7th CPC likely to submit its final report on 20th November 2015 - TOI

NEW DELHI: The 7th Central Pay Commission is likely to submit its final report to finance ministry on November 20 which is due for implementation from January 1, 2016.

More than 48 lakh serving central government employees and 54 lakh pensioners will be impacted by the 7th CPC which is likely to recommend an average hike of 15%, said a source.

The 900-page report is believed to have made suggestions on parity of 36 organized Group A services with the IAS which has so far largely dominated in superior positions in the central government.

The pay panel was constituted in February 2014 and was asked to submit its report within 18 months. However, in August the government gave the panel four months extension to submit its report by December.

Its recommendation will guide how the salary and various allowances of central staff will be revised besides improving their service condition. The report would also impact all the public sector employees and central autonomous bodies which generally make corrections as per the hikes given to the central staff.

Even before the report was finalized there was intense lobbying seen where all the 36 organised Group A services petitioned the commission seeking parity with the IAS and determination of central postings based on merit.

The IAS officers too had sent their individual dissention notes to department of personnel and training and the cabinet secretariat besides the pay panel demanding that their edge and superiority be maintained.

One of the demands of the Group A services is to change the composition of the Civil Services Board which is responsible for central staffing. As of now this is dominated by IAS officers and has no representation from any other service. The pay panel may recommend changes that would ensure level playing field for all officers of Group A services.

Removal of Grade Pay System in 7th CPC – Detailed Report

Will the removal of Grade Pay System by the 7th Pay Commission help Central Government employees? – This is the topic of this article.

“Unconfirmed reports say that the 7th Pay Commission is very likely to recommend the abolishing of the Grade Pay System introduced by the 6th Pay Commission.”

Not only the Government, but the Central Government employees too are hoping and wishing that the 7th Pay Commission functions independently, free from interventions. The report of the previous Pay Commissions will guide for determining the revision of pay scale and pay bands, allowances, retirement benefits and other facilities/benefits of more than 50 lakh employees. The Pay Commission also considers the recommendations, suggestions and inputs gathered from employees all over the country and presented as memorandums by federations like the NC JCM and the Confederation.

There is no rule that the new Pay Commission has to follow the same methodology and determination followed by the previous Pay Commissions. Therefore, one cannot state for sure that the 7th Pay Commission will tow the guidelines issued by the 6th or the 5th Pay Commission while deciding the new pay scale and pay bands.

One has to keep in mind the fact that the 6th Pay Commission was radically different from the recommendations and guidelines issued by the 5th Pay Commission. One has to also remember that a number of industry experts, who predicted the recommendations of the 6th Pay Commission based on the trends of the previous Pay Commission, were proved completely wrong.

If one Pay Commission has the right to recommend the splitting of the Pay Scale into two, the next Pay Commission has all the powers to completely abolish the system. But, this is not the issue!

Will the Central Government employees benefit by the removal of the Grade Pay system? This is the question now.

It will definitely be beneficial. Here are the reasons why.

It is unacceptable that a promotion, which comes after waiting for many years, brings with it an increment of just Rs.100.

None has until now accepted the splitting of the promotional hierarchy, which had been followed for years, into two.

The anomalies that prevailed due to the ‘Grade Pay Hierarchy’ which was introduced under the MACP promotional system, still remain unresolved.

When the discussions and debates on MACP system continued to grow unabated during the NC JCM Anomaly Committee meeting, it was decided that a separate meeting ought to be held to analyze this issue.

Most of the individual requests from the Central Government employees this time are about the MACP promotional system. The reason is the Grade Pay structure introduced by the 6th Pay Commission.

And also can list out many reasons to abolish the Grade Pay System.

7th CPC likely to Recommend work-from-home options for physically handicapped and women employees

7th Pay Commission likely to recommend work-from-home options for physically handicapped and women employees

“The 7th Pay Commission is finding out if there are possibilities for differently-abled and women employees of the Central Government to work from home.”

