Sub: Grant of Advance – Amendment to Rule 80 of Compendium of Rules on Advances to Government Servants.

The undersigned is directed to say that in pursuance of a reference received from the Department of Personnel & Training regarding the demand raised by the Staff Side in the National Council (JCM), the existing provisions of Compendium of Rules on Advances – Rule 80 – relating to Amount of Advances to the families of Government Servants who die while in Service, are retained and amended, as per attached annexure.

2. These orders will take effect from the date of issue of this Office Memorandum. The cases where the advances have already been sanctioned need not be reopened.

3. In so far as persons serving in Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

4. All the Ministries/Departments are requested to bring the amendments to the notice of all its attached and subordinate offices for their information.

Cabinet approves enhancement of age of superannuation of General Duty Medical Officers, Specialist Grade doctors and Teaching Medical Faculty working in Bhopal Memorial Hospital and Research Centre, Bhopal
The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the proposal of Department of Health Research, Ministry of Health & Family Welfare to enhance the age of superannuation of General Duty Medical Officers, Specialist Grade doctors and Teaching medical faculty working in Bhopal Memorial Hospital and Research Centre, Bhopal to sixty-five years at par with doctors of Central Health Services and doctors working under other Central government hospitals/institutes.
The age of superannuation in respect of General Duty Medical Officers and Specialists included in Teaching, Non-Teaching and Public Health sub-cadres of Central Health Services was increased to sixty-five years vide a Notification in January, 2018.
The Government decision will meet the shortage of faculty and specialist doctors in the BMHRC and improve the patient care facility to the victims of Bhopal Gas Tragedy and members of their families.

The undersigned is directed to say that it has now been decided that the limit of 22 years in case of disabled child for the purpose of Child Care Leave under the provisions of Rule 43-C of the CCS (Leave) Rules,1972 has been removed. It has also been decided that Child Care Leave may not be granted for a period less than five days at a time.
2. These orders shall take effect from 13.06.2018.
3. Formal amendments to the relevant provisions of Rule 43-C of Central Civil Services (Leave) Rules, 1972 have already been issued vide Notification dated 13.06.2018.

Subject: Implementation of recommendations of One-man committee on wages and allowances of Gramin Dak Sevaks (GDSs)
One-man committee headed by Sri Kamlesh Chandra, Retired Member, Postal Services Board was set up by the Government of India vide Ministry of Communications, Department of Posts Resolution No. 17-13/2013-GDS dated 19.11.2015 for examining the conditions of service and emoluments and other facilities available to the Gramin Dak Sevaks (GDS). The committee had submitted its report to the Government on 24.11.2016. The Government has carefully considered the recommendations of the One-man Committee regarding revision of TRCA and allowances and is pleased to order the following.

2. Introduction of new Time Related Continuity Allowance (TRCA) 
The entire GDSs posts shall be brought under two categories viz. Branch Postmasters (BPMs) and other than Branch Postmasters. GDSs other than BPMs and working in Branch Post offices shall be designated as Assistant Branch Postmaster (ABPMs) and GDSs working in departmental offices shall be designated as Dak Sevaks. There shall be two slabs of working hours Viz. Four (4) and Five (5) hours and two levels of TRCA slabs each for BPMs and other than BPMs. For this purpose, the working hours of GDSs with 3 hours, 3 ½ hours and 3 hours 45 minutes shall be revised to 4 hours and those with 4 ½ hours workload shall be revised as Five (5) hours, with effect from 1.7.2018.

Intergal Coach Factory, Chennai had sought clarification, whether RPF staff are eligible for payment of Ration Money Allowance during their leave period other than Leave on Average Pay (LAP), i.e. Commuted Leave, Maternity Leave & Paternity Leave.
2. The matter has been examined in Board’s Office in consultation with Ministry of Home Affairs. It is clarified that no Ration Money Allowance is admissible to RPF personnel during Commuted Leave, Maternity Leave and Paternity Leave.
3. The other terms and conditions as stipulated in para 4 of Board’s letter of even number dated 10.06.2009 remain unchanged.

