Subject: Web-based ‘Pensioners’ Portal’ Project – Release of Grant-in-Aid to Pensioners’ Associations for implementation of the objectives of the Portal.

Sir, I am directed to convey the sanction of the President of India to the release of a sum of Rs.284969/- (Rupees Two Lakhs Eighty Four Thousand Nine Hundred and Sixty-Nine only) towards Grant-in-Aid in favour of the following 4 Pensioners Associations on their having been registered under NITI Aayog DARPAN and having been linked with PA&O under PFMS for meeting expenditure in connection with the implementation of objectives of ‘Pensioners’ Portal’, as per the details given below:

2. Utilization Certificate in respect of earlier grant sanctioned to above Pensioner Association are enclosed.
3. Details of Recurring Grant for admissible Activities: The maximum permissible amounts on {he individual component eligible for sanction/reimbursement in the form of Grant-in-Aid are as follows with flexibility of 25% on higher/lower side of individual component:
(i) Telephone + Internet Connection – Up to Rs. 12,000 per annum (ii) Stationery+ Battery replacement – Up to Rs. 19,500 per annum (iii) Subsidy towards Rent of Building/ Water/electricity/AMC of equipment – Up to Rs. 28,500 per annum (iv) Remuneration Payable to Data entry (Part time) – Up to Rs. 15,000 per Operator Total – Up to Rs. 75,000 per annum

4. Any other expenditure by the Pensioners’ Association on any activity/component other than those mentioned above will not be admissible from the Grant-in-Aid and will be treated as an unspent amount, to be recoverable or adjusted from the future grant as the case may. In case the actual expenditure during the year on individual. component is less than the permissible amount on individual components, the difference of Grant-in-Aid and the actual expenditure will be treated as unspent and will be adjusted in the next year’s grant.

5. Further, the above Grant-in-Aid is subject to maintaining a separate Bank Account for the Grant-in-aid under Pensioners’ Portal. The Grantee shall also furnish a Utilization Certificate (in the prescribed proforma) for the grant received and utilized during the year 2018-19 within six months of the close of the financial year 2018-2019 i.e. upto 30th September, 2019. Failure to do so will make the Grantee Pensioner Association liable for refund of entire Grant-in-Aid amount along with the interest.

6. The Pensioners’ Associations are required to submit a consolidated performance-cum-Achievement report immediately after utilization of this grant. The Associations are also required to prepare their Annual work Plan for the current and next financial year before they could become eligible for Grant of any further Grant-in-Aid for the next financial year.

7. The grant is further subject to the terms and conditions as indicated in the Annexure.

8. The above Pensioners Associations is, therefore, advised to book the utilization of funds for approved components under the Scheme of GIA through EAT Module under PFMS. Any expenditure incurred otherwise than through EAT module will not qualify for adjustment against the Grant-in-aid being sanctioned and released and the Association will be liable to refund such amount to this Department:

9. In View of the above Pensioner Associations are advised to book the expenditure against grant-in-aid only through PFMS EAT Module for the prescribed components as mentioned in the Sanction letter.
11. The Drawing & Disbursing Officer of the Department of Pension & Pensioners’ Welfare is authorized to draw the amount as mentioned in Col 5 of Table given in para l above for disbursement to the Grantee Pensioners Association by way of transferring the amount to the Bank Accounts of respective Pensioners’ Associations.

12. . The expenditure involved is debitable to Major Head “2070”- Other Administrative Services 00.800. Other Expenditure, ( Minor Head); 43- Plan Scheme of Department of Pensions and Pensioner Welfare, 43.01 Pensioners Portal; 43.01.31- Grants-in-Aid-General under Demand No.- 70 Ministry of Personnel, Public Grievances & Pensions for the year 2018 19.
13. The accounts of_ the above Pensioners Associations shall be Open to inspection by the sanctioning authority-and the audit, both by the Comptroller and Auditor -General of the India under the provision of CAG (DPC) Act, 1971 and internal audit by the Principal Accounts Officer of the Department of Pension & Pensioners’ Welfare, whenever the organization is called upon to do so.

14. This sanction issues under financial powers delegated to the Ministries/Departments of the Government of India with the concurrence of Integrated Finance Division vide Diary No. Dir (F/P)/E5250 dated 27.09.2018.
15. The expenditure of Rs. 284969/- (Rupees Two Lakhs Eighty Four Thousand Nine Hundred and Sixty-Nine only) has been noted in the grant-in-air register for the year 2018-2019.

Sub:- Amendment of instructions regarding dearness relief to re-employed pensioners consequent on revision of ignorable part or pension for fixation of pay in the re- employment post-reg

The undersigned is directed to refer to subject cited above and to say that the grant of dearness relief to rc»employed pensioners/family pensioners is presently regulated in accordance with the instructions contained in this Department’s 0M No. dated 02.07, 1999 and subsequently amended vide this Department’s dated 38/88/2008- dated 09.07.2009

2. DoPT, vide their OM No.3/3/2016-Estt.(Pay II) dated 01.05.2017 have issued instructions for revision of ignorable amount of pension from Rs.4000/- to Rs. 15000/- (Rupees Fifteen Thousand) for the purpose of fixation of pay in the re-employment post. Accordingly, the amount Of Rs. 4000/- appearing in this Department’s 0M dated is revised as Rs. 15000/- (Rupees Fifteen Thousand). The other conditions for grant of dearness relief In OM dated 02.07 1999 remain the same.

