Secretary panel on 7th CPC to have key meeting on June 11; salary hikes unlikely to come in July

Secretary panel on 7th CPC to have key meeting on June 11; salary hikes unlikely to come in July

The Empowered Committee of Secretaries (CoS) headed by Cabinet Secretary P K Sinha processing the report of the Seventh Central Pay Commission is expected to meet on June 11 to finally wrap up its report on the remuneration of government employees.

It is reported that the secretaries panel will finally hear out all the stakeholders, including the Central ministries and Departments, and finalise its report, which will be handed over to the government on June 30.

Sources added that even the Prime Minister’s Office is keen on a favourable pay hike for the central government employees, so the panel is likely to recommend a minimum salary at Rs 24,000 and the highest salary at Rs 2,70,000.

The 7th pay panel headed by AK Mathur had recommended the minimum salary at Rs 18,000 and maximum salary at Rs 2,50,000.

Sources added that the government is exploring options for meeting the additional payout over and above what was recommended by the 7th pay panel. The payout could be substantial with salary hike and arrears adding up to a Rs 1.02 lakh crore burden on government finances.

However, it seems that the government employees will have to wait more for the salary hike. Once the report moves from the table of the empowered group of committee to the cabinet, it is likely to take another month before the notification on pay hike will eventually come.

Even the Finance Ministry is keen that higher salaries reach government employees just before the festive season starting mid-August, as spurt in consumption during the festive period will have a domino effect on the economy.

7th Pay Commission Latest News – Don’t think 7th CPC Suggestions will Remain – Parrikar

7th Pay Commission Latest News – Don’t think 7th CPC Suggestions will Remain – Parrikar

“The seventh Pay Commission is in the form of recommendations. I do not think they (recommendations) will remain. I do not consider them as finalities. I have flagged them and will flag them properly at the right level,” said the defence minister.

7th Pay Commission Latest News – Don’t think 7th CPC Suggestions will Remain – “I will not claim that I have turned it around completely but at least something has been done so that deliveries can start. Ground has been prepared. Delivery is now the key word,” said Parrikar.

Defence Minister Manohar Parrikar on Tuesday said the recommendation of 7th Pay Commission was not final and he would take up concerns raised by the Armed Forces at the right level.

In an exclusive interview with the India Today, Parrikar said he has prepared ground for smoothening the defence procurement which needed to be backed by deliveries now.

On the concerns raised by the Armed Forces over the raw deal given to them in the 7th Pay Commission, Parrikar said it was not the final word. “The seventh Pay Commission is in the form of recommendations. I do not think they (recommendations) will remain. I do not consider them as finalities. I have flagged them and will flag them properly at the right level,” said the defence minister.

Parrikar, who inaugurated arms show DefExpo in Goa on Monday where a strong pitch is being made to further expand the growing defence sector, said negative environment surrounding the military acquisitions has changed.

“I will not claim that I have turned it around completely but at least something has been done so that deliveries can start. Ground has been prepared. Delivery is now the key word,” said Parrikar adding that there was an environment of mistrust, suspicion which can be frustrating in dealing with forces.

He said the industry cannot be held responsible for responding slowly to the changing atmosphere. “They have experienced a congested atmosphere and the breeze has only now begun flowing in. However, it cannot happen overnight. Confidence building measures are in place. Industry has begun responding,” he said outlining how smaller changes have been made.

“Offsets have taken off, exports are improving, procurement from local level has gone up. At the capital procurement level, it has not taken off or turned into a big deal because it takes longer. Industry has definitely responded.” Talking about the defence reforms like the appointment of a Chief of Defence Staff, Parrikar said there are no hurdles in bringing defence reforms. “There has to be a rational decision. Drafts are being prepared and shared. Very soon it will be brought to the Cabinet,” he said.

Asked about delay in development of critical equipment like Intermediate Jet Trainers (IJT) for the IAF or submarines for the navy, Parrikar said the air force does not think the IJT is a requirement as it is training on simulators, Basic Trainer Aircraft and Advanced Jet Trainer. “Instead of three, it is a two-level, re-caliberated approach. The proposal for six under-construction Scorpene submarines is moving smoothly. Next project P75, I will tag along with our policy document on Strategic Partnership,” Parrikar said.

