All India Consumer Price Index Numbers for Industrial Workers.

   All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of January, 2012 increased by 1 point and stood at 198 (one hundred & ninety eight).

   During January, 2012, the index recorded maximum increase of 9 points each in Haldia and Bhilai centres, 7 points in Jamshedpur centre, 6 points each in Tiruchirapally and Srinagar centres, 5 points in 2 centres, 4 points in 7 centres, 3 points in 7centres, 2 points in 11 centres and 1 point in 18 centres. The index decreased by 3 points each in Rangapara Tezpur andGodavarikhani centres, 2 points each in Madurai and Mercara centres, 1 point in 8 centres, while in the remaining 16 centres the index remained stationary.

   The General Strike of Indian working class for which the call was given by the Central Trade Unions and endorsed by all the Federations and the Central and State Govt. Employees elicited the largest participation today. The increased participation of workers in the industrial action was indicative of the growing realization of the need to struggle against the present economic policies of the Govt. of India.

   The Central Govt. employees throughout the country responded to the call admirably in as much as the strike was almost total in Kerala, Tamil Nadu, West Bengal, Madhya Pradesh, Jharkhand, Chhattisgarh, Maharashtra, Assam, Meghalaya, Tripura, Manipur and about 80% in Andhra Pradesh, Karnataka, Bihar and Uttar Pradesh, and partial in Delhi, Punjab, Haryana, Arunachal Pradesh, Rajasthan, Himachal Pradesh, Orissa and Gujarat.

Labour Minister appeals trade unions not to go on general strike.

   Union Labour and Employment Minister Shri Mallikarjun Kharge has appealed to the major central trade unions not to go on countrywide general strike tomorrow.

   In his appeal the Minister said that the trade unions has decided to go on general strike when the whole attention of the country is focussed on achieving high economic growth. Shri Kharge said most of the issues relating to labour raised by the trade unions have already been addressed to a substantial extent. The Minister said,” however, i do assure all the central trade unions that i am always open to discussions on any of the issues relating to labour at anytime and resolve the same amicable through consultations”.

   In continuation to this Department's Office Memorandum of even number dated the 29th March, 2010, 2nd November, 2010,10th March, 2011 and 17th August, 2011 on the subject cited above, the undersined is directed to say that the Governor. Himachal Pradesh, is pleased to order that 50% of the total balance arrears of each element of pension/ family pension/ gratuity and leave encashment may be released immediately to those Government servants who had retired between 1.1.2006 to 30.9.2009. The total cumulative arrears released so far after taking into account the present release, shall amount to 75% of the total arrears accrued to the Post-2006 Pensioners/ Family Pensioner.

   In the Government letter 1st  cited, it was indicated that though the State Public Sector Undertakings / Statutory Boards are implementing the scheme of encashment of Earned Leave to their employees subject to the maximum of 240 days, the Government have not extended the benefit of encashment of Unearned Leave on Private Affairs to the employees of State Public Sector Undertakings/ Statutory Boards as in the case of Government employees with reference to G.O Ms No 488/Fin (Pension) Dept.dt.12.8.96. The Government had accordingly  directed the Chief Executive Officers of State Public Sector Undertakings / Statutory  Boards to allow encashment of Earned Leave at credit of the employees of State  Public Sector Undertakings / Statutory Boards upto a maximum of 240 days and the encashment of leave salary at the time of retirement shall be made 50% in cash and the balance 50% in small saving certificates after obtaining the option of the employee to choose either the post office Time Deposit for 3 years or the NSC (VIII issue) for six years. The encashment of leave salary at the time of retirement shall be based on pay plus Dearness Allowance only and other allowances should not be taken into account.

Combined Defence Services Exam (I) 2011 Final Results Announced.


   The Union Public Service Commission (UPSC) has announced the final results of Combined Defence Services Examination (I). A total of 356 candidates (272 *Men + 84 Women), have finally qualified on the basis of the results of the Combined Defence Services Examination (I)-2011 conducted by the UPSC and  interviews held by the Services Selection Board of the Ministry of Defence for admission to the (i)  *Officers’ Training Academy, Chennai  for 95th  Short Service Commission Course (for Men) and (ii) Officers’ Training Academy, Chennai 9th Short Service Commission Women (Non-Technical) Course,  commencing in April, 2012.  The list of 95th Short Service Commission Course (for Men) also includes the names of the candidates who were recommended earlier on the basis of the result of the same examination for admission to the Indian Military Academy, Dehradun, Naval Academy, Ezhimala, Kerala and Air Force Academy,  Hyderabad (Pre-Flying) Training Course(s).

