Admission Policy in Kendriya Vidyalayas

Admission Policy in Kendriya Vidyalayas 

Kendriya Vidyalayas (KVs) were established to cater to the educational needs of the children of transferable Central Government employees including Defence and Para-military personnel by providing a common programme of education. As per the admission guidelines duly approved by the Board of Governors of Kendriya Vidyalaya Sangathan (KVS), following priorities are followed in granting admission to the KVs in Defence / Civil Sector:- 

1. Children of transferable and non-transferable Central government employees and children of ex-servicemen. This will also include children of Foreign National officials, who come on deputation or transfer to India on invitation by Government of India. 

2. Children of transferable and non-transferable employees of Autonomous Bodies / Public Sector Undertaking / Institute of Higher Learning of the Government of India. 

3. Children of transferable and non-transferable State Government employees. 

4. Children of transferable and non-transferable employees of Autonomous Bodies / Public Sector Undertakings / Institute of Higher Learning of the State Governments. 

5. Children from any other category including the children of Foreign Nationals who are located in India due to their work or for any personal reasons. The children of Foreign Nationals would be considered only in case there are no children of Indian Nationals waitlisted for admission. 

The Children of Defence personnel are considered as first priority category for admission in KVs. The Children admitted in a KV can automatically claim admission in another KV, if their parent is transferred from one station to another.

Abolition of Affidavit and Attestation by Gazetted Officer and adoption of Self-Certification in KVS

SUB: Abolition of affidavit and attestation by Gazetted Officer and adoption of self-certification in KVS-reg.

Sir/Madam,

In pursuance of the Ministry of Personnall Public Grievances & Pensions D.O. letter No.K-11022/67/2012-AR dated 17.07.2014, read with Govt. of Punjab Memo No.3/7/2010-Trg.(3)/1007 dated 10.03.2010, the competent authority, KVS has decided to implement the following in KVS with immediate:-

1 . Self -attested photocopy of Date of Birth Certificate by the parents/legal guardian of the child should be accepted, at the time of grant of admission instead of attestation by a Gazatted Officer/any other Authority.

2. All self-attested photocopy of testimonials from the candidates appointed in KVS be accepted instead of attestation by a Gazatted officer/any other Authority.

3. However, the self attested photocopies of Date of Birth certificate & other testimonials must be verified from the original documents for authenticity and a certificate to this effect must be recorded by Principal/Head of Office etc on the photocopy of the document before placing it on records.

This may be circulated among all Kendriya Vidyalayas functioning under your administrative jurisdiction with the instructions that the same may be brought to the notice of all staff members under proper acknowledgement. These instructions be followed by all Regional Offices/ZIETs Joint & KVs Commissioner meticulously.

Enhancing Quota of Admission in Kendriya Vidyalayas for Members of Parliament

Subject: Enhancing Quota of Special Dispensation Admission in Kendriya Vidyalayas for Members of Parliament

Consequent upon the approval of the Board of Governors of KVS in the 103rd Meeting held on 30th October, 2015, the existing quota of 06 (six) children for admission in Kendriya Vidyalayas on the recommendation of Hon’ble Members of Parliament during each academic session under the Special Dispensation Scheme is enhanced from 06 to 10 (ten) with effect from the next academic session, i.e. 2016-17.

The Revised Scheme of Special Dispensation Admission for Members of Parliament comes into vogue with effect from the academic session 2016-17 with the following features:

1. Each MP can refer 10 (ten) cases for admission under the Scheme in an academic year but such recommendations shall be confined to children whose parents belong to her/his constituency either by domicile or on account of having been posted soon-before or else migrate to her/his constituency on account of exigencies of service. Such recommendations would be for admissions in Kendriya Vidyalayas located in her/his constituency only. In case there is no Kendriya Vidyalaya in the constituency of the Hon’ble MP(Lok Sabha) or in case the Kendriya Vidyalaya located in the constituency of the Hon’ble MP(Lok Sabha) does not have the required Class/Stream in which the recommendation for admission is to be made, she/he can recommend the case(s) in Kendriya Vidyalaya(s) located in any neighbouring contiguous constituency.

For Members of Rajya Sabha , the State from which the member has been elected would be deemed to be her/his constituency for this purpose.

Nominated members of Rajya Sabha and Lok Sabha can recommend 10 cases for admission in any one or more Kendriya Vidyalaya(s) of the country.

