Secretary panel on 7th CPC to have key meeting on June 11; salary hikes unlikely to come in July

Secretary panel on 7th CPC to have key meeting on June 11; salary hikes unlikely to come in July

The Empowered Committee of Secretaries (CoS) headed by Cabinet Secretary P K Sinha processing the report of the Seventh Central Pay Commission is expected to meet on June 11 to finally wrap up its report on the remuneration of government employees.

It is reported that the secretaries panel will finally hear out all the stakeholders, including the Central ministries and Departments, and finalise its report, which will be handed over to the government on June 30.

Sources added that even the Prime Minister’s Office is keen on a favourable pay hike for the central government employees, so the panel is likely to recommend a minimum salary at Rs 24,000 and the highest salary at Rs 2,70,000.

The 7th pay panel headed by AK Mathur had recommended the minimum salary at Rs 18,000 and maximum salary at Rs 2,50,000.

Sources added that the government is exploring options for meeting the additional payout over and above what was recommended by the 7th pay panel. The payout could be substantial with salary hike and arrears adding up to a Rs 1.02 lakh crore burden on government finances.

However, it seems that the government employees will have to wait more for the salary hike. Once the report moves from the table of the empowered group of committee to the cabinet, it is likely to take another month before the notification on pay hike will eventually come.

Even the Finance Ministry is keen that higher salaries reach government employees just before the festive season starting mid-August, as spurt in consumption during the festive period will have a domino effect on the economy.

Empowered Committee for Running Allowance in the 7th CPC Pay Structure-reg.

NFIR
National Federation of Indian Railwaymen

Affiliated to :

No. IV/RSAC/Conf./Part VI

Dated: 11/05/2016

The Secretary (E), Railway Board,
New Delhi
Dear Sir,

Sub: Empowered Committee for Running Allowance in the 7th CPC Pay Structure-reg.

Ref: Railway Board’s order No. ERB-I/2016/23/1 dated 05/05/2016.

The Railway Board has since issued an order dated 05/05/2016 constituting Empowered Committee for Running Allowance in the 7th CPC Pay Structure. According to Board’s letter, ED/PC-I, Railway Board shall be the Convenor of the Empowered Committee and five EDs of different directorates shall function as its members.

In this connection, NFIR desires to convey that pursuant to bipartite agreement reached on the report of the Running Allowances Committee, 1980, the running allowance eligibility criteria, pay elements for various purposes, ALK etc., were decided by the Railway Ministry in the year 1981.

With the implementation of 6th CPC pay structure (Pay Band & Grade Pay), a number of aberrations have however cropped up and all those issues .were raised by NFIR in different fora. The issues were also discussed in the Fast Track Committee meetings, besides PNM and DC/JCM meetings, but unfortunately, there has been no finality till now. In the full Board meeting chaired by CRB on 7th February 2014 and in the Fast Track Committee meetings, it was decided that the running staff issues need to be dealt in the joint committee and accordingly joint committee was constituted.. Although the joint committee met twice, the issues remained unresolved.

Now that the Railway Board has constituted Empowered Committee in the wake of 7th CPC repOrt presently under consideration of the Government, the NFIR urges upon the Railway Board that the issues which are pending before the Joint Committee should be got finalized quickly. Thereafter there should be formal meetings with the Federations for discussing the new issues which may arise consequent upon the decision for implementation of VIIth CPC Pay Matrix levels. In this context, the Federation wants to remind the Railway Board that the pay elements 30% and 55% of pay which are in vogue since the time of 4th CPC should be continued without any dilution even when 7th CPC Pay Matrix levels are to be implemented.

Federation hopes that the Railway Board would take note of earlier agreements reached with the Federations for ensuring that the same are not deviated.

Yours faithfully

Sd/-

Decrease in Take Home Salary from 6th to 7th CPC – IRTSA

7th CPC PAY HIKE – IS IT A HIKE OR A FARCE ?
THE CAUSE IS HIDDEN
THE EFFECT IS VISIBLE TO ALL

7th CPC has submitted its report to the Government and the additional expenditure projected by the PAY Commission is of 1.02 lakh rupees. As outsiders many of the country men started crying hoarse that the Govt. employees are taking away lions’ share of its income.

