Expected DA from July-2013, AICPIN for the month of March-2013.

Consumer Price Index Numbers for Industrial Workers (CPI-IW) March 2013.

   According to a press release issued today by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for March, 2013 rose by 1 point and pegged at 224 (two hundred and twentyfour). On 1-month percentage change, it increased by 0.45 per cent between February and March compared with 1.01 per cent between the same two months a year ago.

   The largest upward contribution to the change in current index came from Food group which increased by 0.84 per cent, contributing 0.82 percentage points to the total change. This was followed by Miscellaneous group with 0.53 per cent increase contributing 0.26 percentage points to the change. At item level, largest upward pressure came from Rice, Wheat & Wheat Atta, Fish Fresh, Goat Meat, Vegetable Green & non-Leafy, Apple, Tea (Readymade), Firewood, Medicine (Allopathic), Private Tuition Fee, Bus Fare, Petrol, etc. However, this was compensated by Mustard Oil, Eggs (Hen), Poultry (Chicken), Onion, Potato and Sugar putting downward pressure on the index.

Reimbursement of Fee under Scholarship Scheme.

   Under the Merit-Cum-Means based scholarship Scheme for students belonging to the notified minority communities full course fee is reimbursed in respect of the 85 Listed Institutions only. For students in other Institutions upto to Rs. 20,000/- is reimbursed.

   There is no separate Merit-Cum-Means Scholarship scheme for the Other Backward Classes (OBCs). Under the existing Scheme of Post-Matric Scholarship for OBCs, there is a provision for reimbursement of compulsory non-refundable fees in addition to maintenance allowance, reader charges for blind students, study tour charges, thesis typing/printing charges, book allowances for students pursuing correspondence course, etc for complete duration of the course.

Promotion Scheme for CGHS Homoeopathic and Unani Doctors.

   As per the 5th Central Pay Commission’s recommendation, career progression had been granted to the ISM&H (Indian Systems of Medicine & Homeopathy) Physicians possessing the medical qualifications approved by the Central Council for Indian Medicines/Central Council of Homoeopathy on the pattern available to the Allopathic doctors//General Duty Medical Officers of Central Health Service (CHS).

   According to the Recruitment Rules for Chief Medical Officer (Non Functional Selection Grade), Union Public Service Commission has to conduct the Departmental Promotion Committee (DPC) process for promotion to this grade. In respect of the Unani Doctors, the CMO (NFSG) grade has already been granted to 8 eligible Unani doctors. In respect of Homoeopathic doctors, UPSC has asked for certain information / documents in respect of the officers under consideration.

Sub: - Non payment of Dearness Relief on Disability Element While on Re-Employment.

   The payment of dearness relief during re-employment / employment / permanently absorption of pensioners / family pensioners under the Central or State Government or in a Statutory Corporation / Company / Body / Bank under them in India or abroad is not being regulated correctly by various Pension Disbursing Authorities. Where some Pension Disbursing Authorities are disallowing dearness relief to re-employed pensioner of commissioned officer on disability element, others are allowing in few cases. Similar irregularities have been noticed in case of pensioners of PBOR. The instances of not allowing dearness relief to family pensioners during their employment are also drawing attention of this office/Ministry from time to time. The position on the subject is though clearly stipulated in Ministry of Personnel, Public Grievances & Pensions. Dept of P&PW letter No. 45/73/97-P&PW(G) dt. 2nd July, 1999 and Ministry of Defence letter No. 79(1 )/95/D (Pen/Services) dated 28th August 2000 and Deptt of P&PW UO No. 41/42/2007-P&PW(G) dt. 3-4-2008. However, position is re-clarified as under for uniform implementation of above orders.

Subject: Launch of RTI web portal for online filing of RTI application.

   A Web Portal namely RTI Online with un https://rtionline.gov.in has been launched. This portal, developed by NIC, is a facility for the Indian Citizens to online file RTI applications and first appeals and also to make online payment of RTI fees.
The prescribed fees can be paid through Internet banking of State Bank of India and its associate banks as well as by Credit/Debit cards of Visa/Master, through the payment gateway of SBI linked to this site.

