MINUTES OF THE MEETING HELD ON 19.09.2013 AT MSF, ISHAPOR
ON RATIONALIZATION OF INDUSTRIAL TRADES.
The following were present in the meeting:

02. Continuing with the points discussed during the last meeting held on 13.12.2012, further deliberations were made, which went along the following lines.
03. During the last meeting held on 13.12.2012, some reservations were expressed by the staff side on merger of trades as a part of rationalization exercise, which may affect the promotional prospects of existing incumbents. The issue was deliberated at length and it was acknowledged that a change over from the existing system of trade-wise grade-wise seniority and promotion to grade-wise common seniority and promotion for all trades in a factory could be the way out.

30 DAYS EARNED LEAVE FOR INDUSTRIAL EMPLOYEES OF ORDNANCE FACTORIES.

I am directed to refer to OFB I.D. No 265/A/A dated 19.02.2013 and 01.08.2013 on the subject mentioned above. The matter has been examined in consultation with D(Civ-II) and they opined that DopT OM dated 20.07.1998 inter alia provides ….”As per the agreement with the staff side of National Counsel (JCM) signed on 11.09.1997,the govt. has decided that henceforth the Industrial Employees in Central Government Department other than Railways shall be entitled to 30 Days EL for each completed year of service irrespective of the number of years of service rendered by the employee, subject to the holidays shall also count towards such Leave”.

(b) the details of the issues raised by them each time;
(c) whether the operations of ordnance factories were affected due to strike of employees;

Ordnance Factory at Nalanda
Action for setting up of ordnance factory at Nalanda in Bihar is underway.Commissioning of Nitro Cellulose Plant (NC) and erection of Sulphuric Acid Concentration / Nitric Acid Concentration Plant (SAC/NAC) are under progress. Ordnance Factory Board (OFB) is also planning for procurement of sub-plants for main Bi-Modular Charge System (BMCS) plant on its own.
As per signed contract with M/s IMI, Israel, the target date for commissioning of the main Bi-Modular Charge System (BMCS) plant was September 2011. However, CBI investigations had started in May 2009 against M/s Israeli Military Industries (IMI) and others due to vendors` misconduct relating to illegal gratification.

INDUCTION OF TRADE APPRENTICES FOR TRAINING UNDER THE APPRENTICES ACT’ 1961 IN ORDNANCE & ORDNANCE EQUIPMENT FACTORIES
‘On-line applications are invited’ from Indian citizens for Trade Apprenticeship training in Ordnance & Ordnance Equipment Factories for the year 2012-13. Particulars of training and induction process are given below:-
1. Date of on-line registration of Application: 26-11-2012 (Date of commencement of on-line registration of application has been re-scheduled. New date will be intimated through its website).
2. Last Date of on-line Registration of Application: 17-12-2012 (upto 17.00hrs)
3. Last Date of receipt of Hard Copy of Application at respective Ordnance Factory: 27-12.2012.(within working hours)
For candidates residing at Assam, Meghalaya, Arunachal Pradesh, Mizorzm, Manipur, Nagaland, Tripura, Sikkim, Jammu & Kashmir, Lahul & Spiti District and Pangi sub division of Chamba district of Himachal Pradesh, Andaman & Nikobar islands, Lakshadweep and candidates residing abroad, last date of receipt of hard copy of the application by the respective Ordnance Factories will be – 03-01-2013.

A proposal on Cadre restructuring of Store Keeping Staff in Ordnance Factories Organisation has been forwarded to Ministry of Defence to obtain its approval to remove the acute stagnation in Store keeping cadre

Sub: Cadre restructuring of Store Keeping Staff in Ordnance Factories Organisation.
After the implementation of the VIth CPC by the Govt. of India, there is a growing demand from staff side to review the Cadre of Store Keeping Staff in the Ordnance Factories Organisation.
2. Accordingly the issue has been examined with the following terms of reference.
i) To examine the stagnation profile of existing Supervisor(Stores) and Store Keepers.
ii) To examine any other issues related to the career progression brought out by the Indian Ordnance Factories Non-Technical Supervisory Staff Association.
iii) To suggest a viable cadre structure proposed in the Non-Tech. (Stores) discipline for the Supervisors (Stores) and Store Keeper.
3. Consequent upon the implementation of the 6th CPC the cadre structure of Store Keeping Staff in the OF. Organisation is as follows :-
