Sensitive Approach towards Women Employees.


   Article 16 of the Constitution of India guarantees equality of opportunity for all citizens in matters relating to employment or appointment to any office under the State. Further, it provides that no citizen shall, on grounds only of religion, race, caste, sex, descent, place of birth, residence or any of them, be ineligible for, or discriminated against in respect of, any employment or office under the State.

   To enhance the employability of women, the Government is providing skill training to women through a network of Women Industrial Training Institutes. There are 11 National Vocational Training Institutes providing training facilities, exclusively for women in skills having high wage-employment and self-employment potential. Further there are women wings in general ITIs which are under the administrative control of respective State Governments. National Council for Vocational Training (NCVT) has enhanced the percentage of reservation for women from 25% to 30% in training institutes.

Reservation of Seats in Medical Colleges.


   Reservation in undergraduate seats in medical colleges for Scheduled Castes (SCs) and Scheduled Tribes (STs) varies from State to State as per the norms and rules prescribed by the respective State Governments. However, the following reservation quota is prescribed for admission to undergraduate and postgraduate medical courses under the All India Quota and central Government institutions:

  i. Scheduled Castes – 15%

   ii. Scheduled Tribes – 7.5%

   iii. Other Backward Classes – 27% ( only in central Government Institutions / Universities)

Consumer Price Index Numbers for Industrial Workers (CPI-IW) July 2012.


   The All-India CPI-IW rose by 4 points and pegged at 212 (two hundred and twelve). On 1-month percentage change, it increased by 1.92 per cent between June and July compared with 2.12 per cent between the same two months a year ago.

   The largest upward contributions to the change in current index came from food prices which rose by 2.38 per cent, contributing 2.44 percentage points to the total change. The largest upward pressure came from Rice, Arhar Dal, Green-chilly, Onion, vegetables, mainly Potato and Tomato, and Sugar. This was, however, partially offset by downward contributions from French Bean, Brinjal, and Poultry (Chicken).

   House rent which increased by 2.96 per cent, contributed 1.05 percentage points to the overall change. The change was reported during the 21st round of Repeat House Rent Survey conducted from January to June, 2012 to capture the change in expenditure incurred on rent by industrial workers. The increase in the current round was mainly on account of annual increment awarded to the salaried persons under centre/state sphere as well as the rise in rent reported from private dwellings.

Online Entrance Examinations for Management.

   The All India Council for Technical Education (AICTE) has conducted online National Level Common Management Admission Test 2012 (CMAT) for facilitating institutions to select suitable students for admission in all management programs approved by AICTE for year 2012-13. AICTE will conduct CMAT twice in a year for admission in AICTE approved institutions for session 2013-14. A computerized Common Admission Test (CAT) for admission to Indian Institutes of Management (IIMs) has also been conducting by IIMs since 2009. Being autonomous institutions, the entire process of conducting exam is coordinated centrally by IIMs. The Director Forum takes overall policy decision regarding CAT examination.

Expanding Use of Electronic Payment System by Banks.


   For extending banking facilities to the large section of hitherto uncovered population, PSBs and Regional Rural Banks (RRBs) have decided to increase the number of ATMs with emphasis on rural and semi-urban areas.

   The Government, with the objective of providing cost and time efficient mode of banking, has been taking a number of initiatives to promote electronic payment system, which inter-alia include getting interchange charges on ATM transaction reduced, advising Public Sector Banks (PSBs) to make National Electronic Fund Transfer (NEFT) transactions upto Rs.1 lakh free of charge, issuing debit cards to all customers, etc.

Madhya Pradesh Government announces 7% D.A.

   BHOPAL: Barely a fortnight after enhancing travel facilities and extending air travel to state government employees, the Madhya Pradesh government announced another bonanza of 7% to its employees. The DA would be paid with effect from August 1, 2012.

   The decision was taken at a meeting of the state cabinet presided over by the chief minister Shivraj Singh Chouhan here on Tuesday. The cabinet also approved the revised allowances and facilities to government employees in the context of the recommendations of the state pay commission.

