JCM STAFF SIDE UNITY SHOULD BE FOR STRUGGLE

History of Central Government Employees reveals that Government has taken undue advantage to deny the justified demands of the Central Government Employees, whenever there was disunity among the JCM staff side organizations. On the contrary, whenever staffside stood solidly united the Government was compelled to concede the legitimate justifys of the employees to a great extent.

After Fifth Pay Commission recommendations, the JCM National council staffside submitted to Government a common charter of demands for modifications of the recommendations of the Pay Commission, which included upward revision of fitment formula and removal of certain glaring anomalies. When Government refused to concede it , notice for indefinite strike was given and finally the Government had to appoint a high-power Group of Ministers Committee under the chairmanship of then Home Minister Shri.Indrajith Gupta and negotiated with the staffside. In the negotiations also the staffside took a united uncompromising stand which ultimately resulted in Government accepting the demand for 40% fitment formula and some other important demands.

Subject: Policy guidelines for Extension of tenure of Board level Incumbents where vigilance clearance is not available.

As per extant policy, in case the initial term of 05 years of a Board-level appointee come to an end prior to his/her date of superannuation, extension of his/her tenure upto the date of superannuation is considered with the approval of the ACC subject to his/her being free from vigilance angle and meeting the prescribed performance parameters. In terms of existing instructions, services of any Board-level appointee cannot be terminated on completion of his Initial term, if he/she is due for extension, without specific orders of the ACC. There are many cases, however, where vigilance clearance Is not given in time by CVC/concerned administrative Ministry/Department due to complaints/inquiries pending against the concerned officer.

The Indian Railways has successfully implemented Wi-Fi facility in Bangalore City Railway station for providing high speed internet to the passengers. “RailWire” - the retail Broadband distribution model of RailTel Corporation of India Ltd, a PSU of the Ministry of Railways, is the powering engine for distributing internet bandwidth through WiFi. The facility at Bangalore is taken up as a pilot project. The Minister of Railways Shri D.V.Sadananda Gowda recently inaugurated the facility and dedicated the service for passengers. This service will be great help for the commuters at Bangalore City Railway station to stay connected and surf internet on the go. With the implementation of this service, Bangalore railway station becomes the first station in the country to have WiFi facility for passengers.

Absence of own specialists troubles CGHS patients

NAGPUR : The Central Government Health Scheme (CGHS) beneficiaries are suffering due to prolonged absence of specialists in the OPD (out patient department) clinics. They have to shuttle between CGHS clinics and the other government hospitals to consult with the specialists and yet do not get the prescribed medicines for varied reasons. The additional director general (ADG) of CGHS in city Dr D O Tikas, however, says the issue will be resolved soon as the various regulations are still evolving.

CGHS clinics in city only have specialists of medicine, eye, paediatrics, obstetrics and gynaecology and skin. For treatment of all other specialities like neuroscience, psychiatry, orthopaedics, nephrology etc the CGHS clinics refer patients to either the corporation hospitals or any other government hospital including medical colleges. Unfortunately, when they come back with the medicines prescribed by them to CGHS dispensaries, patients are mostly told either drugs are not available or they are not as per combinations and formulae permitted under CGHS scheme. They are also refused medicines on the pretext that they are expensive imported medicines or are not generic formula and so not included in the CGHS list.

At first glance, both transport allowance and traveling allowance might look the same. But, the two are very different for Central Government employees. Recent spate of orders issued by the DOPT and Finance Ministry on TRAVELLING ALLOWANCE was the inspiration behind this write-up.

In its order last week, the DOPT said that senior officers who have to travel by air for official purposes may not have to submit the boarding passes while settlement of TA claims. They will have to henceforth submit the passes only when required. The very next day, the Finance Ministry issued an order that made it mandatory for senior officials to submit boarding passes alongwith TA bills for air journey performed on Government account.

BPMS published OFB orders on its portal that the payment of incremental pay to piece workers for working beyond 443/4 hrs and upto 48 hrs in a week under departmental rules.

A committee was constituted by DGOP and Chairman, OFB to study the above subject and to submit its recommendations. In the second meeting of the committee held on 15th Oct 2014, the official side has shown gross unwillingness and utter disagreed to consider the genuineness and acceptability of the justified demand of the 45000 Industrial workers deployed on piece work system, who happens to be the backbone of the organizational functioning.

Ahead of Diwali, the Punjab government on Tuesday announced to release 10 per cent Dearness Allowance (DA) to employees with October’s salary.

Punjab Finance Minister Parminder Singh Dhindsa on Tuesday gave his nod in this regard, an official spokesman said. The increased DA would be given with the salary or pension of October 2014, which would be paid in November 2014.

7th Pay Commission team visits Siachen to get first-hand experience

The 7th Pay Commission visited forward areas in Jammu and Kashmir, including the world's highest battlefield on the Siachen glacier, to get the first-hand feel of the freezing temperatures and hardship faced by soldiers.