2. These admissions shall be over and above the class strength.

3. These recommendations would be made for all classes except Pre-primary and classes X and XII.

4. These admission would be made at the beginning of the academic year and no admission would be allowed after the prescribed cutoff date (i.e.31st July) of the year.

5. The recommendations to be made shall be valid only if these are made in the prescribed coupon/format provided to each Members of Parliament by(Hq). Recommendations sent in any other format/manner shall not be considered.

6. The children recommended by Hon’ble Members of Parliament must be otherwise eligible for admission as per the extant KVS Admission Guidelines.

KVS Issued guidelines on Air Travel on Tour / LTC

Sub: Guidelines on  Air Travel on Tour / LTC

Sir/Madam, 

During the audit on the accounts of Regional Offices and Kendriya Vidyalayas, the audit parties observed that the officers entitled for travel by Air have booked their Air Tickets through private travel agencies, which is not in order as per the extant orders and have also objected to it.

As per the Government of India guidelines, Air Tickets may be purchased directly from offices of the Air India ( at Booking counters/website of Airlines) or by utilizing the services of Authorized Travel Agencies namely M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC (to the extent IRCTC is authorized as per DoPT’s OM No.311011/6/2002-Estt.(A) dated 02.12.2009).

The same procedure should be following for booking the Air Tickets for performing the Leave Travel Concession travel facility.

The copies of the following orders are enclosed herewith:

Subject: Extension of CGHS facilities to the retired employees of Kendriya Vidyalaya Sangathan – regarding.

Consequent upon KVS proposal of even No dated 01.05.2015 routed through Ministry of HRD, the Director, Ministry of Health and Family Welfare CGHS (P) Section, Government of India,Nirman Bhawan, New Delhi vide office memorandum No.S 11016/8/2015-CGHS (P) dated 29.05.2015 has conveyed the decision of the Ministry regarding extension of CGHS facilities to the retired employees of Kendriya Vidyalaya Sangathan (KVS) with the following guidelines:-

a. CGHS facilities shall be extended to the retired employees of KVS only in Delhi/NCR. They will be entitled to OPD facilities and medicines from CGHS dispensaries in Delhi/NCR only on the same lines as is being done in case of serving employees of KVS.

b. They may avail treatment from CGHS empanelled hospitals at CGHS approved rates. The medical expenses for IPD/hospitalization treatment will be borne by KVS and they will not be eligible for cashless medical facilities.

c. The pensioner’s card will be issued to those pensioners who have been recommended by KVS and on payment of service charges on cost to cost basis in advance on yearly basis at the rates determined by Department of Health and Family Welfare in consultation with O/o the Chief Advisor (Cost), Department of Expenditure, Ministry of Finance.

d. The CGHS membership card will have to be renewed annually by KVS in advance for both serving as well as retired employees (wherever applicable). Failure to renew the CGHS membership within the specified time period will lead to de-activation of the CGHS card.

e. There is no provision for issue of life-time CGHS cards to the pensioner beneficiaries of KVS.

The CGHS facilities have been extended to the retired employees of KVS as per the terms and conditions laid down in the aforesaid Memorandum with the following conditions:-

*. The retired employees of KVS residing in Delhi/NCR and whose serving counter parts are covered by CGHS medical facilities in Delhi/NCR can opt for this scheme. The details of such posts covered by CGHS medical facilities are given in Annexure – I.

*. The rate of contributions in such cases will be determined by the Department of Health & Family Welfare from time to time with reference to the grade pay drawn by the KVS employee at the time of retirement/death. The present rates of contribution are as under:-

*. The willing retired employee(s)/family members (if otherwise eligible) may submit their application in prescribed proforma (Available on CGHS website msotransparent.nic.in with link Circulars) along with Demand Draft of his/her own subscription, self attested copy of relevant documents to the respective authority from where the terminal benefits were settled (Pension Sanctioning Authority of KVS HQ/Deputy Commissioner, Regional office as the case may be applicable).

*. The Deputy Commissioner of the Region concerned, after detailed cross verification and examining the case will forward such duly completed application(s) to the joint commissioner (pers.) KVS, Headquarters along with prescribed contribution in the form of Demand Draft/Cheque equivalent to one year CGHS subscription in favour of “Kendriya Vidyalaya Sangathan (HQ)”.

