   As per laid down policy, 50% of the total profits earned by CSD is being deposited into Consolidated Fund of India (CFI). The remaining 50% is distributed to various beneficiaries as determined by the Competent Authority. As per policy in vogue, after deduction of regular and adhoc allocations of 4.91 % of this amount, the balance is allocated to Army, Air Force and Navy in the ratio of 85:10:5.

   This information was given by Defence Minister Shri AK Antony in written reply to Shri Ram Krjpal Yadav and Shri Shadi Lal Batra in Rajya Sabha today.

Geologists’ Examination 2010 Result Announced


          Union Public Service Commission (UPSC) has announced the result of Geologists` Examination, 2010 based on the written examination held by in December, 2010 and the interview for Personality Test held in October, 2011. UPSC has come out with the list in order of merit, of candidates who have been recommended for appointment to the posts of :

All India Consumer Price Index Numbers for Industrialworkers on Base 2001=100 for the Month of October, 2011.


   All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of October, 2011 increased by 1 point and stood at 198 (one hundred & ninety eight).

   During October, 2011, the index recorded maximum increase of 8 points in Darjeeling centre, 7 points in Yamunanagar centre, 6 points each in Hyderabad and Tiruchirapally centres, 5 points in 5 centres, 4 points in 7 centres, 3 points in 14 centres, 2 points in 18 centres and 1 point in 19 centres. The index decreased by 3 points in Mysore centre, 2 points each in Ernakulam, Lucknow, Kolkata and Guwahati centres and 1 point in Mundakkayam centre, while in the remaining 5 centres the index remained stationary.

Government of India releases grant-in-aid for payment of salary to all sanctioned posts which include staff in position and vacant posts filled on contractual basis. On one hand, this has resulted in huge unspent balances in Non-Plan grants at the end of the Financial Year and on the other hand this has caused undue but avoidable burden on the Vidyalayas Vikas Nidhi which is exclusively meant for the welfare of the students.

Union Minister for Labour and Employment Presents The Vishwakarma Rashtriya Puraskar and National Safety Awards


   Shri Mallikarjun Kharge Minister for Labour & Employment today presented the Vishwakarma Rashtriya Puraskar and National Safety Awards for the Performance Year 2009 here today.

   Vishwakarma Rashtriya Puraskar is awarded in recognition of outstanding suggestions given by a worker or group of workers and implemented by the management during the previous calendar year (Performance year) resulting in improvement in quality, productivity and working conditions such as safety, health and environmental conservations in the industrial undertakings where “Suggestion Schemes” are in operations. This year there are 28 puraskars being shared by 117 winners.

   The financial savings, due to adopted and implemented suggestions of the winning applications of the VRP have been 1082.85 crores recurring and 94.83 crores non-recurring in Indian currency and 21.73 crores recurring & 29.59 crores nonrecurring in Foreign Exchange.

Recognising Labour Union

   Labour is placed in the concurrent list of the Constitution and both the Central Government and State Governments are designated as the ‘appropriate Government’ in respect of areas of their jurisdiction. In the Central Sphere, there are clear guidelines/ directives for verification of membership of Trade Unions for purpose of granting recognition to the majority Union. In the Central Sphere, no recognition is pending, for the want of proper guidelines and directives.

   Verification of membership of Trade Unions operating in organizations falling under the jurisdiction of State Government are carried out by the respective State Government. Hence, the details of disputes are not maintained by the Central Government.

Pension for Ex-Servicemen of Pre-Independence Era

    Ex-servicemen with service less than 15 years as PBOR and less than 20 years as Commissioned Officers are not entitled to pension as minimum qualifying service is a mandatory requirement to earn pension.

   Minimum qualifying service is an essential criterion for earning pension in the Armed Forces as per the existing Army, Navy & Air Force Pension Regulations.

   There is no proposal under consideration of the government to grant pension to a large number of armed forces personnel who retired during pre-independence period but are still alive and not entitled to any pensionary benefits.