   2. At present, this facility is available only for Department of Personnel and Training (DoPT). It is planned to extend this facility to all the Ministries/Departments of Govt. of India within a month. This facility is presently not proposed to be
extended for field offices/attached/subordinate offices.

FAQs on Implementation of OROP vide Govt. Order dated 17.01.2013

   Q: 1 Are these orders applicable to those pensioners also whose date of commencement of pension is exactly 01.01.2006?

   A: Yes, these orders are applicable to all the pensioners/family pensioners whose date of commencement of pension is on or before 01.01.2006.

   Q: 2 The date of commencement of family pension in respect of a family pensioner is 01.04.2006 whose late husband had retired from the service on 31.08.1999. Will the family pension of the family be revised under these orders?

   A: Yes, the family pension will be revised under these orders because the deceased soldier was a pre-2006 retiree.

   Q: 3 It is being contended by some pensioners/their associations that the arrears on account of this revision should be paid w.e.f. 01.01.2006 as the orders are merely an amendment to GOI, Mob letter dated 11.11.2008. Please clarify.

   A: As the provision of these orders are effective from 24the September 2012. Hence no arrears shall be allowed for the past period.

Early Decision – No need to pay Arrears on DA and 7th CPC.

   Decision in the right time –will avoid more funds to allocate as arrears!

   At last, the most eagerly awaited announcement of additional dearness allowance has been declared by the cabinet, due from January 2013 to Central Government employees and Pensioners.

   In general the announcement of dearness allowance has been made in the month of March every year. But this year this has been declared in the month of April. Though it was announced after some delay, there is no any loss, as the dearness allowance hike has to be paid with effect from 01-01-2013.

   Before this announcement, there was a rumor that 50% dearness allowance will be merged with basic pay or otherwise dearness allowance will not be hiked, but the cabinet committee decision cleared these doubts.

   Employees and Pensioners will get one more month arrear from January to April. Government has to allocate more funds as arrear due to delay.

   If the decisions concluded in the right time, there will be no chance to allocate more fund for the payment of arrears and also prevent practical problems to accounting staff.

No merger of D.A. but seventh pay commission likely this year.

   According to our sources in New Delhi, there is no chance of any merger of Dearness Allowance with basic pay as demanded by the associations. But the Government is considering the formation of seventh pay commission.

   The seventh CPC is scheduled to be effective from 1.1.2016 and if it is formed this year, there will be ample time to finalize it's recommendations. Moreover, if it is not effective from an earlier date, the Govt. will be free from any burden of paying arrears, which may adversely effect the fiscal situation.

   Most significantly, in the eve of general election, the Govt. may spread a "feel good" situation among the employees without having to pay an extra penny from the exchequer.

Subject: - Grant of Dearness Relief to State Government Pensioners.

   The Governor is pleased to order that the existing rate of Dearness Relief sanctioned vide Finance Department Order of even number dated 27.09.2012 to the State Government Pensioners who are in receipt of superannuation, retiring, invalid, compensation, family and extra ordinary pension etc. shall be revised from 72% to 80% with effect from 01.01.2013.

   For the purpose of this order :-

   (i) Pension/Family Pension in the case of pre-0l.09.2006 retirees and where Family Pension was sanctioned prior to 01.09.2006, means the Consolidated Pension or Consolidated Family Pension, as the case may be, effective from 01.09.2006 in terms of Finance Department Memorandum No. F.12(3)FD(Rules)/2008 dated 12.09.2008.

Sub:- Grant of Dearness Allowance to State Government employees.

   The Governor is pleased to order that the existing rate of Dearness Allowance payable to the State Government employees, drawing pay in Rajasthan Civil Services (Revised Pay) Rules, 2008, under Finance Department Order No. F.6(1)FD(Rules)/2008 dated 27.09.2012 shall be revised from 72% to 80% with effect from 01.01.2013.