   A government spokesperson said that the cabinet cleared the pay commission's recommendations and revised house rent allowance has been sanctioned to the employees residing in various cities and towns on the basis of 2001 population. Accordingly, 10% house rent allowance (percentage of total of pay band and grade pay) will be given in cities with over 7 lakh population, 7% in cities with 3-7 lakh population, 5 % in cities with 50,000 to 3 lakh population and 3% to employees in cities with less than 50,000 population.

Subject:- Grant of Dearness Allowance to the employees of the State Government w.e.f. 01.01.2012.

   In continuation of this Department’s OM of even number dated the 21st March,2012, the Governor, Himachal Pradesh, is pleased to enhance Dearness Allowance from the existing rate of 58% to 65% with effect from 01.01.2012 in respect of the regular employees of the State Government.

   2. This additional installment of Dearness Allowance of 7% (7 percent) shall be paid in cash with the salary of August, 2012 payable on 1st September,2012 and the arrears accrued from 01.01.2012 to 31.7.2012 shall be credited in the GPF Accounts of the employees with the salary of August, 2012. The interest on this account shall accrue w.e.f. 01.09.2012. In case of Government employees who have retired or who have closed GPF accounts and employees who are governed under Contributory Pension Scheme, the arrears on account of release of additional installment of DA w.e.f .01.01.2012 will be paid in cash.

Steps Taken to Prevent Misuse of Tatkal Tickets.

   With a view to reduce the scope for misuse, Tatkal tickets are issued on production of self attested photocopy of one of the prescribed proof of identity and the same in original is required to be carried during the journey, to verify the bonafide of passengers. However, during peak rush periods when the demand outstrips the availability, some cases of black marketing of reserved tickets by touts come to notice at the time of surprise inspections and preventive checks conducted at reservation offices.

   During the period from April 2012 to June 2012, a large number of checks were conducted during which 930 unauthorized agents/touts were apprehended/prosecuted.

   During the current financial year (upto June 2012), Indian Railways Catering & Tourism Corporation (IRCTC) has permanently deactivated 14 subagents for involvement in irregularities. Transaction Failures in E-Ticket Booking.


   During the period from April 2011 to March 2012, while 11.62 crore tickets were booked successfully through the Indian Railway Catering and Tourism Corporation (IRCTC) website, in 96.12 lakh cases payment was settled but tickets were not booked.

   In May 2012 and June 2012, in 13.19 lakh and 11.41 lakh cases respectively payment were settled but tickets were not booked. The reasons for such incomplete transaction included non availability of lower berths, entry of wrong password, network failure etc.

Contribution Towards Employee’s Pension Fund.


   An amount of Rs. 14,767.47 crore (as per unaudited Balance Sheet of 2011-12) has been received as contribution in Employees’ Pension Fund for the financial year ending on 31.3.2012.

   An amount of Rs. 1,62,980.04 crore is balance in Employees’ Pension Fund Contribution Account as on 31.3.2012.

   The whole amount of Employees’ Pension Fund stands invested. Rs. 57,087.01 crores is invested in Public Account and balance is invested in securities.

Reservations for SC/ST in Ordnance Factory Board.

   The provisions for giving reservation in employment and promotion to Scheduled Castes and Scheduled Tribes employees in Ordnance Factory Board are applied to all posts Gazetted/Non-Gazetted/Non-lndustrial Employees/Industrial Employees, as per instructions/rules of Department of Personnel and Training. For Group `A` officers the reservation is applied only up to lowest rung in recruitment only.

   Vacancies arising on year to year basis are filled up. Sometime due to non-availability of a few candidates some SC/ST backlog vacancies remain unfilled for sometime. This is regularly reviewed by Ordnance Factory Board/Ministry of Defence.

Correcting Anomalies in Sixth Central Pay Commission.


