 Dear Comrades,

We have been receiving communication from various organizations as also from individual employees after the promulgation of the notification by the Government on 7th CPC recommendations. Most of these communications had been to express the anxiety and in some cases anger too over the delay in setting up the high level committee, assured by the Group of Minister to review the minimum wage and multiplication factor.

We have been pursuing the said issue on a day to day basis and we are fully appreciative of the apprehensions expressed in many of these letters. Since the decision making in the Government is a long procrastinated matter involving various levels and departments, such delays are not uncommon. But we have been informed as to why the assurances held out have not been translated into action.

We have also noted that in the absence of the JCM functioning especially at the Departmental levels of various Ministries, the department specific anomalies and demands are not being subjected to any meaningful negotiations with the respective organizations. We have addressed the Cabinet Secretary to hold a special discussion with us on this subject immediately. Copy of our letter is enclosed.

On 12th August, 2016, we have met the Secretary Pensions to convey our strong resentment over the decision to allow the Option No. 1 given to the pensioners to be implemented subject to feasibility. We have reiterated that while we are open to discussion as to the methodology of verification of the claims of individual petitions in respect of Option No.1, we would not be able to countenance of the non implementation of the recommendation of the 7th CPC on the flimsy ground of non availability of records.

The available NJCA members met today at Delhi to review the situation in the background of the feeling conveyed to us through letters from various organizations. We have after taking note of the anxiety expressed and the ongoing discussions with various authorities over the setting up of the high level committee to wait up to the end of this month before we embark upon any action for the setting upon of the said high level committee. The employees may be apprised of this decision through the requisite campaign programme.

In the meantime, we must endeavour to support the one day strike action slated for 2nd September, 2016 for which the call has been given by the Central Trade Unions (including independent Federations) to the best of the ability of the respective organizations as the objective of the strike is the betterment of the working people in our country.

7th CPC Anomalies

All the Constituents Organizations are requested to forward the various anomalies arising out of the implementation of the 7th CPC notification / CCS (RP) Rules 2016 to the Staff Side office with brief / illustration etc. within in 15 days from today so as to enable us to study and forward the same to the Anomaly committee for settlement.

7th CPC – Central Government Employees are Ready to Fight if Demands Not Fulfilled – NJCA

Dear Friends!

On the call of the National Joint Council of Action(NJCA), on hopeless recommendations of VII CPC, scrapping of National Pension System (NPS) and other long pending genuine demands of the Central Government Employees, covering lakhs and lakhs of Railwaymen, Defence (Civilian) personnel, Postal employees, working in different Central Government offices throughout the country, unitedly not only participated and contributed regularly in agitational programmes of different stages of struggle but also succeeded to reflect such an environment in the entire length and breadth of the country well before the date of commencement of nationwide “Indefinite Strike” from 11th July, 2016; that compelled the Government of India to think better than Rs.18,000 as Minimum Wage, change in the Fitment Formula and many other important heartburning aspects, like National Pension System (NPS) and to handover all such issues to the committees with a commitment to consider the same within a timeframe of four months. Considering positive attitude of the senior ministers of the Government of India, the National Joint Council of Action (NJCA) had decided to give another four months time to the government.

I am fully aware that, our Central Government Employees and the youth with full sincerity and dedication had unitedly created an unprecedented environment throughout the country, enlightening all the fellowmen about our demands in support of “Indefinite Strike” continuously, for which they deserve to be thanked a lot.

Earlier too I had drawn your attention and warned to be aware of such elements who will confuse and mislead you by various baseless arguments and try to weaken and derail our united struggle.

I know that, such negative thinking persons neither would have participated in the strike nor moved shoulder to shoulder in the movement of struggle. Negative thoughts not only weaken the individual, but also malign mental attitude of the others. Certain such persons, pouring in forcefully their polluted views on others, only try to break the broader unity of the movement. After all, it is not a new phenomena, such elements were found in all the strikes of the past. But nowadays; propaganda scenario has changed. Earlier, social media – WhatsApp, Facebook etc. were not available, so, such elements were launching propanganda campaign in the Canteens, Pan shops etc. In the present era, instead of using social media, WhatsApp, Facebook etc, in positive way for uniting co-workers, such elements unsuccessfully attempt to break the unity with their contaminated thought, reflecting the fellowmen that they are the only genius and ever alert and real friends of them, but such individuals always deceived and show their back at the climax of the struggle.

I had earlier mentioned; to be very careful of such vindictive personalities who have destructive thought during the struggle, meant to secure their own rights. It is waste to have even least hope of any contribution in any struggle from such individuals who during agitation/strike try to side-away themselves by all means.

For complete preparation of strong background in any movement, struggle/strike, role of an individual unit, branch, division, zonal and national level, strong change can never be devaluated, and such an strong united movement at all levels leaders ultimately encourages to give a clarion call of struggle at the national level. National leadership has to take care of all even-odd circumstances, lead his attitude, patience and safety of their force. Deep contemplation yields of the movement for him to cause execution to implement various strategies and timelines for the fulfillment of the objective of the obligation to go beyond such a positive approach rather than criticism for decisions on the subtleties of the churning the movement extended to the middle of your peers and get validness struggling peace succeeds.

I have full faith that, all the Central Government Employees were ready, already even today and will remain ready with the time slot to fight for their rights.