Subject: Implementation of the recommendation of 7th CPC on Over Time Allowance – reg.
The undersigned is directed to say that as per Dept. of Expenditure’s Resolution No. 11-1/2016-IC dated 06.07.2017, following is the decision of Government on Overtime Allowance (OTA):

“Ministries/ Departments to prepare a list of those staff coming under the category of ’Operational Staff’. Rates of Overtime Allowance not to be revised upwards”.

2. Further it has been clarified by the Dept. of Expenditure that the Government has decided that given the rise in the pay over the years, the recommendations of the 7th CPC to discontinue OTA for categories other than Operational Staff and industrial employees who are governed by statutory provisions may be accepted.

3. Accordingly, it has been decided to implement the aforesaid decision of the Government on Overtime Allowance across all the Ministries / Departments and attached and subordinate office of the Government of India. The following definition shall be used to define Operational Staff.
“All non-ministerial non-gazetted Central Government servants directly involved in smooth operation of the office including those tasked with operation of some electrical or mechanical equipment.”
4. The concerned Administration Wing of the Ministries / Departments will prepare a list of operational Staff with full justification based on the above parameters for inclusion of a particular category of staff in the list of operational staff with the approval of IS (Admn.) and Financial Adviser of the concerned Ministry / Department.

5. The grant of OTA may be linked to biometric attendance subject to the conditions mentioned below.
a) OTA should be paid only when his/ her senior officer directs the concerned employee(s) in writing for staying back in office to attend urgent nature of work.
b) The OTA will be calculated on the basis of biometric attendance.

c) The OTA for Staff Car Drivers should be linked with biometric system as normally, the designated parking is allotted in the office building. However, in cases where the parking lot is provided far from office, the Staff Car Driver would mark his/ her attendance while leaving from his office and a grace time of not exceeding 2 hours should be allowed to cover the distance travelled after leaving office, including the time to drop the officer and then reaching the parking lot. In such cases, calculation can be done from log books, duly verified by the officer concerned.

d) The OTA to field officials should be calculated on the basis of biometric attendance, as normally, such officers are given facility of official transport to attend the field work. Such officers are supposed to report in office before proceeding to field. In cases, where officials are required to attend the field work directly from home, they may be extended facility of official transport from home in lieu of transport allowance and OTA may be given on the basis of the log book of that vehicle, duly verified by their senior officers.

6. Since, the Government has decided not to revise the rates of OTA, the rates as prescribed in this Department’s OM dated 19th March, 1991 for Office Staff, Staff Car Drivers and Operative Staff will continue to operate subject to their fulfillment of the above conditions.

7. All the existing instructions, except “to the extent superseded by this O.M., will continue to remain in force.

8. These instructions will be applicable with effect from 01 July, 2017.

9. In so far as persons serving in the Indian Audit and Accounts Department are concerned, these instructions are being issued after consultation with the Comptroller & Auditor General of India.

I am directed to inform that this Department has sought clarification regarding reimbursement of accommodation /guest house charges for stay in Hotels as per Ministry of Finance, Department of Expenditure OM. No/19030/1/ 2017-E-IV dated 13.07.2017, wherein the revision of travelling allowances is notified.

Ministry of Finance was requested to clarify whether the limit for reimbursement of accommodation charges can be taken without GST and the GST amount debit by Hotels can be reimbursed in full.

Ministry of Finance, Department of Expenditure vide their OM. No.19030/2/2017-E.IV dated 10th October 2017 has clarified that the ceiling prescribed in para 2 E (i) of the Annexure to DoE O.M.No.19030/1/2017-E-IV dated 13.07.2017 in r/o hotel accommodation/guest house, is exclusive of all taxes and these taxes shall be reimbursed to the Govt. Employee over and above the ceiling limit.

Restoration of pension to Defence Service Personnel who had drawn lump sum payment on absorption in Public Sector Undertakings/ Autonomous Bodies — delinking of qualifying service of 33 years for revised pension with effect from 1.1.2006 reg.

Sir, The undersigned is directed to refer to this Ministry’s letter No.1(04)/2007-D(Pen/Policy) dated 18th Sept,2017 under which orders have been issued for restoration of full pension for those Defence pensioners who had drawn lump sum payment on absorption in Public Sector Undertaking/Autonomous Bodies after expiry of commutation period of 15 years from the date of payment of 100% lump sum amount. The said order also allows revision of pension in accordance with the instructions issued from time to time in implementation of the recommendations of the Pay commissions including Seventh CPC.

