OFFICE MEMORANDUM

Subject : Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 1.1.2016.

The undersigned is directed to refer to this Department’s OM No. 42/10/2014-P&PW(G) dated 28th September, 2015 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 119% to 125% w.e.f. 1st January, 2016.

2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners and (v) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs. 3500/- p.m. in terms of this Department’s OM No. 23/1/97- P&PW(B) dated 23.2.1998 read with this Department’s OM No. 23/3/2008-P&PW(B) dated 15.9.2008.

3. Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and have become eligible to restoration of 1/3rd commuted portion of pension as well as revision of the restored amount in terms of this Department’s OM No. 4/59/97-P&PW (D) dated 14.07.1998 will also be entitled to the payment of DR @ 125% w.e.f. 1.1.2016 on full pension i.e. the revised pension which the absorbed employee would have received on the date of restoration had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfilment of the conditions laid down in pars 5 of the O.M. dated 14.07.98. In this connection, instructions contained in this Department’s OM No.4/29/99-P&PW (D) dated. 12.7.2000 refer.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97- P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 11/34-80-II dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No. 1/1/2016-E.II(B) dated 07th April, 2016.

Subject: Instructions for processing foreign visits of officers of the Government of India for approval of Screening Committee of Secretaries (SCoS).

This Department has been receiving references seeking clarification on certain issues with reference to this Department’s OM of even number dated 05-01-2016 on the above subject. Accordingly the following clarification is issued:-

a)  Approval of SCoS is not required in case of foreign visits of upto Joint Secretary level officers as part of foreign training component, Mid-Career Training Programme (MCTP) or any other training, irrespective of number of members and days”.

b) The provision of seeking approval of Cabinet Secretary for condoning delay in submission of proposals sent less than 15 days before the date of departure of delegation has been done away with.

c) Calculation of number of foreign visits in respect of any officer will be with reference to calendar year.

Ref: OFB Circular No.786/Austerity/A/A dated 28/10/13.

Attention of all OFs / Units is drawn to OFB circular dated 28/10/2013 cited at ref above vide which it was intimated that where sanction for recruitment has been issued by OFB but factory is yet to advertise, the matter may be kept pending till complete clarity is obtained from DDP.

02. In this connection, it has now been decided to take action for direct recruitment for filling up the vacancies where sanction has been accorded by OFB. However, before proceeding ahead with the recruitment process, DGOF & Chairman desires that all Members should review afresh the sanctions already issued and only there after factories should proceed further in the matter.

03. As such all factories are requested to obtain clearance from the respective operating Member of the division for further recruitment action In respect of sanction accorded by OFB Board for direct recruitment for the years 2012-2013 & 2013-2014 for which advertisement have not yet been issued.

Subject: - Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2012-13.

   The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2012-13 to the Central Government employees in Groups C’ and D and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

   The undersigned is directed to invite an attention to the provisions contained in Rule 13 of the CCS(RP) Rules, 2008, which provides for the method of fixation of pay on promotion on or after 1.1.2006 in case, inter-alia, of promotion from one grade pay to another. The Rule provides for fixation of pay by way of addition of one increment equal to 3% of the sum of the pay in the pay band and the existing grade pay (rounded off to the next multiple of 10) to the existing pay in the pay band and then fixing the pay in the promotional post as per the procedure prescribed therein.

Subject: Central Civil Services (Revised Pay) Rules, 2008 - the re-exercise of option under Rule 6 of the Central Services (Revised Pay) Rules, 2008 in case of employees covered under the OM dated 19.3.2012.

   The undersigned is directed to invite a reference to Rules 5 & 6 of the CCS(RP) Rules, 2008, as per which a Central Government employee had an option to elect to come over to the revised pay structure either from 1.1.2006 or from the date of his next increment or from the date of promotion, upgradation of pay scales. Such an option was to be exercised within 3 months from the date of publication of CCS (RP) Rules, 2008. The rule also provides that the option once exercised shall be final.

   2. This Ministry issued instructions vide this Department’s OM No.10/2/2011-E-IIIA dated 19.3.2012, providing that those Central Government employees who were due to get their annual increment between February, 2006 to June, 2006 may be granted one increment on 1.1.2006 in the pre-revised pay scale as a onetime measure and, thereafter, they will get the next increment in the Revised Pay structure on 1.7.2006 as per Rule 10 of the CCS (RP) Rules,
2008.

No. 9(7)-E.III (A)/98 dated 5th August, 1999 regarding the rate of qualification pay of ` 60/- p.m. to the Auditors/Accountants in the Indian Audit & Accounts Department and certain other organized accounts cadres and the Clerks Grade II in the Railway Accounts Department. The matter regarding revision of the rate of this qualification pay consequent to revision of scales of pay on the basis of recommendations of the Sixth CPC has been under consideration of the Government for sometime past. The President has now been pleased to decide that the rate of qualification pay may be enhanced from ` 60/- to ` 120/- p.m. with effect from the date an individual elects to draw pay in the revised scale of pay under CCS (RP) Rules, 2008.

Subject:- Re-classification of Saharanpur as “Y” class city for the purpose of House Rent Allowance - regarding.

   The undersigned is directed to invite attention to this Ministry’s O.M. No.2(21)/E.II(B)/2004 dated 18.11.2004 & O.M. No.2(13)/2008-E.II(B) dated 29.08.2008 regarding re-classification of cities on the basis of the population figures of 2001 census for the purpose of HRA to the Central Government employees and to say that the Government of Uttar Pradesh vide their Notification No.2176/9-7-09-53J/1998 dated 01.10.2009 reconstituted the area of Saharanpur (M.B.) by adding certain areas within its Municipal limits and renamed it as Saharanpur Municipal Corporation, which resulted in an increase in population of ‘Saharanpur Municipal Corporation’ to qualify it for classification as ‘Y’ class city for the purpose of House Rent Allowance to the Central Government employees.

   2. The President is, accordingly, pleased to decide that Saharanpur city (within its Municipal limits) shall stand re-classified as “Y” class city for the purpose of grant of House Rent Allowance to the Central Government employees posted there.

    3. These orders shall be effective from lst June, 2011.

   4. The orders will apply to all civilian employees of the Central Government. The orders will also be applicable to the civilian employees paid from the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and the Ministry of Railways, respectively.

   5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

Subject: Payment of Dearness Allowance to Central Government Employees – Revised Rates effectives from 1.1.2011.

   The undersigned is directed to refer to this Ministry’s office Memorandum No. 1(6)/2010-E-II(B) Dated 22nd September, 2010 on the subject mentioned above and to say that the president is pleased to decide that the Dearness Allowance payable to Central Government Employees shall be enhanced from the existing rate of 45 % to 51% with effect from 1st January, 2011.

   2.The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M No. 1 (3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

   3.The additional instalment of Dearness payable under these orders shall be paid in cash to all Central Government Employees.

   4.The payment of arrears of Dearness Allowance for the months of January and February, 2011 shall not be made before the date of disbursement of salary of March, 2011.

   5.These orders shall also apply to the civilian employees paid from the defense services Estimates and the expenditure will be chargeable to the relevant head of the Defense Service Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defense and Ministry of Railways, respectively.

   6.In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the controller and Auditor General of India.