   The term ‘Pay’ for the purpose of calculation of Dearness Allowance shall be the Basic Pay i.e. sum of pay in running pay band and grade pay drawn and shall not include any other type(s) of pay like Special Pay or Personal Pay, etc.

CABINET APPROVES 8% DEARNESS ALLOWANCE FOR CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS..

   The Union Cabinet today in its meeting, gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2013  representing an increase of 8% over the existing rate of 72% of the Basic Pay/Pension, to compensate for price rise. The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.

Today Cabinet may hike dearness allowance by 8%

   The Union Cabinet is likely to approve a proposal to increase dearness allowance (DA) of central government employees by 8% today.

   The move to increase DA from 72% to 80% will benefit around 50 lakh employees and 30 lakh pensioners of the central government.

   "The Union Cabinet may consider the finance ministry proposal to increase DA in its meeting scheduled for Thursday," a source said, adding the hike would be effective from January 1, 2013 and employees and pensioners would be entitled to arrears.

DELAY IN GRANT OF DA - HOLD PROTEST DEMONSTRATION ON 23RD APRIL 2013

             Since the implementation of the recommendations of the 4th central pay commission in 1986, the Dearness Allowance (DA) is paid in two six-monthly installments – in March and September of every year. The practice followed since then is that the order granting DA to government employees is issued in March and September itself.
 
            This time the practice in force since 1986 is violated. Our enquiries with concerned Ministries informed us that the file is already moved for Cabinet approval. But it is nearly a month now. The cabinet has found no time to take a decision on this.
 
            This naturally is quiet disturbing, especially in the time of galloping price line. The employees have, in the past, fought bitterly for grant of DA and the 3rd CPC gave a definite formula for DA in the aftermath of the one day strike on 19th September 1968. We cannot allow the hard won DA to be tampered with.

Dearness allowance from Jan 2013, will be declared only after the Finance Minister arrival..!

   It is really surprising that, even after the month prescribed by 6CPC to announce the Dearness Allowance passed, the central government yet to decide the rate of dearness allowance to be paid to central government employees from January 2013. Almost all the central government employees news websites have written more than enough about the rate and timing of announcing the Dearness allowance payable to central government employees with effect from 1st January 2013.

   On 2nd April 2013, Some Established News websites informed that the 8% dearness allowance likely to be approved by cabinet committee today ie on April 02, 2013. But at the end of the cabinet meeting it had been informed that decision on hiking dearness allowance deferred as the Finance Minister was not present. At that time the Finance Minister P Chidambaram was on an official visit to Japan. According to this claim, it is now very much clear that if FM is not present in the Cabinet committee meeting , the fate of DA will not be decided.

   2.    It has been decided that Banks can, with the approval of their Boards, provide relaxations, if required, in the guidelines on promotions. Reasons for any such relaxation/deviation must be properly recorded in the minutes of the Board meetings.

Expected dearness allowance from July 2013.

Let us hope the DA for January 2013 will be announced very shortly..

   It is really unfortunate that at the time of discussing about the rate of dearness allowance from July 2013, expectation on dearness allowance from January 2013 is not fulfilled even now. Actually the additional amount, that the central government employees may get, on account of hike in dearness allowance from January 2013 apart from their regular pay is not at all a matter for the people those who are dealing with lakhs and crores. But it is indeed a matter for 50 lakh central government employees and pensioners, In order to deal with abnormal price rise; they have no other option than expecting dearness allowance to be increased. It is expected that the central government has reached the saturation point and it has no other go than to announce it as soon as possible. Let us hope it will be announced very shortly.

   At this juncture it is very hard to move on to the topic of dearness allowance from July 2013. But there is a saying.. “Sometimes It is very hard to move on, once you move on, you will realize it was the best decision you ever made” . So Let us move on to the topic of expected dearness allowance from July 2013.

Announcement of DA from January 2013: Speculation of reasons for delay.

