Notification

   Cost of Digital Hearing Aid (WBHS Code No. 03003003) is reimbursable under the West Bengal Health Scheme, 2008.

   As per provision of the West Bengal Health Scheme, 2008, prior permission of the West Bengal Health Scheme Authority is needed for purchase of this costly device.

   From some time past, requests are coming from various corners for waiving of the norm of obtaining prior permission of the West Bengal Health Scheme Authority for purchase of this device. West Bengal Health Scheme Authority has also
recommended in favour of abolishing this system considering the medical as well as technical superiority of digital device over the conventional analog one.

   At present the State Government employees/ Government pensioners who are enrolled under the West Bengal Health Scheme, 2008 are entitled to receive treatment of Cancer at Tata Memorial Hospital, Mumbai (TMH, Mumbai) on fulfilment of such conditions as obtaining prior permission of the West Bengal Health Scheme Authority on the basis of submitting referral from any recognised HCO.

   Government Employees/Government Pensioners who are enrolled under WBHS, 2008 and got treatment with prior approval from Government for treatment in recognised speciality hospitals out side the State face great difficulty in getting reimbursement under WBHS, 2008 for the cost of medicines prescribed by those hospitals for an indefinite period in compliance with Clause 12(2) of WBHS, 2008 and F.D. Memo No.2618-F(MED) dated 05.04.2011.

   The following private Health Care Organisations have been assessed as Service Provider by the Health & Family Welfare Department on the basis of the facilities available there for rendering service to the Government employees/ Government
pensioners and their beneficiaries under the West Bengal Health Scheme, 2008. The Health Care Organisations have came into agreement with the Government of West Bengal on the basis of Memorandum of Agreement for a period of 2 (two) years or till they are modified or revoked whichever is earlier from the date of the notification.

Reimbursement of Medicines of non-empanelled Health Care Organisations.

MEMORANDUM

   The reimbursement of the cost of medical treatment in non-empanelled private Health Care Organisations was allowed under the West Bengal Health Scheme, 2008 under certain terms and conditions vide Finance Department Notification no. 10539-F (MED) dated 21.11.11. Thereafter, in terms of clarification under SI. No. 2 of Finance Department Memorandum no. 11254-F(MED) dated 16.12.11, reimbursement of the costs of medicines and consumables are allowed up to 80% or 60% of the actual costs, as the case may be depending on the bed capacity of that Health Care Organisation.

Memorandum

   In the process of implementation of the West Bengal Health Scheme, 2008 the Government from some time past was considering for amendment of Forms regarding enrolment under the Health Scheme and settlement of claims. Accordingly, the Governor is pleased to publish the following amended Forms under the West Bengal Health Scheme, 2008 and guidelines for settlement of claims.

   2. Under Clause-7 (1) of the West Bengal Health Scheme, 2008, costs of OPD treatment of ten listed diseases are reimbursable. Reimbursement of the cost of medical treatment of such diseases may be allowed when the attending physician of recognized hospital clearly certifies that the beneficiary was/ has been suffering from any of the listed diseases of Clause-7(1) of the Health Scheme. Essentiality Certificate for treatment under Clause-7 (1) of the Health Scheme should be furnished in Form-‘D1’/ Form-‘IV1’