I again remind my colleagues to be aware and give befitting reply to those having negative thinking, and a strong movement only can go ahead.

ONE MORE CLARIFICATION REGARDING NJCA’s STAND ON NEW PENSION SCHEME (NPS)

QUERY —

Just like the issues of Salary hike, Fitment formula or parity of Pension, the issue of NPS is common to all Central Govt. Departments. In spite of that, this issue appears to be less highlighted. I represent a unit where 80% of the employees belong to NPS and all of us are aware of the pros & cons of the scheme and we are really concerned about our future

REPLY —–

Thanks for your concern. The problem of NPS employees are well taken care of by the NJCA. Please see the Press Statement issued by NJCA on 6th July 2016 after taking the decision to defer the strike which is published in confederation website. The last paragraph reads as follows——- “The NJCA particularly notes that the Govt. has set up a separate committee for reviewing the New Pension Scheme, which has been a matter of concern to all employees and workers who are recruited to Govt. services after 01.01.2004.” Please also see the para -12 of the Press Communique issued by the Govt. through Press Information Bureau immediately after the Cabinet decision on 29th June 2016 which reads as ——— “Para-12— The Cabinet also decided to constitute a separate committee to suggest measures for streamlining the implementation of New Pension System (NPS)”. Cabinet decision is taken as it is one of the important demand of the Charter of demands of NJCA submitted to Govt. NJCA shall take follow up action on this particular demand as all of us are very much concerned about this important demand. This demand is directly linked to the policy of the NDA Govt. as all of you are aware that it is the previous NDA Govt. which took a Cabinet decision in 2003 to implement New Contributory Pension Scheme to Central Govt. Employees from 01.01.2004.

NJCA need to Clarify the Doubts over 7th CPC Issues

No clarity in the Press Statements of both Government and NJCA on 7th CPC issues

The six days Drama was come to an end yesterday. After the Union Cabinet Approved the implementation of 7th CPC Recommendations on 29th June 2016, a Meeting of NJCA leaders held on the next day on 30th June 2016. After the NJCA Meeting, some Leaders met the Group of Ministers at Home Minister’s Residence. It is said to be an informal meeting, so no any official announcement was made by Govt regarding this Meeting. But NJCA leaders told that GOM assured that they would refer this issue to a committee to review.

The same day, SRMU has declared that the Indefinite Strike is postponed based on the Govt assurance. From that day onwards there was lot of drama going on day to day over the issues of 7th CPC and Indefinite Strike

As per schedule the NJCA Leaders met on 6th July 2016 to decide on future course of Action. But the meeting was ended with a decision to postpone the Strike Action.

Finally, the Six Days confusion come to an end on 6th July after NJCA and Ministry of Finance issued Press Statements.

But Still there is no Clarity in these press statements on the following issues.

1. When will Notification for implementation of 7th CPC recommendations be published?

2. When will the CG Employees get 7th CPC salary.?

3. Why all allowances including HRA and TA referred to committee?

4. When will the revised rate of HRA and TA come into effect?

5. Does the NJCA really believe the proposed committee will recommend to increase Minimum Pay and Fitment Factor…?

6. If they believe so, why didn’t they say anything about the date on which the 7th CPC come into force…?

7. If 7th CPC comes into force from this Month, Does the NJCA believe the Minimum Pay and Fitment factor will be increased after four months?

8. Do the Govt and NJCA assure No Committee will be formed after four months…?

The NJCA has to clarify all these doubts to Central Government employees. If you have any other doubts, please comment.

The National Joint Council of Action (NJCA) met at the Staff Side office, JCM, New Delhi today at 11:30 AM as scheduled. During the discussions, the Convener received an invitation from the Honourable Home Minister, Shri Rajnath Singh. The following members of the NJCA met the Home Minister in a delegation.

Krishnan (Confederation), 8. Ashok Singh (INDWF), 9. R. Srinivasan (INDWF), 10. M. S. Raja (Confederation), 11. J. R. Bhosale (AIRF), 12. Bhatnagar (NFIR), 13. R. N. Parashar (NFPE), 14. Giriraj Singh (NFPE), 15. Satish Chander (FNPO), 16. Shiv Kumar (FNPO), 17. N. Kannaiah (AIRF).

The issues in the Charter of demands were discussed with special reference to the 7th CPC related demands. The delegation brought to the notice of the Honourable Home Minister that the NJCA has not received a communication from the Government over the assurances held out on 30th June, 2016, when the NJCA delegation met the Honourable Home Minister, Finance Minister and the Railway Ministers. On 30th June 2016, the Government had assured to refer the revision of Minimum wage and fitment formula to a Committee. The Finance Minister has also clarified that the Government has taken the decision to implement the recommendation of the 7th CPC to bring about parity between the past and present pensioners. They added that such a communication in confirmation of the assurances will enable them to take a decision over the strike action which is to commence from 11th July, 2016.

The Honourable Home Minister assured the delegation that the Government will honour the assurances held out to the NJCA leaders on 30th June, 2016 and accordingly the Honourable Finance Minister, Shri Arun Jaitly will issue a Press Statement today, with copy to NJCA.

After receipt of the copy of the Press Communique issued by the Honourable Finance Minister, the NJCA will take a final decision.
