OFFICE MEMORANDUM

Subject: Training of the Liaison Officers for Scheduled Castes/Scheduled Tribes/ Person with Disablities and Other Backward Classes - regarding

The undersigned is directed to refer to this Department's OM of even no. dated 24.07.2015 on the above mentioned subject and to say that the Institute of Secretariat training & Management (ISTM) have now proposed a workshop/ training on 25-26 August, 2015. A copy of the OM dated 04.08.2015 received from ISTM is enclosed for ready reference.

2. As was mentioned in the abovementioned OM dated 24.07.2015, the Chairman of the Parliamentary Committee on the Welfare of Scheduled Castes and Scheduled Tribes, has desired that the liaison officers of the various Public Sector Undertakings/Public Sector Banks and other officers needs to be acquainted with the latest orders/instructions on reservation matters. It was mentioned by the Chairman that during the visits, the Parliamentary Committee has observed that the nominated Liaison Officers are not acquainted with the latest orders/instructions/ statutory provisions on reservation matters and safeguards provided to SC/ST candidates and employees in the services of the state.

3. It is, therefore, requested that upto three Liaison Officers, one from the Ministry/ Department and two from the attached/ subordinate offices/ PSUs and other field organisations may please be nominated for this training programme. The nominations may be sent to this Department and ISTM at an early date, preferably by 14.08.2015.

4. The receipt of this OM may also please be acknowledged.

Training of the Liaison Offcers for Scheduled Castes/Scheduled Tribes/Persen with Disablities and Other Backward Classes

OFFICE MEMORANDUM 

Subject: Training of the Liaison Officers for Scheduled Castes/Scheduled Tribes/Persen with Disablities and Other Backward Classes. 

The undersigned is directed to say that the instructions issued by this Department provide that every Ministry/ Department shall designate two Separate officers, atleast of the level of Deputy Secretary, as Liaison Officers - one for Scheduled Castes/ Scheduled Tribes/ Persons with Disablities and another for Other Backward Classes. Similar instructions exist in respect of under the Ministry/Department. The Liaison Officers play an important role in proper implementation of policy of reservation in services. But many a times, the Liaison Officers fail to play their role effectively in absence of proper training on the subject.

2.  In order to ensure that the Liaison Officers are imparted necessary training to facilitate the performance Of their duties, this Department had requested the institute Secretariat Training & Management (ISTM) to design a suitable training module and include it in the Training Calendar. All Ministries' Departments were also requested to nominate the Liaison Officers for the training. A training was conducted by ISTM in 2014 but the participation was not found encouraging. A similar 
programme has been scheduled in October, 2015, the details of which are available on the website of ISTM at http://www.istm.gov.in. It is, requested that the Liaison Officers may be nominated for the programme so that they can be familiarised With their duties and responsibilities. 

3. It is also requested that the names, designation and contact details of the Liaison Officers may be forwarded to this Department for records. The details of the Liaison officers from the attached/ subordinate offices/ PSUs and other field organisation/ offices under the administrative control of the Ministry/Department, if any, may also please be collectively sent to this Department. The details of the Liaison Officer may also be prominently displayed on the website of the Ministry/ Department for information of all concerned 

4. All Ministries/ Departments etc. are requested to issue necessary instructions in this regard.

DOPT ORDER: Arrangement for training of Liaison Officers for Scheduled Castes and Scheduled Tribes

Subject: Arrangement for training of Liaison Officers for Scheduled Castes and Scheduled Tribes 

Sir, 
I am directed to refer to the above mentioned subject and to say that National Commission for Scheduled Castes, in its 6th Annual Report for the year 2012-2013, has made the following recommendation: 

Recommendation No. 5: 

"During the review of implementation of reservation policy in various Ministries/Department/ PSUs, the National Commission for SCs noticed that no Liaison Officer were appointed or SC/ST Cell was not constituted despite clear instructions have been issued by the DoPT. Therefore, National Commission for SCs recommends that all the Government Sector should follow the instructions of the DoPT regarding appointment of Liaison Officer and constitution of SC/ST Cell. It is also recommended that special training should also be imparted to the Liaison Officer to implement the reservation orders in the department. The Liaison Officer should also be made accountable for implementation of reservation policy in the department." 

2. In view of the above, a decision has been taken to impart the necessary training to Liaison Officers of all the Ministries and Departments. It is thus, requested that training on "Reservation in Services for SCs/STs/OBCs" especially designed for Liaison Officers be included in the Training Calendar of ISTM to serve the following purposes: 

i) To sensitize the Liaison Officers with their role, duties, responsibilities and powers.

ii) To impart the knowledge and skills for implementation of instructions relating to reservation for SCs/STs/OBCs in their respective Ministries and attached and subordinate offices with special emphasis on maintenance of reservation rosters. 

iii) To be fully competent for taking charge of the Reservation Cell in their respective ministries. 

iv) Other functions as deemed necessary for discharging the duties efficiently.
