7th Pay Commission – Cabinet Approves 23.6% Overall Pay Hike

The Cabinet on Wednesday approved a 23.6 per cent increase in government employees’ overall pay – basic pay plus allowances – as recommended by the 7th Pay Commission.

There were reports yesterday that the increase would be higher than what the Commission recommended, but that didn’t happen.

The Pay Commission’s recommendations are to be implemented retroactively, from January 1, 2016. The increase in the basic pay is 14.27 per cent and with the hike proposed in allowances, the rise in remunerations comes to 23.6 per cent. The pay hike will benefit 47 lakh central government employees and 52 lakh pensioners .

It’s estimated that the implementation of the new pay scales will put an additional burden of Rs 1.02 lakh crore annually on the exchequer. That comes to nearly 0.7 per cent of the GDP.

While the 2016-17 budget fiscal didn’t provide an explicit provision for implementation of the 7th Pay Commission, the government had then said that the once-in-a-decade pay hike for government employees has been built in as interim allocation for different ministries. Around 47 lakh Central Government employees working in various sectors are eagerly awaiting for their salary hike.

New Delhi, June 19: The Central Government employees who have been eagerly waiting for the 30 per cent hike in their salaries, it seems their wait is finally over. The Narendra Modi government is about to take a final call this week, as group of Cabinet secretaries met the PMO officials. The pay panel will be conducting a meeting this week, as it has been more than two months the empowered group headed by Cabinet secretary is said to have recommended 30 per cent hike in salaries of central government employees.

On Saturday there were reports that a group of secretaries had said that the minimum salary as well as the fitment factor should be raised in the Seventh Pay Commission.

According to the report that appeared in Zee News suggested, that the starting salary of the government employees is expected to be around Rs 23,000, up from Rs 18,000, which has been also recommended by AK Mathur led panel in April.

A source close to Zee News said that the fitment factor is likely to be raised to around 2.7, up from 2.57 as recommended by the 7th Pay Commission.

On Sunday Dainik Jagran reported, that a group of Cabinet Secretaries met the PMO officials on Wednesday and appraised them about the secretaries panel’s recommendations on the salary and allowances hike recommended by the commission.

Seventh Pay Commission’s recommendations have submitted its report to the Finance Ministry by the panel secretaries. The Finance Ministry is preparing a note and will present it before the Cabinet this week.

Around 47 lakh Central Government employees working in various sectors are eagerly awaiting for their salary hike, along with the 52 lakh pensioners who are expecting a significant increase in the monthly pension provided to them.

7th CPC: Secretaries group submits Final Report to Fin Min; Cabinet Approval in 15 days

New Delhi: It’s good news for central government employees eagerly waiting for the implementation of 7th Pay Commission.

The implementation of 7th Pay Commission appears to be a matter of a few days now. As per Dainik Jagran report, the Cabinet Secretary met the PMO officials on Wednesday and apprised them about the secretaries panel’s recommendations on the salary and allowances hike recommended for central government employees.

The secretaries panel reviewing the 7th pay commission’s recommendations have submitted its report to the Finance Ministry. The Finance Ministry will prepare a note and present it before the Cabinet in the next 15 days.

With the threat of strike by central government employees looming large, the Cabinet is expected to take a prompt decision on the recommendations resulting in notification.

The salary hikes recommended are expected to apply from July.

New Delhi: The central government employees may start receiving increased salary with 6 months of arrears from August 1.

As per media report, increased salary of July will be credited to the 47 lakh central government employees and 52 lakh pensioners’ accounts on August 1, 2016. However, there is no clarity on whether the arrears of last 6 months will also be credited at the same time at one go or it will be deposited in installments.

As per sources, the Empowered Committee of Secretaries headed by the Cabinet Secretary Pradeep Kumar Sinha has recommended a 30 percent increase in minimum and maximum basic pay structures along with doubling of existing rates of allowances and advances.

The 7th Pay Commission had suggested a maximum basic pay of Rs 2,50,000 and a minimum of Rs 18,000. A 30 percent increase would translate into maximum salary of Rs 3,25,000 and minimum at Rs 23,400, respectively.

The Empowered Committee of Secretaries is functioning as a Screening Committee to process the recommendations with regard to all relevant factors of the Commission in an expeditious detailed and holistic fashion.

Government had earlier decided to set up a high-powered panel headed by Cabinet Secretary P K Sinha in January this year to process the recommendations of the 7th Pay Commission.

Media reports further state that after getting final nod from the Empowered Committee of Secretaries, Finance Ministry will take only a few days to implement the higher pay package for central government employees.

New Delhi: The Empowered Committee of Secretaries headed by the Cabinet Secretary Pradeep Kumar Sinha is all set to meet on Saturday (June 11) to finally process the recommendations of the 7th Pay Commission which will have bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners.

The Empowered Committee of Secretaries is functioning as a Screening Committee to process the recommendations with regard to all relevant factors of the Commission in an expeditious detailed and holistic fashion.

Government had earlier decided to set up a high-powered panel headed by Cabinet Secretary P K Sinha in January this year to process the recommendations of the 7th Pay Commission.

Media reports further state that after getting final nod from the Empowered Committee of Secretaries, Finance Ministry will take only a few days to implement the higher pay package for central government employees.

