OFFICE MEMORANDUM

Subject: Regarding fixation of pay of Ex-servicemen re-employed under the Government against the vacancies reserved for Ex-servicemen-Delegation of powers of fixation of pay.

   The undersigned is directed to invite a reference to the subject cited above and to say the powers of fixation of pay of those ex-servicemen who have been re-employed against the vacancies reserved for ex-servicemen under the Demobilized Armed forces Rules were delegated to the Administrative Departments and they were competent to decide the cases of fixation of pay of such ex-servicemen. The matter relating to the delegation of such powers to Heads of Departments was under consideration of the Government for some time past.

   2. After careful consideration of the matter it has been decided by the Government to delegate the powers of such fixation of pay of ex-servicemen to Heads of Departments. They shall be responsible for correct fixation of pay in the light of the orders issued by the Government from time to time. In case of any clarification, Heads of Departments may seek the same from this Department through Administrative Department concerned.

   3.These orders may be brought to the notice of all concerned.

OFFICE MEMORANDUM

Subject: Regarding fixation of pay of Ex-servicemen re-employed under the Government against the vacancies reserved for Ex-servicemen after 1.1.2006.

   The undersigned is directed to refer to this Department's Office Memorandum of even number dated 3rd December, 2010 on the subject cited above, which provides that the pay of the ex-servicemen appointed against the reserved civil posts after 1.1.2006, will be fixed under the provisions of the Demobilized Armed Forces Personnel Rules, by granting the benefit of approved military service in the shape of increments @3% of the minimum of the pay band plus grade Pay of the respective post to which re-employed.

   2. In partial modification of this Department's Office Memorandum of even number dated 3rd December, 2010, the undersigned is directed to say that in case the initial pay in the respective pay band of the post concerned happens to be more than the minimum of the pay band plus grade pay of the post, as depicted in the conversion table appended as schedule to the HP Civil Services (Revised) Pay rules, 2009, the pay may be fixed at such initial level and benefit of approved military service may be granted accordingly in the manner prescribed in the said OM.

   3. These orders may be brought to the notice of all concerned.
