F.No.1-1/2015/KVS/JC(Fin)

Dated: 16/06/2016

The Deputy Commissioner /Director,
Kendriya Vidyalaya Sangathan,
All Regional Offices/ ZIETs.

Sir/Madam,

Sub: Recovery of Provident Fund under EPF Scheme, 1952 – Reg.

With reference to the captioned subject, I am to forward herewith a copy of DO. Letter no.CAIU/011(33)2015/HQ dated 6th June 2016 which is self – explanatory.

The salient features highlighted by Sri. C.Chakraborty, Addl. Central Fund Commissioner-II, EPFO, New Delhi in his letter is reproduced hereunder:

1. The issue of coverage of contract workers under the EPF & MP Act, 1952 has been flagged as an area of top most concern by the Government of India.

2. Contractors claim huge amount towards EPF of contract workers from the Principal Employer (KVS) but either do not deposit it at all or deposit it partly, thus depriving these workers of Provident Fund, Pension and Insurance benefits.

3. As per Paragraph 30(3) of EPF Scheme, 1952, it is the responsibility of the principal employer to pay both the contributions payable by him in respect of the employees directly employed by him and also in respect of the employees employed by or through a contractor.

4. In their website www.epfindia.gov.in on the “establishment search option”, a provision is available to verify as to whether the agencies and contractors having Provident Fund Code numbers are regularly depositing Provident Fund contributions every month to check the compliance position of the agencies and contractors to the provisions of the Act and the Schemes framed there under to which the contracts are awarded by the department.

5. To bridge the gaps and with the view to make the system more robust, transparent and to reduce the cost of compliance for the employer, EPFO has launched a facility for the principal employers to register at the EPFO website the details of contract employers of each contract awarded, which can be viewed and updated at any time.

6. The Regional and Sub-Regional office will also take steps to secure compliance of employees engaged by the contactor towards Employees Provident Fund.

7. A representative can be deputed to contact the concerned Regional PF Commissioner of the Regional/Sub-Regional Office to know further methodology.

8. The details of the contract employers of each contract should be uploaded to facilitate compliance under EPF and MP Act, 1952.

It is requested that the contents of DO letter dated 6th June 2016 may be brought to the notice of all the Principals under your region and may also be noted at your end for compliance in letter and spirit.

Yours faithfully,

Sd/-

Kendriya Vidyalaya [KV] Admissions to go Online from 2017-18

‘It will be a convenient option for parents’

With increasing demand for admissions to Kendriya Vidyalaya schools, the Kendriya Vidyalaya Sangathan (KVS) has decided take the admission process online across the country from 2017-18.

Santosh Kumar Mall, Commissioner, KVS, who was in the city recently, said for the coming academic year, a pilot was conducted in Delhi where they called for online applications. He said that they had received 1.16 lakh applications for 8,760 seats.

Mr. Mall said the online application system will be a “convenient option” for parents as it would avoid long queues in front of schools. “It will also ensure transparency and eliminate the scope for manipulation in registration,” he said.

In Bengaluru region — which consists of 50 KV schools in Karnataka and Goa — the number of applications registered for the 2016-17 academic year was 29,117 for 5,000 seats, which is six times the demand. In some instances, the demand was nearly 22 times the number of seats. The highest number of applications was received in Malleswaram, with 2,657 forms for 120 seats.

Owing to the high demand, many KV principals in the city said that the general public are unable to get admissions to KV. “The only way they can get a seat is under the RTE quota, if they are eligible, or under the Member of Parliament quota and girl child quota. This is because we have to give preference to other categories such as Central government employees, Central government autonomous bodies, and State government employees,” a principal said.

In many schools, the State government employees themselves are unable to obtain a seat because of the demand, she said.

Online system will avoid long queues in front of schools. It will also ensure transparency and eliminate the scope for manipulation in registrationSantosh Kumar Mall,Commissioner, KVS

Linking Promotion of Teachers to Performance of Students

Press Information Bureau
Government of India
Ministry of Human Resource Development

Linking Promotion of Teachers to Performance of Students

There is no such proposal at present to link promotion of teachers to performance of students. Recruitment and service conditions of teachers are in the domain of State Governments/UT Administrations. However, The Central Government has a scheme of National Award to teachers to recognize good performance of teachers across the country. School enrolment campaigns are launched by States at the start of the school academic year for awareness generation to enrol out-of-school children in schools and to reach out hitherto un-reached children in remote areas, working children, girls, children belonging to SC and ST communities, and children in difficult circumstances.

The performance of students is related to multiple factors including school and home environment. The Central Government has taken various steps to ensure teacher accountability in government and aided schools.

. The National Council of Educational Research and Training (NCERT) has developed Performance Indicators for Elementary Education (PINDICS) to track teacher performance and attendance in Government schools. PINDICS have been shared with State Governments/UTs to assess teacher’s performance.

Additionally, teachers attendance is being monitored by States/UTs through School Management Committees/School Management Development Committees/ Block Resource Centres/Clusters Resource Centres and in some cases by installing bio-metric attendance system etc.

The Central Government has launched the ‘Pandit Madan Mohan Malviya National Mission on Teachers and Teaching’ in December, 2014 with a vision to comprehensively address all issues related to teachers, teaching, teacher preparation, professional development, curriculum design, research in pedagogy and developing effective pedagogy.

As per the mandate of the Right of Children to Free and Compulsory Education (RTE) Act 2009, Government of India has notified the National Council for Teacher Education (NCTE) as the Academic Authority at the national level for teacher education and qualification. NCTE has prescribed teacher qualifications for various levels. It has also made it mandatory that all persons holding teacher qualifications as laid down by the NCTE must also pass a teacher eligibility test (TET).These two steps by NCTE are widely seen as efforts to improve the standards of teaching with eventual positive impact on quality of education.

This information was given by the Union Human Resource Development Minister, Smt. Smriti Zubin Irani today in a written reply to a Rajya Sabha question.

Depositing of 94% fee by the parents through different modes of fee collection reflects adaptability of this initiative by the KVS officials as well as parents.

The Under Secretary (UT-2)
MHRD
New Delhi

Sub: Creation of a new Grade of UDC (NFSG) & Stenographer Grade-D (NFSG) in KVS -reg.

Sir,
I am to refer to MHRD’s letter No. F. 3-13/2013/-UT-2 dated 18.03.2013 vide which you had conveyed the observation of IFD in r/o granting of Non-Functional Selection Grade to the UDC and Junior Stenographer of KVS and had requested KVS to re-examine the proposal with justification. Consequently KVS vide its letter of even No. dated 15.10.2013 had forwarded you the proposal all justification in granting the NFSG to the UDCs and Junior Stenographers of KVS.

It is reitreated that both these caders in KVS are badly affected after implementation of 6th CPC when the Pay Commission had denied to grant the Pay Scale and Grade Pay as applicable to the post in the hierarchy cadre in MACP scheme. The proposal forwarded to you with complete justifications have the approval of the apex body of KVS i.e. Board of Governors.

Accordingly you are requested to review the matter on priority and convey the approval of the Ministry thereby granting the Non Functional Selection Grade to the UDC-s and Junior Stenographers o KVS which will be a relief to the low paid employees.

A copy of KVS letter of even no. dated 15.10.2013 is enclosed. This issues with the approval of the competent authority.

Yours faithfully,

(S. Vijaya Kumar)