2. Instructions were issued by this Ministry vide letter No 1(2)/2016- D(Pen/Pol.) dated 30.9.2016 to the effect that w.e.f.1.1.2006 revised consolidated pension and family pension of pre-2006 Armed Forces pensioners shall not be lower than 50% and 30% respectively of the minimum of the pay in the Pay Band plus Grade pay corresponding to the pre–revised scale from which the pensioner had retired/ discharged/ invalided out/ died including Military Service Pay and ‘X’ Group pay, if any, without pro rata reduction of pension even if they had rendered qualifying service of less than 33 years at the time of retirement.

3. Matter has been considered by the Government and it has been decided that while determining the revised pension of above said category of absorbee pensioners/ family pensioners with effect from 1.1.2006, the pension/ family pension shall also be revised in accordance with the provisions contained in this Ministry’s letter dated 30.9.2016 referred above.

4. The revised pension in terms of this order shall be revised by respective Pension Sanctioning Authorities suo-moto by issuing Corrigendum PPOs in all affected cases. No application in this regard shall be called for either from the pensioners or from the PDAs concerned.

5. This issues with the concurrence of the Finance Division of this Ministry vide their ID No.31(8)/09/Fin/Pen dated 23-05-2018.

I am to refer to MHRD’s letter No. F.1-4/2017-NAT dated 15th June, 2015 on the subject cited above and to forward the revised guidelines for National Award to teachers for 2017. These guidelines alongwith Annexure-I and Annexure-II is Being sent for the necessary action.

The undersigned is directed to refer to OM No. 6/6/2011-CS-II(C) dated 23.09.2011 on the subject mentioned above and to say that consequent upon issue of the OM ibid, representations from a no. of officials of CSSS who were not placed in the same list as a result of their getting promotion already on adhoc basis to the grade of PA vide OM No. 5/3/2011-CS-II(C) dated 05.06.2011 (copy enclosed), were being received by this Department.
2. The matter has been under examination in this Department in consultation with Department of Expenditure, Ministry of Finance for some time. It has now been decided with the approval of competent authority to grant NFSG w.e.f. 22.06.2011 to the officials as stated in Para (1) above till their promotion as PA on adhoc basis for which order was issued vide this Department’s OM No. 5/3/2011-CS-II(C) dated 05.08.2011 subject to the eligibility conditions and after following the procedures as prescribed in OM No. 20/49/2009-CS-II(B) dated 22.06.2011.
3. Accordingly, the Cadre Units of CSSS are requested to place the eligible Steno Grade ‘D’ as on 22.06.2011 as given in Annexure to the OM in NFSG after following the procedure as p as prescribed in OM No. 20/49/2009-CS-II(B) dated 22.06.2011 and ascertaining the relevant eligibility conditions. A copy of order placing the eligible Steno Grade ‘D’ in NFSG, as stated may please be furnished to this Department for the purpose of the record. Ministries/Departments and officials concerned may check the information in Annexure and bring to notice of this Department if there is any discrepancy in the list by 29.06.2018.
4. Cadre Units should sent a report to CS-II Division detailing the officers who have been granted NFSG by 20th July, 2018.

The staff side (NFIR and AIRF) had demanded for grant of 3rd financial upgradation in the Grade Pay of Rs.6600/PB-3 to Nursing personnel under MACPS on the basis of OM dated 09-09-2016 issued by Ministry of Health and Family Welfare. The matter was examined in consultation with the Deptt. of personnel and Training and it has now been decided as under.

a) Those Staff Nurse/Nursing Sister/Matron/Chief Matron who have been awarded 1st and 2nd financial upgradation under ACP Scheme in the hierarchy pay scale of Rs.5500-9000 and Rs.6500-10500 upto 31-08-2008 may be granted a replacement Grade Pay of Rs.4800/-PB-2 and Rs.5400/PB-3. Therefore, the 3rd financial upgradation under MACP Scheme, if granted to these categories of officials, may be revised to Rs.6600/PB-3 from Rs.5400 in PB-3.

b) Those Staff Nurse/Nursing Sister/Chief Matron who have been granted 1st ACP in the pre-revised pay scale of Rs.5500-9000 upto 31-08-2008 may be placed in the replacement Grade Pay of Rs.4800/PB-2. They will be entitled for grant of 2nd and 3rd financial upgradation under MACP Scheme in the Grade Pay of Rs.5400/PB-2 and Rs.5400/PB-3 only.

c) All the remaining Staff Nurse/Nursing Sister/Matron/Chief Matron who are to be granted 1st, 2nd and 3rd financial upgradation under MACP Scheme may be granted next higher Grade Pay.

