OFFICE MEMORANDUM

Subject: Nomination of Area Welfare Officers (AWOs) for the calendar years 2019 and 2020-regarding.

The Department of Personnel & Training nominate Gazetted Officers as Area Welfare Officers (AWOs) for residential colonies to look after the Welfare of Central Government employees and their families. Area Welfare Officer is only a functional arrangement to provide a link between the Central Government Employees residing in various colonies and the concerned civic and other agencies providing service to them. A list of functions of Area Welfare Officer is enclosed at Annexure-I. Criteria for selection of AWO are enclosed at Annexure-II. The functions of AWOs are official in nature and are performed by them on honorary and voluntary basis. Only those officers who are willing to function as Area Welfare Officer and can spare time for welfare work will be considered for nomination. The Area Welfare Officers serve as a vital link between the Government and residents in various matters relating to the welfare of Government employees residing in various colonies.

2. The tenure of the Area Welfare Officers shall be for a period of two years (w.e.f. 1.01.2019 to 31.12.2020) or till the services are required by the Government whichever is earlier. The Area Welfare Officers are entitled to use office stationery and service postage stamps etc. for discharging their duties as AWO. They are allowed to leave office, with prior permission, for meeting the civic/police authorities for solving the problems of the residents of their localities.

3. The applicant should not be an office bearer of any Central Government Residents Welfare Association or any other Central Government employees Association. Further, officers seeking nomination as AWO should preferably have a residential telephone/mobile number. No facility for re-imbursement of expenditure incurred on account of telephone rent/call chargers etc. will be admissible to the AWO nominated by DoPT.

4. Applications from those officers, who are willing to work in honorary and voluntary capacity, as Area Welfare Officers, duly recommended by the Department/administrative authority concerned may be forwarded and must reach the undersigned within 45 days from the date of issue of this O.M.

Subject:- Availability of option for fixation of pay on MACPS from the date of next increment (DNI) in the lower post and method of fixation of pay from DNI, if opted for, in context of CCS(RP) Rules, 2016, regarding.

The undersigned is directed to refer to this Department’s OM No.13/02/2017-Estt.(Pay-l) dated 27.07.2017 and its further clarification vide OM No. 13/02/2017-Estt.(Pay-I) dated 28.08.2018 on the issue of availability of option for fixation of pay on promotion from the date of next increment (DNI) in the lower post and method of fixation of pay from DN1, if opted for, in context of CCS(RP) Rules, 2016.

2. A number of references have been received from various quarter including Secretary, Staff Side as to whether the aforesaid OMs 13/02/2017-Estt.(Pay-I) dated 27.07.2017 and 28.08.2018 will be applicable in the case of MACP also or otherwise. The matter has been examined in consultation with D/o Expenditure and it has been decided that the aforesaid OMs dated 27.07.2017 and 28.08.2018 will be applicable in the cases of pay fixation after grant of MACP also.

Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 – Relaxation to travel by air to visit North East Region, Jammu & Kashmir and Andaman & Nicobar – extension beyond 25.09.2018.

The undersigned is directed to refer to this Department’s O.M. No.31011/3/2014 – Estt.A-IV dated 19.09.2016 on the subject noted above and to say that in relaxation to CCS (LTC) Rules, 1988, the scheme allowing Government servants to travel by air to North East Region (NER), Jammu and Kashmir (J&K) and Andaman & Nicobar Islands (A&N) is extended for a further period of two years, w.e.f. 26th September, 2018 till 25th September, 2020 as under:
(i) LTC for visiting NER, J&K and A&N in lieu of a Home Town LTC.
(ii) Facility of air journey to non-entitled Government servants for visiting NER, J&K and A&N.
(iii) Permission to undertake journey to J&K, NER and A&N by private airlines.
2. The above special dispensation is subject to the following terms & conditions:

(i) All eligible Government servants may avail LTC to visit any place in NER / A&N/ J&K against the conversion of their one Home Town LTC in a four year block.

(ii) Government servants, whose Home Town and Headquarters/place of posting is the same, are not allowed the conversion .

(iii) Fresh Recruits are allowed conversion of one of the three Home Town LTCs in a block of four years, applicable to them.

(iv) Government servants entitled to travel by air may avail this concession from their Headquarters in their entitled class of air by any airlines subject to the maximum fare limit of LTC-80.