“When it will come about? Very soon, but I am not willing to issue a timeline. As far as Arihant, the issue should not be discussed. We are equally concerned and are moving in the right direction,” he said. The three services raised a number of issues, but when the pay commission sought the defence ministry’s comments and recommendation, the ministry negated most of the demands of the services, the officer said.

Implement 7th Pay Panel, Insist Staff

As many as two hundred members of the Confederation of Pondicherry State Government Employees Associations were arrested here, on Wednesday, for attempting to picket the Chief Secretariat demanding the implementation of the yet-to-be submitted seventh pay commission’s recommendations with retrospective effect.

In the meantime, the confederation leaders urged the Central government to announce an interim relief.

Apart from seeking the implementation of its recommendations from the date of the constitution of the commission, the agitators also put forth a 34-charter of demands that included the filling up of vacancies in all the departments, replacement of the new pension scheme with the old one, setting up of grievance cell in all departments and cadre restructuring to improve chances of promotion for employees.

The panel set up on January 1, 2014 by the previous UPA government will take at least 18 to 24 months to submit its final recommendations.

Puducherry government has 25,000 employees, who enjoy similar service conditions as that of their Central government counterparts.

Earlier, members of the confederation took out a rally. As the police did not allow them to proceed beyond the Head Post office, they began demonstrating then and there. After a while, all the agitators were arrested and removed.

The protest was led by Seetharaman. Office bearers of the association C H Balamohanan and Premadasan were among those, who took part in the rally and the subsequent agitation.

Meanwhile, the joint action committee members of the municipality and commune panchayat workers associations, affiliated to the AITUC held a demonstration in front of the Local Administration Department demanding the regularisation of the part time and daily rated employees who are working for more than 15 years.

They also urged the administration to provide Deepavali bonus for part time employees, and make appointments on compassionate grounds to the relatives of those who died.

The joint action committee had planned three phased agitation to press these demands.

Wednesday’s first phase agitation was led by AITUC leader V S Abishegam. The second and third phase of the agitation would be held near Raj Nivas here on November 18 and 25 respectively

Seventh Pay Commission Chairman to submit report by end of September 2015

The Seventh Pay Commission set up by the government to revise remuneration of about 48 lakh central government employees and 55 lakh pensioners will submit its report next month, said its chairman Justice A K Mathur.

The Union Cabinet, according to sources, is expected to extend the term of the Commission by two months until 31 October at its meeting on Wednesday. The term of the Commission ends this month.

“The Commission will submit its report by the end of September,” Justice Mathur told PTI.

The Commission, which was set up by the UPA government in February 2014 to revise remuneration of central government employees, defence personnel and pensioners, was required to submit its report by August-end.

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications.

The Commission has already completed discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services. It’s now in the process of finalising its recommendations.

The recommendations of the Seventh Pay Commission are scheduled to come into effect from 1 January 2016.

The other members of the Commission are Vivel Rae, Rathin Roy and its secretary Meena Agarwal. The Sixth Pay Commission was implemented with effect from 1 January 2006, the fifth from 1 January 1996 and the fourth from 1 January 1986.

7th CPC will Increase Central Government Pay only by 15% - Finance Minister Shri.Arun Jaitely

Big Expectations from 7th CPC and Low possibilities projected by Union Finance Minister!

Honourable Finance Minister Shri.Arun Jaitely had spoken about the possible impact of 7th CPC recommendations in Parliament.

The Speech is critically reviewed by Comrade Elangovan of DREU.

7th CPC will Increase Central Government Pay only by 15%  - Finance Minister Shri.Arun Jaitely

SHOULD WE ACCEPT?

