Payment of Productivity Linked Bonus for Railway employees for the financial year 2013-2014.

Subject: Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year 2013-2014.

The President is pleased to sanction provisionally, subject to the approval of competent authority, Productivity Linked Bonus (PLB) equivalent to 78 [Seventy Eight] days wages without any ceiling on wages for eligibility for the financial year 2013-14 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel]. Where wages exceed Rs. 3500/- per month, Productivity Linked Bonus will be calculated as if wages’ are Rs. 3500/- p.m.

2. ‘Wages’ for the purpose of calculating Productivity Linked Bonus shall include ‘Basic pay’ as defined in the Railway Services [Revised Pay] Rules, 2008 and dearness allowance drawn during the financial year 2013-14. Other conditions of eligibility, method of calculation of wages, etc., as prescribed in this Ministry‘s instructions and clarifications issued from time to time, shall remain unchanged.

3. It has also been decided that in the case of eligible employees mentioned in Para 1 above who were not placed under suspension, or had not quit service/retired/expired during the financial year 2013-14 or were on leave where leave salary admissible is not less than that admissible on leave on average pay, may be paid an amount of Rs. 8975/- towards Productivity Linked Bonus for the financial year 2013-14. In the case of employees other than those mentioned above, the amount of Productivity Linked Bonus may be calculated in accordance with the extant instructions on the subject.

4. Further, in relaxation to the provisions in Rules 905(2), 908 and 909 of State Railway Provident Fund Rules, as contained in Chapter 9 of R-l/1985 edition (2003 Reprint edition), such of the subscribers to the SRPF as are entitled to Productivity Linked Bonus may, if they so desire, deposit the whole or part of the amount admissible under the Scheme in their respective State Railway Provident Fund Accounts.

5. Disbursement of Productivity Linked Bonus for the financial year 2013-14 to all eligible non-gazetted Railway employees mentioned in Para 1 above should be made on priority before the ensuing Puja/Dussehra holidays.

6. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

   The President is pleased to decide that all Group ‘C’ & ‘D’ RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2012-2013, without any eligibility wage ceiling. The calculation ceiling of ` 3500/- will remain unchanged.

OFFICE MEMORANDUM

Subject:- Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to Central Government Employees for the year 2012-13 - Extension of orders to Autonomous Bodies.

   Orders have been issued vide this Ministry's Office Memorandum No. 7/24/2007 E-III(A) dated 27th September, 2013 authorizing 30 days emoluments as Non-PLB (Ad-hoc bonus) for the accounting year 2012-13 to the eligible Central Government employees not covered by the Productivity Linked Bonus Schemes, subject to terms and conditions laid down therein.

   2. The undersigned is directed to say that it has now been decided that the Non-PLB (Ad-hoc) bonus so admissible subject to the terms and conditions laid down in the aforesaid orders, may be extended to the employees of autonomous bodies, partly or fully funded by the Central Government which (i) follow the pattern of pay structure and emoluments identical to that of the Central Government and (ii) do not have any bonus or ex-gratia or incentive scheme in operation.

ORDER:

   The Government issue the following orders for the payment of Bonus and Ex-gratia for the year 2010-11 payable during 2011-12 to the workers and employees of State Public Sector Undertakings:-

   (i) All workers and employees of State Public Sector Undertakings who are drawing a Grade pay of Rs. 4300 in the scale of pay of Rs.9300-34800 and below (Pre-revised scale - Rs. 5300-150-8300 and below) i.e. those who are in the C & D Groups, irrespective of their eligibility, be paid a minimum Bonus of 8.33% and Ex-gratia of 1.67% before 30.09.2011 to claim it as an eligible expenditure under Income Tax Act, subject to the salary ceiling limit of Rs. 3500/- for the purpose of determination of Bonus for the year 2010-11 and in relaxation of the eligibility salary ceiling of Rs. 10,000/

Subject: Grant of Non-Productivity linked Bonus (ad-hoc Bonus) to Central Government employees for the year 2009-2010-Extension of orders to Autonomous Bodies

Orders have been issued vide this Ministry’s Office Memorandum No.7/24/2007 E-III(A) dated 22-09-2009 authorizing 30 days emoluments as Non-PLB (as-hoc bonus) for the accounting year 2009-2010 to the central government employees not covered by the productivity Linked Bonus Schemes. The undersigned is directed to say that it has now been decided that the Non-PLB (Ad-hoc) bonus so admissible subject to the terms and conditions laid down in the aforesaid orders, may be extended to the employees of autonomous bodies, partly or fully funded by the Central Government which (i)follow the pattern of emoluments identical to that of the Central Government and(ii) do not have any bonus or ex-gratia or incentive scheme in operation

2. In case of doubt as to the operation of these orders the clarificatory orders,circulated vide this Ministry,s OM No.14(10) E-Coord/88 dated 4-10-88,as amended fromtime to time,may be kept in view,mutatis mutandis.

3. Any request for funding by the Government to meet the liability on account of Non-PLB (Ad-hoc Bonus ) in respect of various organizations would not be considered by the Ministries cicerned, having regard to the stipulation of aforesaid OM dated 22.09.2010 that the expenditure on Non-PLB (Ad-hoc Bonus) should be met from within the existing budgetary provisions of the respective organizations. While the Autonomous Bodies not funded by the Central Government may also adopt these orders in respect of their employees,no liability for funding will in any case lie on the Central Government on this account.
