Sub: Central Civil Services(Revised Pay) Rules, 2008 – Section II of the Part ‘A’ of the First Schedule thereto – entry pay for direct recruits appointed on or after 1.1.2006 and pay fixation in the case of persons other than such direct recruits.

Madam/Sir,
I am directed to refer to MHRD letter No.F.3-6/2018-UT.2 dated 23rd Oct,2018(copy enclosed) on the subject mentioned above and to forward herewith a copy Of Department of Expenditure’s O.M.No.8-23/2017-E.IIIA dated 28.9.2018 conveying therein the decision of the Government of India on the matter of grant of entry pay to employees who had joined prior to 1.1.2006 and whose pay, as fixed in the revised pay structure under Rule 7 thereof as on 1.1.2006, turns out to be lower than the prescribed entry pay for direct recruits of that post.

You are therefore requsted to examine and decide such cases of pay anomalies in light of the aforementioned decision conveyed by the Department of Expenditure. It is also advised that the action taken in this regard may be brought to the notice of the Hon’ble Tribunals/Courts where such matters are presently sub-judice, so that these cases may be disposed of at the earliest.

1. KVS is providing a facility for ONLINE CORRECTION for the candidates using their profile. (No change will be accepted through offline mode i.e. through fax/application or by email etc. No correction will be allowed or entertained after the closing of window period).

It has come to notice that in respect of some candidates who have applied for the post of Principal, Vice Principal, RGTs, TGTs and PRTs in KVS against the Advertisement No.14 that the fee on account of submission of application form has been deducted from their accounts, but the portal is asking to pay the fee again.

Madam/Sir, 
        I am directed to refer the MHRD letter F.No.1-3/2018-Cash dated 24.8.2018 (enclosed) vide which it has been decided to appeal to all officers and staff of Ministry HRD as well as of the organizations under its control that they may contribute one day’s salary as relief to the flood affected people of Kerala, to be paid to the Chief Minister’s Relief fund.
It is requested that necessary instructions may be issued to all the units for circulation of this appeal amongst all the employees of KVs/ROs/ZIETs. Further the option from may also be obtained in the given below format.
“I, (Name & Designation of the employee) give my consent to contribute one day’s salary to Kerala Chief Minister’s Distress Relief Fund.

The Option Form duly signed by the individual employee be kept on records by the respective payee units viz, Vidyalayas/ROs/ZIETs.
After obtaining the consent from the employees, one day’s salary will be deducted by all the units from the Pay bill of Sept’ 2018 and shown under the coloumn “Contribution to Kerla Relief fund” to be inserted by UBI, Saket Branch temporarily for this purpose. The Pay Bill of Sept’ 2018, uploaded by now, may be rejected by all the respective units and uploaded again after making the aforesaid deduction.
It is further intimated that no payment of donation will be remitted by KVs/ROs/ZIETs directly to “Donation to Chief Minister’s Distress Relief Fund. However, the pooled amount shall be remitted by KVS (HQ) to the said relief fund. The Project Kendriya Vidyalayas have to remit the consolidated amount to their respective Regional Offices which will in turn, remit the same to KVS Hqrs through NEFT / RTGS in the “KVS Main Fund Account no. 1098101032877 in Canara Bank, IFSC CNRB0001098. Govt. Financed KVs/ZIETs/ROs are not required to remit the funds to Regional Offices/KVS(HQ) as the amount of deduction will be taken from the pay bill itself by KVS(HQ) for remitting the same to the aforesaid fund.
Compliance may be ensured and required information may be sent to KVS (HQ) through mail (kvsbudget@gmail.com) only in the following format.

I am to refer to MHRD’s letter No. F.1-4/2017-NAT dated 15th June, 2015 on the subject cited above and to forward the revised guidelines for National Award to teachers for 2017. These guidelines alongwith Annexure-I and Annexure-II is Being sent for the necessary action.

Individual employee has to submit his/her application for National Award through online mode. Employee must visit www.mhrd.gov.in. On the Home page of this site there is a mention “National Awards to teachers” on the right side. The employee has to click on this and it will open a new window. The employee has to click on “Apply Now”. It will open a “Sign-up-page”. KVS employee has to select the type of organization as “Central Organizations” and select “Kendriya Vidyalaya Sangathan” in the State Column. In the column of District, KVS employee has to select his Region under which he/she is posted. Applications shall be submitted only through online mode. Hard copies should not be forwarded to RO/HQs. Online portal for Regional Level and HQ Level Selection committees is under construction. Intimation in this regard shall be communicated soon. Last date for KVS employees to apply online is 30th June, 2018.