According to sources, the 7th Pay Commission has sought for the opinion of the Department of Information and Technology regarding this option. The 7th Pay Commission has asked to study the possibilities of differently-abled and women workers to perform simple and specialized tasks from home and stay connected via the internet and other telecommunication tools.

The 7th Pay Commission has asked the Department of Information and Technology to identify such jobs for the less than 10,000 differently-abled workers who are currently employed by the Central Government.

Sources also say that Flexi-time Working Hours options are being considered for the more than 3.5 lakh women who are employed by the Central Government.

Since it is impossible for both these segments of workers to work during night shifts, the 7th Pay Commission is looking for options to employ them in specialized monetary and supervisory works which could be performed from home. It is being said that the step will be of tremendous relief for employees who have to travel long distance to reach their offices, and for the employees who work in congested offices.

It can be inferred that the 7th Pay Commission is particular about giving priority to women and differently-abled workers. Sources say that the 7th Pay Commission believes that greater productivity could be expected from them.

It is a well-known fact that telecommuting and work-from-hope options have become very popular in the private sectors and highly specialized tasks are sometimes performed this way. The 7th Pay Commission wants to bring in this work culture to the Central Government jobs too.

Meanwhile, news and updates about the 7th Pay Commission continue to flow into the news media. The Commission is very likely to submit its report to the Government by the end of December. Sources say that the final stage of preparing the report is now on.

Speculations about 35 percent salary hike, increasing the minimum pay to Rs.21,000, 4 MACP promotions, modernizing the CGHS medical facilities, and most importantly, about the retirement age, continue to surface. Readers are requested to not believe in any of them because all of them are mere figments of the writers’ imagination.

7th CPC will Increase Central Government Pay only by 15% - Finance Minister Shri.Arun Jaitely

Big Expectations from 7th CPC and Low possibilities projected by Union Finance Minister!

Honourable Finance Minister Shri.Arun Jaitely had spoken about the possible impact of 7th CPC recommendations in Parliament.

The Speech is critically reviewed by Comrade Elangovan of DREU.

7th CPC will Increase Central Government Pay only by 15%  - Finance Minister Shri.Arun Jaitely

SHOULD WE ACCEPT?

R.ELANGOVAN,
WORKING PRESIDENT, DREU

1.     The Medium Term Expenditure Framework statement has not yet been uploaded in Finance Ministry’s website. However I have taken the figures provided by print media including The Hindu. As per their statement the expenditure on salaries will rise by 9.56% in the fiscal 2015-16 as a result of 7th CPC implementation over the normal estimated expenditure in the 2015-16 budget to Rs.100619 crores. This means that the expenditure projected was Rs.91,839cr which if increased by 9.56% becomes Rs.100619 crores.

2.     While going through the earlier framework statements I have come to the conclusion that the ‘salaries’ shown is pay with normal increments plus DA projected.

3.     As per the estimated strength and provision there of statement laid as part of finance budget, the normal projection as PAY was Rs.60731 cr and so DA is Rs 31,108 as deducted from Rs 91 839 cr. The budget document does not give the DA expenditure separately. It gives the total expenditure on all allowances. I have therefore arrived at the figure based on calculations. However I have sought the expenditure on DA, HRA, and Transport Allowance separately through RTI.

4.     The increase proposed is Rs.100619 cr from Rs.91,839cr  which means that there will be an increase of Rs.8780 cr. There won’t be any DA after 1-1-2016 up to 31-3-2016 in the fiscal 2015-16. Therefore the whole increase is on basic pay in this fiscal.

5.     As we have already seen that the basic pay is Rs.60731 cr. the increase of Rs.8780 cr. is over this Rs.60731.This increase is 14.45% only. The expenditure projected for 2016-17 is Rs.1,12,000cr which is Rs.11,400 more over 2015-16 which works out to 11.32%. This is due to Increment, DA,HRA, TRA etc.The projection for 2017-18 is 1,16,000 cr.