   This information was given by Minister of State for Defence Shri MM Pallam Raju in written reply to Shri G.M. Siddeshwara in Lok Sabha today.

Revision of Pension under PF Scheme

   The pension on fixed rates is provided to the employees retiring under the Provident Fund (PF) scheme.

   The Central Government had constituted an Expert Committee for reviewing the Employees Pension Scheme, 1995 entirely including revision of Pension. The Expert Committee submitted its report to the Central Government on 5th August, 2010 and the recommendations of the Committee were placed before the Central Board of Trustees, Employees’ Provident Fund [CBT (EPF)] for consideration on 15th September, 2010. The CBT (EPF) directed that the report be first considered by the Pension Implementation Committee (PIC). The PIC has since finalized its report and sent it to Employees’ Provident Fund Organisation for placing it before the CBT (EPF) for taking a final decision in the matter.

   This information was given by the Minister of Labour and Employment Shri Mallikarjun Kharge in reply in reply to a written question in the Lok Sabha today.

LTC - Special Package for Central Government employees


   The Ministry of Tourism, as a part of its promotional activities releases print, electronic, online and outdoor media campaigns to promote various tourism destinations and products of the country including the North East Region. Besides, North East specific media campaigns are launched to promote the entire North East Region. The Ministry of Tourism provides complimentary space to the North Eastern States in India pavilions set up at major international travel fairs & exhibitions. Further, In relaxation of CCS (LTC) Rules 1988, the Government has decided to permit Government servants to travel by air to North Eastern Region on LTC as follows:-

   (i) Group A and Group B Central Government employees will be entitled to travel by Air from their place of posting or nearest airport to a city in the NER or nearest airport.

Sub:- Decisions on the recommendations of the Committee for Comprehensive Review of National Small Savings Fund (NSSF).

   The Thirteenth Finance Commission in its Report had, inter alia, recommended that all aspects of the design and administration of the NSSF be examined with the aim of bringing transparency, market linked rates and other much needed reforms to the scheme. As a follow up of this recommendation, the Government had constituted a Committee on 8th July, 2010, headed by Smt.Shyamala Gopinath, the then Deputy Governor, Reserve Bank of India for comprehensive review of NSSF. The terms of reference of the Committee included review of the existing parameters for the small saving schemes in operation and recommend mechanisms to make them more flexible and market linked; review of the existing terms of the loans extended from the NSSF to the Centre and States and recommend on the changes required in the arrangement of lending the net collection of small savings to Centre and States; review of other possible investment opportunities for the net collections from small savings and the repayment proceeds of NSSF loans extended to States and Centre; review of the administrative arrangement including the cost of operation; and review of the incentives offered on the small savings investments by the States.

Employment in MSME Sector

   The Ministry of Micro, Small & Medium Enterprises has been promoting self employment ventures through setting up of Micro Enterprises. Prime Minister’s Employment Generation Programme (PMEGP), a Credit linked subsidy programme, was launched in 2008-09 and is being implemented through Khadi & Village Industries Commission (KVIC) a statutory body under the administrative control of the Ministry. PMEGP is particularly aimed at generating self employment opportunities through establishment of Micro Enterprises. Under PMEGP, beneficiaries belonging to Scheduled Castes, Scheduled Tribes, Minorities, Backward Classes, Women etc. are entitled to a higher rate of margin money assistance at the rate of 35 percent in rural areas whereas beneficiaries belonging to General categories are entitled to margin money assistance at the rate of 25 percent in rural areas for project costing upto Rs.25 lakh each in the manufacturing sector and upto Rs.10 lakh each in the service sector through the implementing agencies and loan from banks, etc.

West Bengal Women staffers to enjoy two-yr child care leave.

   KOLKATA: Working mothers may soon heave a sigh of relief. The Mamata Banerjee government is planning to introduce a two-year child care leave for women staffers, so that working mothers can devote more time to their children, especially when the children are ill or need assistance during examinations. to assist the children during their examinations.

   The state government is also considering options of adoptive leave to be given to women employees who opt for adoption.

