OFFICE MEMORANDUM

Subject :- Fixation of ‘range of seniority’ (zone of promotion) for promotion of Stenographers Grade ‘D’ to Personal Assistant(PA) Grade of CSSS for the Select List Year-2010 - reg.

   Reference is invited to this Department’s O.M. of even number dated 16th February, 2012 on the subject mentioned above vide which all the cadre units were requested to place the cases of all eligible Stenographers Grade ‘D’ who were covered within the prescribed ‘range of seniority’ and who had not yet been included in the Select List of PAs of CSSS before the DPC to assess their suitability or otherwise for promotion to the PA grade of CSSS. Cadre Units were also requested to furnish the recommendations of the DPC alongwith vigilance clearance in respect of all the eligible officers who are working in their cadre units including those who had been transferred to their cadre units from other cadre units on their ad-hoc promotion to PA grade of CSSS.

OFFICE MEMORANDUM

Subject:- Stepping up of pay of PAs of CSSS in case of ACP followed by ad-hoc promotion.

   The undersigned is directed to say that the issue of senior PAs of CSSS who got their ACP followed by ad-hoc promotion prior to 1.1.2006 and are drawing less pay than PAs of CSSS who got their ACP and ad-hoc promotion after 1.1.2006 has been receiving attention. The Note 7 below Rule 7 of CCS (Revised Pay) Rules, 2008 provides that “where in the fixation of pay under sub-rule (1), the pay of Government servant, who, in the existing scale was drawing immediately before the 1st day of January, 2006 more pay than another Government servant junior to him in the same cadre, gets fixed in the revised pay band at a stage lower than that of such junior, his pay shall be stepped upto the same stage in the revised pay band as that of the junior.

Subject:- Promotion of Personal Assistant (PA) of CSSS to the Private Secretary (PS) Grade of CSSS on ad-hoc basis- reg.

   The undersigned is directed to say that vide this Department’s OM of even number dated 31.3.2011 & 13.4.2011 on the subject mentioned above, all the Cadre Units were requested to promote and retain the eligible PAs with least incumbency within the zone prescribed to the Grade of PS on adhoc basis to the extent of vacancies available. Cadres Units were also requested to forward the recommendations of the DPC in respect of the remaining eligible PAs with maximum incumbency in the prescribed zone, who are clear from vigilance angle and cannot be promoted within the Cadre Units to this Division

OFFICE MEMORANDUM

Subject:- Stepping up of pay of senior PAs of CSSS appointed/promoted prior to 1.1 .2006 and drawing less pay than PAs of CSSS promoted after 1.1.2006.

   The undersigned is directed to refer to this Department’s Office Memoranda No.7/7/08-CS.I(A) dated 22.12.2010 and 18.3.2011 vide which the orders. for stepping up of pay of senior Assistants/PAs of CSS/CSSS promoted/direct recruited with that of Assistants/PAs promoted after 1.1.2006 were issued.

   2. A number of Cadre Units of CSSS have sought clarification on the admissibility of stepping up of pay of senior PAs of CSSS appointed/ promoted prior to 1.1.2006 and drawing less pay than PAs of any Cadre Unit of CSSS promoted after 1.1.2006 consequent upon their fixation of pay in the revised pay structure of Grade Pay of Rs.4600 in the PB-2 on the basis of Department of Expenditure’s O.M. No.1/1/2008-IC dated 16.11.2009. The matter has been examined in this Division in consultation with Establishment(Pay) Division of this Department and it has been decided that as the Department of Personnel and Training had started making promotions to the PA grade on a centralised basis since SL year 2004 on the basis of Common Seniority List issued by this Department, the grade of PA is centralised for the purpose of removing the above anomaly.

   3. Accordingly, all Cadre Units of CSSS are allowed to step up the pay of senior PAs of CSSS appointed/promoted prior to 1.1.2006 at par with that of Steno Grade ‘D’ of any Ministry/Department promoted as PAs after 1.1 .2006.
