In pursuance of the decision taken by the Government, the Ministry of Railways have decided that the limit of 22 years in case of a disabled child for the purpose of Child Care Leave under the provisions of Rule 551 (E) of Chapter-5 of Indian Railway Establishment Code (IREC), Volume-I be removed. It has also been decided that Child Care Leave may not be granted for a period less than five days at a time.

2. This order shall take effect from 13th June, 2018.

3. There is no change as regards other terms and conditions of this leave.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

No further appointments should be made under the Scheme except in cases where employees have already retired under the LARSGESS Scheme before 27.10.2017 (but not normally superannuated) and their wards could not be appointed due to the Scheme having been put on hold in terms of Boards’ letter dated 27.10.17 though they had successfully completed the entire process and were found medically fit.

Ref.: Railway Board’s letters No.E(LL)/2009/HER/1 dated 17.07.2018 and 02.08.2018

Pursuant to discussions held with AIRF, during the last PNM Meeting, held on 21-22 June, 2018, Railway Board vide their letter No.E(LL)/2009/HER/1 dated 17.07.2018 had issued instructions that, Call Books on Running Staff should be served upon only after completion of 16 hours rest at Headquarters and after completion of 8 hours at outstation.

It is, however, quite unfortunate that, Railway Board vide their subsequent letter dated 02.08.2018 have pended the said instructions till adequate number of Running Staff becomes available to fill-up large-number of existing vacancies. This is gross violation of bilateral negotiated settlement with the federation.

AIRF, therefore, desires that, orders of pending the instructions, issued vide Railway Board’s letter dated ibid dated 17.07.2018 be withdrawn immediately in the larger interest of industrial harmony.
This may be treated as “Most Urgent”.

Sub: Filling up of vacancies on the Railways.

Attention is invited to instructions contained in Board’s letter No.E(NG)II/2007/RR-1/10/Pt.(110865) dated 25/06/2014 specifying the carious factors which must be taken into account while computing vacancies for placing indents. It was inter alia mentioned therin that staff likely to go on transfer to other Railways/Divisions in a particular calendar year must also be accounted for in the pool of vacancies while placing indents with the Recruiting Agencies.
It has been observed that large number of applications for Inter Railway transfers are pending on Railways. Such transferred have a direct bearing on railway working, especially in terms of manpower because of huge gap between outflow and inflow of staff.
It is, therefore, reiterated that while placing indents for fresh recruitment notifications in future the computation done duly of vacancies must be done duly taking.into account all the pending requests of Inter-Railway transfers. For this purpose, requests forwarded to the recipient Railway/Division as on the cut off date of assessment of vacancies should be regarded as pending requests. Action may be taken accordingly henceforth.

Dear Sir, Sub: Imptementation of negotiated settlement reached with the Federations – stepping up of pay of Loco Inspectors, inducted prior to 01/01/2006 on six and half zones-reg..

Ref: (i) NFIR’s DC/JCM Item No. 10/2012. (ii) NFIR’s letter No. II/95/Part X dated 05/10/2017. (iii) Railway Board’s letter No. E(P&A)II-2008/RS-37 dated 16/11/2017. (iv) NFIR’s letter No. II/95/Part X dated 25/11/2017.

NFIR desires to remind the CRB that the Railway Board has unfortunately failed to implement quite a few number of agreements reached with the Federations. One such agreement is “stepping up of pay of Loco Inspectors inducted prior to 01/01/2006” on 6 ½ Zonal Railways.

In this connection, NFIR desires to reiterate that in a full Board meeting held with both the Federations on 07/02/2014, the Railway Board Chairman had given written assurance for implementation of stepping up of pay to the Sr.Loco Inspectors inducted prior to 01/01/2006 (on the remaining 6 ½ Zones), similar to 10 Zones where stepping up of pay to Sr.Loco Inspector had already been granted. The issue thereafter has been discussed very many times by the undersigned with the CRB-latest on 06/06/2018 wherein assurance was again given for quick finalization. On 13th July, 2018, the GS/NFIR has also mentioned to CRB while handing over list of important items pending since long.

Federation also conveys that the Railway Board have lost about a dozen SLPs in the Apex Court as the same, have been dismissed. Similarly, the SLP No. 14746/2018, operative portion of the order is reproduced below:-

“We grant a period of eight weeks to the petitioners to implement the orders. We make it clear that in case the orders are not implemented within eight weeks from today, the arrears will carry interest at the rate of 18% and the officer(s) responsible for the same shall be personally liable for the same. Pending interlocutory application(s) is/are disposed of”.

