GOVERNMENT OF INDIA (BHARAT SARKAR)
MINISTRY OF RAILWAYS ( RAILWAY MANTRALAYA)
(RAILWAY BOARD)

No. 2011/TG-I/20/P/JTBS

New Delhi, dated: 24.10.2013

General Managers,
All Zonal Railways.

(COMMERCIAL CIRCULAR NO. 66 OF 2013)

Sub: Appointment of STBS (Station Ticket Booking Sewaks) at ‘E’ category Stations.

At present at ‘E’ Category stations, Booking Clerks have not been posted at most of the stations and ticket activities are performed by Station Masters (SMs) / Assistant Station Masters (ASMs) who are also performing operational duties. With a view to facilitate Station Managers/ Assistant Station Managers to concentrate better on train operations and also to facilitate passengers to get tickets it has been decided to appoint Station Ticket Booking Sewaks (STBS) at ‘ E’ Category stations as a pilot project for one year only at those stations where power and connectivity are available. Detailed features of the scheme are enclosed.

   2. Zonal Railway should first try to appoint Jansadharan Ticket Booking Sewaks (JTBS) at these locations and in case no suitable response is received, the process of appointment of STBS will be initiated. The efficacy of the scheme should be assessed by Zonal Railways by comparing the sale of tickets and earnings with the corresponding sale and earnings in previous year. The performance of STBS should be reported by Zonal Railways on quarterly basis to enable decision being taken regarding continuation of this scheme or otherwise.

2.1 While working out the requirement of 2nd ASM at any location Zonal Railways should also take into account the reduction in workload of ASM owing to appointment of STBS.

   3. Necessary action may be taken to send intimation to all concerned.

   4. This issues with the concurrence of Finance Directorate of Ministry of Railways.
