Group Personal Accident Insurance Scheme 2012.

   The Governor, Himachal Pradesh is pleased to renew the Group Personal Accident Insurance Scheme for Regular, Adhoc, Part-time, Contractual and Daily Waged employees of Government Departments, Boards, Corporations, Universities and Autonomous Bodies on compulsory basis for a period of one-year w.e.f 18.11.2012. The scheme would be implemented by the State Government through Heads of Departments.

Payment of arrear to Pre-2006 Pensioners/Family Pensioners on account of revision of Pension/Family Pension w.e.f. 01-01-2006.

Office Memorandum

Subject:- Payment of arrear to Pre-2006 Pensioners/Family Pensioners on account of revision of Pension/Family Pension w.e.f. 01-01-2006.

   In continuation to this Department’s Office Memorandum of even number dated the 29th March, 2010 and 2nd November, 2010 on the subject cited above, the undersigned is directed to say that the Governor, Himachal Pradesh, is now pleased to order the payment of additional 20% of the arrears of pension/family pension to Pre-2006 pensioners/family pensioners. Now, the total cumulative arrears released so far after taking into account the present release, shall amount to 40% of the total arrears accrued to the Pre-2006 Pensioners/ Family Pensioners.

   2. It shall be the responsibility of Pension Disbursing Authorities including Public Sector Banks that 20% of total pension/family pension arrears is drawn and disbursed to the Pensioners/ family pensioners by 15th March, 2011 by all means.

   3. In the case of pensioners/family pensioners who have unfortunately died, the entire outstanding amount of arrears on account of pension/family shall be paid in cash to the family/legal heir(s)/Nominee(s) as the case may be within one month.

Pay Hike on HIMACHAL PRADESH Govt. Employees

OFFICE MEMORANDUM

Subiect: Grant of Dearness Allowance to the employees of the State Government w.e.f. 01.01.2011

   In continuation of this Department’s OM of even number dated the 27th January, 2011, the Governor, Himachal Pradesh, is pleased to enhance Dearness Allowance from the existing rate of 45% to 51% with effect from 01.01.2011 in respect of the employees of the State Government.

   2. This additional Dearness Allowance of 6% (6 percent) shall be paid in cash with the salary of April, 2011 payable in the month of May, 2011 and the arrears accrued from 01.01 .2011 to 31 .03.2011 shall be credited to the GPF account of the employees. The interest on this account shall accrue w.e.f. 01.05.2011.

   3. Other terms and conditions as contained in CM of even number dated 26th August, 2009 shall continue to be applicable.

   4. The amount of “Adjustable Emoluments” if any, as mentioned in OM No. Fin(PR)-B(7)-1/2009 dated 09.09.2009 and 12.10.2009 shall be adjusted against the DA arrears and the net amount shall be credited in the GPF account of the employees.

   5. These orders will be applicable to employees covered by HP Civil Services (Revised Pay) Rules, 2009 and Work charged employees working in Government departments. These orders will also apply to All India Services Officers, HP Judicial Services Officers and State Government employees covered by UGC Pay Scales.

   6. The payment on account of Dearness Allowance involving fraction of 50 paise and above may be rounded off to the next higher rupee and the fraction of less than 50 paise may be ignored.

   7. As far as the PSUs/ Universities/ Autonomous Bodies/ Boards etc. are concerned, the managements of these PSUs/ Universities Autonomous Bodies/ Boards etc. would take an appropriate decision in this regard, considering the availability of resources in their organizations.

   8 In case of Government employees who have retired or who have closed GPF accounts and employees who are governed under Contribution Pension Scheme, the arrears on account of release of additional instalment of DA w.e.f. 01 .01 .2011 may be paid in cash.

Govt. spending Rs. 4450 crore on salary bills of Employees

State Government is spending Rs. 4450 crore over the salary bills of its employees annually.