6.     If 40%  of Basic Pay is to be given, the increase of expenditure in the fiscal 2015-16  must  be Rs. 24000 cr as against the Rs. 8780 cr. The demand of JCM Staff side is that there must be an increase of 371% of basic pay as on 1-1-2016. With the 119% DA we would be drawing 219% already. The real increase demanded is 152% of Basic Pay.So not the 152% or 40% of 5th and 6th CPC is intended to be given to us. Only around 15% is going to be given. As The Terms Of Reference of 7TH CPC directs them to recommend only what is‘FEASIBLE AND DESIRABLE’ to the Government. Now the Government In Parliament states only 15% is FEASIBLE AND DESIRABLE. ARE WE TO ACCEPT IT.? Some PSUs got 15%. But that is for 5 years. But for Central Government Employees it is for Ten Years. Are We To Accept?

7.     Pension expenditure for civilian pensioners was estimated to be Rs.27,145cr and defence pension Rs.54,500 cr. The total is Rs.81645 cr. This is expected to go up to Rs.88521 cr, which is an increase of Rs.6876 cr.As there will be no Dearness Relief for the fiscal 2015-16 the increase is to be accounted only to Basic Pension.

8.     I have sought the expenditure break up for dearness relief under RTI. However the rough calculation shows a near increase of same 15% in Pension.

9.     The impact of 6th CPC on expenditure as per estimated strength of establishment and provision there of in respect of Central Government civilian employees was as follows:

ARREARS Rs 26084 cr.  For three  years mostly on Pay and DA regular PAY Increase per annum:   Rs 8685 cr.  These are actual figures. The 219% of Rs. 8685 cris  Rs.19000 cr.  EVEN THIS IS NOT GIVEN.

10.We must issue a warning to the government afresh demanding acceptance of our demand.I recall my earlier note where in I had quoted BibekDebroy’s report that the 7th CPC will not be that destabilising to the Government as that of 6th CPC. GOVERNMENT PROVES THAT.

7th Pay Commission likely to abolish gazetted holidays for central govt. employees.

The Seventh Pay Commission is expected to reward the central government by its recommendation on abolishing 18 days gazetted holidays and to provide three days national holidays to central government employees to reform the work culture in central government offices. Pay commission sources said the number of holidays should come down to improve work culture.

The sources also added, “A survey has revealed that India has the highest number of gazetted holidays per year and close on her heels are her Asian neighbours like Philippines, China, Hong Kong, Malaysia. We need to cut down on holidays to facilitate more work culture.”

The sources argued that the government offices worked only for 196 days in India in a year. Besides, whenever there was election, the government servants were pressed into election work. This affected the routine government business, sources contended.

Earlier, the sixth central pay commission recommended that central government offices should remain closed only on three national holidays (Republic Day, Independence Day and Mahatma Gandhi Jayanti) and all other gazetted holidays should be abolished and the number of restricted holidays (optional) depending on one’s religious persuasion should be increased from two to eight days.

The Seventh Central Pay Commission is also likely to make suggestion for flexible work hours for women and employees with disabilities.

Flexible working gives them greater choice over when and where they work, allowing them to better manage their work-life balance

“As flexi working hours will allow women central government employees to strike a balance between her professional and family responsibility, maintain healthy lifestyles and contribute to parenting well, it is recommended for the same and urge upon the government to work out the modalities in this direction,” the pay panel source said.

“Flexible working can also provide central government employees with disabilities with a ‘bridge’ into retirement. Many of surveys show that often the complete loss of professional work account of disability can leave employees with disabilities feeling depressed and unmotivated, even to the point of affecting mental health. Flexible working time can help employees with disabilities delay retirement without giving up too much of their hard-earned freedom.” said an official.

According to the Sources the important Points of the 7th Pay Commission’s Recommendations are ..

