Madam/Sir, 

        I am directed to refer the MHRD letter F.No.1-3/2018-Cash dated 24.8.2018 (enclosed) vide which it has been decided to appeal to all officers and staff of Ministry HRD as well as of the organizations under its control that they may contribute one day’s salary as relief to the flood affected people of Kerala, to be paid to the Chief Minister’s Relief fund.

It is requested that necessary instructions may be issued to all the units for circulation of this appeal amongst all the employees of KVs/ROs/ZIETs. Further the option from may also be obtained in the given below format.

“I, (Name & Designation of the employee) give my consent to contribute one day’s salary to Kerala Chief Minister’s Distress Relief Fund.

The Option Form duly signed by the individual employee be kept on records by the respective payee units viz, Vidyalayas/ROs/ZIETs.

After obtaining the consent from the employees, one day’s salary will be deducted by all the units from the Pay bill of Sept’ 2018 and shown under the coloumn “Contribution to Kerla Relief fund” to be inserted by UBI, Saket Branch temporarily for this purpose. The Pay Bill of Sept’ 2018, uploaded by now, may be rejected by all the respective units and uploaded again after making the aforesaid deduction.

It is further intimated that no payment of donation will be remitted by KVs/ROs/ZIETs directly to “Donation to Chief Minister’s Distress Relief Fund. However, the pooled amount shall be remitted by KVS (HQ) to the said relief fund. The Project Kendriya Vidyalayas have to remit the consolidated amount to their respective Regional Offices which will in turn, remit the same to KVS Hqrs through NEFT / RTGS in the “KVS Main Fund Account no. 1098101032877 in Canara Bank, IFSC CNRB0001098. Govt. Financed KVs/ZIETs/ROs are not required to remit the funds to Regional Offices/KVS(HQ) as the amount of deduction will be taken from the pay bill itself by KVS(HQ) for remitting the same to the aforesaid fund.

Compliance may be ensured and required information may be sent to KVS (HQ) through mail (kvsbudget@gmail.com) only in the following format.

Total amount deducted and remitted to KVS (HQ) in respect of Project KVs.

OFFICE MEMORANDUM

Subject:- Implementation of the recommendation of the 7th CPC – Option regarding commutation of additional amount of pension.

The undersigned is directed to state that in pursuance of Government’s decision on recommendation of 7th Central Pay Commission, orders have been issued for revision of provisions regulating pension / gratuity / commutation of pension etc. vide this Department’s OM 38/37/2016-P&PW(A) dated 04.08.2016. In para of the said OM, it has been mentioned that there will be no change in the provisions relating to commutation values, the limit upto which the pension can be commuted or the period after which the commuted pension is to be restored.

2. As per Rule 10 of CCS (Commutation of Pension) Rules, 1981, an applicant who has commuted a percentage of his final pension and after commutation his pension has been revised and enhanced retrospectively as a result of Government’s decision, the applicant shall be paid the difference between the commuted value determined with reference to enhanced pension and the commuted value already authorised. For the payment of difference, the applicant shall not be required to apply afresh.

3. References have been received in this Department that many pensioners who retired after 01.01.2016 and have drawn pension/commuted value of pension based on their pre-revised pay/pension do not wish to commute the pension which has become additionally commutable on revision of pay/pension on implementation of recommendations of 7th CPC. the matter has been examined in consultation with Ministry of Finance (Department of Expenditure), It has been decided that those pensioners who retired from 01.01.2016 till 04.08.2016 i.e. the date of issue of orders for revised pay/pension based on the recommendations of the 7th CPC may be given an option, in relaxation of Rule 10 of CCS (Commutation of Pension) Rules, 1981, not to commute the pension which has become additionally commutable on revision of pay/pension on implementation of recommendations of the 7th CPC. The Cases where the additional pension after 7th CPC has already been commuted will not be re-opened.

4. In their application to the employees of Indian Audit and Accounts Department, these orders issue in consultation with Comptroller and Auditor General of India.

5. This issues with the concurrence of Ministry of Finance, Department of Expenditure ID No.192/E.V/2016, dated 30.09.2016.

Consequent upon KVS’s proposal on the subject vide letter dated 29.09.2017, the Deputy Secretary (UT), Ministry of Human Resource Development vide his letter No.F.3-5/2011-UT-2 dated 02.02.2018 to be reqd with MHRD’s letter of even number dated 19.03.2018 has conveyed the decision of Ministry of Health and Family Welfare, Government of India, New Delhi regarding extension of CGHS facilities to all retired employees of Kendriya Vidyalaya Sangathan (KVS) residing in Delhi/ NCR.

2. Accordingly, medical facility under the CGHS is to all retired employees of Kendriya Vidyalaya Sangathan residing in Delhi/ NCR.

I am to refer to your letter No. Nil dated 31-01-2013 on the subject cited above and to inform you that your request for recognition of the proposed Kendriya Vidyalaya Democratic Teacher’s Association (KVDTA) was considered. The Deputy Commissioners of all Regional Offices, ZIET were requested to authorize the DDOs of the respective Regions and Offices to obtain the consent of the employees (teaching) who desired to be the members of Kendriya Vidyalaya Democratic Teacher’s Association (KVDTA) as per letter of authorization mentioned at Annexure-’B (Appendix-XLII (A) of Education Code for Kendriya Vidyalayas and deduct the subscription form the pay bill of September, 2013 positively.

On collection of the information from all the Offices of KVS, it has been observed that as on 30.09.2013, membership of Kendriya Vidyalaya Democratic Teacher’s Association (KVDTA) is 477 out of 34,224 i.e. 1.394% which is less than the mandatory requirement of 15% for second Association for grant of recognition, as per the conditions laid down at Regulation 5 (d) (i) of KVS (RSA) Regulations 1995. Therefore, no further action is warranted on your request for recognition of Kendriya Vidyalaya Democratic Teacher’s Association.

This issues with the approval of the Commissioner, KVS.
