Formulae for Fixation of Pay from 3rd CPC to 4th CPC

 If 20% x of B.P (3rd CPC)Value is less than 75 then

 B.P+ D.A + A.D.A + ad hoc DA + IR-1 &IR-2 + 75 = 4th CPC Basic Pay

 Otherwise,

B.P + D.A + A.D.A+ ad hoc DA + IR-1 & IR-2+ + 20% of B.P= 4th CPC Basic Pay

  Formulae for Fixation of Pay from 4th CPC to 5th CPC.

 2.98 x (4th CPC B.P) + 100 = 5th CPC Basic P

  Formulae for Fixation of pay from 5th CPC to 5th CPC (10-10-1997)

 As per change of scale if occur.

Inter-se priority for reservation/preference to the wards of Armed Forces personnel by States/UTs for admission to Medical/Professional / Non-Professional Courses

Subject: Inter-se priority for reservation/preference to the wards of Armed Forces personnel by States/UTs for admission to Medical/Professional / Non-Professional Courses.
Approval of the Competent Authority is conveyed to the removal of Yudh Sewa Medal series of Awards i.e. SarvottamYudh Seva Medal, Uttam Yudh Seva Medal and Yudh Seva Medal from Category V of the priority list for reservations/preferences to the wards of Armed Forces personnel by States/UTs/Central/State Universities/ Autonomous Institutions for admission in medical/professional/non-professional courses. The revised list of priorities will be as follows:-
Priority I : Widows/Wards of Defence personnel killed in action.
Priority II : Wards of disabled in action and boarded out from service.
Priority III : Widows/Wards of Defence personnel who died while in service with death attributable to military service.
Priority IV : Wards of disabled in service and boarded out with disability attributable to military service.
Priority V : Wards of Ex-Servicemen and serving personnel who are in receipt of Gallantry Awards: i. Param Vir Chakra ii. Ashok Chakra iii. Maha Vir Chakra iv. Kirti Chakra v. Vir Chakra vi. Shaurya Chakra vii. Sena, Nau Sena, Vayu Sena Medal viii. Mention-in-Despatches.
Priority VI: Wards of Ex-Servicemen.
Priority VII: Wives of i) defence personnel disabled in action and boarded out from service. ii) defence personnel disabled in service and boarded out with disability attributable to military service. iii) ex-Servicemen and serving personnel who are in receipt of Gallantry Awards.
Priority VIII: Wards of Serving Personnel.
Priority IX : Wives of Serving Personnel.
2. This issues with the approval of Hon’ble Raksha Mantri and supersedes our earlier letters of even number dated 19.05.2017 and 30.11.2017 on the subject.

Facilities to Defence Personnel 

Pay and allowances and other benefits / facilities are provided to the Armed Forces Personnel as per Government orders issued from time to time. Apart from pay, the Armed Forces Personnel deployed on borders in tough conditions, are being given certain compensatory allowances i.e. Field Area Allowance, Siachen Allowance, High Altitude Allowance, Island Special Duty Allowance, etc. and special clothing and ration as per extant rules. Improvement of facilities, service conditions, pay and allowances of the Armed Forces personnel is also a continuous process. 

Further, provisioning of facilities to soldiers is a command function. It is ensured that all soldiers are provided facilities as per their entitlements. However, if in any case it is found that this is not done, suitable action is taken if any personnel is found to be erring. 

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri Gopal Shetty in Lok Sabha today.

REHABILITATION OF RETIRED DEFENCE PERSONNEL

Will the Minister of DEFENCE be pleased to state:-

(a) the details of various schemes being implemented for by the Government rehabilitation of retired defence personnel;

(b) whether the Government proposes to arrange counselling / training courses for the retiring personnel for their rehabilitation in civil life after their retirement; and

(c) if so, the details thereof?

ANSWERE

MINISTER OF STATE (RAO INDERJIT SINGH) IN THE MINISTRY OF DEFENCE

(a) The Directorate General of Resettlement (DGR), an Attached Office of the Department of Ex-servicemen Welfare, Ministry of Defence, is responsible for rehabilitation of retired defence personnel. DGR implements certain schemes / resettlement opportunities for retired defence personnel viz. Security Agency scheme, management of CNG stations in NCR, allotment of Bharat Petroleum Corporation Ltd., / Indian Oil Corporation Ltd. (Company Owned Company Operated) outlets, Coal Loading and Transportation scheme, Mother Dairy / Gopaljee outlets, etc.

Reservation ranging from 10% to 24.5% of the available vacancies in Group C & D posts in Central Government and Central Public Sector Undertakings / Banks has been provided for the willing and eligible Ex-Servicemen (ESM). Most State Governments also provide reservation to ESM in State Government jobs. 10% vacancies are reserved in the posts upto the level of Assistant Commandants in Para-military forces. Moreover, age relaxation is available for the ESM in services or posts filled by direct recruitment. ESM Officers are sponsored by DG Resettlement for jobs, based on requisitions received from Government / PSUs and Corporates.

In addition to this, Army Welfare Placement Organization and similar placement cells in Air Force help ESM in finding suitable jobs in Banks, Industries, Corporate Houses, Academic Institutions, Hospitals, Hotels and Real Estate.

(b) & (c):The government provides meaningful professional and vocational training to the retiring Officers, Junior Commissioned Officers and Other Ranks through various training institutes for their rehabilitation and resettlement in civil life after their retirement. The details of training courses organised by Directorate General of Resettlement are at Annexure.

ANNEXURE

RESETTLEMENT TRAINING CONDUCTED BY DGR FOR OFFICERS, JCOs/ORs:

(1) OFFICERS TRAINING: Officers training courses are classified into the following categories:-

(a) Security Courses: Corporate and Industrial Security, Safety & Intelligence course.

(b) Management courses such as: 

(i) 24 Week Management courses in IIMs and other ‘A’ Grade Business schools. 

(ii) Modular management courses on retail, Supply Chain Management, Strategic Retail Management, Human Resource Management, Facility Management etc.

(c)Other courses such as: 

(i)  Corporate Social Responsibility. 

(ii) Seafaring. 

(iii) Independent Directors course. 

(iv) Management of Academic Institutions. 

(v)  Jet Transition. 

(vi) Export & Import. 

(vii) Event Management. 

(viii) Six Sigma.

(2)    JCOs / ORs TRAINING: JCOs / ORs Training courses are classified into the following categories:-

(a)Security and Fire Protection Courses: 

(i)Assistant Security Officers course. 

(ii)Fire and Industrial Safety Management. 

(iii)Sub Fire Officers course at National Fire College.

(b)Vocational Course: 

(i) Repair of electrical and Electronic appliances. 

(ii) X-ray / ECG Technician and Operation Theatre Assistant. 

(iii)Advance welding. 

(iv)JCB Operator. 

(v)AC & Refrigeration. 

(vi)Seafaring.

(c)Management Course: 

(i)  24 Week Management courses in renowned institutes. 

(ii) Modular management courses on retail, business project, entrepreneurship, Insurance, travel and tourism, supply chain management.

Resettlement of Defence Personnel

   The number of personnel retiring from Armed Forces varies from year to year. Approximately 50,000 to 55,000 defence personnel retire every year from defence services.

   The government provides vocational training to retiring officers and Other Ranks through training institutes to enable them to settle down in civilian life. This training is optional. Government provides 60% fee subsidy to officers & 100% fee subsidy to Junior Commissioned Officers/Other Ranks.
