Service Records of Central Government Employees to be Examined Annually

“Service Book is a record of every event occurring in the official life of a government servant. It has to be maintained for every government servant holding a permanent or a temporary post except for those who are not likely to be in service for more than one year or those holding non pensionable service.”

The nodal department of Central Government, Dopt has issued orders to all the departments to examine the employee’s service records each year in order to avoid delays in sanctioning the pensions on 30th September 2015.

More than 50 lakhs employees work in various departments of the Central Government. Pensions are delayed at the time of their retirement, due to administrative blunders and mix-ups. In order to avoid this, Service Book will be updated each year.

The main intention of the order is eliminating delays in processing of cases of retiring Government Servants. Rules and instructions of this department are reiterated time to time. The department of pensions and pensioners welfare have also suggested that the administrative authorities, to preclude and to cut down on delays in payment of retrial benefits to Government servants retiring of superannuation.

Errors in the record, if any, shall be immediately informed to the concerned employee and the department, and solved. This has to be completed within a given time frame. At the time of retirement, the employee will not face any delay in getting the retirement
benefits.

Annual inspection of Service Book is very essential in this stage. Every Head of Office has to initiate action to show the service book to the government servant concerned every year and to obtain his signature there in token of their having inspected/seen the Service Book. The exercise of Annual verification be monitored by every Ministry/Department/Cadre Controlling Authority on a quarterly basis.

The order also insists to all Ministries/Departments to avoid preclude any delays in disbursement of retrial benefits of Government servants.

   The undersigned is directed to refer to the Ministry of Home Affair's OM No. 118/52-Ests. dated the 30th April, 1952, OM No. 25/34/68-Estt.(A) dated the 20th December, 1968 and this Department's OM No. 11013/07/1999-Estt.(A) dated the 1st November, 1999 (copies enclosed for ready reference) on the above mentioned subject. This Department is receiving a number of representations, on service matters, addressed to the Prime Minister/ Minister/ Secretary (P) and other officers directly from the Government servants.

Instructions regarding Writing of Annual Confidential Reports (ACR) in respect of Central Health Services Officers - reg.

Subject: - Instructions regarding Writing of Annual Confidential Reports (ACR) in respect of Central Health Services Officers - reg.

The undersigned is directed to draw attention to the enclose copy of DOPTs Circular O.M. No.21011/1/2010 Estt.A dated 13.4.2010 whereby DOP&T ahs issued fresh instructions inter-alia stating that in case, an employee is to be considered for promotion and his ACR prior 2008-09 contain final a copy of the relevant ACR for his representation, before such ACRs are placed before the DPC/ only the below bench mark ACRs for the period relevant to promotion need be sent to the concerned officers."

2. In pursuance to this several representation from the affected officers have been received. while considering the representations from the affected officers viz-a-viz, it has been observed that while writing the ACRs of the officers, the Reporting Officer has simply marked against each Column as "Good" and this has been accordingly made the final Assessment as "Good", without giving any reason for making this grading. For instance, under Col. "Please comment to write at some length, while making the Assessment. Likewise, the overall assessment where the direction is that strength and shortcomings of the officer should be reported upon, even here the total assessment is simply given as "Good".

3. This has created confusion in considering the representations of the concerned Officer for up gradation of the grading in the ACRs. Since the Grading given in the ACRs affect the future promotion /s of the concerned officers, all Reporting/Reviewing Officers are directed to apply their mind while recording entries, with the full understanding that these entries will be extremely crucial in determining the future career of the officers in the service.
