Training of the Liaison Offcers for Scheduled Castes/Scheduled Tribes/Persen with Disablities and Other Backward Classes

OFFICE MEMORANDUM 

Subject: Training of the Liaison Officers for Scheduled Castes/Scheduled Tribes/Persen with Disablities and Other Backward Classes. 

The undersigned is directed to say that the instructions issued by this Department provide that every Ministry/ Department shall designate two Separate officers, atleast of the level of Deputy Secretary, as Liaison Officers - one for Scheduled Castes/ Scheduled Tribes/ Persons with Disablities and another for Other Backward Classes. Similar instructions exist in respect of under the Ministry/Department. The Liaison Officers play an important role in proper implementation of policy of reservation in services. But many a times, the Liaison Officers fail to play their role effectively in absence of proper training on the subject.

2.  In order to ensure that the Liaison Officers are imparted necessary training to facilitate the performance Of their duties, this Department had requested the institute Secretariat Training & Management (ISTM) to design a suitable training module and include it in the Training Calendar. All Ministries' Departments were also requested to nominate the Liaison Officers for the training. A training was conducted by ISTM in 2014 but the participation was not found encouraging. A similar 
programme has been scheduled in October, 2015, the details of which are available on the website of ISTM at http://www.istm.gov.in. It is, requested that the Liaison Officers may be nominated for the programme so that they can be familiarised With their duties and responsibilities. 

3. It is also requested that the names, designation and contact details of the Liaison Officers may be forwarded to this Department for records. The details of the Liaison officers from the attached/ subordinate offices/ PSUs and other field organisation/ offices under the administrative control of the Ministry/Department, if any, may also please be collectively sent to this Department. The details of the Liaison Officer may also be prominently displayed on the website of the Ministry/ Department for information of all concerned 

4. All Ministries/ Departments etc. are requested to issue necessary instructions in this regard.

Schemes for Minority Students Pursuing Higher Education

The University Grants Commission (UGC) is dealing with two schemes namely, Community Colleges (CC) and B.Voc degree programme implemented in Universities and Colleges pertaining to skill based vocational education. Students including those from Minority Communities are admitted to the approved vocational courses in UGC supported Community Colleges/B.Voc degree programme in accordance with the reservation policy of Central/State Governments. Students are provided scholarship of Rs. 1000/- per month under the scheme of community colleges. UGC has no specific scheme for the students of Minorities community intending to pursue higher education including technical and vocational education.

However, UGC has formulated the following schemes for Minority Students intending to pursue Higher Education including Technical Education:

1. Establishment of Equal Opportunity Cells (EOC) for SC/ST/ OBC/Minorities:

To make Colleges and Universities more responsive to the needs and constraints of the disadvantaged social groups, the UGC has financed Institutions to establish Equal Opportunity Cells to oversee the effective implementation of policies and programmes for disadvantaged groups and to provide guidance and counseling in academic, financial, social and other matters. The Cell will also take up programmes to sensitize University/Colleges on problems faced by SC/ST/Minority categories in higher education.

2. Establishment of Residential Coaching Academy (RCA) for Minorities and SC/ST/Women in Universities:

The main objective is to establish Residential Coaching Academy in Universities and Colleges, for running schemes like ‘Coaching for students at Under Graduate/Post Graduate level’, ‘Coaching for students to prepare for National Eligibility Test (NET)’, ‘Coaching for students seeking entry in services covered under Central and State Governments’. The aim of these schemes is to prepare students for NET and all-India and State Services examinations and Under Graduate/Post Graduate level examinations. All the schemes are being supported with grants under Merged Schemes with General Development Grant Scheme.

3. Remedial Coaching schemes for SCs, STs, OBC (non-creamy layer), Minorities:

The UGC has been providing separate assistance during the XI Plan to the universities (i) for remedial coaching at Under Graduate/Post Graduate level (ii) coaching for entry into services (iii) coaching for NET to SC, ST and minority candidates to improve their status socially and educationally so that they can take their rightful place in the mainstream of the society.