   Recommendations of the Sixth Central Pay Commission and several improvements made thereon by the Government have been largely well received by the armed forces personnel including ex-servicemen. Some issues regarding service conditions, pay, pension and allowances have subsequently been received. These issues are examined by the Government on case to case basis.

   In the matter relating to retirement benefits, an Anomaly Committee was set up under the Chairmanship of Secretary (Defence/Finance). This Committee identified some anomalies which have since been addressed to by the Government.

Shortage of Doctors.

   The current doctor-population ratio in the country is estimated to be around 1:2000. Though, there are no specific standards/norms which prescribes doctor-population ratio, the High Level Expert Group on Universal Health Coverage for India constituted by the Planning Commission in its report, has inter-alia recommended increase of availability of doctors to 1:1000 population.

   There are various factors, including shortage of doctors, which impact the mortality rate in the country. The Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR) have declined over the past few years. IMR has come down from 58 per 1000 live births in the year 2005 to 47 per 1000 live births in the year 2010. Similarly, MMR has also come down from 254 per lakh live births in 2004-06 to 212 per lakh live births in 2007-09.

Madhya Pradesh Govt. implements Agrawal Pay Commission’s recommendations.

   Accepting recommendations of Agrawal Pay Commission, the State Government has given Independence Day gift to government employees by revising rates of house rent allowance, free residential facility, conveyance allowance, vehicle/transport allowance, Reserved Area allowance and non-professional allowance. Besides, the State Government has also accepted the recommendation about calculation of pension as per Central Government’s index.

   State Government employees will start getting benefit of revised rates of house rent allowance, concessional rate of rent of government quarters in Reserved Areas and non-commercial allowance with retrospective effects from November 1, 2011. Benefits of remaining recommendations will be given with effect from August 1, 2012. The State Government will bear an annual burden of Rs. 500 crore due to acceptance of these recommendations.

   I am directed to refer to the subject cited above and to say that a Career Progression Scheme was Introduced for the category of Junior Engineer in State of Himachal Pradesh vide this Department letter No. Fin(PR)-B(7)-51/98-I dated: 4th August, 2001, which remained in operation till 26.08.2009. Subsequently, Para II of the above said letter was substituted vide this Department’s letter No. Fin(PR)-B(7)-11/98-III dated: 3rd December, 2011. As a consequence of revision of pay scales w.e.f. 26.08.2009, it was decided/stipulated vide this Department’s letter No. Fin(PR)-B(7)-1/98 dated: 31st August, 2009 that the cases of officers/officials who were eligible for placement in the next higher pay scale in the three/two tier pay scales under the pre-revised pay scales, may not be considered after 26th August, 2009, till further orders.

Highlights of Prime Minister’s Speech on 15 August, 2012

   You are aware that these days the global economy is passing through a difficult phase. We cannot do much about the conditions that prevail outside our country. But we must make every effort to resolve the problems inside our country so that our economic growth and the creation of employment opportunities in the country are again speeded up.

   If we do not increase the pace of the country’s economic growth, take steps to encourage new investment in the economy, improve the management of Government finances and work for the livelihood security of the common man and energy security of the country, then it most certainly affects our national security.

   I believe that this period of difficulties will not last long. Even as we face these problems, we should be encouraged by the fact that we have achieved extraordinary successes in many areas in the last 8 years. We now need to replicate these successes in newer areas.

   Today, one out of every 5 households in the country has become eligible to benefit from the Mahatma Gandhi Rural Employment Act through a job card. In only the last one year we have provided employment to more than 8 crore people under this scheme.

Brief of discussion held on the meeting of the Sub-Committee on National Anomaly Committee on MACP held on 27.7.2012.

   During the National Anomaly Committee meeting held on 17.07.2012, it was insisted by the Staff side of the National Anomaly committee to convene a Special meeting of the Joint Committee to discuss the issues concernment to MACP was agreed and accordingly the meeting was convened on 27.07.2012 at North Block, New Delhi. From this meeting on behalf of INTUC/INDWF Shri. M.Ragaiviah, Leader Staff Side, JCM (NC) and Vice president All India INTUC as well as General Secretary, NFIR attended the meeting.

