being found eligible in all respects. The candidates would be required to produce the original certificates in support of their claims relating to age, educational qualifications, community, physical disability (where applicable) etc. at the time of the Personality Test. They are, therefore, advised to keep their certificates ready and check before hand the requirement of certificates in accordance with the important instructions available on the website of the Commission before appearing for the Personality Test.
3. In accordance with the Rules of Examination, all these candidates are required to fill up the Detailed Application Form (D.A.F.), which will be made available on the Commission’s Website i.e. http;//www.upsc.gov.in; from 13.09.2018 to 27.09.2018 till 06:00 PM. Important instructions regarding filling up of the DAF and submitting the same ONLINE to the Commission will also be made available on the website. The candidates who have been declared successful have to first get themselves registered on the relevant page of the Commission’s website before filling up the ONLINE DAF and submit the same ONLINE alongwith uploading of the scanned copies of relevant certificates/documents in support of their eligibility, claim for reservation etc. The qualified candidates are further advised to refer to the Rules of the Combined Medical Services Examination, 2018 published in the egazette of India, dated 02.05.2018.
4. The instruction for filling up the DAF and Rules of the Combined Medical Services Examination, 2018, must be read carefully with regard to the certificates that will be produced at the time of Interview. The candidates will be solely responsible for not producing sufficient proof in support of his/her age, date of birth, educational qualification, caste (SC/ST/OBC) and physical disability certificate (in the case of PWD candidates). In case any of the written qualified candidate fails to bring any or all the required original documents in support of his/her candidature for the Combined Medical Services Examination, 2018, he/she will not be allowed to present himself/herself before the PT Board and no TA will be allowed. 27th August, 2018/ 05 Bhadrapada, Saka, 1940
5. Schedule of the Interview of candidates, who have qualified for the Personality Test, will be uploaded on the Commission’s website in due course of time. 6. No request for change in the date and time of Personality Test intimated to the candidates will ordinarily be entertained under any circumstances.
7. The mark-sheet of candidates, who have not qualified, will be uploaded on the Commission’s website after the publication of final result (after conducting Personality Test) and will remain available on the website for a period of 30 days.
8. The candidates can access the marks-sheets after keying in their Roll Numbers and date of birth. The printed/hard copies of the marks-sheet would, however, be issued by UPSC to candidates based on specific request accompanied by a self-addressed stamped envelope. Candidates desirous of obtaining printed/hard copies of the marks sheets should make the request within thirty days of the display of the marks on the Commission’s website, beyond which such requests would not be entertained.

Digital certificates/marksheets to be given to students of CBSE affiliated schools

As a special gesture to students from CBSE affiliated schools, whose board exam academic documents such as Marksheets/ Migration Certificates/ Pass Certificates have been lost or damaged in the Kerala floods, the Central Board of Secondary Education has decided to facilitate and provide digital mark sheets, migration certificates and pass certificates. Over 1,300 schools are affiliated to the CBSE in Kerala. Board exam academic documents are crucial for admission for higher studies and employment etc.
CBSE, in technical collaboration with NeGD, developed its own and first of its kind digital academic repository called ‘Parinam Manjusha’. This academic repository has been integrated with DigiLocker.
The digital academic documents being provided through Parinam Manjusha/ DigiLocker are digitally signed using digital signature of Controller of Examinations of CBSE which make them legally valid digital document as per the IT Act. These documents are also having PKI based QR codes and such documents can be verified for the authenticity using the DigiLocker mobile app.
How to get digital academic documents such as Mark Sheets/Migration Certificates/Pass Certificates from CBSE’s Academic Repository Parinam Manjusha:
1. The students can visit Parinam Manjusha website https://cbse.digitallocker.gov.in and download their academic documents using the login-id / password provided at the time of declaration of results on their registered mobile nos.
2. In order to facilitate the students again, the CBSE will re-send login-id and password of Parinam Manjusha/DigiLocker pertaining to students of the year 2016-2018 on their mobile nos provided with Class X/XII data.
3. For the students of 2004-2015, students of 2016-2018 who did not provide mobile no at the time of Class X/XII data or students who have changed their mobile nos.
(i) Such students can visit Parinam Manjusha website https://cbse.digitallocker.gov.in and link their Aadhaar to their account and get their digital documents by providing their roll number, class and year of examination.
(ii) Students who don’t possess Aadhaar or don’t remember their roll nos may approach to their schools directly or through their relatives to register themselves in order to get login credentials of Parinam Manjusha/DigiLocker. A link is being provided on CBSE website for the schools to register such candidates.
In case if any student finds any variation in his/her document, he/she may contact the CBSE Regional Office Thiruvananthapuram immediately giving roll number, name, class and year.
In case of any difficulty in Parinam Manjusha/DigiLocker account, students may write to support@digitallocker.gov.in giving roll number, name, class and year of exam.