*. In respect of officers/employees of KVS, HQ, such request applications will be processed by the Deputy Commissioner (Finance) who looks after the pension section and who will forward the same with all necessary documents to the joint commissioner (Pers.), KVS.

*. The payment of Fixed Medical Allowance will be discontinued by the concerned pension sanctioning authority in KVS/Regional Office from the date of receipt of CGHS card in K.V.S. on case to case basis, after due verification.

*. The reimbursement of medical claims of beneficiaries, if any, will be done by respective Regional Office as per rules. It will take effect from the date of issue.

This issues with the approval of Commissioner, KVS.

I am to refer to this office letter of even no. dated 19.3.2013 on the subject cited above wherein a revised fee structure applicable in KVS was circulated to all units for implementation.

2.) Of late, it has come to the notice of this office that some of the Vidyalayas having doubts regarding charging of computer fund from the students of class XI & XII. In this regard it is informed that computer fund for students opting Computer Science/IP as an elective subject may be charged @ Rs.150/-Per Month and all other students of Class XI & XII have to pay Rs. 100/- Per Month.

Re-opening of Kendriya Vidyalaya.

Sanction of the Chairperson, KVS is hereby accorded to re-open the Kendriya Vidyalaya at KIOCL, Kudremukh, District Chickmaglur (Karnataka) with immediate effect, as a special case.

All 172 students will be admitted in respective classes and no fresh admission in any class will be entertained. The KIOCL shall remit the budgeted amount of recurring/non-recurring expenditure to the Deputy Commissioner, KVS, Banglore Region immediately as already committed. The Kudremukh iron Ore Company Limited (KIOCL) will be responsible to provide:-

1. Existing school building and infrastructure in which the Kendriya Vidyalaya was running upto 31.03.2014.

2. 100% staff quarters to all the staff of the Kendriya Vidyalaya.

3. All recurring and non-recurring expenditure including proportionate overhead charges.

Orders regarding posting of Principal and other required staff are being issued separately.

Siib: Progress of amount uploaded in NSDL website towards contribution to NPS — Reg.

With reference to the captioned subject, details of released amount on account of NPS for the month of March paid April 2014 and April paid May 2014 erroneously sent to ROs/ZIETs vide this office letter of even number dated 06.05.2014.

The corrected statement showing the details of funds released by this office through RTGS for the month of March 2014 and April 2014 is enclosed, receipt of which may be acknowledged. As per extant orders, the amount of subscription should be uploaded Immediately. I am sure that the subscription for March 2014 has already been uploaded. It is requested that the, subscription for April 2014 may be uploaded immediately. The factual position together with the reasons for the delay, if any, may, be intimated to this office by return of post so as to reach by 20.05.2014.

This may be treated as MOST URGENT, please

Sub: - Yoga teaching in KVs.

Sir/ Madam,
Kendriya Vidyalaya Sangathan has decided to encourage yoga education in all its schools. The National Curriculum Framework (NCF) 2005 has set broad guidelines for physical education and elucidated the importance of including yoga as a compulsory subject. Yoga education contributes to not merely the physical development of the child but have a positive impact on psychosocial and menial development as well. Yoga is to be taught from class VI onwards in all the Kendriya Vidyalayas. 

The Regional Offices are directed to appoint yoga teachers on contractual basis in all the Kendriya Vidyalayas (if any regular yoga teacher is not posted in that school) irrespective of number of sections in the vidyalaya. The remuneration of the yoga teachers appointed on contractual basis shall be similar to the payment made to contractual coaches for the sports.The Syllabus to be followed in different classes for the yoga education is enclosed at Annexure-I.

   By now all schools under your jurisdiction would have applied the criteria as laid down in the admission guidelines 2012, for various streams of class XI and completed the admission process for Students of KV. They might also have extended fresh admissions to eligible candidates of other institutions in the order of priority laid down up to July 31st 2012.

   As you have all been a part of the decision regarding increasing the cut off subject wise as well as CGPA, yet at the end of the exercise you might have a situation where some of the schools still have an appreciable number of vacancies in a particular stream.

   I am directed to refer to the subject cited above and to say that some Regional Offices of KVS have sought clarification as to Where both Central and State Govt. has fixed the minimum rates of wages which one is to be adopted by the KVS while making a contract with the private agencies for providing services for conservancy, security and gardening.