The Chief Minister of West Bengal has announced today 18% of Dearness Allowance to State Government Employees, Teaching/ Non-Teaching staff of Educational Institutions, Employees of Panchayat and Rural Development, Local Bodies.
Current rate of Dearness Allowance is 100% effective from 1.1.2018.
From January, 2018 the 10% Interim Relief will be merged with Dearness Allowance. The net percentage of Dearness Allowance will be 125% with effect from January 2019.

3. It may be seen from the above table that rates of Transport Allowance as recommended by 7th CPC are inclusive of DA @ 125% as on 01.01.2016.
4. It is clearly mentioned in the Resolution dated 25.07.2016 that ’till a final decision on Allowances is taken based on the recommendations of this Committee, all Allowances will continue to be paid at existing rates in existing pay structure, as if the pay had not been revised with effect from 1st day of January, 2016.” Therefore, between 01.01.2016 and 30.06.2017, no DA had been allowed on any Allowance.
5. In case, if the enhanced rate of DA i.e. 132% w.e.f. 0.07.2016 & 136% w.e.f. 01.01.2017 given for pre-revised pay scale of 6th CPC, is allowed on Transport Allowance rates as per 6th CPC, it would exceed the rates of Transport Allowance as recommended by the 7th Central Pay Commission which is not permissible. Therefore, we may clarify to D/o Telecommunication, D/o Revenue and Central Secretariat Association (Promottee Assistants) that enhanced rate of DA on 6th CPC rates of Transport Allowance from 01.07.2016 to 30.06.2017, is not admissible. Kindly see for consideration.

I am directed to invite attention to this Department’s Office Memorandum No. 36012/22/93-Estt,(SCT) dated 08.09.1993 which, inter-alia provided that sons and daughters of persons having gross annual income of Rs.1 lakh or above for a period of three consecutive years would fall within the ‘creamy layer’ and would not be entitled to get the benefit of reservation available to the Other Backward Classes.
2. The aforesaid limit of income for determining the creamy layer status was subsequently raised to Rs. 2.5 lakh, Rs. 4.5 lakh Rs. 6 lakh and Rs. 8 lakh vide this Department’s O.M. No. 36033/3/2004-Estt.(Res.) dated 09.03.2004, O.M. No.36033/3/2004-Estt. (Res) dated 14.10.2008, O.M. No. 36033/1/2013-Estt.(Res.) dated 27.05.2013 and CM. No. 36033/1/2013-Estt. (Res) dated 13.09.2017, respectively.
3. This Department is in receipt of references seeking clarification on the status of equivalence and revision of income criteria, in Central Public Sector Enterprises (CPSEs) and Financial Institutions with posts in Government. In this regard, copies of the following Office Memorandums issued by Department of Public Enterprises, Department of Financial Services and this Department are enclosed for ready reference:
i) O.M. No. 36033/1/2013-Estt.(Res.) dated 13.09.2017 of this Department regarding revision of income criteria;
ii) O.M. No. DPE-GM-/0020/2014-GM-FTS-1740 dated 25.10.2017 of the Department of Public Enterprises on establishing equivalence of posts in Central Public Sector Enterprises (CPSEs) with Posts in Government for establishing Creamy Layer criteria; and
iii) O.M. No. 19/4/2017-Welfare dated 06.12.2017 of the Department of Financial Services on establishing equivalence of posts in respect of Public Sector Banks, Public Financial Institutions, Public Sector Insurance Companies.

