Sub: State Public Sector Undertaking / Boards - Revision of scale of pay to certain categories of employees - extension to State Public Sector Undertaking / Boards for adoption - Regarding.

   In the G.O. first cited, Government have implemented the revision of scales of pay to the employees of State Public Sector Undertakings / Statutory Boards taking into account the orders issued in G.O.Ms.No. 234, Finance (PC) Department dated 1.6.2009 on the recommendations of the Official Committee on revision of scales of Pay and Allowances etc. to the Government employees based on the recommendation of the Central Sixth Pay Commission.

   2. Government have implemented the revision of scales of pay based on the recommendations of One Man Commission to certain categories in various G.Os and such G.O.s have not been extended to the employees of State Public Sector Undertakings / Boards till date. However, the Chief Executive Officers of all State Public Sector Undertakings / Boards were requested to forward suitable / comprehensive proposal to Government for examination subject to certain conditions mentioned therein.

   3. In the meantime, revision of pay in respect of certain categories like Junior Assistant / Typist/ Assistant / Steno-Typist Grade III, Record Assistant, Record Keeper, Drivers have been ordered in G.O.s 3rd, 4th & 5th cited.

   4. Now, some of the State Public Sector Undertakings / Boards have been requesting to revise the Grade Pay to Assistants, Junior Assistants/ Typists, Steno-Typist Grade III, Drivers etc., in line with the G.O.s mentioned at Para 3 above.

   5. In order to bring out parity and standardization in the pay scales available to the employees of State Public Sector Undertakings / Boards vis-ã-vis Government employees, I am directed to state that the G.O.s 3rd, 4th & 5th cited may be extended to the employees of State Public Sector Undertakings/Boards for adoption duly considering the aspects mentioned at Para 2(a) to 2(f) of Government Letter 2nd cited and subject to the conditions that (a) the State Public Sector Undertakings/Boards should not seek any financial assistance from Government for this purpose and (b) the subject may be placed before the respective Board of Directors for approval.

ORDER: 


   In the Government Order first read above, the Government sanctioned an ad-hoc increase in the Consolidated Pay / Fixed Pay / Honorarium with effect from 01.07.2010 at the rate  of Rs.20/- per month in respect of those drawing revised Consolidated Pay / Fixed Pay / Honorarium up to Rs.600/- per month and at the rate of Rs.40/- per month in respect of those drawing revised Consolidated Pay / Fixed Pay / Honorarium of above Rs.600/- per month.


2. In the Government Order second read above, orders were issued enhancing the Dearness Allowance payable to  Government employees on regular time scales of pay with effect from 01.01.2011.  Government has therefore, decided to grant ad-hoc increase to those drawing revised Consolidated Pay / Fixed Pay / Honorarium with effect from 01.01.2011. Accordingly, Government direct that employees drawing revised Consolidated Pay / Fixed  Pay / Honorarium be allowed another ad-hoc increase with  effect from 01.01.2011 as detailed below:-

For those drawing revised Consolidated Pay / Fixed Pay / Honorarium up to Rs.600/- per month from 01.01.2006

Rs.20/- per month

For those drawing revised Consolidated Pay / Fixed Pay / Honorarium above Rs.600/- per month from 01.01.2006

Rs.40/- per month

   3. The arrears of ad-hoc increase for the months of January  and February, 2011 shall be paid after the disbursement of Consolidated pay / Fixed pay / Honorarium of March, 2011.


   4. This order shall also apply to employees of Local Bodies, Over head tank operators and Sweepers working in Rural Development and Panchayat Raj Department.

     I am directed to state that the Government in the G.O. first cited have ordered for payment of conveyance allowance at 5% of Basic pay subject to a maximum of Rs.50/- p.m. to the blind and orthopaedically handicapped employees of State Government subject to conditions specified therein and in GO. second cited, orders have been issued enhancing the ceiling on Conveyance Allowance to the blind and orthopaedically handicapped employees of State Government from Rs. 50/- to Rs.75/-p.m. In the Government letter third cited, these orders were extended to the employees of State Public Sector Undertakings/Boards from the date of adoption of the G.O. by the Boards of Directors. In G.O. fourth cited, the above ceiling limit has been enhanced from Rs. 75/- to Rs. 150/- p.m. In the letter fifth cited, the above G.O. has been extended for adoption after placing the matter before the Board of Directors. In the G.O. sixth cited, among other things, the Conveyance Allowance to Orthopaedically handicapped employees has been doubled from Rs.150/- p.m. to Rs.300/- p.m. In Government letter seventh cited, it has been indicated, to place the above G.O. before the Board for adoption in respect of only those allowances which are being drawn by the employees of State Public Sector Undertakings/Boards. Now, in the G.O. eighth cited, the ceiling limit for differently abled persons has been enhanced from Rs. 300/- to Rs.1000/-. These orders have not been extended to the employees of Public Sector Undertakings / Boards.

     2. The Government after careful consideration of the matter direct that the orders issued in G.O. eighth cited be extended to the differently abled employees of your Corporation / Board after placing the matter before the Board of Directors. Considering the meagre percentage of differently abled employees in each State Public Sector Undertakings / Boards and less financial implication etc., and as a goodwill gesture towards such differently abled employees employed in State Public Sector Undertakings / Boards, the enhanced ceiling limit of Rs. 1000/- to such employees shall be given with effect from 1.10.2010 as ordered by Government for differently abled Government employees.

The following Notification will be published in the Tamil Nadu Government Gazette.

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling, the Governor of Tamil Nadu hereby makes the following amendment to the General Provident Fund (Tamil Nadu) Rules.

AMENDMENT

In the said Rules, in rule 15-B, in the provisos to sub-rule (1), for the expression “Rs.2,50,000/-”, the expression “Rs.6,00,000/-” shall be substituted.