Apart from above, Federation also brings to the notice of the CRB that there are about 23 Court cases pending in various Courts on the same subject at Jabalpur, Jaipur, Mumbai, Kolkata, Ernakulam (17 in cases CAT and 6 cases in High Court) where these Courts cannot take a different view than that of orders passed by the Hon’ble Supreme Court. The litigation pursued by the Railway Administration needs to be halted in the interest of Railways and its employees.

Incidentally, it is mentioned that the Federation vide its letter No. II/95/Part X dated 05/10/2017 had apprised the estimated financial implications as a result of allowing stepping up of pay of Chief Loco Inspectors (on remaining 6 ½ Zones). NFIR has also given constructive and workable suggestion during the meeting in the chamber of Addl. Member (Staff) with regard to modification of extant policy for filling the posts of Loco Inspectors so as to avoid further grievances. AM (Elec), AM (Budget) etc., were present in the meeting. If the issue is settled as proposed by the Federation, the above type of problem will not arise in future and there may not be Court cases.

NFIR, therefore, once again requests the CRB to kindly see theat immediate action is taken for granting stepping up of pay to the Loco Inspectors (inducted prior to 01/01/2006 on the remaining 6 ½ Zones) as agreed to already. Federation also requests to see that the Railway Board send reply indicating the progress made for implementation of agreement.

New ticket confirmation process in Railways

A tool has been developed to predict the probability of waitlisted ticket getting confirmed at the time of booking as well as during Passenger Name Record (PNR) enquiry of waitlisted ticket. The tool has been developed using the algorithm of Machine learning. 

 The machine learning model has been developed using the waitlisted PNR data of past 2 years. This model creates the pattern for the various waitlist scenarios and predicts the probability for the future date journey. Currently this feature is integrated with Indian Railway Catering & Tourism Corporation (IRCTC) website only. In IRCTC website this feature is operational w.e.f. 13 June, 2018 as under:- 

 When the user is doing the booking transaction, and if the status of accommodation availability of the inputted journey is waitlisted, then the user can check the probability of confirmation. At the time of PNR enquiry of waitlisted ticket, the user can check the probability of confirmation. As far as trends of confirmation chances and cancellation chances probability is concerned, it is informed that it varies depending upon peak and lean periods, type of trains like short distance trains, long journey trains, trains with limited stoppage, etc. 

 In the computerised Passenger Reservation System (PRS), confirmed berths/seats are allotted on first come first served basis till the availability and thereafter Reservation Against Cancellation (RAC)/Waiting List tickets are issued. The status of RAC/Waiting List tickets get automatically updated against the cancellation of confirmed berths/seats and also against release of unutilised reservation quotas. 

 To facilitate those passengers who have to undertake journey at short notice and to save such passengers from the clutches of unscrupulous elements/touts, Tatkal scheme of reservation is available where the accommodation becomes available for booking on the previous day of journey from train originating station. Further, with a view to providing confirmed accommodation to waiting list passengers and to ensure optimal utilisation of available accommodation, a scheme known as Alternate Train Accommodation (ATAS) known as “VIKALP” was introduced as a pilot project in November, 2015. This scheme has been expanded to cover all type of train on all sectors from 01.04.2017. For this facility, waiting list passenger has to give an option at the time of booking of ticket & passengers with waiting list status at the time of preparation of first reservation charts are shifted to other trains, subject to availability of vacant accommodation. 

 In the computerized PRS there is already a provision to permit cancer patients and their attendants travelling on concessional tickets issued in exchange of concession certificate, to directly access Emergency Quota at the time of booking itself. Maximum number of berths/seats out of the Emergency Quota in a train, which can be accessed by Cancer patients and their attendants in Sleeper, is 4 and 2 each in AC Chair Car, AC 3 tier, AC 2 tier and First Classes. In addition, separate Cancer Patient Quota has also been defined in some identified trains. Moreover, instructions are also there that in case requests are received for confirmation of berths out of emergency quota from patients who have to undertake journey for checkup like cancer treatment and dangerous ailments which cannot be postponed due to compelling circumstances, the same should be considered by quota controlling authority as per extant norms so as to accommodate to the extent feasible after satisfying themselves of the genuineness of travel.