(v) Government servants not entitled to travel by air are allowed to travel by air in Economy class by any airlines subject to the maximum fare limit of LTC-80 in the following sectors:
(a) Between Kolkata/Guwahati and any place in NER.
(b) Between Kolkata/ChennaiNisakhapatnam and Port Blair.
(c) Between Delhi/Amritsar and any place in J&K.
Journey for these non-ntitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/ Visakhapatnam/ Delhi/ Amritsar shall be undertaken as per their entitlement.

(vi) Air travel by Government employees to NER, J&K and A&N as mentioned in para
(iv) and (v) above is allowed whether they avail the concession against Anywhere in India LTC or in lieu of the Home Town LTC as permitted.

(vii) Air Tickets are to be purchased directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. ‘M/s Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’ and ‘IRCTC’ [to the extent IRCTC is authorized as per DoPT’s O.M. No. 31011/6/2002- Estt.(A) dated 02.12.2009] while undertaking LTC journey . Booking of tickets through other agencies is not permitted and no request for relaxation of rules for booking the tickets through such agencies shall be considered by this Department.

3. Efforts should be made by the Government servants to book air tickets at the cheapest fare possible. All the Ministries/ Departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. In order to keep a check on any kind of misuse of LTC, Ministries/ Departments are advised to randomly get some of the air tickets submitted by the officials verified from the airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials .

4. In so far as the employees of Indian Audit and Accounts Department are concerned, this order issues after consultation with Comptroller & Auditor General of India.

All India Protest Day on 19.9.2018 – Instructions under CCS (Conduct) Rules – DoPT issued Orders

Subject: All India Protest Day for 19th September, 2018 – Instructions under CCS (Conduct Rules) 1964 – Regarding.

It has been brought to the notice of the Government that National Joint Council of Action (NJCA), New Delhi has decided to observe “All India Protest Day” on 19th September, 2018 in support of the following issues:

i. Upward Revision of Minimum Wage and Fitment Formula, ii. Scrapping of the New Contributory Pension Scheme; and iii. Allow Option No.1 as one of the Pension Fitment Formula.


2. The instructions issued by the Department of Personnel and Training prohibit the Government servants from participating in any form of strike including mass casual leave, go slow etc. or any action that abet any form of strike in violation of Rule 7 of the CCS (Conduct) Rules, 1964. Besides, in accordance with the proviso to Rule 17(1) of the Fundamental Rules, pay and allowances is not admissible to an employee for his absence from duty without any authority. As to the concomitant rights of an Association after it is formed, they cannot be different from the rights which can be claimed by the individual members of which the Association is composed. It follows that the right to form an Association does not include any guaranteed right to strike. There is no statutory provision empowering the employees to go on strike. The Supreme Court has also ruled in several judgments that going on a strike is a grave misconduct under the Conduct Rules and that misconduct by the Government employees is required to be dealt with in accordance with the law. Any employee going on strike in any form would face the consequences which, besides deduction of wages, may also include appropriate disciplinary action. Attention of all employees of this Department is also drawn to this Department’s O.M. dated 12.9.2008, on the subject for strict compliance (enclosed as Annexure-A).

3. All officers are requested that the above instructions may be brought to the notice of the employees working under their control. All officers are also requested not to sanction Casual Leave or any other kind of leave to the officers and employees, if applied for, during the period of proposed protest, and ensure that the willing employees are allowed hindrance free entry into the office premises.

4. In case employees go on protest, all Divisional Heads are requested to forward report indicating the number and details of employees, who are absent from duty on the day of protest, i.e., 19.09.2018.

According to recent judgement of Uttarkhand High Court, YHAI will not be able to organize National Himalayan Trekking & Training Programme, Roop Kund in Bugyal area of Uttarkhand during this year (Sr. No. 19 of the circular of even number dated 2.2.2018).

Subject: Grants-in-aid for the year 2018-2019 to the Central Government Employees Residents Welfare Associations – Submission of Accounts for the year 2017-2018- regarding.