R.ELANGOVAN,
WORKING PRESIDENT, DREU

1.     The Medium Term Expenditure Framework statement has not yet been uploaded in Finance Ministry’s website. However I have taken the figures provided by print media including The Hindu. As per their statement the expenditure on salaries will rise by 9.56% in the fiscal 2015-16 as a result of 7th CPC implementation over the normal estimated expenditure in the 2015-16 budget to Rs.100619 crores. This means that the expenditure projected was Rs.91,839cr which if increased by 9.56% becomes Rs.100619 crores.

2.     While going through the earlier framework statements I have come to the conclusion that the ‘salaries’ shown is pay with normal increments plus DA projected.

3.     As per the estimated strength and provision there of statement laid as part of finance budget, the normal projection as PAY was Rs.60731 cr and so DA is Rs 31,108 as deducted from Rs 91 839 cr. The budget document does not give the DA expenditure separately. It gives the total expenditure on all allowances. I have therefore arrived at the figure based on calculations. However I have sought the expenditure on DA, HRA, and Transport Allowance separately through RTI.

4.     The increase proposed is Rs.100619 cr from Rs.91,839cr  which means that there will be an increase of Rs.8780 cr. There won’t be any DA after 1-1-2016 up to 31-3-2016 in the fiscal 2015-16. Therefore the whole increase is on basic pay in this fiscal.

5.     As we have already seen that the basic pay is Rs.60731 cr. the increase of Rs.8780 cr. is over this Rs.60731.This increase is 14.45% only. The expenditure projected for 2016-17 is Rs.1,12,000cr which is Rs.11,400 more over 2015-16 which works out to 11.32%. This is due to Increment, DA,HRA, TRA etc.The projection for 2017-18 is 1,16,000 cr.

6.     If 40%  of Basic Pay is to be given, the increase of expenditure in the fiscal 2015-16  must  be Rs. 24000 cr as against the Rs. 8780 cr. The demand of JCM Staff side is that there must be an increase of 371% of basic pay as on 1-1-2016. With the 119% DA we would be drawing 219% already. The real increase demanded is 152% of Basic Pay.So not the 152% or 40% of 5th and 6th CPC is intended to be given to us. Only around 15% is going to be given. As The Terms Of Reference of 7TH CPC directs them to recommend only what is‘FEASIBLE AND DESIRABLE’ to the Government. Now the Government In Parliament states only 15% is FEASIBLE AND DESIRABLE. ARE WE TO ACCEPT IT.? Some PSUs got 15%. But that is for 5 years. But for Central Government Employees it is for Ten Years. Are We To Accept?

7.     Pension expenditure for civilian pensioners was estimated to be Rs.27,145cr and defence pension Rs.54,500 cr. The total is Rs.81645 cr. This is expected to go up to Rs.88521 cr, which is an increase of Rs.6876 cr.As there will be no Dearness Relief for the fiscal 2015-16 the increase is to be accounted only to Basic Pension.

8.     I have sought the expenditure break up for dearness relief under RTI. However the rough calculation shows a near increase of same 15% in Pension.

9.     The impact of 6th CPC on expenditure as per estimated strength of establishment and provision there of in respect of Central Government civilian employees was as follows:

ARREARS Rs 26084 cr.  For three  years mostly on Pay and DA regular PAY Increase per annum:   Rs 8685 cr.  These are actual figures. The 219% of Rs. 8685 cris  Rs.19000 cr.  EVEN THIS IS NOT GIVEN.

10.We must issue a warning to the government afresh demanding acceptance of our demand.I recall my earlier note where in I had quoted BibekDebroy’s report that the 7th CPC will not be that destabilising to the Government as that of 6th CPC. GOVERNMENT PROVES THAT.

Modi Govt May Implement Seventh Pay Commission Report From April 2016

Modi Govt May Implement Seventh Pay Commission Report From April 2016.

The Seventh Pay Commission drafted in to make a new pay structure for the 30 lakh Central government employees would not be able to submit its report in August this year, the Commission is likely to seek extension till October.

The reports of Seventh Pay Commission will be implicated from April next year as Finance Minister Arun Jaitley said in the Parliament on February 27, “The 7th Pay Commission impact may have to be absorbed in 2016-17.”

