Revision in fare of Children w.e.f. April, 2016: Railway Board Commercial Circular

Sum:- Revision in the Rule 211 of IRCA Coaching Tariff No. 26 Part I (Vol. I): Fare for children.

In partial modification of provisions Contained in Rule 211 of IRCA- Coaching Tariff  No. 26 Part I (Vol. I), Ministry of Railways have decided that in case of children of age 5 years and under 12 years of age for whom full berth/seam in Reserved Class) is Sought at the time of reservation, full adult fare for such child shall be charged. However, if berth/seat is not sought for the Children of age 5 years and under 12 years of age at the time of reservation, then half of adult fare shall continue to be Charged subject to minimum distance for charge.

2. There shall be no change with regard to child fare for unreserved class.

3. The revised Child fare rule shall be applicable with effect from 10.04.2016. CRIS may carry out necessary changes in the software and testing well before 10.12.2016.

4.  Necessary changes shall be carried in the reservation form so that the passenger can mark their option for requirement of full berth/seat for Child or not.

5. Special arrangements shall be made to ensure that necessary instructions should reach the staff well in time. Steps should also be taken to ensure that the staff fully understand these changes and implement them properly.

6. This Issues with the concurrence of Finance Directorate of Ministry of Railways.

7. Zonal Railways shall ensure that wide publicity is given through the press, media and also through notifications and announcements at stations.

Sub: Comparison of grades of running staff with those of stationary staff for the purpose of promotion/selection to Group’B’ posts.

   In terms of Board’s letter of even number dated 02.02.2006 (RBE No.10/2006), Railways/PUs were advised that instructions issued vide Board’s letter No. E(NG)l/89/PM2/8-A dated 10.1.92 and letter No. E(NG)I-98/PM2/8 dated 1.10.99, regarding equivalence of grades of running staff with that of stationary staff for the purpose of promotion to the posts in stationary categories, where both running and stationary staff were eligible and were considered together, would be applicable for determining eligibility of the candidates for promotion to the respective Group’B’ posts.

   2 The question of equivalence of grades has since been reviewed in the light of the scales of pay introduced on the basis of scales of pay recommended by the Sixth Central Pay Commission, and it has been decided that for the purpose of determining eligibility of the candidates for promotion/selection to Group’B’ posts, the grades of running staff may be equated with those of the stationary staff as indicated below:

   3 . selections   to  Group ' B ' which   are  already   in  progress  may  be proceeded with  and  finalised  as  per  the existing  principles.  All  fresh  selections  including those  which  have  been  initiated  but  where  the  written  examination   has  not  been held,  should  be  held  in  accordance with  the  instructions   contained herein.  The LDCE,  wherever   the  same  is  in  force,  is  a  part  of  the  process  of  filling  vacancies in  Group ' B ', therefore,  whatever  is  followed  in  the  case  af  70%   Selection.  may
also  be  followed   in  the  case  of  corresponding  LDCE .

Grant of House Rent Allowance to Railway employees posted to new Zones/new Divisions

Subject : Grant of House Rent Allowance to Railway employees posted to new Zones/new Divisions - Regarding.

Attention is invited to the instructions contained in Board's letter of even number dated 9.3.2004 allowing the House Rent Allowance to the railway employees posted to New Zones/Divisions at the rates admissible at their last place of posting during the period from 2.9.2002 to 31.8.2009.


2. The issue regarding admissibility of benefit of House Rent Allowance at the rate prevalent at the previous place of posting to those railway employees who on their transfer to New Zones/Division keep their families at the previous station of posting in hired accommodation after vacating the Company/Railway leased/Government accommodation which they were occupying and had to vacate subsequent to transfer to New Zones/Division has been under consideration. The matter has been considered and in partial modification to Board's letter of even number dated 9.3.2004, it has been decided that such railway employees would also be entitled to the benefit of House Rent Allwance at the rates applicable to the previous station of posting as per the Scheme subject to fuifillment of other conditions mentioned in Board's letter of even number dated 9.3.2004.