The 16-member team headed by the panel's chairman, retired judge A.K. Mathur, spent time at the base camp in Siachen and went to other forward areas. The three services have submitted a joint memorandum to the Pay Commission regarding their "wish list". The panel will visit other defence installations as it continues its deliberations till January 1, 2016.

Bank staff may come under 7th pay panel

Even after several rounds of talks between bank  employee unions and the Indian Banks Association (IBA), there seems to be no consensus on the quantum of salary hike for over 800,000 employees at different public sector lenders.

While the IBA has indicated that the maximum hike that can be offered to employees is about 11%, unions are demanding a 25% raise.

With the stalemate still continuing, sources said a proposal could also be considered to bring them under the purview of the Seventh Pay Commission, which has already been constituted. A large section of bank employees are, however, unwilling to do the same.

No jobs for smokers in Rajasthan power companies

In a major blow to cigarette smokers in Rajasthan, the state government-owned electricity companies have decided not to offer jobs to people who either smoke cigarettes or chew tobacco products. 

"A directive in this regard is expected to be issued soon," a source in the state energy department told IANS. 

A state-level committee for tobacco control October 2012 recommended that no person should be offered a government job if he or she smokes or chews tobacco. A circular in this regard was issued November 2013, just before the assembly election, but some of the departments are yet to implement it. 

Candidates seeking jobs in these electricity firms will first have to give an undertaking that he or she does not smoke or chew tobacco products.

The retirement age of scientists may be raised from 60 to 62 years to help put their acumen to an extended use.

Indications in this regard were given by Minister of State for Science and Technology Jitendra Singh here.

"The government is seriously thinking of enhancing the reitrement age of the scientists to 62. The kind of acumen they achieve by the time they reach the age of 60 should be put to use for another two years. We would seriously work on the feasibility of this proposal," he said.

U.P. Government’s Stunning Orders – Unmarried Government Employees to Give Written Assurance on not Accepting Dowry

On September 30, 2014, the Uttar Pradesh State Government had issued an order and had sent it to all the Government departments for immediate implementation. The order states that all unmarried employees of the state government shall give in writing that they would neither demand nor give dowry.

Employees who refuse to give the declarations have been warned that they would risk losing their jobs. District Supervisor and Advisor, Usha Tiwari has said that the prospective grooms shall not be allowed to accept any form of cheques, fixed deposits even in their brides’ names, or expensive gifts.

Ex-servicemen have protested to PM Modi that his government too has failed to fulfil the promise of ‘one rank, one pension’ –OROP that was part of his party’s poll campaign and a definite promise to our veteran soldiers. Embarrassingly, for the BJP government, ex-servicemen plan a rally to ask why this government has yet to issue an order demand OROP

The long-standing demand of ex-servicemen for ‘one rank, one pension’ (OROP) was accepted by the Indian government in February 2014 with the then Finance Minister P Chidambaram making an announcement in this regard in the Interim Budget. The next government led by Narendra Modi too accepted the demand for OROP in the Parliament. While both the governments stated that ‘money or funding is not an issue’, there still is no order issued for implementing OROP.

While answering to a question in Parliament on 12th August 2014 regarding the employees working in State Government, Ministry of State for Finance Smt.Nirmala Sitharaman said that the State Government employees are not covered within the terms of reference of the 7th central Pay Commission.

She replied in written form to a question asked by a member that service conditions of State Government employees fall within the exclusive domain of respective State Governments. Therefore, State Government employees are not covered within the terms of reference of the 7th central Pay Commission.

Foundation was laid today to Prime Minister Narendra Modi’s ambitious ‘Swachh Bharat’ campaign, which he had announced during his Independence Day speech. National Council - JCM Staff Side to hold Meeting on 12-10-2014, Merger of DA and Interim Relief

The National Council JCM feels that the Central Government is reluctant to settle the demands of Central Government employees as assured by previous government. Based on that assurance the nationwide call for 2 days Strike had been withdrawn by all the central government employees’ federations. The Nationwide two days strike was proposed to be held on 12/2/2014 and 13/2/2014 on various demands including Merger of DA , Granting Interim Relief, Scrapping New Pension Scheme, MACP on Promotional Hierarchy and enhancing the Bonus Ceiling to Rs.10000. Tatkal tickets on dynamic pricing system, fares to go up

In a move that could be described as "festival dampener", the rates of the tatkal tickets will go up with the Railways deciding to sell 50 per cent of the quota tickets using dynamic fare system.

"It has been decided that 50 per cent of the existing tatkal quota ticket shall be sold under dynamic fare scheme," said a senior Railway Ministry official.

After booking of the first 50 per cent of the tatkal quota under the present tatkal scheme, the subsequent 50 per cent of the tatkal quota, defined as premium tatkal quota shall be issued on dynamic pricing which means more the demand, more the price.

The 'Premium Tatkal Ticket scheme' became operational in 80 trains from October 1 and is available only for online bookings.