Expected Date for Submission of 7th Pay Commission Report and its important recommendations – Sources

As the 7th pay Commission itself declared that the work of compilation and finalization of the report is underway, it is the time for expecting the date on which the report will be submitted after it is finalized. The stipulated time for submitting the report is 18 months from the date of notification issued. In a resolution dated 28th February, 2014, Government of India has appointed the Seventh Central Pay Commission comprising Justice Shri Ashok Kumar Mathur as Chairman, Shri Vivek Rae as full time Member, Dr. Ratin Roy as part time Member and Smt. Meena Agarwal as Secretary

The 7th pay commission has been given 18 months’ time from date of its constitution to make its recommendation. Hence the tentative date for submission of Report will be 30th August 2015.

The sources close to the 7th Pay Commission, on the condition of anonymity told that the 7th pay Commission Report is almost finalized and the Report is expected to be submitted on or before 14th August 2015. The Leaders representing one of the railway federations in the staff side also confirmed this news.

According to the Sources the important Points of the 7th Pay Commission’s Recommendations are ..

1. There will be no running Pay band and Grade Pay System

2. The uniform multiplication factor for arriving revised pay will be 2.86

3. The Pay scales will be open ended to avoid stagnation in the scales

4. The Minimum Pay will be Rs. 21000

5. The CCA will be separated into two components as it was in the fifth CPC

6. Percentage of HRA will remain same.

7. The Criteria for retirement age will be either completion of 33 Years of service or at the age of 60 Years whichever is earlier.

8. CGEGIS Insurance Coverage and Monthly premium will be increased

9. Classification of Posts will be Modified

10. The 7th Pay Commission recommendation will be implemented with effects from 1.1.2016.

Further ,the sources told that the Committee of Secretaries will be appointed to study the report and analyze the financial implications upon implementation of 7th pay commission recommendation. An ally of NCJCM Staff Side told that the Staff Side also will be invited by the third week of September 2015 by this Committee before giving its final nod for approval for this Recommendation.

It appears that after three decades the Pay Commission recommendations will come into force on the first day of its due date. Retrospective effect will not be required for implementation of 7th Pay Commission recommendation, since the notification for implementation of 7th Pay Commission recommendations might be issued on or before 1.1.2016. So there will be no financial burden for government on spending for payment of Arrears to this effect.

It is indeed very good news for entire central and some State government employees community. There are expectations on its peak over 7th pay commission recommendation. Whether the 7th Pay Commission’s recommendation fulfill their expectations or not?. Let’s hope, by the time of next month, everything that is concealed will be brought to light and made known to all.

Brief of the meeting held on 09.06.2015 between NC/JCM(Staff Side) and 7th CPC

Brief of the meeting held on 09.06.2015 between NC/JCM(Staff Side) and 7th CPC

No.NC/JCM/7th CPC/2015

Dated: June 9, 2015

All Constituents of
NC/JCM(Staff Side),

Dear Comrades,

Sub: Brief of the meeting held on 09.06.2015 between NC/JCM(Staff Side) and 7th CPC

A meeting of National Council JCM Staff Side with 7th Pay Commission was held on 09.06.2015 at New Delhi. It was last meeting of 7th Pay Commission with JCM. JCM had already submitted memorandum regarding common issues of Central Government Employees to 7th CPC on 30th June, 2015. JCM submitted memorandum in two parts. Part one deals with Pay, allowances, advances, facilities, benefits et., Part II is concerning retirement benefits, viz Gratuity, Pension, Medical facilities etc.

Today delegation of NC JCM Staff side went for final deliberations regarding issues of central government employees and pensioners with 7th CPC.

Detailed discussion was held on the following points:-

1. Principles of Wage Determination: Staff Side insisted that 7th CPC should adopt the need based minimum wage formula at the minimum level;the intrinsic value of the assigned job at the intermediary level; the necessity to keep the relativity both at horizontal and vertical level and the need to provide a reasonable salary for the top bureaucrats, taking into account the perks, privileges, benefits, allowances and concessions that go with the posts. 7th Pay Commission gave positive response on this.