   Proposal for child care leave has already been sent to the finance department for its clearance, so that women employees can avail of the facility from this year. Once the government clears this proposal, working mothers can get a leave of 730 days. The leave can either be availed of at a stretch or in intervals.

Virus Attacks on Computer


   Shri Sachin Pilot, the Minister of State for Communications and Information Technology informed Lok Sabha today in a written reply to a question that virus is a ‘malacious code’ computer software programme. With the innovation of technology ‘malicious code’ are getting highly sophisticated and complex. Due to proliferation of Information Technology (IT) in all areas worldwide, there is rise in the virus attacks and malicious activities. With the rise in the number of computers and increase in the broadband connections the same trends are observed in India as well.

   The reply further stated that the government has circulated Computer Security Guidelines and Cyber Security Policy to all the Ministries/Department on taking steps to prevent, detect and mitigate cyber attacks. National Informatics Centre (NIC) managing government websites and providing e-mail services is implementing these guidelines and policy to secure the government IT infrastructure from the cyber attacks.

Result of NDA & Naval Academy Exam (I) 2011 Announced

   The Union Public Service Commission has announced the results of National Defence Academy & Naval Academy Exam (I) 2011 on the basis of the results of written examination held by UPSC in April 2011 and the interviews held by the Services Selection Board of the Ministry of Defence. The examination was held for admission to the Army, Navy and Air Force Wings of National Defence Academy for the 127th Course and Naval Academy for the 89th Indian Naval Academy Course (INAC) commencing from 30th December, 2011.

   The list contains names of 580 candidates. There are some common candidates in the three lists for Army/Navy, Air Force and Naval Academy. The number of vacancies as intimated by the Government of India is 335 (195 for the Army, 039 for the Navy, 066 for the Air Force and 035 for the Naval Academy for the 89th (INAC).

SUBJECT : Streamlining of Procedure for disposal of Medical Reimbursement Claims (MRCs) in CGHS

   The pensioner CGHS beneficiaries and their dependent family members are entitled to get cashless medical treatment In CGHS empanelled private hospitals on a referral by a Government medical specialist / CMO in-charge, after obtaining prior permission from the CMO in-charge of the CGHS Wellness Centre/Dispensary they are attached to. They are however, also entitled to obtain the medical services from any un-empanelled hospital in emergency condition and get reimbursement of medical expenses incurred by themselves or any of their dependent family members. They can file Medical Reimbursement Claims (MRCs) with the respective CGHS Wellness Centres they are attached to- The CMO In charge is expected to scrutinize the claim papers with reference to the prescribed Checklist and forward the same to the Office of AD/ JD in charge of the zone/city. The Office of AD/JD processes the claim and arranges reimbursement of the admissible amount to the pensioner beneficiary at the earliest.

Notification

   At present the State Government employees/ Government pensioners who are enrolled under the West Bengal Health Scheme, 2008 are entitled to the reimbursement of the cost of medical attendance and treatment including their family members in recognised hospitals/ nursing homes under the Health Scheme. The Government has been considering from some times past to allow such Government employees/ Government pensioners to avail medical treatment facilities in nonempanelled private hospitals/ nursing homes also. Accordingly, the Governor is pleased to order that the State Government employees and Government pensioners who are enrolled under the West Bengal Health Scheme, 2008 may avail the indoor medical treatment facilities in any non-empanelled private hospital/ nursing home. Reimbursement of the cost of such indoor medical treatment will be made under the Health Scheme in the following manner:-

Combined Defence Services Exam(I) 2011 Results Announced

   The Union Public Service Commission (UPSC) has announced the final results of Combined Defence Services Examination (I), 2011 held in February 2011 and SSB interviews held by Service Selection Board of the Ministry of Defence for admission to (i) 132nd Course of Indian Military Academy-Dehradun (ii) Indian Naval Academy, Ezhimala, Kerala and (iii) 191st Air Force Academy, Hyderabad (Pre-Flying) Training Course. There are some common candidates in the three lists for various courses.

