Subject:- Draft Common Seniority List (Part) of Private Secretaries of CSSS for the Select List Year 2005-circulation thereof.

   The undersigned is directed to circulate herewith a draft Common Seniority List (CSL) of Private Secretaries of CSSS prepared in this Department for the Select List Year 2005 on the basis of: (a) PSs of CSSS appointed against Seniority Quota for the Select List Year 2005 and (b) PSs of CSSS appointment on the basis of the results of Limited Departmental Competitive Examination 2005 conducted by the UPSC.

Subject: - ACR dossiers of Private Secretaries of CSSS upto Select List Year 2004- reg.

   The undersigned is directed to say that the complete ACR dossiers in respect of Private Secretaries of CSSS upto Select List Year 2004 are required urgently in connection with submission of proposal for promotion to the post of PPS to UPSC.

   2. Cadre Units arc, therefore, requested to examine/complete the ACRs of the above-mentioned csss officers in terms of the procedure laid down in this Departmenrs OM No. 21011/1/2010-Estt.A dated 13.4.2010 (copy enclosed) with regard to below benchmark ACRs and forward the complete ACR dossiers of all PS upto Select List Year 2004 to this Department immediately. Cadre Units are further requested to send these ACRs only through the concerned dealing hands so that the same can be verified for any inaccuracy.

Promotion of Personal Assistant (PA) of CSSS to the Private Secretary (PS) Grade of CSSS on ad-hoc basis- reg.

Subject:- Promotion of Personal Assistant (PA) of CSSS to the Private Secretary (PS) Grade of CSSS on ad-hoc basis- reg.

   The undersigned is directed to refer to this Department ‘s O.M. of even number dated 31.3.2011 on the subject mentioned above and to say that it has been decided to substitute para 3 of this Department O.M dated 31.3.2011 ibid with the followings :-

     upon conclusion of DPCs, Cadre Units would retain officials to the extent of number of vacancies ( out of 877) allocated in their Cadre Unit as indicated in Annexure -I in the following manner:-

          a) All officers who have less than two years to superannuate as on lst May 2011 would be retained;

          (b) Remaining officers would be arranged in the ascending order of incumbency in the Cadre Unit and Officers with the least incumbency would be retained:

          (c) Cadre Units would furnish the recommendations of the DPC in respect of other eligible PAs, who are in the above Zone and clear from vigilance angle but could not be accommodated within the Cadre Unit due to lack of vacancies, to this Department by 01.05.2011 so that they could be promoted against the existing vacancies in PS Grade elsewhere. If any of the officials covered within the Zone specified above is on deputation, he/she may be given the option to revert within one month with a view to avail of the promotion”.

   2. In view of the above changes in para referred to above, information need to be sent about the officials superannuating within two years and those who have been retained on the basis of the least incumbency period in the Cadre Unit (Annexure -II) and DPC recommendations in respect of the PAs with maximum incumbency in the Zone prescribed above who could not be accommodated within the Cadre Unit ( Annexure-III).

   3. Other terms and conditions mentioned in this Department’s O.M. of even number dated 31.3.2011 will remain unchanged.

Promotion of Private Secretary (PS) of CSSS to Principal Private Secretary (PPS)of CSSS on ad-hoc basis.

ORDER

Subject: - Promotion of Private Secretary (PS) of CSSS to Principal Private Secretary (PPS)of CSSS on ad-hoc basis.

   The sanction of the President is hereby accorded to the appointment of 543 regular PSs of CSSS whose names are given in the annexure to this O.M. to the post of PPS of CSSS in the scale of Rs. 15600-39100 + Grade Pay Rs. 6600 on ad hoc basis for a period upto 30.09.2011 or till the posts are filled up on regular basis or until further orders, whichever is earlier and to nominate them to the cadre units shown against their names for appointment as PPS.

   2. The ad hoc appointment of these officers shall take effect from the date they assume charge of the post of PPS. The cadre units where the above mentioned officers are presently working are requested to relieve them immediately under intimation to this Department after ensuring that no vigilance case is either pending or being contemplated against them.

   3. Posting/transfers of PSs, on their ad hoc promotions, are made in accordance with the Rotation Transfer Policy for CSSS personnel. The PSs who have served more than 7 years in a Ministry/Department, have been transferred, however officers who have less than 2 years’ of service for superannuation, have been retained in their exiting Cadre Units. Further, requests for retention of some PSs who are working in the offices of Secretaries to the Government of India are under consideration and as such these PSs have been retained in the same cadre units, subject to the availability of vacancies, till a decision is taken for their final posting.

   4. The appointment of these officers to the grade of PPS is purely on ad hoc basis and shall not confer on them any right to continue in the grade indefinitely or claim seniority in the grade of PPS.