As per reports, the secretaries group has recommended a minimum and maximum pay between Rs 2,70,000 and Rs 21,000. This is twenty thousand more in the upper limit and three thousand more in the lower level, recommended by the Commission in November last year.

Overtime paid by Railways and Defence ministries constitutes 90% of total

The Seventh Pay Commission has recommended that overtime allowance, except for operational staff and industrial employees governed by statutory provisions, should be abolished, after data showed that the expenditure under the head for the Railways and Defence ministries more than doubled in seven years ending 2012-13.

A committee of secretaries headed by Cabinet Secretary P. K. Sinha is reviewing the Commission’s recommendations. Overall, the overtime paid by the Government increased from Rs.797 crore to Rs.1,629 crore in the period, prompting the Commission to observe that government offices need to increase productivity and efficiency; and recommend “stricter” control on the Centre’s expenditure under the head.

“Government employees, like every one else, should be paid for results, not to spend time in the office…but overtime is mandated by law in organisations like railways and in such cases payments must be realistic and not frozen in time and hence the recommendation to increase them by 50 per cent,” economist and Seventh Pay Commission Member Rathin Roy told The Hindu .

Overtime allowance paid in just the Ministry of Railways and to civilian employees in the Ministry of Defence, accounts for more than 90 per cent of all overtime paid by the Centre, the Commission found. While the Ministry of Defence has achieved some success in controlling payment of the allowance, the efforts of the Railways Ministry have not borne fruit as yet. As a percentage of pay, overtime allowance is declining in the Ministry of Defence but is on the rise in the Ministry of Railways. The allowance decreased to 6.54 per cent of pay in 2012-13 from nearly 8 per cent in 2006-07 in the Ministry of Defence. It increased to 2.58 per cent in the Ministry of Railways in 2012-13 from 2.09 per cent in 2006-07.

Rising faster

Overtime paid to employees in the Railways is rising faster than even their pay. The compounded annual growth rate of 17.2 per cent for overtime in the ministry exceeds that of pay which is 13.2 per cent. If the government decides to continue with the allowance for those categories of staff for which it is not a statutory requirement, then it should be increased by 50 per cent, the panel recommended.

Defence Minister Manohar Parrikar on Tuesday said the recommendation of 7th Pay Commission was not final and he would take up concerns raised by the Armed Forces at the right level.

In an exclusive interview with the India Today, Parrikar said he has prepared ground for smoothening the defence procurement which needed to be backed by deliveries now.

On the concerns raised by the Armed Forces over the raw deal given to them in the 7th Pay Commission, Parrikar said it was not the final word. “The seventh Pay Commission is in the form of recommendations. I do not think they (recommendations) will remain. I do not consider them as finalities. I have flagged them and will flag them properly at the right level,” said the defence minister.

Parrikar, who inaugurated arms show DefExpo in Goa on Monday where a strong pitch is being made to further expand the growing defence sector, said negative environment surrounding the military acquisitions has changed.

“I will not claim that I have turned it around completely but at least something has been done so that deliveries can start. Ground has been prepared. Delivery is now the key word,” said Parrikar adding that there was an environment of mistrust, suspicion which can be frustrating in dealing with forces.

He said the industry cannot be held responsible for responding slowly to the changing atmosphere. “They have experienced a congested atmosphere and the breeze has only now begun flowing in. However, it cannot happen overnight. Confidence building measures are in place. Industry has begun responding,” he said outlining how smaller changes have been made.

“Offsets have taken off, exports are improving, procurement from local level has gone up. At the capital procurement level, it has not taken off or turned into a big deal because it takes longer. Industry has definitely responded.” Talking about the defence reforms like the appointment of a Chief of Defence Staff, Parrikar said there are no hurdles in bringing defence reforms. “There has to be a rational decision. Drafts are being prepared and shared. Very soon it will be brought to the Cabinet,” he said.

Asked about delay in development of critical equipment like Intermediate Jet Trainers (IJT) for the IAF or submarines for the navy, Parrikar said the air force does not think the IJT is a requirement as it is training on simulators, Basic Trainer Aircraft and Advanced Jet Trainer. “Instead of three, it is a two-level, re-caliberated approach. The proposal for six under-construction Scorpene submarines is moving smoothly. Next project P75, I will tag along with our policy document on Strategic Partnership,” Parrikar said.

“When it will come about? Very soon, but I am not willing to issue a timeline. As far as Arihant, the issue should not be discussed. We are equally concerned and are moving in the right direction,” he said. The three services raised a number of issues, but when the pay commission sought the defence ministry’s comments and recommendation, the ministry negated most of the demands of the services, the officer said.

The Official Sources Close to the Finance Ministry told that a Meeting with National Joint Council of Action to be held on 19th February 2016 on the issues of 7th Pay Commission and Charter of Demands of NJCA.

It is informed that Convener, 7th Pay Commission Implementation Cell has fixed Meeting with NJCA on 19th February 2016 at North Block to discuss about the matters pertaining to 7th CPC recommendations and Charter of Demands of NJCA. The timing of the meeting scheduled itself has reveals its importance.

It is expected that, since the Meeting is scheduled before the Budget Session, some news about implementation of 7th pay commission may be announced in Budget or at least we are able to know the latest development about 7th cpc implementation after the Meeting.

An internal meeting of NJCA will also be held on 18.2.2015 before they attend the meeting with Finance Ministry.
