GRANT OF DEARNESS ALLOWANCE TO THE STATE GOVERNMENT EMPLOYEES

MEMORANDUM

SUBJECT: GRANT OF DEARNESS ALLOWANCE TO THE STATE GOVERNMENT EMPLOYEES  AND FURTHER AD-HOC INCREASE IN THE WAGES OF DAILY RATED WORKERS UNDER THE GOVERNMENT WITH EFFECT FROM JANUARY 01,2016.

The Governor is pleased to decide that the whole time State Government Employees drawing basic pay (i.e Band Pay + Grade Pay, NPA, if any ) up to Rs. 80,000/- shall draw Dearness Allowance @ 75% with effect from 1st January,2016. The calculation of Dearness Allowance shall be made taking into account the revised Band Pay, Grade Pay & NPA , if any , but shall not include any other types of Pay.

2) The Dearness Allowance sanctioned herein above shall be rounded off to the nearest rupee in each case.

3) The Governor has also been pleased to decide that there will be a further ad-hoc increase in the existing daily rate of wages by Rs. 21/-(Rupees twenty one) only with effect from January 01, 2016 for the daily rated workers under the Government whose wages are not regulated by any statuary provisions like the Minimum Wages Act, etc.

Sub : Grant of Dearness Allowance to the Teachers and Non-Teaching Employees of Non-Government Educational Institutions/Employees of Statutory Bodies/Government Undertaldngs/Panchayats including Panchayat Karrnee and Municipal Corporations/Municipalities. Local Bodies etc. with effect from January 01. 2014.

Sir,
It has been decided to revise the rate of Dearness Allowance admissible to the State Government Employees with effect from January 01, 2014 vide Finance Department’s Memo No. 8840-F(P2) dated 16.12.13, copy of which is enclosed for ready reference.

2. This benefit of Dearness Allowance, as has been sanctioned in the aforesaid / Memorandum for the State Govenunent Employees, will also be allowed to the Teachers and Non-Teaching Employees of Non-Government Educational Institutions/Employees of Statutory Bodies/Government Undertakings/Panchayats including Panchayat Karmee, Municipal Corporations/Municipalities, Local Bodies etc. who are in receipt of Dearness Allowance at State Government rates i.e. 52% of Band Pay and Grade Pay taken together with effect from January 01, 2013.

3. The respective Administrative Department may sanction the benefit of Dearness Allowance @58% with effect from January 01, 2014 to the Employees concerned under their control in terms of Finance Department’s Memo No. 8840-F(P2) dated 16.12.13 without making any further reference to Group P2’ of this Department.

4. It has also been decided that in the case of Public Undertakings/Statutory Bodies the additional expenditure should be borne by such Undertakings/Bodies themselves out of their own resources or out of financial assistance provided to them in the budget and that no additional financial assistance will be given to them on account of sanction of Dearness Allowance.

The undersigned is directed to refer to this Department’s Order No.10615-F(P) dated 31.12.2012 revising the Dearness Allowance with effect from 01.01.2013 in respect of the State Government Employees / Teachers and Non – teaching Employees of Non - Government Educational Institutions / Employees of Statutory Bodies / Government Undertakings / Panchayats including Panchayat Karmee, Municipal Corporations / Municipalities, Local Bodies etc. who are drawing their pay in the pre-revised scale of pay.

Grant of Dearness Allowance to the Teaching and Non—teaching employees of Non-Government Aided/Sponsored Education Institutions.

Sub: Grant of Dearness Allowance to the Teaching and Non—teaching employees of Non-Government Aided/Sponsored Education Institutions who are in the pre-revised scale of pay/Employees of Statutory Bodies/Govt. Undertakings/ Local Bodies etc. with effect from 1st January, 2013.

   The undersigned is directed by order of the Governor to say that the Governor is pleased to direct that all the whole time approved employees of Statutory Bodies/Govt. Undertakings /Local Bodies etc. under the administrative control of this Department, who are in receipt of Dearness Allowance at State Government rates i.e. 45% of Band Pay and Grade Pay taken together, with effect from January 1st, 2012, shall draw Dearness Allowance @52% with effect from 1st January, 2013.

   2. The Dearness Allowance sanctioned hereinabove shall be rounded off to the nearest rupees, in each case.