   The number of vacancies as indicated by the Government is 250 for Indian Military Academy (including 32 vacancies reserved for NCC ‘C’ Certificate (Army Wing) holders), 40 for Indian Naval Academy, Ezhimala (2 for Hydro/38 for Executive General Service) (including 06 vacancies reserved for NCC ‘C’ Certificate (Naval Wing) holders) and 32 for Air Force Academy, Hyderabad (Pre-flying) Training Course.

The Army Chief Inagurates Officers Training Academy at Gaya

   A newly raised Officers Training Academy (OTA) at Gaya was formally inaugurated by Army Chief General VK Singh with traditional military grandeur on today. A host of senior military officers and guests were present on the occasion. Ordained to train and nurture selected youth of the nation into commissioned officers for the Indian Army, OTA Gaya is the third of its kind and the youngest such institution in the country. Having commenced training earlier this year on 18 July 2011 with a flag hoisting ceremony carried out by Lt Gen K Surendra Nath, GOC-in-C, Army Training Command.

   Welcoming the Chief, Lt Gen Vijai Sharma, the Commandant highlighted the fact that in a short time span of four months, the Academy is fully functional in all aspects and is imparting holistic and quality training to the first batch comprising 149 Gentleman Cadets, better known as GCs in the Academy.

Delhi govt sanctions 13,000 posts of teachers.

   Delhi government has sanctioned creation of about 13,000 new posts of teachers for schools run by it besides planning to set up more schools for effective implementation of the Right To Education Act.

   This was announced by Education Minister Arvinder Singh Lovely while launching a year-long 'Shiksha Ka Haq Abhiyan' campaign to create awareness about the RTE Act which provides for free and compulsory education to all children between age of 6 and 14 years.

   Launcing the campaign, he said Delhi government has approved the Delhi Right of children to Free and Compulsory Education Rules 2011 and the same will soon be notified in the Gazette for full implentation of provisions of RTE Act.

Interest rates on post office savings schemes go up


   In a bid to lure millions of small savers across the country who had exited the National Small Savings (NSS) schemes in pursuit of higher returns, the Union Government on Friday raised the interest rates on Post Office Savings Account (POSA), Time Deposit Schemes of various tenures, Monthly Income Scheme (MIS) and Public Provident Fund (PPF).

   According to a Union Finance Ministry statement, the interest rate on POSA stands increased to 4 per cent from 3.5 per cent for the current fiscal while deposits in schemes such as MIS and PPF will fetch attractive returns of 8.2 per cent and 8.6 per cent respectively, as compared to the existing rates of 8 per cent.While all time maturities will fetch significantly better returns by way of higher interest rates than hitherto, the biggest gainer is set to be the one-year fixed deposit scheme with its interest rate pegged at 7.7 per cent as compared to the prevailing 6.25 per cent.

Railway Minister Announces Fresh Measures to Prevent Misuse of Tatkal Travel Scheme


   The Minister of Railways Shri Dinesh Trivedi at a press conference here today said that several measures are proposed to be implemented in the next one week or so with a view to prevent misuse of Tatkal scheme by agents/unscrupulous elements by the activities during opening hours of the reservation counters:. These measures announced by him are as follows:-

   i. The advance reservation period of Tatkal scheme should be reduced from two days at present to one day excluding the day of journey from the train originating station. For example, if train is to depart from the originating station on the second of the month, the Tatkal quota for that particular train shall open at 0800 hours on the first of the month.

   ii.There shall be no refund on confirmed Tatkal tickets subject to the exceptions such as cancellation of trains, late running of trains, etc. This is proposed on account of the following reasons:-

Sub:- Payment of Family Pension at enhanced rates to the widowed /divorced / Unmarried daughters beyond 25 years of age — Clarification regarding.

