Advertisement for inviting proposals under Central Sector Scheme of “Free Coaching for SC & OBC Students" during 2012-13.

Subject: Advertisement for inviting proposals under Central Sector  Scheme of “Free Coaching for SC & OBC Students" during 2012-13.

   The,  Ministry of Social Justice & Empowerment,  Department of Social Justice and Empowerment invites proposals from reputed coaching institutions/centres for providing free coaching to students belonging to the Scheduled Castes (SCs) and Other Backward Classes (OBCs) in the ratio of 70:30.  The programme would cover coaching for:

   i) Group A and B examinations conducted by the Union Public Service Commission (UPSC), the Staff Selection Commission (SSC) and the various Railway Recruitment Boards (RRB);

   ii) Group A and B examinations conducted by the State Public Service Commissions;

   iii) Officers’ Grade examinations conducted by Banks, Insurance Companies and Public Sector Undertakings (PSUs) and; 

   iv) Premier Entrance Examinations for admission in (i) Engineering (eg. IIT-JEE & AIEEE),(ii) Medical (eg. AIPMT), (iii) professional courses like Management (eg. CAT) and Law (eg. CLAT) and (iv) such other disciplines may decide from time to time. 
 
   v) Finishing courses/job-oriented courses for employment in the private sector like IT, Bio-technology etc. in need of soft skill as well;

   The details of the Scheme and application format can be downloaded from the website  www.socialjustice.nic.in of Ministry of Social Justice and Empowerment. 

ELIGIBILITY OF INSTITUTIONS

   The Scheme will be implemented through the reputed institutions/centres run by the 

   (i) Central Government /State Governments /UT Administrations /PSUs/Autonomous bodies under Central/State Governments.

   (ii) Universities (both Central and State including the Deemed Universities in the private sector) and,

   (iii) Registered private institutions/NGOs. 

   The institutions/centers should be running at least for the last three years and should have achieved distinction measured in terms of success rate of candidates coached by them. While submitting the list of successful candidates as per para-III of the application form, contact/phone number of the successful candidates should also be submitted along with Roll No., full address and examination qualified/ placement details. 

SUBMISSION OF PROPOSALS AND SELECTION OF COACHING INSTITUTIONS

   Central/State Governments, Central/State Public Sector Undertakings, Autonomous Bodies under Central/State Governments and Central / State Universities may submit their proposals directly to the Union Ministry of Social Justice and Empowerment.
 
   Registered private institutions/NGOs would submit their proposals through respective State Govt./ U.T. Administration.  The State Govt./UT Admn. would forward the proposal of the institutions with their recommendation in prescribed Form – II.
 
   The proposals received from the implementing agencies will be considered by a Committee prescribed under the Scheme. The Committee will decide (i) the fee payable to the coaching institution/centres, (ii) the number of SC and OBC students to be sanctioned to the centres and (iii) the type of course/ examination for which coaching is to be imparted, including its duration.

   The institution selected by the Ministry would provide  free coaching to SC/ OBC students.    No charges whatsoever are to be collected from SC/OBC students by thecoaching institutions/centers under the scheme.

STIPEND PAYABLE TO SC/OBC STUDENTS
  
   Stipend will be payable to SC and OBC students admitted for coaching at the rate of Rs.3000/- and Rs.1500/- per student per month for outstation  and local  students respectively.  The amount of stipend will be paid through cheque/ECS by the coaching institution/centres concerned where the student is admitted.

ELIGIBILITY OF STUDENTS

   i) The students should be selected based on merit

   ii) The students must have secured percentage of marks in the qualifying examination as prescribed for the course/ examination for which free coaching is being imparted

   iii) Only students belonging to SCs and OBCs having total family income up to Rs. 3.00 lakh per annum will be eligible under the Scheme.
 
   iv) Benefits under the scheme can be availed by particular student not more than two times, irrespective of the number of chances, he/she may be entitled to in a particular competitive examination

HOW TO APPLY 

   The coaching institutions/centers run by Registered private institutions/NGOs are required to submit their complete proposals in the prescribed format-I to the concerned Department of  State Government/UT Administration within 30 days of the publication of this advertisement.  The concerned State Department/UT Administration should have the coaching institution inspected and their proposal analyzed before forwarding the same with recommendation in the prescribed format-II  to the Joint Secretary (SCD), Ministry of Social Justice and Empowerment, Government of India, Room No. 613, A Wing, Shastri Bhawan, New Delhi-110001 in batches or all together not later than  22.10.2012. 

   The institutions/centres run by the Central Government /State Governments /UT Administrations /PSUs, autonomous bodies under Central/State Government, Universities (both Central and State including the Deemed Universities in the private sector) are required to submit their complete proposals,   along with all prescribed documents mentioned in the application format directly to the Joint Secretary(SCD), Ministry of Social Justice and Empowerment at above address latest by 22.10.2012. Application may also be deposited in the Central Registry of this Ministry in Room No. 646,  A-Wing,  6th Floor, M/o Social Justice & Empowerment, Shastri Bhawan, New Delhi – 110001.  

   Applications received after 22.10.2012 will be rejected. Applications without complete information/documents will also be rejected.
