Pongal gift to TN employees, pensioners, ex-VAOs

   Chennai: Ahead of Pongal (harvest festival)celebrations in the state, Tamil Nadu government on Sunday announced bonus of up to Rs 3,000 to C and D group employeesbesides a special bonus of Rs 1000 to A and B group employees.

   While pensioners, family pensioners and former villageadministrative officers will get a Pongal gift of Rs 500for the year 2010-11, C and D group employees will get 30-daywages up to Rs 3,000, an official release said.

   A special bonus of Rs 1,000 will be given to monthly payemployees who have worked for at least 240 days in a financialyear, employees with consolidated pay, nutritious meal workersbesides anganwadi and mini anganwadi workers of IntegratedChild Welfare Scheme.

Sub: Collegiate Education Department - Government Arts and Science colleges and College of Education - Guidelines for General transfer of teachers for the academic year 2011-12 - Instructions - Issued.

   Ref: GO Ms.No.484, Higher Education dated 8.9.2004

   In the Government Order cited, the Government introduced a counselling for transfer in the matter of college teachers working in the constituent colleges. Accordingly, all college teachers requesting transfer will be counselled and after assessing the requests of college teachers with reference to the availability of vacancies and the situation of the respective colleges, the transferring authority (the Government /Director of Collegiate Education) will effect thereafter transfer taking into account the guidelines prescribed in the above Government order.

   2. There have been reports recently of non transparency and problems in transfer of college teachers. With a view to solve the problem the Government have decided that the procedure adopted for the academic year 2004-2005 ordered in the G.O. cited be strictly followed for the academic year 2011-12. All vacancies are ordered to be displayed on the Electronic screen as used in Engineering seats counselling and using the software used in such counselling mutatis mutandis.

  3) I am therefore to request you to adhere guidelines as ordered in para 2 above and to fill up the vacancies by counselling in a totally transparent manner.

ORDER: 


   In the Government Order first read above, the Government sanctioned an ad-hoc increase in the Consolidated Pay / Fixed Pay / Honorarium with effect from 01.07.2010 at the rate  of Rs.20/- per month in respect of those drawing revised Consolidated Pay / Fixed Pay / Honorarium up to Rs.600/- per month and at the rate of Rs.40/- per month in respect of those drawing revised Consolidated Pay / Fixed Pay / Honorarium of above Rs.600/- per month.


2. In the Government Order second read above, orders were issued enhancing the Dearness Allowance payable to  Government employees on regular time scales of pay with effect from 01.01.2011.  Government has therefore, decided to grant ad-hoc increase to those drawing revised Consolidated Pay / Fixed Pay / Honorarium with effect from 01.01.2011. Accordingly, Government direct that employees drawing revised Consolidated Pay / Fixed  Pay / Honorarium be allowed another ad-hoc increase with  effect from 01.01.2011 as detailed below:-

For those drawing revised Consolidated Pay / Fixed Pay / Honorarium up to Rs.600/- per month from 01.01.2006

Rs.20/- per month

For those drawing revised Consolidated Pay / Fixed Pay / Honorarium above Rs.600/- per month from 01.01.2006

Rs.40/- per month

   3. The arrears of ad-hoc increase for the months of January  and February, 2011 shall be paid after the disbursement of Consolidated pay / Fixed pay / Honorarium of March, 2011.


   4. This order shall also apply to employees of Local Bodies, Over head tank operators and Sweepers working in Rural Development and Panchayat Raj Department.

Sub: Travelling Allowance - Regulation of daily allowance to the employees of SPSUs/ Boards - Clarification - issued.

Ref: 1. G.O.Ms.No. 237, Fin (PC) Dept. dt. 1.6.2009.
       2. G.O.Ms.No. 14, Fin (BPE) Dept. dt. 11.1 .2010.

In the Government Order 2nd cited, orders were issued regulating the Traveling Allowance / Daily Allowance to the employees of State Public Sector Undertakings/Statutory Boards.

2. Now, certain State Public Sector Undertakings/Boards have requested the Govt. to clarify whether all the allowances mentioned in G.O.1st cited, may be adopted to the State Public Sector Undertakings / Boards including Leave Travel Concession.

3. In this connection, the Chief Executive Officers of all State Public Sector Undertakings/ Boards may be clarified that all the allowances except the allowances mentioned in G.O. 2nd cited is applicable to the employees of State Public Sector Undertakings / Boards and for the purpose of eligibility for travel while availing LTC, the employees are eligible for reimbursement of actual eligible traveling expenses only, subject to the condition that the date of effect will be the date of adoption of G.O.2nd cited by the Boards of State Public Sector Undertakings / Statutory Boards and not from 1st June 2009, as ordered in the G.O.1st cited.