Sub: Medical Identity Cards — Uniformity and renewal

For bringing uniformity in the Medical Identity Cards issued to employees and other beneficiaries on Indian Railways, Board (MS, FC & CRB) have approved the following.
1. The Medical Identity Card should be a plastic based card, the size of which should be same as that of the debit/credit cards issued by banks.
2. A strip at the top of the card should have different color for serving and retired employees and their dependents as per extant instructions on color of Medical Identity Cards.
3. A separate Medical Identity Card, with unique all India number, should be issued to the employee as well as each dependent. The card of the dependent may also bear the Medical Card number of the primary serving/retired employee. The numbering scheme is to be decided by Establishment Directorate.
4. The level of entitlement of employee, which indicates the level of facilities to be provided to the beneficiaries, should be indicated on the card. The pattern being used by CGHS may be adopted with suitable modifications, if required. Health directorate may decide the same.
5. The Medical Identity Card for beneficiaries upto the age of 15 years should be made valid for 5 years, after which these should be renewed. For beneficiaries above the age of 15 years, the Medical Identity Card should be renewed on attaining the age of 40 years and at the time of retirement. The Medical Identity Card should also be reissued on change of level of entitlement.
6. Only bare minimum information of the beneficiary may be visible on the card. The following data may be printed on the card: a. The name of the Railway b. Medical Card Number c. Name & Medical Card Number of the Primary holder in case of card of dependent d. Name of the card holder e. Year of Birth f. Date of validity of the card g. Level of entitlement of medical facilities h. Health Unit i. Blood Group j. Photograph k. Signature/LTI of the beneficiary l. Signature/Designation of issuing authority m. Electronic Card reading may be incorporated where such systems are implemented.
This issues with the concurrence of Associate Finance of Transformation Cell of Railway Board.