Out of the projected 1.02 lakh hike, just above 1/4th is going to be borne by Indian Railways within its own budget; centre has to bear 1/4th towards pension, 1/4th towards allowances and only 1/4th towards Pay. Govt. need to borne only Rs.27,750 crores towards increase in pay. Allowances need not be taken as higher expenditure since they are part of compensation towards inflation and expenditure incurred in discharge of official duties.

7th CPC itself observed that financial impact on account of increase in pay, allowances & pension will be 23.55%. Increase on account of Pay & DA (excluding other allowances) will be to the tune of 16%. At present, without implementing 7th CPC Report, Year on year increase in the expenditure in both pay and pension has averaged about 11% of the Central Expenditure. Thus real increase on account of increase in pay, all allowances & pension will be only 12.55% (23.55% – 11% = 12.55%). Real increase on account of Pay & DA will be only 5% (16% – 11% = 5%).

IS THERE A REAL INCREASE IN TAKE HOME PAY?

Real increase in minimum wage between 6th CPC & recommended 7th CPC scales will be Rs.2250. Employees’ contribution to National Pension scheme will increase from Rs.700 to Rs.1800 and for CGEGIS it will increase from present Rs.30 to Rs.1500. Therefore increase in real wage (take home pay) of Rs.2250 will be eaten away by Rs.900 increased contribution for NPS plus Rs.1500 for CGEGIS. Net take home pay will have a negative growth of Rs.320 (Rs.1100 + Rs.1470 – Rs.2250 = Rs. – 320) as illustrated in the table below:
WILL THERE BE ANY ADDITIONAL EXPENDITURE DUE TO PAY HIKE RECOMMENDED BY 7TH CPC?

Government will take back into its treasury Rs. 6500 crores from increased monthly contribution towards CGEGIS and another Rs.2500 crores towards employees’ contribution for NPS from 11 lakh employees appointed after 1.1.2004. After reducing Rs.9000 crore from Rs.27,750 crore (projected increase in pay), net additional expense towards Pay will be around Rs.18,750 crores only. Even this additional expenditure is not true.

Total Expenditure on Pay & Allowance in FY 2012- 13 was Rs.1,29,599 crore. If it is indexed by 11% increase year on year, in the FY 2015-16 even without implementing 7th CPC recommendations increase on account of Pay & Allowances will be around Rs.19,500 crore. Therefore Government is not going to have any additional expenditure on account of Pay increase after the implementation of 7th CPC Report as per its recommendations.

For 2012-13, revenues foregone through various concessions to various sections are estimated at a total of Rs.5,73,627 crore which was 10 per cent higher than the total fiscal deficit of the Central Government, financial experts say, concessions must be given to have accelerated economic growth. Government employees are exposed to negative growth in their real wage – but who cares?

We are ready with the report and will submit it on November 19 – Commission Chairman Justice A K Mathur

New Delhi, Nov 17 (PTI) The 7th Pay Commission will submit its report to Finance Minister Arun Jaitley on Thursday recommending increase in remuneration of central government employees as well as pensioners.

“We are ready with the report and will submit it on November 19,” the Commission’s Chairman Justice A K Mathur told PTI.

The Commission was set up by the UPA government in February 2014 to revise remuneration of about 48 lakh central government employees and 55 lakh pensioners.

Its recommendations will also have a bearing on the salaries of the state government staff.

The Union Cabinet had extended the term of the panel in August by four months, till December.

Government constitutes the pay commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications.

As part of the exercise, the commission holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services.

The recommendations of the 7th Pay Commission are scheduled to take effect from January 1, 2016.

Besides Chairman, other members of the commission are Vivek Rae, a retired IAS officer of 1978 batch, and Rathin Roy, an economist. Meena Agarwal is secretary of the commission.

The 6th Pay Commission was implemented with effect from January 1, 2006; the 5th from 1 January 1996, and the 4th from January 1, 1986.

7th CPC likely to submit its final report on 20th November 2015 - TOI

NEW DELHI: The 7th Central Pay Commission is likely to submit its final report to finance ministry on November 20 which is due for implementation from January 1, 2016.

More than 48 lakh serving central government employees and 54 lakh pensioners will be impacted by the 7th CPC which is likely to recommend an average hike of 15%, said a source.