Sir/Madam, The Department of Personnel & Training has been sanctioning Grants-in-aid to the eligible recognized Residents Welfare Associations formed by the Central Government employees in residential colonies to enable them to meet a part of their expenditure on the welfare activities, programmes during the financial year. The recognized Central Government employees Residents Welfare Associations eligible to receive grants-in-aid may send a request to this effect to this Department in the prescribed proformae. (copy enclosed)

2. The recognized Central Government Employees Residents Welfare Associations are requested to send their request keeping in view the following guidelines:-

a. Central Government employees and employees of Lok Sabha, Rajya Sabha, Supreme Court, High Court, UPSC, Statutory and Autonomous bodies and Delhi Administration shall qualify for regular membership of an Association in respect of the grants-in-aid from the Department of Personnel & Training subject to fulfillment of conditions as laid in para (b) to (h) of clause II (2) of the O.M. No. 5/8/2013- Welfare dated 3rd June, 2014.
b. Grants-in-aid admissible will be subject to an upper ceiling of Rs.10,000/- during a financial year.
c. Consolidated accounts for the previous financial year may be provided in Annexure ‘A’ signed by the President, Secretary, Treasure and Internal Auditor.
d. A complete list of the members showing their names, residential address, official designation and address as on 31.03.2018 may be submitted as in Annexure ‘B’.
e. All the vouchers relating to each head of expenditure as appearing in Annexure ‘A’ should be maintained by the Association, so as to verify the expenditure as and when needed.
f. The Stock Register maintained by the Association as auditied and certified by the Internal Auditor after physical verification should be maintained by the Association. The Department of Personnel & Training may verify the Stock Register as and when required. Similarly, the inventory of articles should also be maintained.
g. A copy of the minutes of the General Body meeting wherein the accounts of the Association and other activities thereof for the previous year have been approved may be submitted (Annexure ‘K’).
h. Utilization Certificate in respect of the grants-in-aid provided by this Department and information regarding assets acquired wholly or substantially funded from the grant may also be furnished as per proforma in Annexure ‘F’ and ‘G’ respectively. The Association who have not received grants-in-aid for the year 2016-17 and 2017-18 may submit Utilization Certificate for the previous year. However, the newly formed Associations need to submit Utilization Certificate indicating ‘Nil’ along with the Accounts for the year 2017-18.
i. A report on the activities of the Association with reference to the Annual Action Plan as provided in Clause 7 of the Rules and Regulations framed under the Model Constitution may also be provided (Annexure ‘J’)
j. A certificate regarding expenditure on Swachh Bharat Mission may also be provided (Annexure ‘L’)
3. It may be noted that even if the Association is not keen to obtain further grants-in-aid from the Government, it shall have to render full and satisfactory accounts of the grants taken in the past. In case any Association fails to get grants-in-aid for any reason for two consecutive years, such Association will stand derecognized.
4. CGERWAs are requested to send their request complete in all respect, in the prescribed proformae, to DoPT by 15.10.2018 for further necessary action in the matter. Note: Incomplete Accounts for the year 2017-18, for receiving the grants-in-aid for the year 2017-18, for receiving the grants-in-aid for the year 2018-19, will not be entertained by this Department.

Sub:- Review of Model constitution and Rule and Regulations for the Residents Welfare Associations recognised by the government of India, Department of Personnel and Training- regarding.

Sir/Madam, Keeping the following objectives in view, the Government of India, Department of Personnel & Training has been encouraging the formation of Residents’ Welfare Associations in Government residential colonies as well as private colonies in which 2 or more Central Government employees are residing in one compact area:-

(a) To foster a spirit of mutual help and goodwill among the inhabitants of the colony in general, and the members of the Association in particular, thereby, promoting communal harmony and national integration.
(b) To make all possible effort to achieve general amenities. Consumer protection such as interaction with traders on quality and quantity of goods, over charging etc. monitoring of the public distribution system including supply of essential and consumable items and environmental protection such as steps to curb pollution, ensure cleanliness, plantation of tress, interaction with authorities on any environmental aspects and for this purpose, represent the interest of the residents before appropriate authorities.
(c) To undertake all such other lawful acts, deeds or thing including Sports Cultural activities as are incidental or conducive to the attainment of any or all of the above objects including the general welfare of the Employees and their families.
(d) To promote such welfare and socio-economic activities as may be approved by the Department of personnel and Training.
2. Welfare Division of the Department of Personnel and Training, with a view to bring about uniformity and to provide guidance to these Association in their organizational matters have formulated a “Model constitution” and “Rules and Regulations” for the Residents Welfare Association. A copy of these documents is enclosed as ready reference.
3. Lately, it has been noticed that the very objective of fostering a spirit of mutual help and goodwill among the inhabitants of the colony has gone on back foot due to growing disputes among the office bearers and members of RWAs and lack of transparency in the functioning of RWAs.
4. In view of the above, a need has been felt to re-visit the Model Constitution and Rules and Regulations for the RWAs. Accordingly, all RWAs and AWOs are requested to suggest modification/amendment in the existing Model Constitution and Rules and Regulations for the RWAs in the following format for comparative analysis and consideration of the suggestion.