Subject: Observance of “Swachhata Hi Seva’ 2018 (SHS) again from 15th September to 2nd October, 2018.
Sir, As a precursor to the launch of the 150th birth year celebrations of Mahatma Gandhi, M/o Driniking of Water & Sanitation (M/o DW&S) has decided to observe Swachhata Hi Seva 2018 (SHS) again from 15th September to 2nd October, 2018. SHS aims to accelerating the Jan-Andolan for realizing the Hon’ble Prime Minister’s vision of a Clean India, further reinforcing the belief that ‘Sanitation is everyone’s business’. The launch of SHS 2018 will be organized on the morning of 15th September, 2018, encouraging citizens to initiate swachhata drives.
2. M/o DW&S has also requested this Department to lead a special segment of SHS campaign (voluntary swachhata activities) involving all Pensioners on a pan-India basis. In this regard M/o DW&S have also enclosed a list of illustrative activities that can be undertaken and the pensioners may like to take it up on a particular day during the fortnight.
3. As a steps towards this direction, the Department of Pension & Pensioners Welfare has been in the past too, inter alia seeking the active involvement of identified Pensioners’ Associations for observing Swachh Bharat Pakhwada and the swachhta related tasks undertaken by various identified Pensioners’ Association in the past had been found to be encouraging and were appreciated.
4. In view of above you are requested to observe the ‘Swachhata Hi Seva 2018’ (SHS) from 15th September to 2nd October, 2018 by sensitizing their members and general public reinforcing the belief that “Sanitation everyone’s business’and also encourage citizens to initiate swachhata drives by undertaking number of activities from the enclosed list of illustrative Activities circulated by M/o DW&S.
5. You are also requested to take photographs of activities undertaken by them during the Pakhwada and send the same along with a report on the activities undertaken by them immediately after duration of the Pakhwada so as to enable for this Department to send a consolidate report to M/o DW&S and also to upload the same on Pensioners’ Portal website.

Ref: This office Circular No. 569 dated 19.10.2016.
There are several representations from various War Veteran Associations demanding the benefit of Maximum of Term of Engagement in OROP as well as in 7th CPC revision quoting the Para-3 of Circular No. 569 dated 19.10.2016. Thus, it appears that there are some misinterpretation/confusion about Para-3 of Circular No. 569 dated 19.10.2016, which needs to be clarified in this regard.
Earlier vide Annexure No.-II of MoD letter No. 200847/Pen-C/71 dated 24.02.1972, there was a provision that Service Element of War Injury Pension will be equal in amount to the normal retiring pension of the rank held at the time of disablement for maximum service of rank. It means Service Element of War Injury Pension was admisssible for maximum term of engagement subject to restriction that War Injury Pension should not be more than last pay drawn. Prior to 6th CPC the Service Element/Service Pension was given 50% of the reckonable emoluments for 33 years of Qualifying Service including weightage, and for lesser period it was proportionately reduced. It is pertinent to mention that after evolution of 6th CPC provision concept of pro-rata reduction has been dispensed with. As per 6th CPC orders pension will be 50% of the last pay drawn irrespective of Qualifying Service. Therefore, relevance of Maximum Term of Engagement becomes obsolete.
The minimum guaranteed pension after implementation of 6th Central Pay Commission, was initially determined on the basis of minimum of the Pay in Pay Band plus Grade Pay vide MoD letter dated 11.11.2008 (Circular No. 397 of this office). This was further modified with issue of MoD letter No. 1(04)/2015/(1)-D(Pen/Pol) dated 03.09.2015 for revision of Service Pension/Service Element in respect of pre-2006 Commissioned Officers/JCOs/ORs pensioners on the basis of minimum of fitment tables, and accordingly Circular No. 547 and 548 has been issued for PBORs and Commissioned Officers respectively. The ibid minimum guaranteed pension was calculated as 50% of minimum of fitment table for 33 years of Qualifying Service including weightage with pro-rata reduction for lesser period.
The minimum guaranteed disability element/war injury element was not covered in the ibid MoD letter dated 03.09.2015. Therefore, MoD letter No. 16(01)/2014/D(Pen/Pol) dated 18.05.2016 was issued (Circular No. 560) for revision of Casulaty Pensionary awards in respect of Pre-2006 Armed Forces Officers and JCO/ORs Pensioners/Family Pensioners, which provides for minimum guaranteed Disability Element/War Injury Element. The clause of pension upto Maximum Term of Engagement in case of War Disabled Pensioners which was admissible prior to 6th CPC was omitted in both the above circulars of minimum guaranteed pension. Therefore, there was a need to clarify this issue and hence the Para-3 has been inserted in Circular No. 569 dated 19.10.2016. After issue of GOI MoD letter No. 1(2)/2016-D(Pen/Pol) dated 30.09.2016 for delinking of qualifying service of 33 years for revision of pension under minimum guaranteed pension, Para No. 3 of Circular No. 569 has become reduntant and therefore this Para-3 may be treated as deleted.
After implementation of 6th CPC and subsequently also in 7th CPC, pension will be determined on the basis of 50% of last pay drawn irrespective of Qualifying Service, so the relevance of pro-rata reduction for lesser qualifying service become reduntant as full pension is admissible for each qualifying service in each rank. Therefore, pension upto term of engagement has also become reduntant. Further, the pension as per OROP rates was based on the live data of 2013 retirees where pension was given as per 6th CPC provisions. Therefore, the demand of pension upto term of engagement has also become obsolete.
Therefore, it is requested y that the issue may be dealt with accordingly and the pensioner approaching for this may be clarified on similar lines duly stating that pension upto term of engagement in case of war disabled pensioners in OROP as well as 7th CPC revision is irrelevant.

Sub: Rest Rules for Running Staff

Ref.: Railway Board’s letters No.E(LL)/2009/HER/1 dated 17.07.2018 and 02.08.2018

Pursuant to discussions held with AIRF, during the last PNM Meeting, held on 21-22 June, 2018, Railway Board vide their letter No.E(LL)/2009/HER/1 dated 17.07.2018 had issued instructions that, Call Books on Running Staff should be served upon only after completion of 16 hours rest at Headquarters and after completion of 8 hours at outstation.

It is, however, quite unfortunate that, Railway Board vide their subsequent letter dated 02.08.2018 have pended the said instructions till adequate number of Running Staff becomes available to fill-up large-number of existing vacancies. This is gross violation of bilateral negotiated settlement with the federation.

AIRF, therefore, desires that, orders of pending the instructions, issued vide Railway Board’s letter dated ibid dated 17.07.2018 be withdrawn immediately in the larger interest of industrial harmony.
This may be treated as “Most Urgent”.
