All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of November 2011

   All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of November, 2011 increased by 1 point and stood at 199 (one hundred & ninety nine) .

   During November, 2011, the index recorded maximum increase of 12 points in Mysore centre, 5 points each in Madurai and Puducherry centres, 4 points in Coimbatore centre, 3 points in 2 centres, 2 points in 14 centres, 1 point in 11 centres. The index decreased by 5 points in Lucknow centre, 4 points in Faridabad centre, 3 points in 4 centres, 2 points in 10 centres and 1 point in 15 centres, while in the remaining 16 centres the index remained stationary.

    The West Bengal Health Scheme, 2008 came into effect from 01-06-2009.  Now, the cost of medical treatment in non-empanelled private Health Care Organisation is also reimbursable under certain conditions. Request for clarifications of some points laid down in the said Scheme after its amendments are being received by this department from various corners.

Good Governance Award to efficient Government Servants.

   A 'Good Governance Award', the first of its kind in the country, was set up by Tamil Nadu Chief Minister J Jayalalitha on Saturday, for state government staff who will make a ‘real difference’ in the delivery of a host of services and the reaching of welfare schemes to the people.

   Irrespective of whether a ‘Lokayukta’ will become reality of not in Tamil Nadu, in the wake of the Centre tabling the Lokpal Bill in Parliament which also enables lokayuktas as state level ombudsmen against administrative corruption, Jayalalitha sprung this surprise after paying homage at the ‘Samadhi’ of her political mentor, MGR, on his death anniversary. Incidentally, Saturday also happens to be the death anniversary of the late Dravidian leader Periyar.

   As per Rule 7(2) of the Rules for Fixation of Pay in Annex - II of the Government Orders read above, if an employee wishes to opt the revised scale of pay of his promoted post ie. the next immediate promotion post assumed on or after 01/07/2009, he will be permitted to opt the revised scale of the promotion post with effect from the date of promotion and his pay in the revised scale will be fixed on the basis of the pay he drew in the pre-revised scale of the promoted post on that date. A doubt has arisen whether the next immediate promotion includes ratio promotion/time bound higher grades also.

Special Class Railway Apprentices Exam, 2012

   The Union Public Service Commission (UPSC) will be conducting the Special Class Railway Apprentices Examination, 2012 at 41 Centres throughout the country on 29.01.2012 (Sunday). The Commission has introduced the facility of generating e-Admission Certificate for this Examination for convenience of candidates. The candidates can down load their Admission Certificates from the UPSC website www.upsc.gov.in. Candidates are advised to take the printout of the Admission Certificate and produce the same for appearing at the allotted venue for this examination.

Amendment in the Pension Scheme

   Pension under the Employees’ Pension Scheme, 1995 is linked with pensionable service and pensionable salary. As per Section 6A of the Employees’ Provident Funds & Miscellaneous Provisions Act, 1952, contribution in Employees’ Pension Fund is mandated @ 8.33% of wages which is restricted upto wage ceiling of Rs.6500/- only. However, option is available to the member to contribute at the higher rate than the wage ceiling (i.e. Rs. 6500/-) which entitles him/her for a higher pension.

Fixing Minimum Pension by EPFO

   The recommendations of the Pension Implementations of the Committee (PIC) of the Employees’ Provident Fund Organisation to increase the minimum pension amount to Rs. 1,000/- per month for its subscribers is to be placed before the Central Board of Trustees, Employees Provident Fund {CBT(EPF)} in its ensuing meeting for its consideration.

   The recommendation of the PIC to increase minimum pension to Rs. 1,000/- per month as per actuarial valuation would require 0.63 per cent increase in the contribution of 8.33 per cent. Any follow-up action would arise only after consideration by CBT (EPF).

   The Union Labour & Employment Minister Shri Mallikarjun Kharge gave this information in reply to a written question the in Rajya Sabha today.

Amendment of Labour Laws

   Review/amendment of labour laws is a continuous process and amendments are made in labour laws from time to time keeping in view, inter-alia, the problems of the labourers. Recent amendments carried out include those under the Payment of Wages Act, 1936, the Payment of Bonus Act, 1965, the Apprentices Act, 1961, the Payment of Gratuity Act, 1972, the Employees’ State Insurance Act, 1948, the Industrial Disputes Act, 1947, the Plantation Labour Act, 1951 and the Workmen’s Compensation Act, 1923. A new Act, namely, the Unorganized Workers’ Social Security Act, 2008 has also been enacted.

