NOTICE – REGARDING ONLINE CORRECTION

1. KVS is providing a facility for ONLINE CORRECTION for the candidates using their profile. (No change will be accepted through offline mode i.e. through fax/application or by email etc. No correction will be allowed or entertained after the closing of window period).

2. Type window for making an online correction in the Application is open for a limited time period only with effect from 27.09.2018 to 01.10.2018. However, payment will be open till 03.10.2018 for those candidates who wish to affect the relevant change in their category.

Subject: Amendment in essential qualification for Recruitment of Primary Teachers in KVS

In reference to NCTE notification dated 28.06.2018 regarding minimum qualification of Primary teacher, the following amendment has been made in the essential qualification for the post of Primary Teacher:

Essential: 1. Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Elementary Education (by whatever name known)

OR

Senior Secondary (or its equivalent) with at least 50% marks and 4-year Bachelor of Elementary Education (B.El.Ed.)

OR

Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Education (Special Education)

OR

Graduation with atleast 50% marks and Bachelor of Education (B.Ed.)

*who has acquired the qualification of Bachelor of Education from any NCTE recognized institution shall be considered for appointment as a teacher in class I-V provided the person so appointed as a teacher shall mandatorily undergo a six month Bridge Course in Elementary Education recognized by the NCTE within two years of such appointment as Primary Teacher.

2. Qualified in the Central Teacher Eligibility Test conducted by the Govt. of India.

3. Proficiency to teach through Hindi & English media.

Desirable: Knowledge of working on Computer.

Sub: Revision of pension as per 7th CPC to retired employees of Kendriya Vidyalaya Sangathan-Reg.
Sir/Madam, I am to refer to MHRD’s letter F.No. 3-45/2017-UT.2 dated 13th June, 2018 and to convey the approval of the Govt. of India for revision of pension and pensionary benefits to the staff of Kendriya Vidyalaya Sangathan as per the 7th CPC in terms of D/o P&PW OM No. 38/37/2016-P&PW (A) dated 4.8.2016, OM No. 38/37/2016-P&PW (A) dated 12.05.2017 and OM No. 38/37/2016-P&PW (A) dated 6.7.2017. These benefits will be applicable to employees of KVS who retired post 1.1.2016 as well as for revision of pension / family pension of those paensioners / family persioners who have retired prior to 1.1.2016.

Kendriya Vidyalaya Sangathan has conducted the written Examination for the post of Lower Division Clerk from 19th February, 2018 to 23rd February, 2018 in various shifts. In preperation of result of written examination for the post of LDC, Score Normalization Method has been adopted by KVS. The formula of Score Normalization Method is placed below.

Score Normalization

About Normalization Normalization means adjusting values measured on different scales to a notionally common scale.
Need for Normalization in Exam Exam pertaining for a particular post/course could be spread across multiple shifts which will have different question paper for each shift. Hence the normalization of scores need to be carried out for all the candidates who had written the exam, across shifts for the same post/course.
Normally, after the exam, candidates are provided a window of few days, post the publishing of question paper and the correct keys. Based on the objections raised, SMEs work on that and with customer consultation finalize to ignore some objected questions and the remaining questions will be considered for score evaluation and subsequently the score normalization.
Inputs required for score normalization process 1. Raw score report of the candidates who appeared for a particular post, across all shifts. 2. The actual number of valid questions to be considered, post the objection
Score Normalization logic The following has to be calculated across all shifts for all the candidates who have written the exam for the same post.
Total Number of Questions (A) Defined as the number of questions available in the question paper. (e.g. 120 questions)
As an example, ASSUME the question papers has 120 questions
Total Number of Correct Questions (B) Defined as the number of valid questions which have to be considered for score evaluation and score normalization, post the finalization of questions after the candidates have raised objections (if any)
B = A – # questions which are removed post candidate objections
ASSUME there are 3 invalid questions in (A)
Then B = 120-3 = 117
Example: ASSUME a candidate has attempted 103 out of 117 questions, of which 98 are correct responses and 5 are wrong resonses. 14 un-attempted questions will be Blanks.
Total Correct Responses (C) Defined as the number of responses which are answered correctly by the candidate for the total number of valid questions (B)
In the example C = 98 Candidate Score (D) Total Correct responses (D)
In the example D = 98
Candidate Score to be considered for Normalization (E) Consider the case where scores will be based on 120. So, score (D) of every candidate is to be prorated i.e. it has to be multiplied by the factor: 120/B
In the example E = (D/B)*100 = (98/117)*120 = 120 = 100.5128205
Now we need to calculate Average and Standard Deviation for each Shift

Criteria for choosing the base for normalization is generally taken as the shift with ‘Highest Average’ of raw scores. Only exception is made if this shift (with highest average) has far less number of candidates as compared to other shifts. In that case we take the next shift with ‘highest Average’ as base for normalization.
70% of the average attendance is the limit. Any value below this should not be considered for the base. (This percentage can be set to any value)

MACP to teaching staff of KVs

One of the conditions for grant of Modified Assured Career Progression (MACP) scheme is that the earlier Assured Career Progression (ACP) scheme should have been implemented / adopted by the autonomous / statutory body. Since Kendriya Vidyalaya Sangathan (KVS) had themselves chosen not to opt the earlier ACP scheme for their teaching staff, the question of grant of MACP to teaching staff does not arise.

Senior Scale will be granted to the teaching staff of KVS after completion of 12 years service in the respective cadre and Selection Scale will be granted after completion of 12 years service in the senior scale. However, the number of posts in the selection scale for the teaching staff will be restricted to 20% of the number of posts in the senior scale of the respective cadre.

The Senior Scale and Selection Scale will be given after screening regarding their satisfactory performance by an appropriate Departmental Promotion Committee. Selection scale will be granted to Primary School Teachers (PRTs) and Trained Graduate Teachers (TGTs) subject to their attainment of higher qualification laid down for TGTs and Post Graduate Teachers (PGTs) respectively. However, this condition has been waived off for the miscellaneous categories of teachers of KVS.

KVS has informed that all the teachers are getting their Senior Scale in time, though some teachers may not eventually get the Selection Scale due to non-fulfilment of the prescribed criteria for the same or their retirements preceding the date of eligibility.

Having regard to the prescribed criteria for grant of selection scale, the details of eligible teachers during the current year, post-wise, is as under:-

KVS has informed that representations had been received from recognized staff associations for waiving off the condition of 20% for grant of Selection Scale to teachers and these representations have been considered and disposed off from time to time. No fresh proposal is under examination in this regard.

This information was given by the Minister of State for Human Resource Development Shri Upendra Kushwaha in a written reply to a question in Lok Sabha on 15.3.2018.