The Brief discussions and decisions held in the meeting are given below:

1. GRANT OF MACP IN THE PROMOTIONAL HIERAARCHY AS WAS GIVEN IN ACP SCHEME:
   The Staff side insisted that the benefit of Financial Upgradation should be only on the basis of Promotional Hierarchy as was given in the ACP scheme introduced from, 09.08.1999. The Grade Pay of Rs.2000/- which are not in the promotional Hierarchy for all categories of employees like Technicians, Clerical Staff Storekeeping staffs etc., should be deleted and the benefit of MACP should be given on\Promotional Hierarchy.
After prolonged discussions it was agreed by the Official Side to given option to the individual employees to choose either ACP Scheme or MACP Scheme, whichever is beneficial to them.

Method of calculation of Pension for Central Government and Railway employees (including Running Staff)

Basic Pension

     Basic Pension is calculated as the last month emoluments or average of last 10 month emoluments which is higher. Normally higher of this will be last month emoluments unless the employees Pay was reduced in last months due to a punishment etc.

     For Doctors - Basic Pay(Pay + GP)  plus NPA(Non Practicing Allowance)

     For other employees - Basic Pay(Pay + GP)

     For Railway Running staff (Loco Pilots, Asst Loco Pilot, Guards) 55% of Basic Pay is added to the basic pay for all pension calculations.

Kerala to introduce contributory pension scheme for government staff.

   The employees would be required to contribute 10 per cent of their pay and dearness allowance to the pension fund. The government would also make a contribution to the fund.

   The government has issued orders approving, in principle, the proposed contributory pension plan for government employees. The plan is proposed to apply to new recruits joining service from next year.

One Rank One Pension: No end to ex-servicemen's agony

   New Delhi: The Prime Minister-appointed pay panel is unlikely to accept the ex-servicemen's demand of One Rank One Pension (OROP). Sources say that the government could agree to modified parity. The committee which is still to submit its report to the Prime Minister has already met the three service chiefs.

   The nitty-gritties of the One Rank One Pension would be clear if we look at one Army family that had two generations serving the nation at two different periods for the same length of time in the same capacity as Havaldar, and yet earning two different pension figures.

   Rajesh Kumar, an Army man, lives just about 200 kilometre from the capital in the village of Beri. A small family of three, his father too served in the Indian Army.

Central Govt. to introduce bill for quota to SC/STs in promotions on August 22.

 

   After repeated adjournments in Rajya Sabha and turmoil in Lok Sabha, government on Thursday agreed to members' demand for bringing a Constitution amendment bill for reservation in promotion of SCs and STs in state jobs.

   Minister of state for PMO V Narayansamy informed the Upper House that a bill will be brought in this regard on August 22 after an all-party meeting, which will discuss the issue on August 21.

   "The Prime Minister will call a meeting of leaders of all political parties on 21st of this month to discuss the issue of SC/ST reservation. This has been the demand of the honourbale members. On August 22, the government will be able to bring the bill in the House," Narayanasamy said bringing the uproar over the issue to an end.

   The announcement came after Prime Minister Manmohan Singh talked to the members including BSP chief Mayawati on the issue in the House when it was adjourned for 15 minutes.

   In the Lok Sabha, SP and BSP members trooped to the Well as soon as the House met for the day demanding reservation for SC/STs in promotions in government jobs.

   The undersigned is directed by order of the Governor to say that in order to provide some relief to the State Government Pensioners during the ensuing festivals, the Governor has been pleased to decide that all State Government Pensioners including the holders of provisional pension who retired prior to 30.9.2011 and also the pensioners who retired or died after 30.9.2011 but prior to 01.09.2012 and whose basic pension plus relief on pension as on March 31st 2012 did not exceed ` 22000/-(Rupees twenty two thousand) only and are not eligible for ad-hoe bonus shall be paid an ex-gratia grant of ` 900/- (Rupees nine hundred) only in lump per head.