Grih Kalyan Kendra (GKK) has been administering Crèche Centres in its Samaj Sadans and Government quarters at various locations in Delhi/NCR for women Government employees.

(a): Grih Kalyan Kendra (GKK) is a registered Society working under the aegis of Department of Personnel and Training (DoPT). The Society has been administering Crèche Centres in its Samaj Sadans and Government quarters at various locations in Delhi/NCR for women Government employees. Besides, GKK has also provided staff i.e. Crèche Teachers and Attendants to Income Tax Department, OIDB and Lok Sabha Secretariat for Crèche Centres opened by them in their office premises.
(b): The details of 11 Crèche Centres being run by the GKK in Delhi/NCR are as under:-
(i) Lodhi Colony, (ii) PragatiVihar Hostel, (iii) Andrews Ganj, (iv) Peshwa Road, (v) R.K. Puram, Sector- I (vi) R.K. Puram, Sector- III, (vii) R.K. Puram, Sector- V, (viii) R.K. Puram, Sector- IX, (ix) Timarpur, (x) Shastri Bhawan and (xi) Faridabad.
(c): No such proposal is presently under consideration for opening of new Crèche Centre by the Grih Kalyan Kendra (GKK). However, Department of WCD, Govt. of NCT Delhi has informed that in response to the request from Staff of Delhi Secretariat, the Department is in the process of opening an Anganwadi cum Crèche at Delhi Secretariat. Once the construction work is completed by the PWD Department the same may be opened.

Kindly find, enclosed, HQ office letter quoted under reference on the above subject alongwith its enclosure.
It has been inferred in Para 5 of the aforesaid letter that the provisions of Para 8(iii) of DoP&T OM No 3/3/2016-Estt (Pay-II) dated 01.05.2017 and hence Para 3(v) of DoP&T OM No 3/19/2009-Estt (Pay II) dated 05.04.2010, which is analogical to para 8(iii) of OM No 3/3/2016-Estt (Pay-II) dated 01.05.2017, are applicable only for the pay fixation of retired Gr A officers on re-employment and not for the pay fixation of PBORs on re-employment in civil posts. Accordingly, pay fixation of persons who retired as PBOR and got re-employed in civil posts, in the revised structure of 6th CPC is to be regulated as per the provisions laid down in para 4(b)(i), 4(b)(ii) read with para 4(d) of DoP&T OM No 3/19/2009-Estt (Pay II) dated 05.04.2010.
Affected cases may be dealt with accordingly.

Reservation in promotion for Scheduled Tribes
Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions is the nodal agency for framing policy for reservation of Scheduled Tribes. As per Department of Personnel & Training, the benefit of reservation for the Central Government posts and services is provided to the Scheduled Tribes as a composite group and not caste/sub-caste wise. The representation of Scheduled Tribes in the posts and services of the Central Government as on 01.01.2016 is 2,76,007 as against the total employee of 32,58,663, which comes to about 8.4%.
Reservation to Scheduled Tribes is continuing in Direct Recruitment in all Grades. In Promotion, reservation for Scheduled Tribes is available up to entry level of Group ‘A’. No Specific time limit was fixed in DOPT’s OM dated 13.08.1997 for continuing reservation in promotion for Scheduled Tribes. However, this OM was quashed by the Hon’ble Delhi High Court on 23.08.2017 against which Special Leave Petition has been filed by Union of India in the Hon’ble Supreme Court, which is pending.