The 900-page report is believed to have made suggestions on parity of 36 organized Group A services with the IAS which has so far largely dominated in superior positions in the central government.

The pay panel was constituted in February 2014 and was asked to submit its report within 18 months. However, in August the government gave the panel four months extension to submit its report by December.

Its recommendation will guide how the salary and various allowances of central staff will be revised besides improving their service condition. The report would also impact all the public sector employees and central autonomous bodies which generally make corrections as per the hikes given to the central staff.

Even before the report was finalized there was intense lobbying seen where all the 36 organised Group A services petitioned the commission seeking parity with the IAS and determination of central postings based on merit.

The IAS officers too had sent their individual dissention notes to department of personnel and training and the cabinet secretariat besides the pay panel demanding that their edge and superiority be maintained.

One of the demands of the Group A services is to change the composition of the Civil Services Board which is responsible for central staffing. As of now this is dominated by IAS officers and has no representation from any other service. The pay panel may recommend changes that would ensure level playing field for all officers of Group A services.

Implement 7th Pay Panel, Insist Staff

As many as two hundred members of the Confederation of Pondicherry State Government Employees Associations were arrested here, on Wednesday, for attempting to picket the Chief Secretariat demanding the implementation of the yet-to-be submitted seventh pay commission’s recommendations with retrospective effect.

In the meantime, the confederation leaders urged the Central government to announce an interim relief.

Apart from seeking the implementation of its recommendations from the date of the constitution of the commission, the agitators also put forth a 34-charter of demands that included the filling up of vacancies in all the departments, replacement of the new pension scheme with the old one, setting up of grievance cell in all departments and cadre restructuring to improve chances of promotion for employees.

The panel set up on January 1, 2014 by the previous UPA government will take at least 18 to 24 months to submit its final recommendations.

Puducherry government has 25,000 employees, who enjoy similar service conditions as that of their Central government counterparts.

Earlier, members of the confederation took out a rally. As the police did not allow them to proceed beyond the Head Post office, they began demonstrating then and there. After a while, all the agitators were arrested and removed.

The protest was led by Seetharaman. Office bearers of the association C H Balamohanan and Premadasan were among those, who took part in the rally and the subsequent agitation.

Meanwhile, the joint action committee members of the municipality and commune panchayat workers associations, affiliated to the AITUC held a demonstration in front of the Local Administration Department demanding the regularisation of the part time and daily rated employees who are working for more than 15 years.

They also urged the administration to provide Deepavali bonus for part time employees, and make appointments on compassionate grounds to the relatives of those who died.

The joint action committee had planned three phased agitation to press these demands.

Wednesday’s first phase agitation was led by AITUC leader V S Abishegam. The second and third phase of the agitation would be held near Raj Nivas here on November 18 and 25 respectively

Seventh Pay Commission likely to Reduce Grade Pay, stay MACP

New Delhi: Seventh Pay Commission is likely to recommend to reduce “Grade Pay” and to stay “MACP” systems for central government employees, which was recommended by the sixth pay commission in 2006.

The Pay panel sources today said the Seventh Pay Commission is considering reducing the provision of Grade Pay and staying Modified Assured Career Progression (MACP) Scheme for the central government employees.

Grade Pay was derived from USA and it has increased in prominence in the early 21st century in USA. Federal employees in USA at all levels are paid based on Grade Pays. The six pay commission followed them.

“Central government has 15 grade pays now from Rs 1,800 to Rs 12,000 for job level pay variance of its employees. Generally, multi tasking staff (MTS) and clerical jobs that require formal education, just a high school or higher secondary, who are at are at the lower levels from grade pays 1,800 to 2,000.

One common factor in the grade pays 2,400 to 12,000 that’s where bachelor’s degrees are required for jobs in non-technical and non-scientific departments.

Hence We decided to reduce grade pays from 15 to 10,” the sources added.

A grade pay is a structured pay format where employees are placed at a given pay level based on their level of education and work experience related to the position.

“Every employee does not get promotion in time. So, if Modified Assured Career Progression (MACP) Scheme is not maintained it will be seriously affected,” the official said.

The MACP provides central government employees upper grade scale when they do not get promotion in time.

Accordingly, the sources said the Modified Assured Career Progression (MACP) Scheme is likely to be kept the current status quo.