Finance Minister Arun Jaitley said above statement in his pre-budget speech. His statement indicates that the government may implement Seventh Pay Commission report from April 2016.

The UPA government formed the Seventh Pay Commission on 28 February 2014 under chairman justice Ashok Kumar Mathur with a timeline of 18 months to make its recommendations. According to present position, the commission will take at least 20-24 months.

However, the Sixth Pay Commission had submitted its report within 18 months.

As a result of the recommendations of the Sixth Pay Commission, pay and allowances of the central government employees more than doubled as per Fourteenth Finance Commission estimates.

As such, the central government employees are expected to get 100 percent salary hike under the recommendations of the Seventh Pay Commission.

Issues like inflation, the government’s financial position and salary structure of government employees in other countries would also be considered as parts of pay panel recommendations.

7th CPC Latest News: 7th Pay Commission Date for implementation

Till this moment, the oral announcement only made by the Finance Minister to constitute 7th CPC for Central Government employees. There is no further action to constitute the committee for 7th CPC and we cannot say anything about the members of the committee and when it will be constituted.

The is no authentic information about the date to constitute the committee for preparing recommendations for 7th CPC. However, the committee will take maximum of 24 months to submit their recommendation report to Indian Government. The implementation of the 7th CPC is likely to be implemented from 1st January, 2016 to all Central government employees.

Not only the Central government employees, all government servants including their family members are keenly watching the news about 7th Central Pay Commission, because the same procedure / recommendations of Central Pay Commission are followed by state government to their employees. Revision of pay has been implemented by the government once in ten years through the pay commissions and an employee can get a maximum of three pay hike in entire service. So, it is very excited to know the details of modifications in all the respect of pay.

The outcome of announcement on setting up of 7th Pay commission.

The outcome of announcement on setting up of 7th Pay commission

The 7th pay commission announcement was really unexpected surprise at this juncture for everyone. At the time of facing financial crisis, no one has expected that the central government would announce its decision on constituting 7th pay commission soon. Really all the central government employees are excited about this when the central government made this announcement. Even all the central government employees’ federations were not aware of this move of the central government in advance.

Though all the trade unions and its federations started adopting resolution on demanding the central government to constitute 7th pay commission in its annual conferences, the federations have no faith on central government would take up this demand seriously. As speculated by news media, there might be some political reasons involved in this decision. But the central government has to fulfill the commitment made by the Finance Minister on 25/9/2013 on the issue of setting up of 7th pay commission. Through this announcement the central government made all the 50 lakh central government employees and 30 lakh pensioners happy. But this is a win-win situation for both, the central government and its employees. Apart from the financial constraint, by announcing 7th pay commission the central government almost settled three core issues of trade unions indirectly. Settled in the term, it has been made that this demand would not be raised again.

7th CPC News: Performance-linked pay system may be introduced.

The new pay commission needs to embed performance meaningfully in babus' pay structure

The government last week cleared the setting up of the 7th Central Pay Commission for its employees. The move may be prudent politically but it will add to the problems of the next government which will also be burdened with the impact of the Food Bill on financial and the Land Bill on investment.

The CPC recommendations, which will be implemented from January 2016 have to be handled properly—implementation of the 6th CPC recommendations threw fiscal deficit out of gear for two years, FY09 and FY 10. Though there will be no arrear burden this time as 7th CPC recommendations can be implemented from the due date itself—CPC is constituted every 10 years and 6th CPC recommendations were implemented from 2008 instead of 2006—the new pay structure itself will add to the government woes, especially at a time when the government is expected to be considerably cash-strapped for an extended period of time. The 12th five-year-plan average growth rate is unlikely to surpass even 6%.

A close look at the composition of the central government staff and pay structure clearly indicates there is not much that the government can do (or be willing to do) as far as curtailing the expenditure on this account is concerned. But what the CPC can do certainly is target hikes better to reward performers. A transparent and effective performance-linked pay system devised carefully, rather than the current token one, can be a catalyst for improving the government functioning.
