Retirement Age of Doctors: Amendment in FR-56
“Provided that the age of superannuation in respect of the doctors belonging to the General Duty Medical Officers sub-cadre of Central Armed Police Forces and Assam Rifles and Specialist Medical officers of Central Armed Police Forces and Assam Rifles shall be sixty-five years.”

NOTIFICATION
New Delhi, the 11th August, 2018
G.S.R. 767(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Fundamental Rules, 1922, namely :—
1. Short title and commencement.—(1)These rules may be called the Fundamental (Second Amendment) Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Fundamental Rules, 1922, in rule 56, for clause (bb), the following shall be substituted, namely:- “(bb) (i) The age of superannuation in respect of the doctors belonging to–
(i) Central Health Service; (ii) Indian Railways Medical Service; (iii) AYUSH and working under the Ministry of AYUSH; (iv) Civilian doctors under the Directorate General of Armed Forces Medical Service; (v) Medical Officers of the Indian Ordnance Factories Health Service; (vi) Dental Doctors under the Department of Health and Family Welfare; (vii) Dental doctors under the Ministry of Railways; and (viii) General Duty Medical Officers, Specialist Grade doctors and Teaching Medical Faculty working in Bhopal Memorial Hospital and Research Centre,
shall be sixty-two years unless they exercise the option of posting to Teaching, Clinical, Patient Care, Implementation of Health programmes, Public Health programmes and functions including advisory and consultancy depending on their expertise and experience, as decided by the competent authority in the concerned Ministry or Department from time to time, in case they desire to continue in their service upto the age of sixty-five years:
Provided that the age of superannuation in respect of the doctors belonging to the General Duty Medical Officers sub-cadre of Central Armed Police Forces and Assam Rifles and Specialist Medical officers of Central Armed Police Forces and Assam Rifles shall be sixty-five years.
(ii) The serving doctors belonging to the services referred to in sub-clause (i) who have either already attained the age of sixty-two years or attaining the age of sixty-two years within six months from the date of publication of these amendment rules in the Official Gazette, may exercise their option in regard to their posting to Teaching, Clinical, Patient Care, Implementation of Health programmes, Public Health programmes and functions including advisory and consultancy as specified in sub-clause (i), within a period of thirty days from the date of the commencement of the Fundamental (Second Amendment) Rules, 2018.
(iii) The serving doctors who fail to exercise the option in regard to their posting to Teaching, Clinical, Patient Care, Implementation of Health programmes, Public Health programmes and functions including advisory and consultancy as specified in sub-clause (i), within the period specified in sub- clause (ii), shall be superannuated form their service on attaining the age of sixty-two years or on expiry of a period of thirty days from the date of the commencement of the Fundamental (Second Amendment) Rules, 2018, whichever is later. ”.

(a) whether the Dearness Relief of 119 per cent as effective from 1st July, 2015 was the last one taken into consideration by the 7th Central Pay Commission (CPC) while recommending the formulae for revision of pension for civilian personnel including Central Armed Police Forces (CAPF) who retired before 01.01.2016 and if so, the details thereof; (b) whether the retirees were in receipt of six per cent Dearness Allowance (DA) w.e.f. 01.01.2016 till the implementation of the Pay Commission Report and if so, the details thereof; (c) whether at the time of implementation of 7th CPC Report, the six per cent has been denied and if so, the reasons therefor; and (d) the remedial measures taken/being taken by the Government to remove their hardship and to restore the DA denied to them?

(a) to (c) : The pension of Central Government employees including personnel of Central Armed Police Forces (CAPF), who retired prior to 1.1.2016, has been revised w.e.f. 1.1.2016 based on the recommendations of 7th Central Pay Commission (CPC), as accepted by the Government, taking into account Dearness Relief @ 125%.
(d): Does not arise.

Central Armed Police Forces (Assistant Commandants) Examination, 2011.

                        Based on the result of the Central Armed Police Forces (Assistant Commandants) Written Examination, 2011, held by the Union Public Service Commission on 9th October, 2011 and the Personality Test held in September-October, 2012, the following is the list, in order of merit, of candidates who have been recommended for appointment to:-

   (i)                 Border Security Force;
   (ii)               Central Reserve Police Force;
   (iii)             Indo-Tibetan Border Police;
   (iv)             Sashastra Seema Bal.
   (v)               Central Industrial Security Force;
 
   2.        A total number of 567 candidates, recommended for appointment, include 238 General, 180 Other Backward Classes, 98 Scheduled Castes and 51 Scheduled Tribes candidates.

   3.         Result of two candidates is being withheld.

Central Armed Police Forces (Assistant Commadants) Examination, 2012.

                 The Union Public Service Commission will be conducting the Central Armed Police Forces (Assistant Commandants) Examination, 2012 on 11th November, 2012 (Sunday) at 41 Centers all over India as per notification dated 28th July, 2012.  E-admit cards are available on the Commission’s website http://www.upsc.gov.in. Candidates are advised to download and check the e-admit card carefully and bring discrepancy ,if any, to the notice of the Commission immediately. Rejection Letters citing the ground (s) for rejection have been dispatched and also put on the Union Public Service Commission Website http://www.upsc.gov.in.  In case of any difficulty faced by the candidates in downloading e-Admit Card, they may contact the UPSC Facilitation Counter on Telephone Nos. 011-23385271, 011-23381125 and 011-23098543 on any working day between 10.00 AM and 5.00 PM.  The candidates can also send Fax message on Fax No. 011-23387310.  No paper Admission Certificate will be sent by post.

                In case the photograph is not clear on the e-Admit Card candidates are advised to carry two (2) photographs (one identical photograph for each session) alongwith proof of identity such as identity Card or Voter Identity Card or Passport or Driving License and printout of e-Admit Card at the venue of the Examination.

Written Results of Central Armed Police Forces (Assistant Commandants) Examination 2011.

    On the basis of the results of the written part of the CAPF (ACs) Examination, 2011 held by UPSC on 9th October 2011, the candidates with the under-mentioned Roll Numbers have qualified for Physical Standards Test / Physical Efficiency Tests and Medical Standards Tests.  The candidature of all the candidates whose Roll Numbers are shown in the list is Provisional, subject to their being found eligible in all respects.  The candidates will be required to produce the original certificates in support of their claims pertaining to age, educational qualifications, community etc. at the time of the Personality Test.  They are, therefore, advised to keep the said prescribed certificates ready.
 
   The Central Industrial Security Force (Nodal Authority nominated by Ministry of Home Affairs) will intimate the candidates about the date, time & venue of the Physical Standards Tests/ Physical Efficiency Tests (PET) & Medical Standards Tests, to be conducted by them.  In case, any candidate does not receive the call letter for Physical Standards Tests/ Physical Efficiency Tests (PET) & Medical Standards Tests (MST) by the 1st week of June, 2012, they may contact the Central Industrial Security Force on Telephone No. 011–24361309 and 011-24307747 or on FAX No.011-24361309.

4,000 Houses for Central Armed Police Forces Personnel to be Constructed.


   4,000 residential quarters are to be constructed for Central Armed Police forces. Rs. 1185 crores has been allocated for this purpose in the Union Budget 2012-13 presented in Lok Sabha recently.

   In this project, 228 sites have been identified across the country where lands are available with the CAPFs and construction can be taken up. These sites have been grouped into 39 clusters, which have further been clubbed into 4 lots. Approximately 57787 houses and 348 barracks are proposed to be constructed. Earlier it was proposed to construct 64643 houses and 536 barracks at 262 sites in 5 lots. The remaining 6856 houses and 188 barracks will be now constructed through CPWD/PWOs as a part of works programme of CAPFs.