   After implementation of recommendations of Sixth Pay Commission the Govt. has accepted the calculation of standard formula for calculation of future DA and in para 4.1.19 Sixth Pay commission has recommended that DA may continue to be sanctioned twice a year as on 1st January and 1st July payable with the salary of March and September.  After 6th CPC implementation order of DA from January of respective years was issued/declared as follows:-

15/3/2007- 6% – Thursday
07/3/2008 -6% – Monday
26/2/2009- 6% – Thursday
19/3/2010 –8% – Friday
22/3/2011- 6% – Tuesday
23/3/2012 -7% – Friday

   DA from January, 2013 is yet to be announced.  No any reason for delay is stated from any reliable sources and no exact reason can be constitute for it.  Now everyone to speculate the reason for delay in announcement.  The following main facts are presented to inspect the reasons:

   Dearness Allowance from January 2013 – 6th CPC Recommendation

   As of now nobody knows the correct reason why the government is delaying the approval of DA hike from January 2013. Actually the delay in announcing the dearness allowance helps the people speculate more about the Governments Plan about whether the 50% DA will be merged or not.

   As per the 6th CPC recommendation accepted by the government, the Dearness Allowance supposed to be enhanced from 1st January of every year has to be paid with salary of month of March. The 6th CPC was very much clear about two things; first one is the formula for calculating the quantum of DA to be paid to central government employees and its frequency. Second one is on Merger of 50% Dearness allowance with Basic pay by converting it as dearness Pay.

   CGHS Facilities Enchanced for PIB Accredited Media Persons

   The Government of India has liberalized the Central Government Health Scheme (CGHS) facilities for PIB accredited media persons. All facilities available to the PIB accredited journalists will now also be available to their eligible dependent family members.

   The Ministry of Health & Family Welfare has streamlined the procedure making it easier for media persons to avail of facilities in empanelled private and Government hospitals. Media persons can now get OPD consultation from any Government hospital and procure the medicines through the concerned CGHS Wellness Centres. Media persons can also get treatment at any of the empanelled hospitals on the basis of the CGHS card issued to them. Empanelled hospitals will charge only the CGHS rates for the facilities for which they are empanelled.

   Orders for revision of 1/3rd restored pension of absorbees, who had drawn lumpsum payment on absorption, were issued vide this Department O.M. of even number dated 15.9.2008. As per para 2A of the said OM, the full pension of the absorbees was notionally revised w.e.f. 1.1.2006 in accordance with the instructions contained in this Department O.M. No.38/37/08-P&PW(A) dated 1.9.2008. The payment of DR and additional pension to old pensioners is regulated on the basis of the notional full pension.

Subject: Ad-hoc Appointment/Promotion — Review of - Regarding.

   The undersigned is directed to say that as per the extant policy of the Government, all posts are to be filled in accordance with provisions of the applicable Recruitment Rules/Service Rules. As explained in this Department’s O.M. No.28036/8/87-Estt.(D) dated 30.03.1988 read with O.M. No.28036/1/2001-Estt.(D) dated 23.07.2001, promotions/ appointments on ad-hoc basis are to be resorted to only in exceptional circumstances mentioned therein, to a post which cannot be kept vacant in consideration of its functional/operational requirement. In spite of these express provisions, it has come to the notice of this Department that the Ministries/Departments are resorting to ad-hoc arrangements in total disregard to the statutory provisions/instructions on the subject as well as proper manpower management and career advancement of the employees.

   2. This Department has been impressing upon all the Ministries/ Departments from time to time to take adequate steps in advance so as to achieve the desired objective of timely convening of the Departmental Promotion Committee (DPC) meetings and preparing the approved select panels for regular appointments/promotions within the prescribed time limits. However, at many a time, due to non-adherence to the prescribed norms and procedures by the Ministries/Departments, the approved select panel is not ready in time and ad-hoc arrangements are resorted to. Some Ministries/Departments have taken non-acceptance of their incomplete proposals for DPCs, by the UPSC, as the reason for resorting to ad-hoc appointments. In this regard, as already emphasized in this Department’s O.M. No.22011/3/2011-Estt.(D) dated 24.03.2011, it is reiterated that the responsibility of sending the DPC proposals, complete in all respect, to the UPSC, lies entirely on the administrative Ministries/ Departments concerned.