Cashless Ticketing through ‘Utsonmobile’ app developed by CRIS
Continuing towards digitalization and moving towards becoming a cashless economy, the initiative of faster and more techno-advanced transactions in Indian Railways is being taken up, the Centre for Railway Information System (CRIS) has developed a mobile based application ‘utsonmobile’. This application has the following features:
1. The ‘utsonmobile’ application enables booking and cancellation of unreserved tickets, issue and renewal of season and platform tickets, check and load R-wallet balance and helps maintain user profile management and booking history.
2. The ‘utsonmobile’ application is very handy, free and is available for both Android and Windows smart phone. Users can download this app from Google Play Store or Windows store free of cost.
3. First the passenger will get registered by providing his/her mobile number, name, city, default booking train type, class, ticket type, number of passenger and frequently travelling routes.
4. Upon successful registration, Railway Wallet (R-Wallet) will be created automatically with zero balance to the passenger. There will be no extra cost for creating R-Wallet.
5. The R-Wallet can be recharged either at any of the UTS counter or through recharge option available in the https://www.utsonmobile.indianrail.gov.in website.
6. In case internet connection of the mobile is not up, then ticket booking is not allowed.
7. No advance ticket booking is allowed. (i.e.) the journey date will always be current date.
8. Paperless Ticket: The passenger can travel without taking hardcopy of the ticket. Whenever Ticket Checking Staff asks for ticket, the passenger will use ‘Show Ticket’ option in the app.
  • The smart phone should be GPS enabled to book paperless ticket.
  • The paperless tickets are not allowed for cancellation.
  • The journey should commence within one hour after booking paperless ticket.
  • The Season ticket can be issued/renewed from mobile application and it will be valid from the next day of booking the ticket. No need of GPS for issue/renewal of Season Ticket.
  • Platform Ticket can also be booked from mobile application.
  • In case passenger is not able to show the ticket on mobile then it is considered as ticketless travel.
9. Paper Ticket: The passenger can book ticket through the mobile app. On booking of ticket, he/she will get Booking ID along with other ticket details. The booking details will also be available in booking history. The booking ID will also be conveyed through an SMS.
  • After booking Paper ticket, Passenger can go to the journey originating (source) station to take ticket print out from any of the ATVM there, by entering his/her registered mobile number and booking ID. The Journey is valid only with printed ticket.
  • The cancellation of Paper ticket is allowed either at the counter after printing the ticket or through the app before printing the ticket. However, in both the cases, cancellation fee is applicable.
  • The journey should commence within one hour after printing paper ticket in the kiosk.

Release of Berths Under Emergency Quota in Railways

In order to meet the urgent travel requirements of High Official Requisition (HOR) holders, which includes Central Government Ministers, Judges of Hon’ble Supreme Court/High Courts of various States, Members of Parliament and other emergent demands, who are on the waiting list, a limited number of berths have been earmarked as Emergency Quota in different trains and in different classes.

The quota is released by the Railways in accordance with the priority as per warrant of precedence and well established practice being followed since long. At the time of allotment of berths/seats, emergency quota is first allotted for self travel of HOR holders/Members of Parliament, etc., strictly as per their inter-se seniority in warrant of precedence.

Thereafter, other requisitions received from various quarters are considered and the remaining quota is released taking into account various factors like status of passengers travelling, nature of urgency like travelling on government duty, bereavement in the family, sickness, job interview, etc.
Emergency Quota Cells are located at Zonal/Divisional Headquarters and at some of the important non-Headquarter stations. These Cells normally function under the control of a gazetted officer supported by requisite number of staff posted by Zonal Railways.

(iii)NFIR’s letter No. IV/NPS/PFRDA BILL/Part I dated 13th Feb, 2017, 26th Oct, 2017 and 11/12/2017.

Kind attention is invited to the correspondence cited under reference, latest being Railway Board’s reply received vide letter dated 13/02/2018 wherein the Federation has been conveyed that the Hon’ble Minister of Finance and Corporate Affairs has communicated that the matter was re-considered in consultation with Pension Fund Regulatory and Development Authority (PFRDA) and the request for exempting Railway employees appointed on or after 01/01/2004 from the application of NPS does not seem to be a feasible proposition. While NFIR does not agree with the reply of Hon’ble Finance Minister, the Federation re-iterates the valid points placed below, urging upon the Railway Ministry to impress upon the Government, the need for exempting Railways from “National Pension System (NPS).