3. In their application to Indian Audit Accounts Department, these orders are being issued after consultation With the Comptroller & Auditor General of India.

4. This issues With the concurrence of Ministry of Finance, Department of Expenditure ID Note No.181/E-V/2017 dated 17.11.2017 and Department of Personnel &Trainmg ID Note no dated 18.09.2017.

In continuation to this Department’s OM of even no. dated 01.02.2018 regarding holding of 30th meeting of Standing Committee of Voluntary Agencies(SCOVA) under the chairmanship of Hon’ble MOS(PP), the date, time and venue of the meeting is as under:-

Date and Time: 23rd March, 2018 (Friday) at 10.30 am 
Venue: Committee Room-A, Vigyan Bhawan Annexe Maulana Azad Road, New Delhi

2. Because of the constraint of the space only one representative may attend the above said meeting. It is requested that the name of the member nominated to attend the meeting may kindly be send to the undersigned.

3. Only one outstation member will be paid TA/DA and local members will be paid conveyance charges in accordance with the rules/instructions. Outstation members will be paid TA/DA as per their last entitlement on retirement. Representatives of Pensioners Associations who are entitled for journey by air and also entitled to journey by air as per this Department’s letter no. 42111/2014-P&PW(G) dated 19.05.2014 may purchase their Air Tickets from Air India only (at Booking Counters/website of Air India) or by utilising the services of Autorised Travel Agency i.e Balmer Lawrie & Company/IRCT/M/s Ashok Travels & Tours.

4. The emphasis of the Government is for cashless transaction. Hence, it is requested to fill up the Mandate Form enclosed. The TA/DA reimbursement would be made through e-payment mode afterwards.

Sub: Providing a link of CPAO website in the websites of Ministries/Departrnents and their attached/ subordinate offices to get the status of 7th CPC pension revision by the central civil pensioners.

Sir/Madam, As you are aware that 7th CPC pension revision for Pre-2016 pensioners/family pensioners is going on in compliance to the DP&PW 0M dated 12th May, 2017. As on date, more than 5 Lakhs pension revision cases of central civil pensioners/family pensioners have been received in Central pension Accounting Offce (CPAO). CPAO is receiving many queries from the pensioners/family pensioners regarding status of their pension revision. CPAO is providing the status of pension revsion to the pensioners. The pension revision status can also be checked by the pensioners/family pensioners through CPAO website vvww.cpaQ.nic.in by entering their 12 digit PPO numbers. For the wider publicity of this facility among Central Civil Pensioners/family pensioners, it is felt necessary that a link of this facility available on CPAO website may be provided in the official websites of your Ministry/Department and its attached/subordinate offices for the benefits of pensioners.

Sub:- Revision of provisional pension sanctioned under Rule 69 of the CCS (Pension) Rules, 1972.

The undersigned is directed to say that in implementation of the decision taken on the recommendations of the 7th CPC, orders were issued vide this Departments’ OM No. 38/37/2016-P&PW (A)(ii) dated 04.08.2016 for revision of pension of pre-2016 pensioners/family pensioners w.e.f. 01.01.2016 by multiplying the pre-revised pension/family pension by a factor of 2.57. Subsequently, vide OM No. 38/37/2016-P&PW(A) dated 12.05.2017, it has been decided that the pension/family pension of all Central civil pensioners/family pensioners, who retired/died prior to 01.01.2016, may be revised w.e.f. 01.01.2016 by notionally fixing their pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay sclae/pay band and grade pay at which they retired/died.

2. Instructions were issued vide this Department’s OM of even number dated 30.11.2016 for extending the benefit of OM dated 4.8.2016 to the following categories of pensioners drawing provisional pension under Rule-69 of the CCS (Pension) Rules, 1972.

(i) Retired before 1.1.2016 and sanctioned provisional pension under Rule-69 of the CCS (Pension) Rules on account of departmental/judicial proceedings or suspension.

(ii) Suspended before 1.1.2016 and sanctioned provisional pension, based on their pre-revised pay under Rule-69 of the CCS (Pension) Rules on retirement on or after 1.1.2016.

3. It has now been decided that provisional pension sanctioned in the above cases may be revised w.e.f. 1.1.2016 in accordance with the instructions contained in this Department’s OM No. 38/37/2016-P&PW(A) dated 12th May, 2017. Higher of the two formulations i.e. OM dated 4.8.2016 or OM dated 12.5.2017 would be the revised provisional pension w.e.f. 1.1.2016 in such cases.

4. This issues with the approval of Department of Expenditure, Ministry of Finance ID No. 1(21)/E-V/2016 dated 15.01.2018