   There is no provision for regularization of contract worker under the Contract Labour (Regulation & Abolition) Act, 1970.

ESI Centres in the Country

   There are 790 ESI Centres in the country including Madhya Pradesh.

   The availability of medical equipments and medicines in ESI Hospitals in the country is generally satisfactory. However, there are vacancies of doctors in ESI Hospitals. There are no separate sanctioned posts of lady doctors.

   Employees’ State Insurance Corporation (ESIC) has taken several steps for revamping and modernization of ESI Hospitals and dispensaries to provide better health services. The various steps taken are as under:

   1. Hospital Development Committees have been constituted in all ESI Hospitals and have been given adequate administrative and financial powers for taking decisions for improvement in medical care facilities.

Acts Forgref Employees

   In pursuance of the 6th Central Pay Commission recommendation to formulate separate rules to regulate service conditions of General Reserve Engineer Force (GREF) personnel, Border Roads Development Board (BRDB) had suggested Directorate General Border Roads on 12th August, 2009 to constitute a Committee under the Chairmanship of Additional Director General (Border Roads) with members as Deputy Director General (Pers), Deputy Director General (Medical), a Director level officer representing Administrative Cadre and a Director level officer representing Border Roads Engineering Service Cadre. Accordingly, a draft GREF Act has been prepared by the Committee and submitted to BRDB Sectt. However, a decision in the matter can be taken after careful examination of the various connected issues in consultation with various stakeholders.

   This information was given by Defence Minister Shri AK Antony in a written reply to Shri (Capt.) Jai Naraian Prasad Nishad in Lok Sabha today.

   The Governor is pleased to deside that the whole time State Government Employees drawing basic pay (i.e. Band Pay- Grade Pay, NPA, if any) upto Rs.80,000/- shall draw Dearness Allowance @45% with effect from January 01, 2012. The calculation of Dearness Allowance shall be made taking into account the revised Band Pay, Grade Pay & NPA, if any, but shall not include any other types of pay.

Written Exam Result for CDS Exam (II), 2011 Announced

   The Union Service Public Commission (UPSC) has announced the results of the Combined Defence Services Examination (II) 2011 held in September, 2011. 10120 candidates have qualified for being interviewed by the Service Selection Board of the Ministry of Defence, for admission to (i) Indian Military Academy, Dehradun 133rd Course commencing in July, 2012 (ii) Naval Academy, Ezhimala, Kerala Course commencing in July, 2012 (iii) Air Force Academy, Hyderabad (Pre-Flying) Training Course for 192nd F(P) Course commencing in July, 2012 (iv) Officers’ Training Academy, Chennai 96th SSC Course (for Men) commencing in October, 2012 and (v) Officers’ Training Academy, Chennai, 10th SSC Women (Non-Technical) Course commencing in October, 2012. The ratio of candidates shortlisted for the examination per vacancy is 19.4.

   The candidature of all the candidates is provisional. In accordance with the conditions of the admission to the examination, they are required to submit the original certificates in support of age (Date of Birth), educational qualifications, NCC (C) (Army Wing/Senior Division Air Wing/Naval Wing) etc. claimed by them along with attested copies thereof, to Army Headquarters, A.G.’s Branch/Rtg./CDSE Entry, West Block III, Ground Floor, Wing No. I, R.K. Non-Investment of NPS Fund

   A total amount of Rs. 971.48 crore, collected towards contribution for Government employees, from 2004 to March 2008, under the New Pension System (NPS), was credited to the Public Account of India.

   The institutional architecture for NPS could not be operationalised by the Interim Pension Fund Regulatory and Development Authority (PFRDA). Therefore, the contribution for the Government employees under the NPS could not be invested in the market.

   The funds were credited to Public Account and interest @ 8% p.a. was paid on the contribution.

Recruitment of Sportsmen in Railways

   It is proposed to set up Sports Academies on Indian Railways in Delhi, Secunderabad, Chennai, Kolkata and Mumbai. The total number of sportspersons recruited on different Zonal Railways on Indian Railways during 2008-09 was 509; during 2009-10 it was 233; during 2010-11 it was 361 in during 2011-12 (till November, 2011) it was 63 .

   Recruitment of sportspersons is a continuous process. All out efforts are made to spot the talent to enable Railways to be represented in the various National and International Championships. Since, there is no separate sports cadre in Indian Railways as such there are no vacancies. Meritorious sportspersons are recruited by utilizing the vacancies of various other departments.