The Seventh Pay Commission, headed by Justice A K Mathur, was appointed by the previous UPA government in February 2014 and its recommendations are scheduled to take effect from January 1, 2016.

Meena Agarwal is the secretary of the Commission. Other members are Vivek Rae, a retired IAS officer of 1978 batch and Rathin Roy, an economist.

The Seventh Pay Commission was appointed for 18 months, its terms was extended in August 2015 by four months till December 31, 2015.

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications.

As part of the exercise, the Commission holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services.

The Sixth Pay Commission was implemented with effect from January 1, 2006, the fifth from January 1, 1996 and the fourth from January 1, 1986.

7th CPC cannot recommend revising the Retirement age of Central Government Employees

7th CPC cannot recommend revising the Retirement age of Central Government Employees

Revising Retirement age does not come under the purview of 7th Pay Commission

Recently the news about retirement age is blown out of proportion in Social Media. In Social Media it has been signaled casually that the retirement age will be brought down to 58 years. Initially it was said that 7th pay commission going to recommend the criteria for retirement age as either 33 years of Service or 60 Years of age whichever comes first.

And gradually it is reduced to 58 years of age or 33 years of service and finally ends up with 30 years of service or at the age of 55 years.

7th pay commission Vs Retirement Age

Does it worth to believe the news circulated in social media about 7th pay commission recommendation and retirement age..? We asked the Federation sources about this and they want to maintain anonymity told that it depends upon the individuals to decide whether it is true or not. We should not blame the media for everything. We should be able to know the difference between the news and rumors.

One of our Sources told that revising the retirement age will not fall under the purview of Pay commission. It should be decided by central government only. No Pay commission has recommended anything about Retirement age so far.

Federation Leaders were asked about this retirement age issue, when it became sensational in Print and e-Media, why don’t they come forward to clear the doubts on this sensational issue?. They told that they didn’t want do give importance to the rumors and hear says.

They said, “We need to clarify the doubts of our cadres across the country whenever it was rumored in social media about their service related sensational issues. But when sensational becomes routine, it’s not our business to respond to such hearsays on daily basis”

“As far as retirement age is concerned we know that 7th pay commission cannot recommend revising the retirement age of central government employees, since it does not fall under the purview of 7th Pay Commission. Even we won’t accept it if the central government tries to reduce the retirement age,” the sources added.

Fiscal impact of 7th Pay Commission under watch: DBS

Bulk of the impact of Seventh Pay Commission, under which salaries of government employees will be reviewed, is likely to be absorbed by the Budget of the next financial year, 2016-17, says a DBS report.

Bulk of the impact of Seventh Pay Commission, under which salaries of government employees will be reviewed, is likely to be absorbed by the Budget of the next financial year, 2016-17, says a DBS report.

The global financial services major said pay/allowances could rise by 16 per cent following the rollout of the Seventh Pay Commission.

“If adopted, bulk of the impact (of the Seventh Pay Commission) will be absorbed by the FY16/17 Budget,” the DBS report said adding that “historically, the pay commission’s rollout has been negative for fiscal balances.”

As per DBS, the increase in bonus payments and pay/ allowances would cumulatively imply a first-round increase in spending to the tune of 0.2-0.3 per cent of GDP in FY16/17, “putting deficit targets at risk”.

“These higher spending needs will require the government to either re-channel fiscal savings, restrain spending elsewhere or renege on the fiscal deficit targets,” it added.

The Seventh Pay Commission, set up by the government to revise remuneration of about 48 lakh central government employees and 55 lakh pensioners, will submit its report by December 31.

DBS said that the full impact would get clearer when the pay commission tables its recommendations later this year.

The recommendations of the Seventh Pay Commission are scheduled to come into effect from January 1, 2016…

Seventh Pay Commission Chairman to submit report by end of September 2015

The Seventh Pay Commission set up by the government to revise remuneration of about 48 lakh central government employees and 55 lakh pensioners will submit its report next month, said its chairman Justice A K Mathur.

The Union Cabinet, according to sources, is expected to extend the term of the Commission by two months until 31 October at its meeting on Wednesday. The term of the Commission ends this month.

“The Commission will submit its report by the end of September,” Justice Mathur told PTI.