PFRDA invites bids for managing pension funds under NPS.

   NEW DELHI: Pension fund regulator PFRDA has invited bids from financial institutions to manage funds under the New Pension Scheme (NPS) for the next three years beginning April 1, 2012.

   The fund managers will be required to manage the pension assets of Central government employees, according to Pension Fund Regulatory and Development Authority (PFRDA).

   The three pension fund managers will have to submit bids by March 15, PFRDA said.

   At present, pension funds of government employees are managed by three pension fund managers (PFMs)-- LIC Pension Fund, SBI Pension Fund, and UTI Retirement Solutions Ltd. The total corpus of the government employees as on December 2011 was Rs 12,769 crore.

Where advance has been drawn, the claim for reimbursement shall be submitted within one month of the completion of the return journey.

Administrative Ministry / Department concerned can admit the claims in relaxation of the provisions subject to the following time limits without reference  to DoPT:

For LTC purpose, family consists of
i) Spouse of the Govt. servant and tow surviving unmarried children or Step children

ii)Married daughters, who have been divorced, abandoned or separated from their husbands and widowed daughters residing with and wholly dependent on the Govt. Servant

iii) Parents and/or step parents residing with and wholly dependent on the Govt. Servant

iv) Unmarried minor brothers as well as unmarried, divorced, abandoned, separated from their husbands and widowed sisters residing with and wholly dependent on the Govt. Servant provided their parents are either not alive and  are themselves wholly dependent on the Govt. servant

The Principal Accountant General (A&E), vide letter 2nd cited has requested to revise the basic pay limit for availing Non- Refundable withdrawal from General Provident Fund for the purchase of motor car and motor cycle/scooter to 36,140 and Rs. 13,900 respectively in terms Government Order under 1st cited considering the revision ordered therein.

List of 130 Additional Candidates for CPF(ACS) 2010 Exam Released.

   The Union Public Service Commission (UPSC) has released a reserve list of 130 candidates of the Central Police Forces (ACs) Examination, 2010. The list includes 48 General, 72 Other Backward Classes, 05 Scheduled Caste and 05 Scheduled Tribe to fill up the remaining posts based on the said exam.

   The main result of this exam was declared in October 2010 recommending 804 candidates for appointment. The reserve list has been released as sought by the Ministry of Home Affairs. Ministry of Home Affairs would be communicating directly with the recommended candidates.

   The Candidature of 18 candidates bearing Roll No(s). 009546, 009826, 015217, 019367, 024148, 057312, 064212, 068455, 074531, 079887, 084070, 088086, 094672, 099262, 105187, 105650, 116663, 129986 is provisional.

Grant of Child Care Leave to Civilian Female Industrial Employees of Defence Establishments.

   Based on the recommendation of the VI CPC, Govt. of India accepted and introduced Child Care Leave for Women Central Government Employees vide OM. No.13018/2/2008-Estt(L) dt.11-09-2008.According to this order, the women employees could avail the CCL only after exhausting the Earned Leave if any in their credit. After receiving various representations from Govt Servants/ Federations/Associations, Govt of India reviewed its earlier decision and issued a clarification. According to which, all the establishment has been directed that Earned Leave, if any availed by women employees before availing CCL subsequent to the issue of the OM.13018/2/2008-Esst(L) dt.18-11-2008 may be adjusted against CCL if so requested by the employees.

   The Civilian Female Industrial Employees of Defence Establishment covered by the CCS (leave) Rules 1972 were denied this benefit of CCL, though they are at par with the Non-Industrial Women Central Government Employees Covered by the CCS(Leave) Rules 1972.

Setting up of a New Rail Coach Manufacturing Unit at Palakkad in Kerala

 
   The Union Cabinet today approved the setting up of a new Rail Coach Manufacturing unit at Palakkad in Kerala to manufacture 400 coaches per annum at an estimated cost of Rs.550 crore (excluding the cost of land) as a Joint Venture in which Railways shall contribute 26% of the equity.