Government Aggressively Pursuing Measures for Welfare of Ex-Servicemen : Antony

   The Ministry of Home Affairs has agreed to fill 10% of the Group ‘B’ posts in Central Paramilitary Forces from among Ex-Servicemen. Disclosing this at the meeting of the Parliamentary Consultative Committee attached to his ministry here today, the Defence Minister Shri AK Antony said efforts are now being made to persuade public sector undertakings and the private sector to tap this invaluable reservoir of talented and disciplined Ex-Servicemen.

   Shri Antony said the Government is taking ‘aggressive measures’ for the all-round welfare and well-being of Ex-Servicemen. He said the health of the Ex-Servicemen and their dependents is a prime concern for the government. Giving details of the Ex-Servicemen Contributory Health Scheme (ECHS) which has been operating since April 2003, Shri Antony said, presently the scheme caters to 38 lakh beneficiaries including 12 lakhEx-Servicemen and over 26 lakh dependents. Initially, 227 polyclinics had been approved by the Cabinet.Later, in 2008 another 199 polyclinics were sanctioned, out of which 20 are functional and 179 polyclinics are in various stages of implementation. This scheme is currently being implemented through 247 polyclinics. Shri Antony said the reach and coverage of the scheme can be easily appreciated from the fact that during 2010-11, a total of 89 lakh patients attended the polyclinics. He hoped that with the commissioning of all the sanctioned polyclinics the entire fraternity of Ex-Servicemen would be covered comprehensively.

Benefit of EPF Scheme to Industrial Workers


   Employees’ Provident Funds and Miscellaneous Provisions Act, 1952 statutorily applies to employees getting wages upto Rs. 6500/- in respect of scheduled establishments employing 20 or more workers. State-wise details are given at Annexure.

   The mechanism to regulate and monitor the implementation of Labour Laws is incorporated in respective Labour Laws.

   Occasional instances of such nature have been noticed in the Employees Provident Fund offices.

Hospitality Education Courses in ITIs

   State Governments of Haryana, Punjab Jammu & Kashmir, Orissa and Himachal Pradesh have sought assistance from Government to start the hospitality education courses in Industrial Training Institutes (ITIs) in their respective States. The details of ITIs, and funds sanctioned for starting Hospitality course is annexed.

   The Union Labour & Employment Minister Shri Mallikarjun Kharge gave this information in reply to a written question whether some State Governments have sought assistance from Government to start the hospitality education courses in Industrial Training Institutes (ITIs) in their respective States the in Rajya Sabha today.

Covering All the Labourers under Medical and ESI Scheme

   The Employees’ State Insurance Act, 1948 applies to employees of factories employing 10 or more persons and certain specified establishments such as shops, hotels and restaurants, cine and preview theatres, road-motor transport undertakings, newspaper establishments, educational and private medical institutions employing 20 or more persons located in areas where the scheme is in force. 14 States have also extended coverage to shops and establishments employing 10 or more persons. Employees of factories and establishments covered under the scheme drawing monthly wages upto Rs. 15,000/- are covered under the scheme. As on 31.03.2011, the scheme is in force in 790 industrial centres in the country covering 1.55 crore insured persons. The total number of beneficiaries including family members of insured persons who are entitled to medical care under the scheme is 6.02 crore. The scheme is in force in all States and Union Territories except Arunachal Pradesh, Mizoram, Manipur, Sikkim, Andaman and Nicobar Islands and Lakshadweep. Similarly, under the provisions of the Employees’ Provident Funds & Miscellaneous Provisions Act, 1952, establishments employing 20 or more persons are coverable. The establishments which are not coverable statutorily could be covered on voluntary basis if a majority of the employees and employer are willing.

Engineering Services (Exam), 2011 written part result announced


   The UPSC has announced the result of the written part of the Engineering Services Examination 2011, held in May, 2011. A total of 2158 candidates have qualified which includes 87 physically handicapped category candidates.

   The candidature of all these candidates who have qualified for interview/personality test, is provisional subject to their being found eligible in all respects. The candidates would be required to produce the original certificates in support of their claims relating to age, educational qualifications, community, physical disability etc. at the time of the Personality Test. They are, therefore, advised to keep the said certificates ready.

   Interview of candidates who have qualified for the Personality Test are likely to be held in the month of January & February, 2012. The exact date of interview will, however, be intimated to the candidates through Interview Letter. Roll Number wise Interview Schedule will also be made available on Commission’s Website by last week of December, 2011.