The Ministry of Finance and the Pension Fund Regulatory and Development Authority (PFRDA) have failed to appreciate the facts that the nature of duties performed by the Railway employees is un-comparable, unique, complex, hazardous and akin to the duties being performed by the Armed Forces, in whose case the NPS has not been made applicable.

The Finance Ministry has also failed to appreciate that even during the British rule the Indian Railways was conceived and operated as an auxilary wing of the Army by virtue of its complex nature of role and uniqueness of working of Railway employees which in turn requires a high degree of discipline, efficiency to run the services and carry passenger and freight traffic throughout the country including supplies to the borders of the nation.

The Finance Ministry has also failed to evaluate that it is the Indian Railways which works as supply line to the Armed Forces during crisis periods by transporting troops from one corner to the other including the nation’s borders besides transporting Military hardware and other war material. In no way the performance of Railway employees can be underestimated than that of the Defence Forces Personnel.

Like Armed Forces, many of the Railway Personnel do stay away from their families for longer durations in the course of performing duties at remote places where minimum basic amenities like suitable accommodation, schooling, drinking water, health care facilities have been missing. Comparing the structure and importance of Railways with that of the Army, it would not be out of place to state that just as the “Army requires a critical mass to fight battle/war, in similar way critical mass of trained employees is required to maintain Railway Tracks, Rolling Stock and ensure operation of services”. On an average over 700 Railway employees die per annum while performing their duties and nearly 3000 employees sustain injuries as reported by High Level Safety Review Committee (HLSRC) headed by Shri Anil Kakodkar. The sacrifices of Railway employees are unparallel.

Considering the strong merits in the demand of the Federation, Hon’ble MRs have written to the Minister of Finance to have a re-look into the case to be considered favourably to exempt Railways from the ambit of National Pension System (NPS)

Federation desires to mention that the Finance Ministry has erred and equally not considered the justified demand of the Railway employees projected by NFIR, perhaps applying different logic and ignoring the facts mentioned above. In this connection, NFIR reminds that the Federation leaders in the meeting held on 09th February, 2018 at Rail Bhavan, New Delhi had specifically requested the Hon’ble MR to kindly reach the Hon’ble Prime Minister for getting Railways exempted from the application of National Pension System (NPS). It is a known fact that the NPS has generated lot of anger and anguish among the younger generation of Railway employees appointed on or after 01/01/2004 due to the inherent disadvantages of the NPS which does not guarantee even minimum pension i.e. half of the last pay drawn by the Railway employees.

NFIR, therefore, once again urges upon the Hon’ble MR to kindly take steps for reaching the Hon’ble Prime Minister for getting exemption of Railways from NPS at an early date.

While thanking you for sparing your valuable time and joining the Federations during discussions with Member Staff on 4th April, 2018 at Rail Bhavan, New Delhi, I desire to bring your kind notice that though agreements were reached on the following issues years back, between the full Board and the Federations, the orders are however yet to be issued:-

(i) Stepping up of pay of Loco Inspectors inducted prior to 01/01/2006.
(ii) Replacement of 6th CPC GP 4600 with GP 4800.
(iii) Upgradation of Apex Level Group ‘C’ posts of 6th CPC GP 4600 to GP 4800 (3335 posts).

You may kindly appreciate that abnormal delay on the part of Railway Ministry has been causing disappointment among Railway employees in general and those working in critical safety categories in particular. I seek your kind intervention to see that Railway Board issues orders for implementation of commitment on the above.

Yesterday i.e. on 04th April, 2018, during discussions I made a special appeal to you to reach the Finance Minister and Hon’ble Prime Minister for exempting Railways from the National Pension System (NPS), considering the uniqueness of Railways and its complex working and un-comparable nature of duties being performed by Railway employees under open sky facing all odds for ensuring uninterrupted movement of trains and maintenance of infrastructure. I am thankful to you for positive response on the subject. I however, once again appeal to you to kindly take special initiative so that Railways is exempted from NPS. I also enclose copy of my letter No. IV/NPS/PFRDA BILL/Part I dated 19/03/2018 for kind perusal and necessary action.