This was stated by Prof. Prem Kumar Dhumal, Chief Minister while addressing inaugural ceremony of two-day long 5th National State Government Employees Federation here today.

Chief Minister said that all dues were being disbursed to State employees from time to time. He said that the Finance Commission had under valued the committed liabilities of the State Government by about Rs. 1800 crore. He said that the salary bill of its employees had been under valued by Finance Commission which valued salary bill at Rs. 3600 crore whereas it was Rs. 4450 crore, pension bill valued at Rs. 1400 crore which actually was Rs. 1850 crore, interest on loan valued at Rs. 1800 crore against actual amount of Rs. 1850 crore thereby undervaluing the committed liabilities of the State.

Prof. Dhumal said that Rs. 45 daily wages had been enhanced by the State Government in past two and half years benefiting a labourer by Rs. 16,425 per annum. He said that working women had been given public holiday on Raksha Bandhan, Bhaiya Dooj and Karva Chauth with free travelling facility in HRTC buses in first two festivals. He said that Muslim women had also been granted free travelling facility on EID festivals.

Chief Minister said that State Government had maintained best cordial relations with its employees and resolved all their genuine problems in mutual consultation from time to time. He said that there was hardly any section left in the State which had not been benefited with the pro-employees decisions taken by the State Government during past 33 months. He said that best efforts were being made to deliver all benefits due to the employees from time to tome.

Prof. Dhumal said that Himachal was land of warriors since the first PVC winner of the country Major Somnath Sharma hailed from Himachal and out of four PVCs awarded during Kargil operation, two were awarded to soldiers from the State. He said that the State had also been contributing significantly towards the service of the nation, in armed and para-military force. He said that the State had repeatedly been raising its demand to abolish Recruitable Male Population (RMP) formula for entry into armed forces since State had willing youth to serve in armed forces. He said that Himachal being a small hill State had very negligible portion of new recruits in the armed forces. He said that the State was committed to protect the interests of its serving and ex-servicemen who had rendered valuable services towards the nation.

Chief Minister said that first HEP Bhakra was also constructed on the water of the State and northern States were being supplied adequate hydel power which was also an example of regional cause and national interest. He expressed sorrow over the discriminating attitude of the Centre which had withdrawn the special industrial

package announced to all North Western States at par with North Eastern States by former Prime Minister Shri Atal Behari Vajpayee at Solan on December 1, 2002 ahead of its scheduled date of March 31,2013. He said that the State had been deprived of its legitimate rights by the Centre.

Prof. Dhumal reiterated the resolve of the State Government to protect interests of its employees who were instrumental in implementation of policies and programmes of the State Government even in adverse geo-physical conditions.

Prof. Dhumal welcomed delegations from different States to Himachal Pradesh and wished fruitful deliberations in the conference in State Capital Shimla. He hoped that all delegates would carry home sweet memories and also invited them to visit Himachal Pradesh again and again. He complemented the Federation for gaining large number of members in BMS. He appealed to BMS to protect national interests above their self interests and fight against anti-national elements.

Shri Mohinder Jain, President, National State Government Employees Federation said that delegates from 18 States were participating in the national conference at Shimla. He appreciated the pro-employee attitude of the State Government thereby protecting interests of the employees. He apprised the delegates of the itinerary of the two day conference and said that various resolutions were likely to be adopted by the Federation aimed at protection of interests of the employees in the country.

Shri Ram Daur Singh, Vice-President, National State Government Employees Federation said that the federation had always held national interest above its self-interests. He said that Bhartiya Mazdoor Sangh had a membership of above 1.5 crore at national-level. He said that efforts were being made to associate unorganized sector with a view to protect their interests. He underlined the need in removal of pay disparities.

Shri Vipan Dogra, National Secretary welcomed Chief Minister and other dignitaries and thanked for enhancing the daily wagers by Rs. 25 in one-go, on coming to power on December 31, 2007. He also apprised Chief Minister of various demands of employees in the State.