The Commission, which was set up by the UPA government in February 2014 to revise remuneration of central government employees, defence personnel and pensioners, was required to submit its report by August-end.

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications.

7th Pay Commission likely to abolish gazetted holidays for central govt. employees.

The Seventh Pay Commission is expected to reward the central government by its recommendation on abolishing 18 days gazetted holidays and to provide three days national holidays to central government employees to reform the work culture in central government offices. Pay commission sources said the number of holidays should come down to improve work culture.

The sources also added, “A survey has revealed that India has the highest number of gazetted holidays per year and close on her heels are her Asian neighbours like Philippines, China, Hong Kong, Malaysia. We need to cut down on holidays to facilitate more work culture.”

The sources argued that the government offices worked only for 196 days in India in a year. Besides, whenever there was election, the government servants were pressed into election work. This affected the routine government business, sources contended.

Earlier, the sixth central pay commission recommended that central government offices should remain closed only on three national holidays (Republic Day, Independence Day and Mahatma Gandhi Jayanti) and all other gazetted holidays should be abolished and the number of restricted holidays (optional) depending on one’s religious persuasion should be increased from two to eight days.

The Seventh Central Pay Commission is also likely to make suggestion for flexible work hours for women and employees with disabilities.

Flexible working gives them greater choice over when and where they work, allowing them to better manage their work-life balance

“As flexi working hours will allow women central government employees to strike a balance between her professional and family responsibility, maintain healthy lifestyles and contribute to parenting well, it is recommended for the same and urge upon the government to work out the modalities in this direction,” the pay panel source said.

“Flexible working can also provide central government employees with disabilities with a ‘bridge’ into retirement. Many of surveys show that often the complete loss of professional work account of disability can leave employees with disabilities feeling depressed and unmotivated, even to the point of affecting mental health. Flexible working time can help employees with disabilities delay retirement without giving up too much of their hard-earned freedom.” said an official.

Hike in Salary by 30% Confirmed in 7th Pay Commission for Central Govt. Employees

“The wages of public sector bank employees are revised once every five years. The recent 10th Bipartite wage agreement gave them an increase of 15%.”

United Forum of Bank Unions (UFBU) had initially put forth a demand of 21% wage hike. It was only after an extensive series of negotiations that the Indian Bank Association agreed to settle for 15%.

For Central Government Employees, once every ten years, a high level committee is constituted by Central Government to revise the pay and allowances. The commission will examine pay structure, concessions and facilities/benefits as well as retirement benefits of Central Staff based on Terms of reference given to them. The Commission has to submit its recommendations within 18 months of the date of its constitution.

All the employees’ Trade unions, Associations and Federations are given a chance to meet the committee and present their demands and expectations in the form of memorandums. All these stages have been completed. The pay commission is expected to submit its report to the central government this month.

The prime question which comes naturally in every one is mind is  how much increase the Central Government employees will get?

In our point of view, all Central employees can surely get a uniform 30% increase in salaries with effect from 01.01.2016, irrespective of ranks and length of service.

Let us assume that an employee who had been recruited after the implementation of the 6th Pay Commission, draws a salary of, on an average, Rs.30,000, including all allowances. Then, after the implementation of 7th Pay Commission, his salary will increase by 30%, and be Rs.39,000.

Everybody, including the NC JCM and the news websites, is expecting maximum hike. That is entirely their discretion. They would have a reason too – simple reason is ‘if you want to get what you want then you should ask more than thatí. They are hoping for a 60% to 70% increase’.

This is where most misconceptions occur. Even English newspapers are no exceptions, and have misquoted the numbers.

The minimum basic pay, as decided by the 6th Pay Commission, was Rs.7000. The basic salary of the lowest rank employee, who was recruited after the implementation of the 6th Pay Commission, was Rs.7000 per month, plus allowances. Almost ten years later, the basic pay of the same lowest ranked employee who was recruited after July 2015, is Rs.15330 (7000 + 119% DA) and allowances. The Dearness Allowance, which is given twice a year, began at zero and has increased to 119% in the past 10 years.

The Central Government employees’ Federation, NC JCM Staff Side had, in its memorandum to the 7th Pay Commission, hoped for a revised minimum basic pay of Rs.26000 (a 70% hike), instead of Rs.15330. The Federation had detailed and defended with irrefutable explanations and justification for their demands.

