OFFICE MEMORANDUM

Subject: Immovable Property Return the year 2015 (as on 31.12.2015)

The undersigned is directed to refer to this Department’s Office Memorandums of even number dated 21.12.2015 and 18.01.2016 on the subject cited above (available at persmin.nic.in -> DOPT -> Central Secretairat -> CSS -> Property Return).

2. A large number of CSS Officers have not yet submitted the Immovable Property Return for the year 2015 on 31.12.2015). As already informed, IPR should be submitted by all CSS officers through the Web Based Cadre Management System which is hosted at cscms.nic.in. However, as large number of officers are accessing the system, it has become slow making it difficult to submit the return online. As the system is web based, officers may try filing IPR beyond office hours when the system is less congested. If it is still not possible to file the return online for any reason, they should file the return in paper format to their offices by the stipulated date i.e. 31.01.2016. They may subsequently file the same through cscms.nic.in.

Subject: Central Civil Services (Conduct) Rules, 1964 - Submission of Declaration of Immovable Property Returns by the Government Servants - regarding.

The undersigned is directed to refer to the Office Memorandum of even number dated the 26th October, 2015 on the above subject and to say that the Annual Property Returns required to be filed under the Central Civil Services (Conduct) Rules, 1964 for the year 2015 which is required to be filed by the 31st January, 2016, may be filed in the forms prescribed under the CCS (Conduct) Rules, 1964. It is reiterated that the returns are required to be filed by all the Government servants belonging to Group 'A', 'B', 'C' and erstwhile Group 'D', in terms of Rule 18(4) of the CCS (Conduct) Rules, 1964 which empowers the Government to require a Government servant to submit a statement of movable or immovable property as may be specified in the order.

   Attention is invited to this Department O.M. of even number dated 4.1. 2012 on the subject mentioned above and to say that the Immovable Property Return (IPR) for the year 2011, as on 1.1.2012, in respect of CSS Officers (Under Secretary and above level) was required to be furnished by 31.1.2012 and to be forwarded to this Division by 28.2.2012 for records. However, the IPRs in respect of a large number of officers have not yet been received in this Division as yet. The list of officers whose IPR for the year 2011 have not been received in this Division is annexed with this OM.

   The undersigned is directed to refer to this Department's OM of even number dated 11.04.2011 followed by reminder dated 23.05.2011 on the subject mentioned above and to say that all the Immovable Property Returns(IPRs) of members of Group 'A' Central Services (which were to be submitted by 31.01.2011 for the year 2010) were to be put in the public domain by 31.05.2011.

   2. It is requested that the compliance position in respect of Group 'A' Central Services of the Ministry may please be indicated and the status report sent to DOP&T by 15.06.2011 positively.