There is no proposal to formulate single transfer policy for the Government employees Single Transfer Policy for both Central & State employees

Transfer Policy
In terms of instructions issued by Department of Personnel & Training (DoPT) on transfer/posting of Government employees, all Ministries/Departments of Government of India are required to have their own guidelines for transfer/posting of their employees providing for the following –
i. minimum tenure;
ii. have a mechanism akin to Civil Services Board for recommending transfer; and
Respective Ministries/Departments are also required to place the transfer policy in public domain.
There is no proposal to formulate single transfer policy for the Government employees as guidelines for transfer/posting of employees depend on the specific requirement of individual Ministries/ Departments. Moreover, the State Public Services are under State List for which the State Governments are competent to make rules and policies. Accordingly, there is no proposal to constitute any commission for single transfer policy for both Central & State employees.

The undersigned is directed to refer to this Department’s OM of even number dated 9th August 2016 regarding amendment of Service Rules/ Recruitment Rules by replacing the existing Pay Band and Grade Pay with the corresponding Level in the Pay Matrix in the revised pay structure recommended by the Seventh CPC and notified in the CCS (Revised Pay) Rules, 2016.
2. In the light of above all cadre controlling authorities of Organized Group A services are hereby requested to amend the SRs as per OM dated 30.08.2016 to bring them inconformity with 7th CPC structure. Subject: Leave to a Government servant who is unlikely to be fit to return to duty — Reg.
The undersigned is directed to say that the CCS (Leave) Rules, 1972 have been amended vide Notification G.S.R. No. 438 (E) dated 03.04.2018 (copy enclosed) to bring them in conformity with the Rights of Persons with Disabilities Act, 2016. Accordingly, it has now been decided that leave applied under rule 20, shall not be refused or revoked without reference to the Medical Authority, whose advice shall be binding. Further, any leave debited for the period(s) granted after receipt of the certificate of disability of the Medical Authority, shall be remitted back into the leave account of the Government servant. The Certificate of Disability is required to be issued in Form ‘3A’ which should be signed by a Government doctor of a Government medical board. Further, a Government servant who is granted leave in accordance with the provisions of clause (b) of sub rule (1) of rule 20 of CCS (Leave) Rules, 1972, the provisions of section 20 of the Rights of Persons with Disabilities Act, 2016(49 of 2016) shall, suo-motu, apply.