In News Media , Articles are being written questioning the basis on which the Federation is demanding a 3 times hike in salary..?

In fact, it is not clear on what basis they are publishing articles that Federations were asking a 3 times salary hike and central govt employees can get 3 times hike !

“An employee’s salary hike depends on a number of factors, including the pay commission, wage revision, promotion, etc. The normal procedure to find out the percentage of hike is to calculate it on the basis of the pre-hike salary. But, it is ridiculous to see some people calculate the increase based on the salary drawn by the employee ten years ago, and claim that they are going to receive multiple-times of salary hike.”

It is almost tragic to see employees, lured by the misguiding claim of a Multiplication Factor of 2.86, assuming that there will be a threefold salary hike.

The salaries of all Central Government employees from January 2016 onwards will be 30% higher than the pay of December 2015.

People who differ from this opinion, and those who are convinced that it is very low, are requested to calculate the percentage of salary hike of December 2005 and January 2006. This was the hike recommended by the 6th Pay Commission. Also, if possible, try to find out the percentage of increase in salary of December 1995 and January 1996. This was hike recommended by the 5th Pay Commission.

It has become very obvious that the Central Government employees are under some kind of spell when it comes to salary hikes. This is an attempt to dispel the illusion.

I shall resume this article with your esteemed feedback.

According to the Sources the important Points of the 7th Pay Commission’s Recommendations are ..

Expected Date for Submission of 7th Pay Commission Report and its important recommendations – Sources

As the 7th pay Commission itself declared that the work of compilation and finalization of the report is underway, it is the time for expecting the date on which the report will be submitted after it is finalized. The stipulated time for submitting the report is 18 months from the date of notification issued. In a resolution dated 28th February, 2014, Government of India has appointed the Seventh Central Pay Commission comprising Justice Shri Ashok Kumar Mathur as Chairman, Shri Vivek Rae as full time Member, Dr. Ratin Roy as part time Member and Smt. Meena Agarwal as Secretary

The 7th pay commission has been given 18 months’ time from date of its constitution to make its recommendation. Hence the tentative date for submission of Report will be 30th August 2015.

The sources close to the 7th Pay Commission, on the condition of anonymity told that the 7th pay Commission Report is almost finalized and the Report is expected to be submitted on or before 14th August 2015. The Leaders representing one of the railway federations in the staff side also confirmed this news.

According to the Sources the important Points of the 7th Pay Commission’s Recommendations are ..

1. There will be no running Pay band and Grade Pay System

2. The uniform multiplication factor for arriving revised pay will be 2.86

3. The Pay scales will be open ended to avoid stagnation in the scales

4. The Minimum Pay will be Rs. 21000

5. The CCA will be separated into two components as it was in the fifth CPC

6. Percentage of HRA will remain same.

7. The Criteria for retirement age will be either completion of 33 Years of service or at the age of 60 Years whichever is earlier.

8. CGEGIS Insurance Coverage and Monthly premium will be increased

9. Classification of Posts will be Modified

10. The 7th Pay Commission recommendation will be implemented with effects from 1.1.2016.

Further ,the sources told that the Committee of Secretaries will be appointed to study the report and analyze the financial implications upon implementation of 7th pay commission recommendation. An ally of NCJCM Staff Side told that the Staff Side also will be invited by the third week of September 2015 by this Committee before giving its final nod for approval for this Recommendation.

It appears that after three decades the Pay Commission recommendations will come into force on the first day of its due date. Retrospective effect will not be required for implementation of 7th Pay Commission recommendation, since the notification for implementation of 7th Pay Commission recommendations might be issued on or before 1.1.2016. So there will be no financial burden for government on spending for payment of Arrears to this effect.

It is indeed very good news for entire central and some State government employees community. There are expectations on its peak over 7th pay commission recommendation. Whether the 7th Pay Commission’s recommendation fulfill their expectations or not?. Let’s hope, by the time of next month, everything that is concealed will be brought to light and made known to all.

5 Major issues of the CG Employees which are projected for a serving employee to the 7th Pay Commission

5 Major issues of the CG Employees which are projected for a serving employee to the 7th Pay Commission

Major issues of the Central Government Employees

Five major issues of the Central Government employees which are projected for a serving employee to the 7th CPC.

