Sub:- Payment of salary to staff engaged on contractual basis against vacant posts, out of School fund.

Sir/ Madam,

   It has come to the notice of the Sangathan Hqrs that the Teachers engaged on contractual basis against vacant posts are being paid out of VVN in some Vidyalayas. Government of India releases grant-in-aid for payment of salary to all sanctioned posts which include staff in position and vacant posts filled on contractual basis. On one hand, this has resulted in huge unspent balances in Non-Plan grants at the end of the Financial Year and on the other hand this has caused undue but avoidable burden on the Vidyalayas Vikas Nidhi which is exclusively meant for the welfare of the students.

   It is reiterated that the teaching & non teaching staff including sub- staff engaged against the vacant posts shall be paid their salary Out of School Fund Account and the expenditure will be debited to the head ‘Pay and Allowances” in the Non-plan budget grant for the relevant year.