The AIPEU-GDS CHQ convey its sincere thanks to all GDS comrades for their support, cooperation, encouragement during the period of 16 days indefinite strike from 22nd May to 06th June 2018. The strike is a historical and heroic-one in the history of Postal Trade Union movement in India. This is the strike against ‘discrimination shown by the Department & Government’, ‘anti-worker policy of the Govt’. and for ‘self-respect’ of GDS all over the country. This is only a first step and there are miles to go for the cause of GDS and our goal is ‘civil servant status to GDS’,
The decision taken by our CHQ in consultation with NFPE leadership to serve strike notice is quite right as it was discussed elaborately in our 3rd AIC, Allahabad and decided to go on indefinite strike during May 2018. The BEDEU served strike notice and went on strike from 14th May. The AIGDSU & NUGDS served strike notice on 03rd May to commence their indefinite strike from 22nd May. Even though our union is not consulted on the strike issue, to oppose the policy of the Govt and regarding GDS for immediate implementation of Kamalesh Chandra Committee Report and also to maintain total unity amongst GDS cadre, it is decided to serve notice by our Union for indefinite strike from 22nd May itself. BEDEU expressed their inability to share our platform. Our stand during negotiations and subsequent decisions was that unity should be maintained and our Union should not withdraw from the strike unless and until all other GDS unions also decided for withdrawal of strike. The initiative taken by our leadership in making personal contacts with other GDS Unions and timely decisions resulted in building up total unity of 3 lakhs GDS and maintaining it throughout the strike, till end.
The GDS CHQ express its sincere thanks to NFPE CHQ, NFPE & FNPO leadership for extending full support and solidarity by giving call for nationwide wearing of black-badge, demonstration, dharna, and relay hunger fast. CHQ appreciates the decision of the P4 CHQ to serve strike notice in support of GDS strike from 23rd May and it is continued till the GDS strike end.
Red salute to the decision of C-o-C, Kerala Circle during their joint Circle conference and all NFPE & FNPO departmental unions participated in the indefinite strike from 22nd to 31st May (10 days) along with GDS strike. In Andhra Pradesh, Postal JCA (NFPE & FNPO) departmental unions participated in the GDS strike for 4 days. In Tamil Nadu all NFPE departmental unions participated for 4 days. In West Bengal all NFPE departmental unions continued for 4 days in the strike. In Telangana P3 & P4 unions participated for 4 days. In remaining circles, all departmental unions of Postal Federations totally extended their cooperation, support and solidarity to striking GDS during 16 days of strike.
The GDS indefinite strike in the country attracted the attention of World Federation of Trade Unions (WFTU). The Central Trade Unions viz., CITU, AITUC, INTUC extended their solidarity and wrote to Govt. The fraternal organizations viz., Confederation of Central Govt Employees & Workers, AIPRPA (Postal & RMS Pensioners Association), NFPE, FNPO, IP/ASP Associations etc., extended their solidarity and support to the indefinite strike. There was full support from general public, print and electronic media. Com. Sitaram Yechury, General Secretary, CPI(M), Com. Pinarayi Vijayan Chief Minister, Kerala and many other political leaders and people’s representatives wrote letters to Prime Minister of India demanding immediate settlement of GDS strike and implementing Kamalesh Chandra Committee Report.
Various types of agitational programmes conducted during the 16 days viz., rallies, demonstrations, public meetings with participation of distinguished public representatives, submission of memorandums at various levels of Govt & administrations by our GDS in all Circles.
It is very much regret to mention here that this strike caused the lives of about 8 GDS comrades all over India. CHQ convey its deep grief on their demise and condolences to their family members.
The 16 days strike caused total disruption of rural postal services due to closing of 1.29 lakh Branch Post Offices and paralyzed the rural postal system in all the Circles. From the beginning to end the GDS are determined to continue the indefinite strike till the demand is resolved. The frustration prevailed among the GDS due to discrimination and delay lead to an emotional situation leading to total strike for 16 days. The Union leaders were cautioned by the cadres not to withdraw the strike and messages floated in SMS & What’sapp.
From 18th May to 5th June, many rounds of discussion took place in formal and informal meetings with the Officers of the Department besides two days reconciliation meeting with Regional Labour Commissioner (Central), New Delhi with four strike participant GDS Unions resulted in vain. Every time, the Department appealed for calling off the strike without any written assurance/agreement on our demand. All GDS unions taken a firm stand unitedly to continue the strike till an honourable settlement is reached.
The positive response in favour of GDS from public, political parties & leaders, MPs, MLAs, MLCs and many other public representatives, Trade Unions compelled the Govt and Department to change their stand. Thus major recommendations of Kamalesh Chandra Committee on wage increase approved in the Cabinet meeting held on 6th June 2018. Though other recommendations are still pending, as the major demand is approved all the GDS unions unanimously decided to call off the indefinite strike on 16th day i.e., 06th June. Comrades, we should be very vigilant that any major deviations from the recommendations of Kamalesh Chandra Committee, our union along with other GDS Unions and with the support of Federations will start agitation programmes, if necessary.
AIPEU-GDS CENTRAL WORKING COMMITTEE MEETING:: 04TH SEPTEMBER 2018: It is notified by CHQ that the Central Working Committee meeting of AIPEU-GDS will be held on 04th September 2018 in New Delhi. Notice and agenda will be circulated soon. CWC will review the entire situation after the strike and organizational issues would also be discussed and suitable decisions will be taken.
ONE DAY STRIKE OF CENTRAL GOVT EMPLOYEES AND WORKERS ON 15 NOV,2018: The National Convention of Central Govt employees held on 10th June 2018 in Hyderabad Employees unanimously decided to conduct one day strike on 15th November 2018. “grant of Civil servant status for GDS” has been included as an important demand in 10 point charter of demands. As an affiliate of Confederation, AIPEU-GDS members also should participate in all the programmes including one day strike called by the Confederation of Central Govt employees and workers. State Govt employees of all the States will also participate in the strike on 15th Nov 2018. Another Circular will be issued in detail.
On 5th September 2018 Confederation, NFPE and many other class and mass organizations are going to conduct massive rally in New Delhi. As an affiliate of Confederation and NFPE, the GDS members of AIPEU-GDS have to participate in the programme. All the Circle Secretaries and CHQ office bearers nearby Delhi are requested to mobilize the GDS members for 4thSep programme and make it a grand success.
Financial Position of CHQ: It is well aware to all the members that AIPEU-GDS is well established in almost all divisions in all circles during the last 6 years period. We have participated in the recent membership verification (Sep-2017) and got more percentage of membership for recognition. It is stopped abruptly by the department and re-verification is yet to be ordered. To run our organization much more effectively at CHQ level, it needs financial support from the members. It is requested that during drawal of arrears of GDS Pay Committee, every member shall donate minimum Rs.100 (maximum amount may be remitted as per your capacity) to CHQ through the divisional / Circle Unions to fulfill the utmost needs of CHQ. All Branch / Divisional / Circle Secretaries are requested to approach the members for their generous financial contributions to our Union ensure the support to CHQ positively.

