OFFICE MEMORANDUM
Subject:- Final Common Seniority List (Part) of Steno Grade ‘D’ of CSSS - Select Year 1995 to 2004 as on 1.7.20 10.
The undersigned is directed to refer to this Department’s O.M. of even number dated 26/10/2010 and to say that representations/references received from individuals/Cadre Units have been examined and necessary corrections have been carried out in the draft Common Seniority List (CSL).
2. During the process of finalisation of CSL, it was noted that the rank/merit number of the direct recruits of Steno Grade ‘D’ in the Combined Merit List (i.e. list showing the common merit of English and Hindi Stenographers Grade ‘D’) had not been indicated by some Cadre Units, in the Cadre Seniority List, resulting in disorder to the extent that two direct recruits had been given the same rank number, which created difficulties in assigning proper placement in the list. With a view to obviate this difficulty and also to fix correct seniority, the rank number obtained by the direct recruits as indicated in the Combined Merit List provided by the Staff Selection Commission has been shown in the list against the direct recruits.
3. It was also observed that merit lists of Steno Grade ‘D’ recruited through Steno Grade ‘D’ Examination, 1996 and Combined (Matric Level) Examination, 1999 were issued by the SSC on two occasions. The merit list issued at the time of declaration of result was separate for English and Hindi medium candidates. After the difficulty was observed in deciding the seniority between English and Hindi medium candidates, Combined Merit List of Steno Grade ‘D’ (both English and Hindi medium) Examinations 1996 and 1999 were issued by the SSC and the same were circulated to all the Cadre Units vide this Department’s O.M. No.5/ 1/98-CS.II dated 22/1/2003 and O.M. No.5/18/2001-CS.II dated 5-8-2002 with the request to renumber the merit number of the Steno Grade ‘D’ in accordance with the merit position assigned in the Combined Merit List and re-fix the seniority accordingly. Some Cadres made the necessary changes in the merit position of Steno Grade ‘D’ in accordance with the Combined Merit List whereas some Cadres did not make any changes. Now, the necessary corrections in the ranks/merit number of Steno Grade ‘D’ of 1996 and 1999 batches have been made in the list in accordance with the Combined Merit List issued by the SSC.
4. On the basis of information received from the Cadre Units, corrections regarding date of birth, date of appointment, name, etc. wherever required, have been carried out in the list. Further, the names of Steno Grade ‘D’ who have already been appointed as Steno Grade ‘C’ on regular basis have been deleted from the list. Having regard to this, all the representations received will stand disposed off.
5. Common Seniority List (Part) of Steno. Grade ‘D’ of CSSS for the Select List years 1995 to 2004 as on 1.7.2010 has been prepared in accordance with Regulation 3(3) - Ill-Grade ‘D’, sub-paras (a) and (b) of the Central Secretariat Stenographers’ Service (Preparation of Common Seniority Lists) Regulation 1971, as amended from time to time. The seniority of officers appointed as Steno. Grade ‘D’ has been determined as per the following principle: ‘subject to maintenance of inter-se-seniority In the Cadre Units, officers appointed to the grade are arranged according to their merit in the Competitive Examination conducted by the Staff Selection Commission; those appointed from an earlier examination being placed above those appointed from a latter examination’. Accordingly, Common Seniority List (Part) of Steno Grade ‘D’ for the Select List years 1995 to 2004 has been finalised and enclosed as Annexure to this O.M.
