Sub:- Provision of Road Mobile Medical Vans at Health Units.
In pursuance of Hon’ble MR’s Budget Announcement for the year 2011-12 regarding provision of Twenty Road Mobile Vans for facilitating medical services to Railway employees and their families residing in remote and far-flung areas, it has been decided by Ministry of Railways that one Road Mobile Van to be provided for each Zonal Railway including Metro Railway, Kolkata and two each for North East Frontier Railway, East Cost Railway and South East Central Railway.
The detailed instructions in this regard are as follow:-
SELECTION OF HEALTH UNIT
Chief Medical Director/Zonal Railway to select one suitable Health Unit in consultation with the recognized unions of the Zone keeping in mind the Railway population at road side stations and gang huts and the existing unfriendly terrain and long distances to reach the medical centres.
MANPOWER
Doctor required to move on Road Mobile Van to be engaged from open market outside the existing vacancies as Contract Medical Practitioners (CMPs).
One Pharmacist and one Health Attendant be arranged from the existing staff.
VEHICLE (ROAD MOBILE MEDICAL VAN)
Multi-utility vehicle to be hired from open market on rate-contract basis.
MEDICAL EQUIPMENT AND MEDICINES
Oxygen Cylinder, Portable ECG Machine, Resuscitation Kit, are to be arranged from the existing Railway Hospital.
AED device (Battery operated) is to be procured from open market.
Medicines to be arranged from the Railways.
The engaging of CMPs, hiring of vehicles and procurement of Medical Equipments may be sanctioned by respective General Managers within their schedule of powers.
Road Mobile Medical Vans shall operate six days a week.
The Medical Services should include preventive as well as promotive Health Care to the beneficiaries.
Wide publicity to be given to the days and timings of halt at nominated stations and gang huts.
The expenditure is chargeable to Revenue Demand No.11. The expenditure on account of hiring and operating of the Road Mobile Medical vans may be borne by the Railway from out of the existing Budget grant.
This issues with concurrence of Finance Directorate of Ministry of Railways.