Kendriya Vidyalaya Sangathan vide office-order of even number dated 30.03.2017, conveyed approval of Government of India for establishing 50 new Kendriya Vidyalayas under Civil Sector with the stipulation that the sponsoring authority concerned is required to transfer the identified and demarcated land and also to give possession of the same to KVS prior to opening of the new Kendriya Vidyalaya. Kendriya Vidyalaya Tivri District Jodhpur, Rajasthan is one of the 50 new Kendriya Vidyalayas sanctioned.
Since the land in the matter of this Kendriya Vidyalaya has been transferred in favour of Kendriya Vidyalaya concerned, sanction of the Commissioner, KVS is hereby conveyed to start a new Kendriya Vidyalaya under Civil Sector with immediate effect, at the following location.

NOTICE

Kendriya Vidyalaya Sangathan has conducted the written Examination for the post of Lower Division Clerk from 19th February, 2018 to 23rd February, 2018 in various shifts. In preperation of result of written examination for the post of LDC, Score Normalization Method has been adopted by KVS. The formula of Score Normalization Method is placed below.

Score Normalization

About Normalization Normalization means adjusting values measured on different scales to a notionally common scale.
Need for Normalization in Exam Exam pertaining for a particular post/course could be spread across multiple shifts which will have different question paper for each shift. Hence the normalization of scores need to be carried out for all the candidates who had written the exam, across shifts for the same post/course.
Normally, after the exam, candidates are provided a window of few days, post the publishing of question paper and the correct keys. Based on the objections raised, SMEs work on that and with customer consultation finalize to ignore some objected questions and the remaining questions will be considered for score evaluation and subsequently the score normalization.
Inputs required for score normalization process 1. Raw score report of the candidates who appeared for a particular post, across all shifts. 2. The actual number of valid questions to be considered, post the objection
Score Normalization logic The following has to be calculated across all shifts for all the candidates who have written the exam for the same post.
Total Number of Questions (A) Defined as the number of questions available in the question paper. (e.g. 120 questions)
As an example, ASSUME the question papers has 120 questions
Total Number of Correct Questions (B) Defined as the number of valid questions which have to be considered for score evaluation and score normalization, post the finalization of questions after the candidates have raised objections (if any)
B = A – # questions which are removed post candidate objections
ASSUME there are 3 invalid questions in (A)
Then B = 120-3 = 117
Example: ASSUME a candidate has attempted 103 out of 117 questions, of which 98 are correct responses and 5 are wrong resonses. 14 un-attempted questions will be Blanks.
Total Correct Responses (C) Defined as the number of responses which are answered correctly by the candidate for the total number of valid questions (B)

Candidate Score to be considered for Normalization (E) Consider the case where scores will be based on 120. So, score (D) of every candidate is to be prorated i.e. it has to be multiplied by the factor: 120/B

Now we need to calculate Average and Standard Deviation for each Shift

70% of the average attendance is the limit. Any value below this should not be considered for the base. (This percentage can be set to any value)

Sub:Notification of KVS Transfer Guidelines 2018 for non-teaching staff upto Assistant Section Officer and teaching staff upto PGTs- regarding.

Madam/ Sir, With reference to the subject cited above, this is to inform that Transfer Guidelines of KVS 2018 for non teaching staff upto Assistant Section Officer and teaching staff upto PGTs duly approved by the Board of Governors (BOG) of KVS in its 109th meeting held on 06.03.2018 are enclosed herewith for the reference of all stakeholders.

You are, therefore, directed to circulate these Transfer Guidelines in all Kendriya Vidyalayas of your region/ZIET /RO etc. The Principals should be directed to take printout of sufficient copies of Transfer Guidelines and to keep them in the library and staff rooms of the Vidyalayas for perusal of staff members. The controlling officers should make all efforts to make these guidelines known to each and every employee of the Vidyalaya.

Schedule of Annual Transfer 2018 will be notified in due course of time, before that it is desired that KVS employees who are eligible for applying for request transfer in 2018 and willing to do so, they must keep their documents/certificates ready in support of their claims as Single Parent/Medical Ground Case/Disability Certificate/PH Certificate etc. To avoid any controversy/inconvenience at last moment, every employee should act well within the time to arrange all these documents/certificates. Grading/Points of APARs of employees of preceding 02 years should be made available to the Principal by the Regional Office in advance. Hindi version of the Transfer Guidelines is being sent separately.

This must be given Top Priority.

NOTICE
Kendriya Vidyalaya Sangathan will be conducting interviews for the post of PGTs, TGTs, and PRT to be filled through direct recruitment in North Eastern Zone of KVS. The candidates have been shortlisted for interview as per cut-off marks fixed by KVS in the written examination held on 16.12.2017 and 17.12.2017.