Kendriya Vidyalaya Sangathan vide office-order of even number dated 30.03.2017, conveyed approval of Government of India for establishing 50 new Kendriya Vidyalayas under Civil Sector with the stipulation that the sponsoring authority concerned is required to transfer the identified and demarcated land and also to give possession of the same to KVS prior to opening of the new Kendriya Vidyalaya. Kendriya Vidyalaya Tivri District Jodhpur, Rajasthan is one of the 50 new Kendriya Vidyalayas sanctioned.
Since the land in the matter of this Kendriya Vidyalaya has been transferred in favour of Kendriya Vidyalaya concerned, sanction of the Commissioner, KVS is hereby conveyed to start a new Kendriya Vidyalaya under Civil Sector with immediate effect, at the following location.

Sir/Madam, I am to refer to MHRD’s letter F.No. 3-45/2017-UT.2 dated 13th June, 2018 and to convey the approval of the Govt. of India for revision of pension and pensionary benefits to the staff of Kendriya Vidyalaya Sangathan as per the 7th CPC in terms of D/o P&PW OM No. 38/37/2016-P&PW (A) dated 4.8.2016, OM No. 38/37/2016-P&PW (A) dated 12.05.2017 and OM No. 38/37/2016-P&PW (A) dated 6.7.2017. These benefits will be applicable to employees of KVS who retired post 1.1.2016 as well as for revision of pension / family pension of those paensioners / family persioners who have retired prior to 1.1.2016.

Cashless Ticketing through ‘Utsonmobile’ app developed by CRIS
Continuing towards digitalization and moving towards becoming a cashless economy, the initiative of faster and more techno-advanced transactions in Indian Railways is being taken up, the Centre for Railway Information System (CRIS) has developed a mobile based application ‘utsonmobile’. This application has the following features:
1. The ‘utsonmobile’ application enables booking and cancellation of unreserved tickets, issue and renewal of season and platform tickets, check and load R-wallet balance and helps maintain user profile management and booking history.
2. The ‘utsonmobile’ application is very handy, free and is available for both Android and Windows smart phone. Users can download this app from Google Play Store or Windows store free of cost.
3. First the passenger will get registered by providing his/her mobile number, name, city, default booking train type, class, ticket type, number of passenger and frequently travelling routes.
4. Upon successful registration, Railway Wallet (R-Wallet) will be created automatically with zero balance to the passenger. There will be no extra cost for creating R-Wallet.
5. The R-Wallet can be recharged either at any of the UTS counter or through recharge option available in the https://www.utsonmobile.indianrail.gov.in website.
6. In case internet connection of the mobile is not up, then ticket booking is not allowed.
7. No advance ticket booking is allowed. (i.e.) the journey date will always be current date.
8. Paperless Ticket: The passenger can travel without taking hardcopy of the ticket. Whenever Ticket Checking Staff asks for ticket, the passenger will use ‘Show Ticket’ option in the app.
  • The smart phone should be GPS enabled to book paperless ticket.
  • The paperless tickets are not allowed for cancellation.
  • The journey should commence within one hour after booking paperless ticket.
  • The Season ticket can be issued/renewed from mobile application and it will be valid from the next day of booking the ticket. No need of GPS for issue/renewal of Season Ticket.
  • Platform Ticket can also be booked from mobile application.
  • In case passenger is not able to show the ticket on mobile then it is considered as ticketless travel.
9. Paper Ticket: The passenger can book ticket through the mobile app. On booking of ticket, he/she will get Booking ID along with other ticket details. The booking details will also be available in booking history. The booking ID will also be conveyed through an SMS.
  • After booking Paper ticket, Passenger can go to the journey originating (source) station to take ticket print out from any of the ATVM there, by entering his/her registered mobile number and booking ID. The Journey is valid only with printed ticket.
  • The cancellation of Paper ticket is allowed either at the counter after printing the ticket or through the app before printing the ticket. However, in both the cases, cancellation fee is applicable.
  • The journey should commence within one hour after printing paper ticket in the kiosk.