1) Inadequate pay compared to talent.
2) Lack of promotions and better increment rate.
3) Equal pay for equal work.
4) Non-filling up of vacant posts and increased work load.
5) Allowances to be paid as per market rate.

1) Inadequate pay compared to talent:
The person joining a Government Service is not just for the employment is for a whole career, if a person joins a Government Service he will quit/ retire from the job only after putting 30 years service or more. In case of the person joining a private company he will jump from one company to another at least five times in thirty years.

The talented persons from all over the country are moving to IT, BT and private sectors, rather than Central Government sector. Because of the lower salary / pay structure in Central Government sector compared to IT and BT sectors and complex nature of rules and regulations in Central Government sector and also the skill and merit of the worker/ employee is not into account in Central Government sector.

Today, the weakest link in respect of any government policy is at the delivery stage. This phenomenon is not endemic to India. Internationally also, there is an increasing emphasis on strengthening the delivery lines and decentralization with greater role being assigned at delivery points, which actually determines the benefit that the common citizen is going to derive out of any policy initiative of the government.

More the talented persons are there in Government services, more the delivery of the government schemes will be there, thus the Government machinery will be more effective and common man will benefit a lot.

Main consideration in the private and public sector being ‘profit’, and in Central Government it is “service” even through Railways, Income Tax & Central Excise are revenue earning departments, hence an equal comparison with the Government is not going to be ever possible. Performance for the Government is usually not measured in terms of profit, but in terms of achieving societal goals.

The time scale gap between one posts to another should be uniform rate from starting to end, starting from Rs 26,000 to Rs 2, 60,000.

The minimum wage should be calculated using Dr Aykroyd formula and following 15th ILC norms and four units should be taken into account not three units as followed by the 6th CPC.

The pay should fixed taking in following factors.
a) The educational qualifications.
b) The level of responsibility.
c) The skill of the work.

The earlier pay commissions were only taking into account only educational qualifications into account.

Only around 8 to 9 % of the total Govt revenue collection is spent on wages of Central Government employees, compared to 20% to 25% of the revenue spent on wages in private sector.

The cost of living (prices of essential items and other items) has gone by over 250% during last 10 years, compared to 113% DA. The prices are continuously rising.

The Government is a model employer, hence the wages should be provided with the needs and to attract the talented and skilled persons.

2) Lack of promotions and better increment rate.
Today there are persons who have not even got two promotions in his entire career, The MACP scheme is not that much effective, lack of promotions in Central Government sector compared to IT and BT sectors.

One should get five promotions in promotional hierarchy during his service to motivate him to work more. As the Government employee put more and more service, he will be more trained to perform his duties in a better befitting manner. Thus the Government is more beneficial as good quality of work can be expected of him.

The family responsibility will increase with age. There should be adequate financial protection for him, the better rate of increment should motivate him to work more from the present 3% to 5%. On promotion one should get a minimum salary increase of Rs 3000/- per month as he will perform higher duties.

3) Equal Pay for Equal work.
For the same post which include similar duties and responsibility. There are different pay scales/ Grade Pay existing for same nature of duties and similar recruit qualifications. This anomaly should be rectified.

Grant of Grade Pay Rs.4800 to all Supervisors cadre. The gazetted Group “B” post should start from Rs 5400/- GP.

4) Non-filling up of vacant posts and increased work load
In 1990 the Population of the country is 85 crores and the Central Government Employees strength is 40 lakhs in the year 2014 population of the country is 125 crores, whereas the Central Government Employees strength is just 31 lakhs.

Non-filling up of vacant posts has resulted in increased work load on the existing employees. The strength of Central government employees should increase considerably.

5) Allowances to be paid as per market rate:
The house rent allowance should be from Rs 7000/- per month to Rs 55,000/- per month. All allowances such as Tour DA, OTA, Night Duty, CEA (tuition fees) , Cashier Allowances, etc should be increased by three times.

The all allowances should also be paid net of taxes which has been examined by 5th CPC in para no 167.

The staff side (JCM) has represented well the above important issues of the Central Government Employees before the 7th CPC, we sincerely hope the 7th CPC will address and resolve the above issues.

Let us wait patiently for the 7th CPC to submit its report and then we can deliberate on the report and do the needful action.