   In terms of sub-rule (4) of Rule 75 of the Railway Services (Pension) Rules, 1993, enhanced family pension is payable to the eligible member of the family as indicated in sub-rule (6) of Rule 75 of Rules ibid. Instructions were issued vide Board’s letter No. F(E)lll/98/PNl/4 (RBE No.44/2005) dated 16.03.2005 and letter No. F(E)III /2007/PN1/5 dated 18.9.2007 extending the scope of family pension to divorced /widowed daughters and unmarried daughters respectiveiy beyond 25 years of age. Para 8.2 of Board’s letter No F(E)III/2008/PN1/13 dated 15.9.2008 provides for payment of enhanced family pension under Rule 75(4)(i)(a) to the family of a Railway servant, who dies in service, from the date following the date of death of the Railway servant for a period of ten years without any upper age limit.There will be no change in the period for payment of enhanced family pension in case of death of a pensioner.

ORDER

   As per Government Order read as 1st paper, Government have introduced Group Personal Accident Insurance Scheme to Government employees and teachers which was implemented through National Insurance Company on co-insurance basis with Kerala State Insurance Department. As per Government Order read as 2nd above the scheme has been implemented through Kerala State Insurance Department for the year 2011 and the scheme was extended to the part time contingent employees, teaching and non-teaching staff of Aided Schools and Aided Colleges, employees of Panchayath and Municipal Common Service including part time contingent employees, employees of Universities, Public Sector Undertakings, Co-Operative Institutions, Autonomous Bodies and other Government Institutions. The duration of the scheme expires on 31.12.2011. In the circumstances, Director of Insurance has forwarded the proposal for the renewal of the scheme for the year 2012 also and requested to enhance the amount of premium to Rs.200 as the scheme is now making huge loss to the state exchequer.

   Travel with E-Ticket in Electronic Mode on Mobile Phones, Laptop and IPod – IRCTC Indian Railway Catering and Tourism Corporation Limited (IRCTC) has informed on its website that the Indian Railways introduced new mode of ticket verification. The new verification scheme of allowing the display of a screenshot of the E‐Ticket through laptops, IPads and Mobile Phones along with the prescribed identity proof in original. There is no need to carry of printed ticket copy along with our travel. Full text of the instructions is reproduced below…Electronic Reservation Slip (ERS) – The printout in standard specified Performa containing reservation particulars, and instructions for use which can be used by the passenger along with the relevant authorized Identification, as travel authority for performing the journey. Virtual Reservation Message (VRM) – A screen‐shot of the e‐ticket displayed through laptops/palmtops/ Mobile phone is referred as Virtual Reservation Message (VRM). ERS/VRM along with any one of the eight prescribed ID proofs in original and the indication of the passenger(s)’ name(s) in the Reservation Chart will authorize the passenger to travel.VRM combined with valid photo‐id in original will be treated as an instrument on par with the ERS.ERS/VRM along with one of the eight prescribed proofs of identity in original will also authorize the passenger to enter the platform on the day of journey and he/she will not be required to purchase platform ticket. ERS/VRM along with original id proof will be required to be produced on demand of Ticket

Sir,
   As you are aware after implementing the e-governance system called Government Accommodation Management System (GAMS), the Directorate of Estates has been unceasingly endeavoring to develop and enlarge the scope of facilities available to the stakeholders through optimum use of information technology aimed at enhancing transparency, efficiency and better delivery of services. Against this objective and also for the fact that the earlier system of reporting of monthly license fee recoveries through floppies, email and paper schedules did not operate successfully, a user-friendly online License Fee Collection & Monitoring System has now been developed as part of GAMS to facilitate the Drawing & Disbursing Officers to communicate their license fee recoveries both past and future, in respect of their occupants of General Pool Residential Accommodation to the Dte. of Estates. The new System allows the DDO to create and maintain a monthly updated Allottee Roster with details of monthly LF Amount to be recovered from each Allottee and send the license fee schedule online (http://eawas.nic.in) to the Directorate of Estates for automatic updation of the Rent Cards and ledgers of the Allottees in real time As soon as such data is sent by the DDOs, it becomes available for viewing on the Website of the Dte. Meanwhile, the aforesaid Health Care Organisations shall have to complete the process of renewal of empanelment by signing Memorandum of Agreement (MOA).