Decision on hiking dearness allowance deferred.

   Decision on hiking dearness allowance deferred

   The government on Tuesday deferred a decision on hiking dearness allowance (DA) of central government employees to 80 per cent, from 72 per cent at present.

   An increase in DA would have benefitted about 50 lakh employees and 30 lakh pensioners.

   "The proposal on DA has been deferred as the Finance Minister was not present," Information and Broadcasting Minister Manish Tewari told reporters after the Cabinet meeting chaired by Prime Minister Manmohan Singh here.

   Finance Minister P Chidambaram is on an official visit to Japan.

Pawan Kumar Bansal Launches Wi-Fi Facility on Howrah Rajdhani Express Train.

   The Minister of Railways Shri Pawan Kumar Bansal launched Wi-Fi- facility as a pilot project on Howrah Rajdhani Express (train no. 12302), here today. To introduce internet access in moving train was a technological challenge considering that the train passes through all type of terrain and continuous internet access in all weather is to be provided. After due deliberations on various options for providing internet access, Indian Railways decided for satellite communication link to the train and Wi-Fi connectivity to different coaches. After successful technical trails, today Indian Railways is launching the pilot project on Howrah Rajdhani express in both the directions simultaneously i.e. 12301/12302 at Howrah and New Delhi respectively.

   Presently this facility is being extended free of cost to the travelling passengers. The facility is being introduced for the first time on Indian Railways through state-of-the-art Technology at a total cost of Rs. 6.30 crore covering all the three rakes of Howrah Rajdhani Express. The satellite communication link is arranged through satellite hub facility, set up by Indian Railways. Initially, 4 Mbps download bandwidth and 512 Kbps upload bandwidth is earmarked for internet facility in moving train. The satellite antenna is placed in one of the two Power Cars of the rake. This is linked through Wi-Fi radios provided outside of each coach. This is further distributed inside the coaches through indoor access point. This will help passengers of the Rajdhani Express train to access internet during their journey.

EFFORTS MADE AND THE ACHIEVEMENTS OF ALL INDIA RAILWAYMEN’S FEDERATION AND ITS AFFILIATED UNIONS FOR HANDICAPPED RAILWAY EMPLOYEES.

   All India Railwaymen’s Federation and its affiliated unions have all along paid due attention towards genuine problems of Handicapped Railway Employees and have made serious efforts at various levels for redressal thereof.

  AIRF pursued the Ministry of Railways to launch a special drive to fill-up all the vacant posts earmarked against Handicapped Quota, as a result of which, Railway Board issued instructions to all the zonal railways vide letter No.E(NG)II/2006/RC-2/11 Pt. IV dated 01.05.2012(RBE No.59/2012), and accordingly Special Recruitment Drive was undertaken by the zonal railways etc.

  AIRF has also been pressing hard the Railway Board to secure reservation for the persons with disabilities in promotions. (Ref. AIRF’s PNM Item No.14/2008)

  AIRF has demanded to appoint wards of the deceased railway employees/medically de-categorized employee, the wards having 20% and above physical disability against Physically Handicapped Quota(Ref.: AIRF’s PNM Item No.22/2010 & 22/2012).

   The Department of Personnel & Training nominates Gazetted Officers as Area Welfare Officers (AWOs) for residential colonies to look after the welfare of Central Govt. employees and their families residing in these colonies. This Department invites fresh applications from all Ministries/Departments of Government of India for the areas indicated in the enclosed list. As stated in OM of even no. dated 15-10-2012 calling for applications for nomination as AWO, an AWO is only a functional arrangement to provide a link between the Central Government employees residing in various colonies and the concerned civic and other agencies providing service to them. A list of functions of AWO is enclosed. The functions of AWOs are official in nature and are performed by them on honorary and on a voluntary basis. Only those officers who are willing to function as AWO and can spare time for welfare work will be considered for nomination. The AWO serves as a vital link between the Government and residents in various matters relating to the welfare of Government employees residing in various colonies.