Subject: Recommendations of the Seventh Central Pay Commission-Implementation of decisions relating to the grant of Children Education Allowance (CEA) and Hostel Subsidy – Consolidated instructions –
Consequent upon the decisions taken by the Government to implement the recommendations made by the VII Central Pay Commission, this Department has issued an OM of even number dated 16-8-2017 revising the rates of CEA/Hostel Subsidy and simplifying the procedure for claiming reimbursement of the same. However this Department has been receiving various queries regarding CEA/Hostel Subsidy especially with regard to the applicability of various provision/instructions issued during sixth CPC regime period. Further references have also been received regarding the difficulty being faced by some government employees in obtaining certificate of the Head of the Institution as mentioned in this Department’s OM of even number dated 16-8-2017.
2. Keeping in view the above, it has been decided to issue consolidated instructions in supersession of all earlier OMs on the subject of Children Education Allowance and Hostel subsidy as under:
a) The reimbursement of Children Education Allowance/Hostel subsidy can be claimed only for the two eldest surviving children with the exception that in case the second child birth results in twins/multiple birth. In case of failure of sterilization operation, the CEA/Hostel Subsidy would be admissible in respect of children born o the first instance of such failure beyond the usual two children norm.
b) The amount for reimbursement of Children Education allowance will be Rs.2250/per month (fixed) per child. This amount of Rs.2250/- is fixed irrespective of the actual expenses incurred by the Govt. Servant. In order to claim reimbursement of CEA, the Govt. servant should produce a certificate issued by the Head of the Institution for the period/year for which claim has been preferred. The certificate should confirm that the child studied in the school during the previous academic year. In case such certificate can not be obtained, self- attested copy of the report card or self attested fee receipt(s){including e-receipt(s)} confirming/indicating that the fee deposited for the entire academic year can be produced as a supporting document to claim CEA. The period/year means academic year i.e. twelve months of complete academic session.
c) The amount of ceiling of hostel subsidy is Rs.6750/- pm. In order to claim reimbursement of Hostel Subsidy for an academic year, a similar certificate from the Head of Institution confirming that the child studied in the school will suffice, with additional requirement that the certificate should mention the amount of expenditure incurred by the Government servant towards lodging and boarding in the residential complex. In case such certificate cannot be obtained, self- attested copy of the report card and original fee receipt(s)/e-receipt(s) which should indicate the amount of expenditure incurred by the Government servant towards lodging and boarding in the residential complex can be produced for claiming Hostel Subsidy. The expenditure on boarding and lodging or the ceiling of Rs.6750/- as mentioned above, whichever is lower, shall be paid to the employee as Hostel Subsidy. The period/year will mean the same as explained above in clause (b) of this para.
d) The reimbursement of Children Education Allowance for Divyaang children of government employees shall be payable at double the normal rates of CEA prescribed above in clause (b) i.e. Rs.4500/- per month (fixed).
e) The above rates/ceiling would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%.
f) The Hostel Subsidy and Children Education Allowance can be claimed concurrently.
g) In case both the spouses are Government servants, only one of them can avail reimbursement under Children Education Allowance and Hostel Subsidy.
h) The reimbursement of CEA and Hostel Subsidy will be done just once in a financial year after completion of the financial year.
i) Hostel subsidy is applicable only in respect of the child studying in a residential educational institution located at least 50 kilometers from the residence of the Government servant.
j) The reimbursement of Children Education Allowance and Hostel Subsidy shall have no nexus with the performance of the child in his class. In other words, even if a child fails in a particular class, the reimbursement of Children Education Allowance/Hostel Subsidy shall not be stopped. However, if the child is admitted in the same class in another school, although the child has passed out of the same class in previous school or in the mid-session, CEA shall not be reimbursable.
k) If a Government servant dies while in service, the Children Education Allowance or hostel subsidy shall be admissible in respect of his/her children subject to observance of other conditions for its grant provided the wife/husband of the deceased is not employed in service of the Central Govt., State Government, Autonomous body, PSU, Semi Government Organization such as Municipality, Port Trust Authority or any other organization partly or fully funded by the Central Govt./State Governments. In such cases the CEA/Hostel Subsidy shall be payable to the children till such time the employee would have actually received the same, subject to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the Government servant was working prior to his death and will be regulated by the other conditions, laid down in this OM.
1) In case of retirement, discharge, dismissal or removal from service, CEA/Hostel Subsidy shall be admissible till the end of the academic year in which the Government servant ceases to be in service due to retirement, discharge, dismissal or removal from service in the course of an academic year. The payment shall be made by the office in which the government servant worked prior to these events and will be regulated by the other conditions laid down in this OM.
m) The upper age limit for Divyaang children has been set at 22 years. In the case of other children the age limit will be 20 years or till the time of passing 12th class whichever is earlier. There shall be no minimum age.
n) Reimbursement of CEA and Hostel Subsidy shall be applicable for children from class nursery to twelfth, including classes eleventh and twelfth held by Junior Colleges or schools affiliated to Universities or Boards of Education.
0) CEA is allowed in case of children studying through “Correspondence or Distance Learning” subject to other conditions laid down herein.
p) The CEA and Hostel Subsidy is admissible in respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/certificate course from Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the Government servant has not been granted CEA/ Hostel Subsidy in respect of the child for studies in 11th and 12th standards
q) In respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Government school or any education institution whether in receipt of Govt. Aid or not, recognized by the Central or State Government or Union Territory Administration or by University or a recognized educational authority having jurisdiction over the area where the institution/school is situated.
r) In case of a Divyaang child studying in an institution i.e. aided or approved by the Central/State Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Allowance paid by the Govt. servant shall be reimbursed irrespective of whether the institution is ‘recognized’ or not. In such cases the benefits will be admissible till the child attains the age of 22 years.
s) The CEA is payable for the children of all Central Government employees including citizens of Nepal and Bhutan, who are employees of Government of India, and whose children are studying in the native place. However, a certificate may be obtained from the concerned Indian Mission that the school is recognized by the educational authority having jurisdiction over the area where the institution is situated.
t) The Children Education Allowance or hostel subsidy shall be admissible to a Govt. servant while he/she is on duty or is under suspension or is on leave (including extra ordinary leave). Provided that during any period which is treated as ‘dies non’ the Govt. servant shall not be eligible for the CEA/Hostel subsidy for that period.
3.These above instructions would come into effect from 1st July, 2017.
