Restructuring of certain Group 'C' cadres.

Sub: Restructuring of certain Group 'C' cadres.
 
Reference item 2 ( Applicability to various cadres) of Board's letter No. PC.III/2013/CRC/4 dated 8.10.2013 (RBE No.102/2013).
 
Both the Federations ( AIRF/NFIR) had advised that Railways are facing difficulty in implementing the instructions contained in item 2 of Board's letter ibid regarding "only those temporary posts which are in operation for atleast three years may also be taken into account for the purpose of applying revised percentage" and requested Board to amend this clause.
 
In view of the above, the matter has been reviewed by the Ministry of Railways (Railway Board) and it has been decided that existing instructions contained in item 2 of Board's letter PC-III/2013/CRC/4 dated 8.10.2013 (RBE No.102/2013), may be revised as follows:-

These orders will be applicable to the permanent regular cadres ( excluding surplus & supernumerary posts) of the Open Line establishments including Workshops, Production Units, RDSO and Centralized Training Institutes. Only those temporary posts which are in operation for atleast three years may also be taken into account for the purpose of applying revised percentage. This will be subject to certification that these posts are meant for regular activities which will continue and not for any sporadic requirements.
These orders will be applicable to the permanent regular cadres ( excluding surplus & supernumerary posts) of the Open Line establishments including Workshops, Production Units, RDSO and Centralized Training Institutes. Temporary posts may be taken into account for the purpose of cadre restructuring subject to certification that these posts are meant for regular activities which will continue and not for any sporadic requirements. In the event of any temporary posts so reckoned being surrendered within a period of three years of their original creation, percentage distribution of posts in the cadre would also be suitably re-adjusted, not later than the time of the first subsequent annual review.

This issues with the approval of Finance Directorate of the Ministry of Railways.

Educational and other Qualifications for Group 'C' posts - Notification issued by DOPT

NOTIFICATION


New Dlehi, dated 8th February, 2011


     G.S.R.- In exercise of the powers conferred by the proviso to article 309 and clause (5) of article 148 of the Constitution, and after consultation with the Comptroller and Auditor General of India in relation to the persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules regulating the educational and other qualifications for direct recruits for the posts which were in Group 'D' Scales prior to the implementation of the Sixth Pay Commission and have been placed in Group 'C' in Pay Band 1 (Rs. 5200-20200) plus Grade Pay of Rs. 1800/- in the Central Civil Services and Civil Posts in connection with the affairs of the Union, namely:-

1. Short title and commencement.-

(1) These rules may be called the Central Civii Services and Civil Posts, Group 'C' posts in Pay Band 1 (Rs. 5200-20200) plus Grade Pay Rs. 1800/- (Educational and other Qualifications for Direct Recruitment) Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.- These rules shall apply to ail posts which were in Group 'D' Scales (including the posts of Record Keepers in Group 'C' in Indian Audit and Accounts Department) prior to the implementation of the Sixth Pay Commission and have been placed in Group 'C' in Pay Band 1 (Rs. 5200- 20200) plus Grade Pay of Rs. 1800/- in the Central Civii Services and Civil Posts under the Central Government and the Indian Audit and Accounts Department.

3. Educational and other qualifications.- Notwithstanding anything contained in any recruitment rules relating to the Group 'D' posts including the posts of Record Keepers in Group 'C' in Indian Audit and Accounts Department) prior to the implementation of the Sixth Pay Commission, the educational and other qualifications required for persons to be eligible to be appointed to Group 'C' posts in Pay Band 1 Rs. 5200-20200 plus Grade Pay Rs. 1800/- by the method of direct recruitment shall be as under, namely:

"Matriculation pass or equivalent from a recognised Board

or

Industrial Training institute pass Certificate from a recognised institute".