Medical Entrance Examination.

   The Central Board of Secondary Education (CBSE) conducts All India Pre-Medical/Pre-Dental Entrance Examination only for 15 per cent seats in the Government Medical/Dental Colleges in the country and candidates can opt for question paper either in English or in Hindi. For the remaining 85 per cent seats, the States conduct their own entrance examination and have the liberty to conduct it in their respective regional languages and, as such, there is no ban on use of regional languages as a medium for medical entrance examination

   The Supreme Court, in Simran Jain case, has accepted the proposal of the Medical Council of India (MCI) to conduct common entrance test viz. National Eligibility and Entrance Test (NEET) for admission to Under Graduate (UG) and Post Graduate (PG) medical courses in the country and directed the Council to take such steps as are necessary to implement the NEET. New Pension Scheme.

   New Pension Scheme (NPS) is a defined contribution scheme, its pay out depends upon the amount of contribution and the growth on the investment over a period of time for an individual while defined benefit schemes pay out is defined and is based on salary and number of years in service etc. at the time of retirement of an individual.

   At the time of normal retirement after attaining 60 years, the subscriber can withdraw 60% of the accumulated wealth and will be required to invest remaining 40% of the accumulated wealth to buy a life annuity from insurance company approved by Insurance Regulatory and Development Authority (IRDA). The mandatory provision of annuitisation will be invested to buy life annuities as per various options available to him. The amount of annuity varies depending upon the option selected by him. Registration of ASPs (Annuity Service Providers) is under process and as soon as they get registered, other details will be made available.

   The recruitment Is an ongoing process and Group `A` posts are filled up by UPSC through Combined Engineering Service Examination and interview conducted by them. On basis of candidates made available by the UPSC against Asstt.Executive Engineers (AEEs) vacancies, offers of appointment were issued to 56 SC/ST/OBC candidates in 2010-2011. A requisition for filling up 90 vacant posts of AEE (Civ) including SC/ST/OBC posts for the year 2011 has already been sent to UPSC. The recruitment process for other posts filled up through Direct Recruitment as well as promotions is underway. A specific time frame cannot be fixed by the Ministry.

   This information was given by Defence Minister Shri AK Antony in a written reply to Shri(Capt.)Jai Narain Prasad Nishad in LokSabha today.

Pension Under Provident Fund Schemes

   In exercise of powers conferred under Section 6A of the Employees’ Provident Funds & Miscellaneous Provisions Act, 1952, the Central Government formulated the Employees’ Pension Scheme, 1995. The Scheme provides pensionary benefits to the members upon superannuation/retirement. In addition, in case of death of member/member pensioner, the pensionary benefits are also given to widow and children/orphan/ nominee/dependent parents as per the provisions contained in the Scheme.

   The benefits under the Scheme are paid out of the Employees’ Pension Fund into which the employer and the Central Government contribute @ 8.33% and 1.16% of the wages respectively subject to a wage ceiling of Rs.6,500/-.

Smart Cards to ESIC Beneficiaries

   The number of labourers covered under the Employees’ State Insurance (ESI) Scheme in India as on 31st March, 2011 is 1,55,30,049 which includes labourers in Rajasthan. The total number of labourers covered in Rajasthan as on 31st March, 2011 is 5,06,126.

   The Employees’ State Insurance Corporation (ESIC) is issuing a set of two Smart Cards called “Pehchan Cards”, one for the Insured Person (IP) and another for his dependant family.

   Issuing a set of Smart Cards to Insured Persons (IPs) under Module Pehchan relates to issue of identification, authentication and verification of Insured Persons and beneficiaries for providing medical treatment anytime, anywhere in India.

   The gap between past pensioners and their youger equivalents retiring from the armed forces does not necessarily keeps widening with every successive pay commission. Over the years several improvements have been made in pension of past pensioners. The pension of past pensioners have revised in accordance with recommendation of each successive Pay Commission, as accepted by the Government. The Sixth Pay Commission had recommended fitment formula and modified parity for past pensioners, in order to reduce the gaps, which were accepted by the Government.

CSD Depots in Himachal Pradesh

   Government of Himachal Pradesh has requested this Ministry for setting up of a CSD Depot in the State in view of the number of Servicemen, Ex-servicemen and their families residing there.

   Land measuring approximately 188kanals had been offered by Himachal Pradesh Government in this regard. However, the same was not found to be suitable, since some of it Included khud/nallah which is prone to flooding during rainy season.