   The new coach building plant will be set up at Palakkad in Kerala where land to the extent of about 239 acres is available for use which will be purchased by the Railways from the Government of Kerala.

Sub:- Implementation of the New Pension Scheme for members of the All-India Services joining on or after 01/01/2004 and borne on West Bengal Cadre.

   The Department of Personnel and Training (DoPT), Government of India vide letter No. 25014/14/2001-AIS(II) DoPT, GOI, dated: 08.09.2009 has issued the detailed guidelines for the implementation of New Pension Scheme for members of the All India Services including those joining in the State Cadre on or after 01.01.2004.

   The pension of the members of the All India Services appointed on or after 01.01.2004 is regulated by the new Defined Contribution Pension Scheme (known as the New Pension Scheme) notified by the Ministry of Finance (Department of Economic Affairs) Government of India vide their O.M. No. 5/7/2003 – ECB 2- PR dated 22.12.2003. On introduction of the New Pension Scheme, the All India Service (Death cum Retirement Benefit) Rules, 1958 and the All India Service (Provident Fund), Rules, 1955 were amended on 7.02.2004 & 17th May 2004 respectively. Under the amended Rules, benefits of the old Defined Benefit Pension Scheme and of GPF are not available to the members of the service appointed on or after 1.1.2004.

Civil Services (Pre) Exam, 2012 to be Held on May 20

   The Union Service Public Commission (UPSC) will hold the Civil Services (Preliminary) Examination, 2012 on May 20, 2012 for recruitment to the Indian Administrative Service, Indian Foreign Service, Indian Police Service and certain other Group ‘A’ and Group ‘B’ Central Services/Posts. The examination will be held at various centers across the country.

   The DOPT has at last cleared the Cadre Restructuring Proposal. There has been a reduction of 398 posts in the Group-A cadres up to the level of DCIT. The proposal in respect of Gr.B & Gr.C have already been cleared by the Department of Expenditure and Finance Minister without any changes. Now the cadre restructuring proposal is expected to go to the Group of Secretaries and then to the Cabinet for clearance. Once it is passed by the Cabinet, the additional posts created will be allocated charge-wise and notification will be issued. Promotions/recruitment will take place subsequently.

44th Session of Indian Labour Conference

   The Ministry of Labour & Employment has a unique mechanism of tripartite consultation amongst social partners – Workers, Employers and Government, at various levels – sectoral as well as national – on issues relating to labour. The Indian Labour Conference – the apex tripartite consultative body at national level has been aptly described as the “Labour Parliament of India”, a confluence of creative forces and energies and the testing ground of tripartite consensus in decision making. The first such tripartite consultation at national level was held in 1942 as Tripartite National Labour Conference – subsequently renamed as Indian Labour Conference since 1944. So far, 43 Sessions of Indian Labour Conference have been held to discuss prominent labour related issues. The 44th Session of Indian Labour Conference being held on 14 – 15th February, 2012 under the chairmanship of Shri Mallikarjun Kharge, Union Minister of Labour & Employment. The Conference will deliberate upon very topical and critical issues viz., (i) Minimum Wages, (ii) Social Security and (iii) Employability and Employment. The conference will be inaugurated here tomorrow by Prime Minister Dr. Manmohan Singh.The conference will be attended by senior representatives of Workers and Employers Organisations and State Labour Ministers and Senior Officers from Central Ministries/Departments and State Governments. Central Ministers have also been invited to attend the Conference. Some fruitful results are likely to emerge from the brain-storming sessions on issues before the conference. This process will definitely strengthen the institutions of social dialogue already, in place and will result in better understanding of each others perspective and convergence of varied ideas and approaches amongst social partners.

Railways Advise Passengers to Use Current Reservation Counter Facility for short Notice Journeys

   The Ministry of Railways has advised the passengers travelling on the train on a short notice to use the facility of Current Reservation Counter situated at the train originating main stations. The Ministry has pointed out that vacant reserved seats available on train after preparation of reservation charts can be booked at the Current Counters of the train originating stations upto a specified time before departure of trains.

   The Railways wishes to create further awareness among the passengers about this facility as due to lack of adequate awareness, it is misused by unscrupulous elements/intermediaries for providing confirmed accommodation to passengers at a premium by using the current counter facility.