2. Minimum Wage & Ratio of Minimum and Maximum Pay:- JCM urged that the Need-Based Minimum Wage concept to compute pay at the minimum level may be adopted. Pay Commission should take into account the outside rates to determine the pay package at senior levels of bureaucracy but maintain the ratio between the minimum and maximum at 1 : 8 (MTS to Secretary to Govt. of India). Staff Side insisted that minimum pay at lowest level of Group C staff should be Rs. 26000. 7th Pay Commission gave positive assurance on this.

3. Proposed Pay Structure and Rate of Increment:- Staff side demanded open- ended pay scales to ensure that no employee stagnates without increment. We have suggested only 14 Pay scales. Minimum of which is Rs. 26000 and Maximum Rs. 78000 for Group C employees. We suggested that the multiplication factor (26000/7000 = 3.7) may be applied uniformly in all the cases to arrive at the revised pay in the new scales of pay.We also suggested that the benefit on promotion, therefore, should be: two increments in the feeder cadre. 7th CPC agreed to act positively on this.

4. Career Progression: Grant five promotions in the service career:- The three time bound scheme of MACP instead of improving the situation has been found less beneficial and has therefore not gone to address the inherent problem of demotivation that has crept in due to the high level of stagnation. The discontent amongst the employees in the matter is of high magnitude today. The VII CPC therefore, should recommend that the cadre reviews are undertaken wherever not done to ensure five hierarchical promotions to all employees in their career on the pattern obtaining for Group A Officers. 7th Pay Commission assured to act positively on this.

5. Bonus:-Presently the PLB and adhoc bonus are calculated on the deemed provision that one’s total emoluments is only Rs. 3500/-. This is an absolutely irrational stipulation and must be removed. We request that the Commission to recommend to the Government to remove the said stipulation and grant the bonus on the basis of the actual emolument of the employee. 7th pay commission agreed to recommend our demand with positive note.

6. New Pension Scheme:-We requested VII CPC to review and recommend the scarping of NPS in the light of the observations made by Hon’ble supreme court that pension is a fundamental right. We also insisted that compulsory imposition of NPS on employees has made it discriminatory and recommendation for scrapping NPS and the PFRDA Act may be made. 7th Pay Commission was very much sympathetic.

7. Pension and other Retirement Benefits:-Staff side demanded that the amount of pension must be enough to enable a pensioner to live free from want with decency, independence, and self-respect and at a standard equivalent at the pre-retirement level. We also urged pay commission to examine the principles which should govern the structure of Pension and other retirement benefits, including revision of pension and granting parity between past and future pensioners. 7th CPC assured positive approach towards pensioners.

8. Parity in pay scales – We demanded that, where recruitment rules, training etc. are same, they should be brought into one singular grade/pay scale. Giving example of parity to Stenographers with the Ministry and Subordinate Offices. Similarly, in other common categories like Rajbhasha, Paramedical Staff etc.

9. Insurance Scheme was discussed(earlier also) in detail. It was told by the Pay Commission that something substantial should be done in this regard; and also to consider the issue of enhanced gratuity, for which 7th CPC was seen willing to consider the same.

10. Educational Assistance – we have demanded for Educational Assistance for two children, instead of two eldest children, and also to pay the same for Post Graduate and Professional Courses. Pay Commission has agreed to consider it up to Graduation level.

7th pay commission calculators give imaginary answers

There is lot of calculators available in blogs and social media to calculate pay and allowance of 7th pay commission. People who saw these calculators wonder ‘did the 7th pay commission submit its Recommendation to the Government?’. OMG… When did the 7th pay commission submit its report to the central government? The Bapus started enquire about these calculators from everybody who are in Federations and Associations. Even they don’t know how the pay scales would be recommended by 7th pay commission? How much percentage of increase the 7th pay commission would recommend in its report? But calculators do keep coming in day to day basis. Does it worth to calculate our basic pay through this so called 7th pay commission calculators?

