One Rank one Pension.

   On the recommendations of PMO, a Committee was set up under the Chairmanship of Cabinet Secretary in June, 2009 to look into the issue of `One Rank One Pension and other related matters`. After considering all aspects of the matter, the Committee keeping in mind the spirit of the demand, suggested several measures to substantially improve pensionary benefits of Personnel Below Officer Rank (PBOR) and Commissioned Officers, which have been accepted by the Government and orders for implementation of all the recommendations have been issued.

   Government has constituted a Committee headed by Cabinet Secretary and consisting of Principal Secretary to Prime Minister, Defence Secretary, Expenditure Secretary, Secretary (ESW) and Secretary, DOP&T for looking into the pay and pension related issues of relevance to Defence Services Personnel and Ex-servicemen. The Committee has already had several meetings and the recommendations of the Committee are to be submitted to the Government by 8.8.2012. Action on the recommendations can be taken after the committee`s report is processed and accepted by the government.

   This information was given by Minister of State for Defence Shri MM PallamRajuin a written reply to Shrimati Ingrid Mcleod and others in Lok Sabha today.

  1. Why only to Defence personel for one rank one pension. Why not for civilian and civilian worked under Defence service budget. Even the defence employees worked for certain years and getting full benefits. But the civilian employees worked upto the age of 60 years out of their home and children. For them also medals was issued. Why not for those personal the one rank and one pay will not be applied.

    Even the supreme court also ruled that Border Roads Organization was placed under Army rule.
    In such be the case why this department will not be considered for one rank and one pension.
    Hope recent orders that BSF and Assam Rifles were considered as Ex-Servicemen status, but why
    this status is being denied everywhere, when they are working/worked in the difficult areas
    under Army rule and aauthorised to wear medals.
    Hope the Govt will considered the one rank and one pension for Border Roads persons too.

    This persons have showed their courage while constructing roads in border areas and now also they are being deployed for maintenance. After constructing the roads why this was handedover to Defence unit, for the reason they cannot maintain this. Hence the border roads department was placed under Army rule.

    Hope the Govt will look into case and order for one rank one pension to border roads retired employees. The total strength of the employees may not be more than 1.5 lakhs.
