Subject : Rotation of officials working in sensitive posts - regarding.

   Central Vigilance Commission and the Department of Personnel and Training have issued instructions for effecting rotational transfers of officials posted on sensitive posts. As per Commission's instructions issued vide letter Nos. 98.VGL/60 dated 15.4.1999, 02.11.2001 and 004/VGL/90 dated 01.5.2008 and 04.01.2012 (for public sector banks) on this issue, it was prescribed that Ministries/Departments/Organisations and CVOs are to identify the sensitive posts and staff working in these posts and also ensure that they are strictly rotated after every two/three years to avoid developing vested interests.

Subject:  Strengthening of Vigilance set-up in Ministries/Departments- reg.

   The undersigned is directed to refer to Department's Office Memorandum No. 372/19/2011-AVD-III(Pt.I) dated 26th  September, 2011 regarding strengthening of vigilance set-up in Ministries/Departments, wherein, on the basis of a recommendation made by the Group of Ministers to tackle Corruption, which was accepted by the Government, all the Ministries/Departments were advised to strengthen their vigilance administration with requisite manpower with a view to ensuring expeditious disposal of disciplinary cases. It was also advised therein to consider, where appropriate, setting up of a monitoring cell in each Ministry/Department to review and monitor the progress of all pending disciplinary cases on a day-to-day basis, with a view to ensuring their timely conclusion.

CVC Disposed of 1272 cases in December 2011 Major Penalty Proceedings Recommened Against 113 Officers

   The Central Vigilance Commission (CVC) disposed of 1272 cases during December 2011 referred to it for advice. Of these, 1096 complaints were sent for necessary action/ATR whereas 88 complaints were sent for investigation and report. No action was required on 226 complaints.

   The Commission advised issuance of sanction for prosecution in respect of 16 officials of various Ministries/Departments/Organizations. Prosecution sanctioned by the Competent Authority in 7 cases during the month which includes two separate cases in respect of one IPS & One IAS officer. It also processed 1836 complaints (including 217 whistle blower complaints) during the month and sought Investigation/Factual report in 68 complaints from the concerned Ministries/Departments/Organisations.

CVC Disposed of 1580 Cases in November 2010 Major Penalty Proceedings Recommened Against 138 Officers

The Central Vigilance Commission disposed of 1580 cases during November 2010 referred to it for advice. Of these, 1158 complaints were sent for necessary action/ATR whereas 226 complaints were sent for investigation and report. No action was required on 108 complaints.

The Commission advised imposition of major penalty against 138 officers including 38 from Central Board of Excise & Customs, 15 from Ministry of Railways, 12 each from M.C.D. and Ministry of Urban Development, 11 from Department of Telecommunications, 7 from State Bank of Bikaner & Jaipur, 6 from State Bank of India, 4 each from Canara Bank, State Bank of Travancore, Union Bank of India and Employees Provident Fund Organisation, 3 from Syndicate Bank. Remaining 17 cases pertained to different departments of the Government of India and PSUs.

Recoveries to the tune of about Rs.1.31 crore were effected after Commission conducted technical examination of some departments.

CVC Disposed of 830 Cases in October 2010 Major Penalty Proceedings Recommened Against 71 Officers

The Central Vigilance Commission disposed of 830 cases during October 2010 referred to it for advice. Of these, 573 complaints were sent for necessary action/ATR whereas 48 complaints were sent for investigation and report. No action was required on 108 complaints.

The Commission advised imposition of major penalty against 71 officers including 12 from Department of Telecommunications, 10 from State Bank of India, 6 each from Canara Bank, Department of Steel and Central Board of Excise & Customs, 4 each from New Delhi Municipal Corporation, and SPMCIL. Remaining 23 cases pertained to different departments of the Government of India and PSUs.

Recoveries to the tune of about Rs.1.61 crore were effected after Commission conducted technical examination of some departments.

CENTRAL VIGILANCE COMMISSION Disposed of 1079 Cases in September 2010

Major Penalty Proceedings Recommened against 86 Officers

The Central Vigilance Commission disposed of 1079 cases during September 2010 referred to it for advice. Of these, 755 complaints were sent for necessary action/ATR whereas 60 complaints were sent for investigation and report. No action was required on 154 complaints.

The Commission advised imposition of major penalty against 86 officers including 27 from Ministry of Railways, 13 from Canara Bank, 11 from Department of Telecommunications, 8 from Central Board of Excise & Customs, 6 from State Bank of Bikaner & Jaipur, 4 from Delhi Development Authority and 3 from Employees Provident Fund Organization. Remaining 14 cases pertained to different departments of the Government of India and PSUs.

On the Commission’s recommendations, the competent authorities issued sanctions for prosecution against 56 officers.

Recoveries to the tune of Rs.15.22 crore were effected after Commission conducted technical examination of some departments.

Allowing vigilance functionaries on deputation to CPSEs the option to draw pay either in the CPSEs pay scale or pay in the parent cadre

The Cabinet has approved the proposal of the Department of Public Enterprises to the effect that CVOs and other officers on deputation to the Vigilance Departments of CPSEs may be allowed the option of electing to draw either the pay in the scale of pay of the CPSE concerned or pay in the parent cadre plus deputation (duty) allowance and personal pay, if any.
The CVOs and other officers on deputation to the Vigilance Departments in CPSEs will also be allowed all the perks, benefits and perquisites applicable to equivalent level of officers in concerned CPSEs.

The CVOs and the vigilance functionaries will be able to work effectively and this will remove disparity in pay between the deputationists and employees of the CPSEs. This will also attract suitable officers/talent to vigilance departments of CPSEs.
