REDUCED RAILWAY QUOTAS

Will the Minister of RAILWAYS be pleased to state:-

(a) whether Railways have reduced Defence/ Tatkal/ Female (above 45 years)/ Senior Citizen Quotas in trains;

(b) if so, the details thereof, zone-wise, train-wise, class-wise including trains going from New Delhi/H. Nizamuddin Railway Stations to Karnataka State viz. Bangalore, Hubli and Kankanadi (Mangalore) along with the reasons for the same;

(c) whether the Railways propose to restore the earlier quotas including trains going to Karnataka;

(d) if so, the time frame for its restoration; and

(e) if not, the reasons therefor?

ANSWER

(a): There has been no reduction in total number of berths/seats earmarked on Indian Railways under Tatkal, Ladies and Senior Citizens quotas. However, based on poor utilisation, there has been marginal reduction in number of berths/seats earmarked under Defence Department Quota.

Train-wise, class-wise distribution of all types of reservation quotas except Defence Department Quota is done by the Zonal Railways on the basis of demand pattern and availability of accommodation. Reservation Quotas so earmarked including Defence Department, Tatkal, Ladies, Senior Citizens are reviewed on periodical basis and adjustments made, wherever required, based on utilisation. This is a continuous process.

(b): There has been no reduction in the total number of berths/seats earmarked under Tatkal, Defence Department, Ladies and Senior Citizens quotas in trains originating from Delhi area and terminating/passing through Bangalore, Hubli and Kankanandi (Mangalore) as indicated below:

(c) to (e): Although, there is marginal reduction in the Defence Department quota on all India basis, there is no reduction in the accommodation earmarked under Tatkal, Defence Department, Ladies and Senior Citizens quotas in trains originating from Delhi area and terminating/passing through Bangalore, Hubli and Kankanandi (Mangalore). Since the reduction of Defence Department Quota was on account of poor utilisation, there is no proposal to restore this quota to the earlier level.

There is No Plan Whatsoever to Replace All Second Sleeper Coaches with AC Coaches in Mail and Express Trains - Railway

Ministry of Railways Clarifies that There is No Plan Whatsoever to Replace All Second Sleeper Coaches with AC Coaches in Mail and Express Trains 

Reports have appeared in some section of the media that Railway Board is considering to replace all 2nd class sleeper coaches in mail and express trains within the next five –six years. This is not correct. The reports have in this connection also mentioned that some trains in Southern Railway have attached one AC-3 tier coach in place in 2nd sleeper coach. 

The Ministry Railways would like to clarify that Indian Railways, in its role, as a national carrier of the nation, has to cater to the need of all sections/categories of the travelling passengers and as such, at present there is no proposal to replace Sleeper Class coaches of all trains on Indian Railways with AC-III Tier coaches. Incidentally, the composition of a train is subservient to various factors which include the route, timings of the service, journey time is also the traffic pattern on the specific route. Further, augmentation of trans is an on-going process, on Indian Railways, subject to operational feasibility, traffic justification and availability of resourceas including coaches. However, changes in the composition/augmentations of trains are done on the basis of demand pattern and availability of resources.

Details of major concessions granted to different categories of persons on Indian Railways

GENERAL RULES FOR CONCESSION 

 

   The detailed rules, procedures, entitlement, purposes, etc for grant of concession are contained under different serial numbers in IRCA Coaching Tariff, Part I (Vol. II) which can be purchased from the General Secretary, I.R.C.A., Chelmsford Road, New Delhi. For any complaints or clarifications, the General Manager or the Chief Commercial Superintendent of the concerned Zonal Railway Administration should be approached. The important general rules for concession, in reference to the above mentioned Tariff, are as under:

 

   1. (a) All concessional fares shall be calculated on the basis of fares for Mail/Express trains irrespective of the type of train, i.e. Mail or Express or Passenger, by which the passenger travels.

 

   (b) Concession shall not be granted for any journey the cost of which is borne by the Central or State Government or a local authority or a Statutory body or a Corporation or a Government Undertaking or a University. However, the students participating in the tournaments held or recognized by the schools or universities will be eligible to the concession.