Everybody should understand that to review and recommend the revised pay scales for 30 Lakhs Central Government employees is not a joke. It is just more than serious business. The 7th pay commission comprises many Bureaucrats and many officials headed by renowned Supreme Court Judge, require more than 18 months’ time to interview hundreds of officials from Departments / Ministries and Representatives of Unions /Federations to get their views. The whole team of the 7th pay commission has to handle huge volumes of data to analyse the Service Condition and Socio Economic Conditions of the government servants before it start to recommend Pay and Allowance to entire community of the central government employees. The pay commission while recommending revision in pay and allowances has to take into account various factors like the economic conditions in the country, the resources of the Central Government and the global economic scenario as well as the impact upon the finances of the States, if the recommendations are adopted by them.

To recommend revised pay scales for 30Lakhs Central Government Employees is indeed an arduous Journey to perform. The 7th Pay commission, since its constitution, is doing commendable job. The Commission issued a Questionnaire and invited comments for their questionnaire invariably from government organizations, unions/ federations and from the Public also. Federations and Unions and Govt organization have been asked by the pay commission to submit the Memorandum to the commission.

The Seventh pay commission engaged with a variety of stakeholders, on issues which it has been mandated to cover, through series of Meetings from 16-6-2014. The Commission so far held 235 Meetings in 38 days from the Month of June 2014 to February 2015 with various Association/ Federations/Unions and Representatives of Ministries/ Departments. They have to go through all the inputs received from the above sources. All the Federations and Associations have been meeting with the 7th pay commission for the past eight months submitted their views and proposals to the commission. Since the federations, who knew their service conditions and department issues very well, have come across many pay commission, they would have discussed about their service condition and their departmental specific issues with 7th pay commission and discussed about their expectation over pay and allowances. So the only reliable source to tell anything about the Pay commission’s perspective is Pay commission officials or those who met with them. But none of them come forward to say anything about the views of 7th pay commission and never disclosed anything about the Pay Structure since they are not supposed to do so.

But so many 7th pay commission calculators keep coming in blogs. Did the Calculators do anything said above before it was made? Have these so called 7th pay commission calculators taken all the above factors in to the account before it was made? The Principles Applied for revising pay scales in each pay commission was entirely different. But, as for as sixth pay commission is concerned, the pay Structure itself was entirely different from previous Pay Structures of last 5 pay commissions. All the Unions, Associations and Federations have insisted 7th Pay Commission, through their memorandum, that the Running Pay Band and Grade Pay system to be dropped and Pre Revised Pay scale system to be adopted. So until now nobody knows what would be the principle to be adopted for revising pay scales for 7th pay commission? And what is the pay structure that 7th pay commission would recommend? In this context, “is it wise to calculate our 7th CPC basic pay through these premature calculators?” Hope it is not.

We assure our readers, we will keep updating you all the latest news about 7th pay commission and service related issues of central government employees. The pay commission is yet to submit its report. The stipulated time to submit its report is August 2015. But it is expected that the time may be extended and 7th pay commission would submit its report by the month of October 2015. Immediately after the 7th pay commission’s report is published by the central government, our gservants team will come up with simple and reliable 7th pay commission calculator for our readers to calculate the 7th CPC pay and allowances.

Will the 7th Central Pay Commission present an Interim Report to the Central Government?

Why are central government employees so keen to know about the interim report?

A few months ago, excitement was sparked by an opinion expressed by the Karnataka Pensioners Association’s chief, Ramnath Rao, after his meeting with the members of the 7th Pay Commission.

He said that the chairman of the 7th Pay Commission had told him that an interim report would be presented only if the Government gives its direction.

Last month, on the 25th, the Ministry of Finance presented a written reply to a question raised during the Parliamentary session. The reply stated that the Government had given complete autonomy to the Pay Commission to function without any interference from them. The Commission has, until now, not presented any report to the Government. And, as stated in the Terms of Reference, the Commission will submit its report to the Government within the stipulated time.