   2. The charge is debitable to the head “2071 -Pensions and other retirement Benefits-01 Civil-800-other Expenditure-NP-001-fund required for meeting other expenditure-V-04-Pension / Gratuities” during the current financial year.

Subject: State Government Employees Group Insurance Scheme, 1987 - Table of Benefits under Savings Fund for the year of cessation of membership 2011-2012.

   In continuation of this department's Memo No. 10324-F(J), dated 01.11.2010 the undersigned is directed to say that a new table of benefits showing accumulations in the savings fund under the above mentioned scheme corresponding to a unit subscription of Rs. 10/ - (Rs. Ten) only per month has been drawn up for the period from 01.11.2011 to 31.10.2012 in matching with the table of benefits of the Central Government Employees Group Insurance Scheme, 1980 circulated under GOI's OM No. 7(1)/EV/2010, dated 31.01.2011. A copy of the said table is enclosed as ready reckoner. The figures have been worked out on the basis of interest @ 12% p.a. (compounded quarterly) for the period from 01.11.1987 to 31.10.2001, 11% p.a. (compounded quarterly) from 01.11.2001 to 31.10.2002, 9.5% p.a. (compounded quarterly) from 01.11.2002 to 31.10.2003, 9.0% p.a. (compounded quarterly) from 01.11.2003 to 31.10.2004 and 8.0% p.a. (compounded quarterly) w.e.f. 01.11.2004 onwards. The mortality rate continues to remain unchanged.

What is the CIBIL TransUnion Score?

   The CIBIL TransUnion Score is a 3 digit numeric summary of your credit history.  The Score is derived by using the details found in the “Accounts” and “Enquiries” sections on your Credit Information Report (CIR) and ranges from 300 to 900.  The closer your Score is to 900, the more favourably your loan application will be viewed by a credit institution.  The Score plays a critical role in the loan approval process.

What does my Score mean?

   An individual’s Credit Score provides a credit institution with an indication of the ”probability of default” of the individual based on their credit history.  What this means in simple English is that the Score tells a credit institution how likely you are to pay back a loan (should the credit institution choose to sanction your loan) based on your past pattern of credit usage and loan repayment behaviour.  The closer you are to 900, the more confidence the credit institution will have in your ability to repay the loan and hence, the better the chances of your application getting approved.

WestBengal govt to clear Pay Commission arrears, bonus enhanced.

   Kolkata, Aug 2 (PTI) Despite the pressure of over two lakh crore debt, the West Bengal government today announced it would clear 50 per cent of arrear payment to its employees after October 1st as per state's 5th Pay Commission recommendation. "The erstwhile Left Front government failed to give anything to employees despite the announcement of the pay commission.

   We gave 50 per cent arrears last year soon after we came to power, while the rest 50 per cent arrear will be given before Durgapuja this year," Chief Minister Mamata Banerjee said. "This will result in a burden of about Rs 500 crore, but we are committed to clear the dues this year," the chief minister said after a discussion with Finance Minister Amit Mitra. The erstwhile LF government had announced the implementation of the 5th pay Commission recommendation effective from April 1st, 2009.

CCS (JOINING TIME) RULES 

   In exercise of the powers conferred by the proviso to Article 309 and Clause (5) of Article 148 of the Constitution and after consultation with the Comptroller and Auditor-General in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules, namely:—

1. Preliminary

   (1) These rules may be called the Central Civil Services (Joining Time) Rules, 1979.

   (2) They shall come into force on the date of issue of this Notification and shall apply to transfers effected on/or after that date.

   (3) These rules shall apply to all Government servants appointed in Civil Services and posts under the Central Government including work-charged staff but shall not apply to -

      (a) Railway employees,

     (b) Armed Forces Personnel and those paid from the Defence Services Estimates,

    (c) Government servants engaged on contract and those who are not in whole-time employment of Government.