The issue regarding promotional avenue of ESMs in the S&T Department has been under consideration of the Railway Board. The matter has been examined in detail in consultation with the concerned technical directorate and both the Federations, and it has been decided as under: –

i) Direct Recruitment to the extent of 33-1 / 3% in Signal Maintainer Grade-II to be discontinued subject to 15% Direct Recruitment quota to be introduced in Signal Maintainer Grade-l. The remaining 85% vacancies in Signal Maintainer Grade I is to be filled by promotion·

ii) The revised qualification for ESM Grade-III should be either (a) Matriculation (i.e. 10th Class) and ITI Certificate in Electronic/ Electrical Fitter/ Wireman Trade or (b) Pass in Plus Two stage with Physics and Maths in Higher Secondary or equivalent.

iii) The educational qualification of direct recruiters at Signal maintainer Grade I level should be pass in B.Sc. ·
 iv) On one tlme basis to fill up vacancies of Signal Maintainer Grade-III, the residency period for LDCE should be reduced from 3 years to 2 years.

v) The vacancies in Signal Maintainer Grade-Til may be calculated by taking resultant vacancies of higher grade posts of Signal Maintaner.

Booking to Tatkal Tickets &Measures to Avoid Misuse of Tatkal Scheme

On Indian Railways, reserved accommodation including Tatkal accommodation can be booked through computerised Passenger Reservation System (PRS) on first come first served basis. During peak rush periods/days when demand outstrips the availability, reserved accommodation especially in higher classes and on popular routes gets exhausted within short duration of opening of reservation. However, during lean periods, on non-popular and lower classes, the accommodation remains available for longer duration. The phenomenon is more relevant for Tatkal where limited accommodation is earmarked. This happens as the available limited accommodation is accessed simultaneously through more than 10,300 counters at 3465 computerised Passenger Reservation Centers as well as through internet.

To avoid misuse of Tatkal Scheme, there are some inbuilt features in Tatkal scheme which includes provision of not granting refund on cancellation of confirmed Tatkal tickets except in case of certain special circumstances indicated in the scheme, not allowing any modification of Tatkal ticket, etc. Some additional steps have also been taken to facilitate the passengers and to avoid the misuse, some of which are:-
  • Staggering of the timings of reservation under Tatkal scheme.
  • Captcha implementation in Registration, Login and Booking page to check fraudulent booking through automation software.
  • Imposition of minimum time limit before proceeding for payment gateway as well as after making payment while booking tickets through internet.
  • Making OTP(one time password) compulsory for all net Banking Payment options.
  • Disabling authorised agents to book Tatkal tickets during first half an hour of opening of reservation.
To keep a check on the activities of touts, preventive as well as regular checks are conducted jointly/individually by Vigilance, Security and Commercial Departments, and the action against the culprits is taken as per provisions of Section 143 of Railways Act, 1989.

Sub: Clarification regarding issuance of passes on longer route to destination, if this longer route happens to be quicker than direct route.

NFIR has brought to the notice of Board that Zonal Railways are not issuing passes in accordance with Rule 3(vii)(c) stipulated under General Rules in Schedule-II (Pass on Privilege Account) of Railway Servants (Pass) Rules, 1986 (Second Edition-1993) taking the plea that the same is not covered under Rule 3(vii)(b). In this respect, it is clarified that the Rule 3(vii)(c) categorically provides for issue of passes ‘if the longer route to destination is quicker than the direct route irrespective of distance involved.’ The said rule is an independent provision which is explicit by the use of the word “or” between the aforesaid sub-paras 3(vii)(a), 3(vii)O) & 3(viii)(c). Accordingly, it is clarified that passes over quicker longer route are admissible without any distance restriction, that is irrespective of distance involved.

2. The Railways are, therefore, advised to follow the extant statutory rules scrupulously and issue passes accordingly.

Employment Generation in Railways

Filling up of vacancies in Railways is a continuous process through various modes of intake. The policy of the Railway administration is to fill up the vacancies as per the laid down procedure through Railway Recruitment Boards (RRBs) and Railway Recruitment Cells (RRCs). There is always a time-lag between occurrence of vacancies and processing the same for filling up, which involves notification of vacancies, holding examinations, finalizing of select panels and issue of appointment letters. However, manpower planning requires continuous review of sanctioned strength in view of ever changing technology, working systems and creation of new assets and introduction of new trains.
Recently, Railway Recruitment Boards (RRBs) have published two fresh notifications viz. Centralized employment Notification (CEN) No. 01/2018 on 03.02.2018, for recruitment for 26,502 vacancies of Asst. Loco Pilots (ALPs) & Technicians, and CEN No. 02/2018 on 10.02.2018, for recruitment for 62,907 vacancies of Level-1 (erstwhile Group ‘D’) staff. The closing dates of online applications for both these CENs are 31.03.2018.
