Performance Related Incentives 

Government of India has accepted in principle the recommendation of the Sixth Central Pay Commission for introduction of a Performance Related Incentive Scheme (PRIS) in the form of pecuniary benefit over and above the regular salary, based on the targeted performance and performance parameters, out of the Non-Plan budgetary savings, for the Central Government employees. 

All the recommendations of the Sixth Central Pay Commission were discussed with all stakeholders, including employees’ unions, before Cabinet approval. 

Dr. Jitendra Singh MoS (PPG&P) gave this information in Lok Sabha today in a written reply to a question by Shri Bhartruhari Mahtab and Shri Sanjay Dhotre.

During the year 2013, passing of the Lokpal and Lokayuktas Bill, 2011 release of documentary films on good governance initiatives, guidelines for suo motu disclosure, launching of internship scheme and simplification of procedure  for payment of family pension were some of the important highlights of the Ministry of Personnel, Public Grievances & Pension.

ORDER

   The Government had set up a Committee on Cadre Restructuring of Central Secretariat Service (CSS) in June, 2008. The Committee submitted its report in November, 2008. The Report of the Committee was considered by the Government and, inter-alia, a following decision was taken, as was conveyed vide this Department’s OM dated 20/7/2010.

   “Upgradation of 1467 posts of UDCs to Assistants’ Grade of CSS”.

Harmonization of fee payable under the Right to Information Act, 2005.

Subject:- Harmonization of fee payable under the Right to Information Act, 2005.

Sir,
   Sections 27 and 28 of the Right to Information Act, 2005 empower the appropriate Governments and the Competent Authorities to make rules to prescribe,inter-alia, the fees payable under the Act, In exercise of the powers, the Central Government, State Governments, High Courts etc, have notified rules. It has been observed that the fee prescribed by different appropriate Governments/Competent Authorities is at great variance.

   2. The 2nd Administrative Reforms Commission has, in this regard recommended that the States should frame Rules regarding application fee in harmony with the Central Rules and ensure that the fee should not become a disincentive for using the right to information.

   3. All the States/Competent Authorities ore, therefore, requested to kindly review their Fee Rules and to prescribe fee in consonance with the fee prescribed by the Government of India. A copy of the Right to information (Regulation of Fee and Cost) Rules, 2005 notified by the Government of India is enclosed for ready reference.

   4. Kindly inform us of the action taken in this regard.

DoPT Announces Five Short-Term Fellowships in the Field of Right to Information

The Department of Personnel & Training (DoPT), Government of India, has invited proposals from professionals from the field of journalism, civil society and research and training in the field of Right to Information (RTI) for grant of five short-term fellowships.

The fellowships are for conducting field based research on issues relating to RTI. The fellowships will be under a plan scheme titled ‘Improving Transparency and Accountability in Government through effective Implementation of the Right to Information Act’. The primary goal of the scheme is to contribute towards more accountable and transparent government.

RTI fellowships would be granted for researching any theme relating to RTI with the objective of contributing towards better understanding of the successes of RTI and / or constraints in its implementation and as to how implementation of the Act could be strengthened.

Guidelines of the scheme and application form may be downloaded from DoPT’s Website http://www.persmin.nic.in. The applications must reach DoPT by 5 PM, Monday, 3rd January, 2011.
